Mamasapano store owner to SAF:

‘Please pay up’

TUKA, Mamasapano, Maguindanao (MindaNews/24 January) – Babo Monera Andil will never forget January 25, 2015 not only because the tragedy left 66 persons dead in neighboring Barangay Tukanalipao but also because it marked the end of her sari-sari store business.

She recalls how “mga sundalo” (soldiers) in fullbattle gear arrived in truckloads at around 1 a.m. that Sunday and parked on the roadside apparently waiting for the next order from their commanders.

“Sundalo” is a generic term used by residents in conflict-affected areas to refer to armed men

Angara: Free College Act can be life-changing

SAN Francisco, Agusan del Sur--Police arrested on Wednesday a town councilor who was reportedly on the list of alleged narco politicians of President Duterte.

Apolonio Layugan, a member of the Sangguniang Bayan of Esperanza town, was arrested during a raid on his farm in Barangay Dacutan.

Layugan is a former

three-term Esperanza vice mayor.

Gilbert Buenafe, Caraga regional director of Philippine Drug Enforcement Agency (PDEA), said they seized from Layugan’s farm house in Dacutan village five sachets of suspected shabu (methamphetamine hydrochloride) worth P50,000 and a 9-mm Glock pistol.

He said they were able to secure a search warrant from the local court in Butuan City after presenting

their intelligence report as a result of more than two months of surveillance which were positive that he has been involved in illicit shabu trade.

“He did not resist arrest and cooperated with us,” Buenafe said adding that they went to the Esperanza town hall where Layugan was attending a legislative session to present the search Carmen flood. Floodwaters breached the national warrant.

Solon condemns killing of anti-mining activist A LAWMAKER on Tuesday condemned as “highly atrocious” and “travesty to the ongoing peace process” the murder of a lumad leader in the mining town of Claver in Surigao del Norte last Friday (January 20).

In a press statement, Bayan Muna Rep. Carlos Isagani Zarate said that a leader of Mamanwa tribe was gunned down by unidentified gunmen riding a motorcycle on Friday (January 20) in Claver, a mining town in Surigao del Norte.

According to Katribu (Kalipunan ng mga Katutubong Mamayan ng Pilipinas), Zarate said that ati-mining activist and tribal leader Veronico “Nico” Lapsay Delamente, 27, was shot dead by riding in tandem gunmen at around 12:20 noon last Friday in Punta Naga, Barangay Caagdianao, Claver, Surigao del Norte.

“We call on the government to investigate these incidents and to put a stop to the continued military operations in the commu-

nities despite the ceasefire declaration. We also call on the AFP to dismantle paramilitary groups like the NIPAR. Otherwise, these continued military and paramilitary operations that result to violation of people’s rights will only ignite the resumption of armed hostilities,” stressed Zarate, who is now in Rome, Italy as a member of the House delegation observing the Third Round of GRP-NDFP Talks.

“At this stage of the talks, the government must be wary of elements within who are against the peace process. The reported ceasefire violations, the encroachment of mining and other development projects in lumad lands, and, human rights violations are badges of sabotage. We urge President Duterte to punish these saboteurs and spoilers of peace and pursue the genuine interest of the people for a just peace,” he said.

Wanted barangay official surrenders CAMP Alagar--An official of a barangay in Misamis Oriental on January 24 morning to Northern Mindanao regional spokesperson after Regional Trial Court Branch 26 ordered his arrest by virtue of two arrest warrants dated Jan. 5, 2017.

The order of arrest, issued by Judge Judy Gelvez, stemmed from a libel suit filed

by Misamis Oriental Second District Representative Peter Unabia against Kagawad Juan Dela Cruz (not his real name), at the height of the 2016 national elections campaign.

Rep. Unabia filed the complaint against Dela Cruz at RTC Branch 26 in Medina town, Misamis Oriental for Dela Cruz’s alleged slanderous remarks.

The twin libel complaints became the court’s basis in the issuance of arrest warrants docketed under criminal case number 2162-2016 and 2163-2016.

The order of arrest was particularly directed to Opol Police Station where Dela Cruz resides.

“I decided to turn myself over to PSupt Surki Sereñas because I know I am safe with him,” Kagawad Dela Cruz said.

He said he frequently listen to PSupt. Sereñas being interviewed over the radio and thinks the spokesperson is a good police officer based on the way Sereñas talks and answers question asked by radio anchors.

SAN Francisco, Agusan del Sur--In the middle of ravaging floods, a young mother bore a child at the public school where they temporarily sought refuge but the umbilical cord was detached later from the infant’s navel with a sharp edge of a bamboo stick when they went up to the mountain for safety.

Genelyn Coguit,22, never thought she would deliver her third child which was a boy named Renel but the stress she experienced may have triggered it since the floods that already swamped their village came rampaging just as they woke up on Monday morning last week.

Coguit lives in the hinterland village of Angeles, one of the hardest hit community in La Paz town after flashfloods washed out 42 of the 46 houses of residents mostly belonging to the Manobo tribe.

8 Agusan del Sur, that the mother already delivered the child at the cemented floor of the school room when the floodwaters came rushing in causing the newborn to float for a while, prompting the village midwife to safely brought them to the higher ground of the mountain.

The mother and child was brought on Tuesday to the Rural Health Unit at the town center for further medical care since their house was among those destroyed by floods.

Joan Cris Gonzales, government social worker in La Paz, said most of the displaced residents in Angeles returned to their village setting up temporary tentlike shelters made of Nipa and wooden poles braving the cold at night.

The residents already running out of food while stranded in the mountain have to contend with waiting for a week before help came.

“We will find a way in getting funds to help the residents rebuild their homes

but for now, relief goods are our priority,” said Provincial Board member Santiago Cane, Jr. who accompanied in the relief mission.

The residents relied on corn farming, firewood and rattan poles gathering in the jungles as their source of livelihood but they have to start all over again after the devastation of their village.

Electricity was totally cut off and the Agusan del Sur Electric Cooperative (ASELCO) had to earmark P300,000 fund to restore the power lines to the village which is a recipient of Barangay Line Enhancement Program of the National Electrification Administration.

Leah Fe Estillore, ASELCO acting general manager, said they will work hard to restore the electricity to the village by February 15 this year. She said there are 35 homes connected to the electricity which also needed separate funds for the materials of house connections.

ASELCO will also extend relief operation for the residents as soon as corporate donors from San Miguel Corporation and Aboitiz Power Co. will come.

More than brothers

If the company, however, is fundamentally challenged, the board might want an outsider to transform the company. For one CEO, six to seven years of tenure is too short and would encourage short-term thinking. He believes insiders must be more preferred in leadership succession.

THINK a minute.

My younger son has always had a terrible fear of fast roller coasters.

Those rides at amusement parks and fairs that zip around so fast that the people riding them scream the whole way.

But recently, my son decided he was going to ride one no matter how afraid he was.

He forced himself to sit next to me on the roller coaster, and I could almost hear his heart beating and racing he was so scared.

To tell you the truth, that roller coaster was almost too fast for me!

When the ride was finally over and we were leaving, my son was so happy and proud of himself.

He kept saying again and again: “Dad, I conquered my fear!”

One of the important secrets to success and happiness, which many people don’t know, is that on the other side of our fear is a much better life for us.

It’s only when we face and conquer our fears that we get past them and are free to reach our potential.

The great army general, George Patton, said: “Fear kills more people than death.”

You see, death kills us only once, but fear kills us over and over again. “It’s better to face danger one time than to live in fear your whole life.”

Our fears will just keep chasing us as long as we keep running from them.

A wise man says: “Fear is a warning signal, not for us to close our eyes, but for us to open them wider, so we can face our fear head

“The biggest part of courage is having done it before.” on to conquer and defeat it.”

But if we keep closing our eyes to our fear so we can just stay in our comfort zone, then we’ll end up “buried alive in our comfort zone,” and never really live life to the fullest.

E hope Energy Secretary Alfonso Cusi remains firm about his earlier decision to allocate the cheap hydroelectric power from the Agus-Pulangi Hydroelectric Complex to the island’s poorest of the poor.

As quoted in a national broadsheet, Plaza claims Cusi wants her to recommend the subsidized power from Agus-Pulangi be made available in the three regions first “because there are existing industries there, and all other regions in Mindanao will follow.” President Rodrigo R. Duterte is from Region 11 and Plaza is from Caraga.

The subsidized power rates of P2.75 per kilowatthour will ostensibly attract more investments in Mindanao by reducing the cost of doing business.

Excuse me, ma’am, but aren’t you forgetting Northern Mindanao (Region 10) is Mindanao’s industrial hub so why is it excluded when there are more industries there than in Caraga, Davao and ARMM combined?

Second, why should the subsidized rates be made available to industrial firms who could very well afford

Your staff can tell you that while Mindanao has a peak requirement of about 1,300 to 1,400 MW, supply will almost double, with 1,000 MW more of additional capacity as new power plants come online. These will add to Mindanao’s installed capacity of 2,414 MW as of 2015, of which 2,044 MW are dependable.

We hope Mr. Cusi hasn’t forgotten his earlier plan to set aside the hydropower capacity for the island’s poorest. Last November 16, 2016 he reportedly asked the Power Sector Assets and Liabilities Corp. (PSLAM) to study allocating the output of Agus and Pulangi to the poorest of the poor in Mindanao, specifically in the ARMM, the Lanao provinces and Maguindanao.

The Agus hydropower complex is a series of seven facilities using the water from Lake Lanao that flows along the Agus River and discharges into Iligan Bay. It has an installed capacity of 900 megawatts (MW) while

the Pulangi hydropower plant in Maramag, Bukidnon has three units each with an installed capacity of 255 MW. However, we aren’t sure if the good secretary is aware that eleven of the 20 poorest provinces in the Philippines are located in Mindanao! According the ranking of the Philippine Statistics Authority (PSA) these are Lanao del Sur (74.3%); Sulu (65.7%); Sarangani (61.7%); Maguindanao (59.4%); Bukidnon (58.7%); Sultan Kudarat (56.2%); Zamboanga del Norte (56.1%); Agusan del Sur (54.8%);Lanao del Norte (50%); North Cotabato (48.9%); and Zamboanga Sibugay (44.9%).

Eight of the top 10 poorest provinces are in Mindanao, and 11 of the 20 poorest provinces in the whole country. And that’s not even counting all those families living below the poverty line in the other provinces of the island which are not counted among that list.

Mam-Ser, encouraging investments in Mindanao by using the output of Agus

and Pulangi to encourage industrial development and help create jobs will perpetuate an injustice that has pervaded the island since the first Agus VI plant at the Maria Cristina Falls was set up in 1950.

You are correct in saying the output of the hydro complex as the cheapest source of power in Mindanao. But who has benefited from the country’s industrialization track using the cheap hydroelectric power plants?

Surely, not the people of Mindanao, but foreign investors and carpetbaggers from the North who pillaged the island’s patrimony which rightfully belongs to its people, and stashed the profits they reaped because of it somewhere else.

Your noble idea to share the cheap electricity of Agus-Pulangi to the poorest of the poor most probably stems from the Association of Mindanao Rural Electric Cooperatives (AMRECO) proposal to reduce the cost of electricity for residential households in Mindanao by allocating the entire output of the Agus-Pulangi

for residential consumers.

Instead of being allocated to directly connected industries and the systems operator, the cheap hydro power should be exclusively allocated to distribution utilities (DUs) because they are serving the poorest of the poor, who are the targets of your boss, Pres. Duterte’s administration for the reduction of electricity rates.

Mam-Ser, your boss, the President can order the PSALM-NPC to make the allocation, which should be implemented asap, and stay in perpetuity, for as long as the Agus and Pulangi are generating electricity.

The hydro plants generated 3,858 gigawatt-hours (GWH), or 38% of the total generation of all power plants in Mindanao (10,000 GWH) in 2015. Under favorable weather conditions, power generated by the hydros can exceed 4,500 GWH. Since residential consumers only used 3,151 GWH in 2015 (31% of total consumption, including system loss, in Mindanao) there is still sufficient

electricity from the hydro plants to supply the present and future power needs of residential consumers in Mindanao.

Residential consumers stand to have their electric bills reduced by P1.20 per kWh (and save P120 on the monthly bills of indigent households that consume an average 100 kWh monthly) once this is implemented.

But not to worry. You can still provide cheap electricity to attract industries to set up plants in Mindanao once the Agus-Pulangi is taken from the power mix and allocated exclusively to residential users.

That’s because once the AMRECO petition is approved by the president, bulk electricity prices from thermal power plants in Mindanao would inevitably fall given the increased competition for the surplus electricity that would be made available from the grid (300MW), plus another 700MW that would be freed up by DUs from their contracts with private power generating companies, making available a total of 1,000 MW to benefit industrial users and the systems operator.

Power generation companies have long been harping about taking the cheap prices offered by the AgusPulangi out of the Mindanao bulk power market so prices are not skewed and can “reflect their true levels.”

So let’s have your boss take out Agus-Pulangi out of the power mix by making it exclusively available for residential users, and let prices from the geothermal, coal-fired, and oil-based thermal power plants seek their true levels in the market.

You can even bring in your beloved Wholesale Electricity Spot Market (WESM) to sell all that excess power so long as you don’t include Agus-Pulangi and allow the common tao (who are the true owners of the island’s patrimony), for once, benefit from it.

Indeed, the road to hell is paved with good intentions.

But Babo Monera was wrong. These were not soldiers who arrived but elite police commandos of the Special Action Force (SAF) of the Philippine National Police (PNP). They were tasked to wait should more reinforcements be needed to assist the main effort in arresting Malaysian national Zulkifli bin Hir alias Marwan, a “wanted” terrorist with a US $5 million bounty for his arrest (P220 million pesos at the January 2015 exchange rate of 44 pesos to one US dollar).

Marwan was killed, an index finger cut off and turned over to the US Federal Bureau of Investigation.

Usman escaped but would be killed in May that same year.

The 84th Seaborne was the main effort and the 55th Special Action Company was the main reinforcement.

They were part of a total deployment of 392 commandos, most of them waiting by the roadside, including those who waited here in Babo Monera’s compound.

At the end of the day, eight from the 14 Seaborne elements who managed to cross the river to get Marwan and all but one of the 36-member 55th SAC were killed. And so were 17 members of the Moro Islamic Liberation Front ‘s (MILF) Bangsamoro Islamic Armed Forces (BIAF) and five civilians.

Babo Monera, the 46year old storeowner and mother to four-year old Benzar had set up her business after working for 10 years as a domestic helper in Riyadh. On the day the SAF arrived was two days after her husband died from an illness. Aside from the usual stock of goods in her store, she had more than her usual supply of rice, chicken and ducks as she was preparing for the kanduli, a gathering of family and friends, for prayers on the third and seventh day of her husband’s death.

While the dawn to dusk clashes were happening in the interior, Babo Monera says the SAF commandos who were waiting by the roadside for instructions, got cigarettes and other goods, cooked her rice and at least 30 chickens. She cannot recall how many ducks were cooked but recalls that condiments like soy sauce were also taken.

She said she asked the commandos for payment but were told they had no money.

“Sabi ko, bakit nagpunta kayo dito wala kayong pera?” (Why did you come here without money?), she asked.

But she did not insist on collecting payment because she was afraid.

When the commandos left the next day, she said they also took with them

three huge cooking pots she bought in Manila which the troops used to cook their food.

On the first anniversary of the tragedy last year, Babo Monera said she was still waiting for the payment of P75,000 which she estimated was the worth of goods taken during the SAF’s two-day stay.

Known in the community for her cheerful disposition, Babo Monera said the SAF commandos came in 2015 to run after “wanted” men but says she had become “wanted” in Shariff Aguak, where she got her store supplies on credit.

Her creditor has been collecting from her but she has nothing to pay. “Sabi ko, patayin mo ako kasi anong ibayad ko eh SAF kumuha non at di nagbayad?” (I said, kill me because it was the SAF who took the supplies and did not pay).

She said the SAF can pay directly to her creditor in Shariff Aguak. Only if the amount is paid will she be able to avail again of her credit line, she said.

The store has been closed since January 25, 2015. “Bankrupt na, nagagalit na inutangan ko. Sabi nya pag nakabayad ako, makautang uli” (I’m bankrupt. My creditor is angry.

I can get goods on credit only if I pay up).

Babo Monera said the only amount she received f rom government was P10,000 from the office of Governor Mujiv Hataman, days after the tragedy in 2015.

On January 23, 2017, Babo Monera opened her store to show journalists what the tragedy left behind: a cobwebbed screen, sachets of white vinegar, small packs of now dried soy sauce, repacked ground pepper and food coloring.

She said she continues to wait for the SAF, now under the Duerte administration, to pay her so she could open her store again and resume work as bolante — traveling from town to town on market days to sell goods.

She hopes to have a tricycle to use while doing her rounds as bolante.

‘Kasambahay Day’ celebration in Davao City

DAVAO CITY--Around 200 household helpers are set to join the annual celebration of “Kasambahany Day” slated on Sunday, January 29, the Department of Labor and Employment in Davao Region (DOLE 11) said.

This year’s celebration that will also be participated by other line agencies of the government, bureaus of DOLE and the members of the academe will be conducted at the San Pedro College Gym in Davao City.

DOLE 11 said the celebration aims to honor the house helpers and give them break from their daily chores.

The event will also showcase their talents and destress them through various parlor games and fun-filled activities.

The expected 200 house helpers are mostly enrolled in the Department of Education’s (DepEd) Alternative Learning System (ALS), DOLE 11 added.

They will be joined by their teachers during the celebration.

“Kasambahay Day” was started in 2014, a year after the implementation of Republic Act 10361 or the Kasambahay Law. The enactment of the law recognizes domestic workers as similar to those in the formal sector and affirms the need to protect their rights against abuse, harassment, violence, economic exploitation and performance of work.

Partners of DOLE 11 for the celebration include the Tulong Alay sa Kaunlaran ng Kasambahay (TASK Kasambahay) – an inter-agency convergence team composed of DepEd, the Social Security System (SSS), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Home Development Mutual Fund (HDMF),Philippine Information Agency (PIA), Philippine Health Insurance Corporation (Philhealth), Technical Education and Skills Development Authority (TESDA), the Liga ng mga Barangay in Davao City and San Pedro College.

Human resource management

HUMAN resource management in a public school is similar to other organizations. It is composed of several systems devised for the management of people within an organization.

The responsibilities of a human resource manager fall into three major areas – staffing, employee compensation and defining/ designing work. Essentially, the purpose of human resource management is to maximize the productivity of the school by optimizing the effectiveness of its teachers. This mandate is unlikely to change in any fundamental way especially the DepEd setting here in the Philippines, despite the ever-increasing pace of change in our wider world which is Asean.

In recent years, the recognition of the importance of human resources management to a public school’s overall “health” has grown dramatically.

DepEd consultants note that modern human resource management is guided by several overriding principles. Perhaps the paramount principle is a simple recognition that human resources are the most important assets of a public school. Another important principle is that success is most likely to be achieved if the personnel policies and procedures of the school are closely linked with and make a major contribution to the achievement of the system’s objectives and strategic plans.

The term “21st Century Skills” is generally used to refer core competence as collaboration, digital, literacy, critical problem solving that advocates believe schools need to teach to help the student thrive in todays’world.

Today’s students need educators to re-envision of the role of technology in the classroom. A dramatic swift is sweeping through our school. Signs are all

around us. Third grades texting on their cellphones, kindergarten can navigate their iPod touch, middle schooler who have already internet following on their blog or you tube channel.

What more? They are not the same 21st Century learners that we know over the decade of millennium for these students just simply watching videos or images during class, playing internet multiplication games, or even taking turns at an interactive whiteboard which no longer enough.

Dealing with students

Dealing with the students is very hard. Different names, attitudes, IQs, beliefs and tradition but a teacher must deal with this every day for ten months. A class is some sort of a small diverse environment and a

teacher must deal with his students one by one. He must give them the fitting knowledge, he must mold their character, he must discipline them without any harsh actions, and all sorts of problems. Normally in a class, the students will go in groups with whom they think they will be comfortable with. And he must slowly destroy that

These New 21st Century learners are highly relational and demand quickness to new knowledge. More than that they are capable of engaging in learning at a whole new level. With the world literally at their fingertips, todays students need teachers and administration to re-envision the role of technology in the classroom. Following the joyous moments when educators realized their children are capable, independent technology users who can create inspiring master pieces, the

next reaction is “ How do fit it all in”. In the former mindset of teaching with technology, teacher was the focal point in the classroom, creating interactive and multimedia presentations to add shock to her or his lessons and capture the attention of the new 21st century child. A new mindset of teaching through technology must emerge which depends on the vital shift in teacher and student role. Senior high school readiness

IN my humble opinion, higher education institutions need to review their college offering to align their programs with the revised college general education curriculum that complements with the pedagogies of the K-12 program. It is understandable that some course offerings will be phased out to match with the K-12 curriculum.

Another suggestion is to upgrade faculty skills.

Drawing on the current discourse, studies and loud views of the K-12 program concluded that improving the quality of teachers is vital to meet the goal of K-12 in improving the nation’s student achievement. An influential group,

the CBCP, urged tertiary education administrators to provide opportunities to its professors and instructors to upgrade their kills to be able to handle specialized subjects in senior high. They define the college teachers’ attitude as to their perception of readiness to the implementation of the senior high school program. These teachers must believe that they are ready and prepared because they are equipped with the right qualifications and skills needed for the new program. They are positive that the new program will be successful and effective in achieving its goals.

The most relevant preparation plan is grant of research load to deserving faculty.

Varsity in senior high

THE big change is two extra years in high school before students can enter college. The maximum age for Palaro used to be 17. However, DepEd has now raised this age limit to 18. This will allow most senior high school athletes to participate. This is good as it will allow a big improvement on Palaro records.

While this now means that 13-year-old athletes will now be competing against 18-year-olds, there is a big difference physi-

cally in the limitations of the said ages in athletes for both girls and boys.

This also means that athletes who happen to have started late and are still in senior high school who are 19 already will not be able to play in the Palaro and they have no other meets except the Philippine National Games and the National Open as they are not yet in college.

There is also an existing pressure on UAAP and NCAA to increase the age cap of their athletes. If only DepEd can come up with a category of 13, 14, 15, 16, 17, 18 and 19-age groups to have fair game.

People look at you with respect depending on what you have and what you achieved in life. Some people judged you by the prestige you received in your workplace. But is it really receiving commendations alone? The answer is a big No. Success is coupled with big responsibilities in which some of it are difficult to cope. Before you can be called as a successful person, you should have the self-realization for you to share what you have to others.

Success is passive if it will not be felt by others who need your expertise most. In other words, you need to share everything what you have before you can be considered as the

sole source of great success in life.

Why some people committed suicide? It’s just because they considered themselves as losers in the battle of life’s challenges. But we have to remember that success comes in many forms.

You could be successful in your chosen career but failed to build a happy family and vice versa. On the other side, you were able to established lasting friendship and good relationship to others.

Thus, there is no need to have self-pity because we are all successful in our endeavor.

Success doesn’t come easy we need to have strong determination to succeed. The true essence of success is to have an open heart and mind to help others.
