DAVAO CITY – A detailed feasibility study has yet to be conducted, but this early a representative from a state-owned Chinese railway developer said that Davao City is “fit for monorail” project.

Jiang Zhiping, planning and management deputy director of the market development center at the China Railway Engineering Consulting Group Co., said in a press conference on Monday that his group was keen on pursuing the project to ease traffic in downtown Davao.

“The monorail is almost the cheapest urban transit in cities. For China, monorail is very popular now and secondly, it does not occupy roads. The monorail is very light and the structure is very simple,” he said.

If it pushes through, he said the project will be the first undertaking of their company outside China.

He estimated that the project will take about three years – one year for engineering and planning and two years for the construction.

According to Bloomberg, the CREC is a company based in Beijing, China which operates as a subsidiary under China Railway Group Limited and offers engineering services.

CREC’s website said the company was the former Professional Institute of Ministry of Railway in China founded in February 1953.

“It is a large comprehensive survey and design group specializing in engineering survey, design, consultancy, construction supervision, general contracting, and scientific research and development,” it said.

DAVAO CITY – A policeman and two other suspects were arrested in a drug buy-bust operation in Camansi, Brgy, Badas in Mati City, Davao Oriental Saturday.

A report from the Police Regional Office (PRO) 11 on Monday identified the policeman as PO1 Kenneth Gervir Casane, who was detailed at the Mati Police Station, and the two others as Ricky Namoc Masisay

and Jomairah Adar Espina, both residents of Badas.

The report said the three men tested positive for drug use.

However, Casane will be subjected to a confirmatory drug test by the Philippine Drug Enforcement Agency 11 in Davao City. He has been stripped of his badge and firearms.

University, learned how to perform various small tasks, and then “taught” Baxter, another robot from Brown University, how to perform the same tasks in an alternate setting.

Another robot took an IQ test with tasks in vocabulary, comparisons and comprehension and was found to have the intelligence of a 4-year-old.

The possibilities for artificial intelligence to make significant contributions in any field are tremendous, and education shouldn’t be left behind.

To deal with this problem, our gov-

ernment has implemented on Public High schools to have Sex education so that the ignorance of the youth about this problem will be diminished yet, the problem is still a reality and at present, it has gone worst.

Many are now thinking that ignorance is not the main element why premarital sex is very rampant, many are now blaming lack of discipline as the root of this problem.

Because of the extensive effects, distribution of condoms on public high schools is now being proposed. Because we cannot prevent it from happening, the state is now focused on preventing the alleged fruits of premarital sex from widespread but not premarital sex alone. For me, in order to prevent this sort of epidemic, we must also focus on the atmosphere of the youth today. Because many factors of premarital sex are due to the community’s

environment many are forced due to peer pressure or even being forced by adults due to our certain traditional belief; “Kung lalaki ka, huwag kang umayaw.” And because of this orientation, the youth is now highly affected. We must not only reform our ways on preventing the fruits of premarital sex but also in reforming our society into a community that is not based on traditional orientation that are being pressured to the youth.

Intensive Reading Classes, To Level Up

It organized special reading classes to undergo the Intensive Reading Program.

Through this it will build self- confidence to the pupils through reading. Knowing the pupil achievement is influenced by their reading performance. The school together with the com-

passionate stakeholder sought all reading innovations and solicits special feeding, school supplies and willing benefactors to share their blessings for those less fortunate school children.

Teacher- advisers encourage their pupils to avoid absenteeism to avail everyday whatever their benefactor as well as the school is preparing for them. Teacher: Is Teaching More Stressful Than Other profession?

Maybe we can say in short answer “yes”. It’s more stressful that most realize especially early on and “early on” can last for several years. Like what you have to understand is that the preparation is not simply significant, it is where much of the stress comes in. You’re preparing something which you’re going to use to dictate more than 30 students going tomorrow maybe of those children don’t want even to be there. In many cases, like

running a department full of easily disgruntled employees who have to do something brand new everyday, that this kind of stress frankly most workers don’t understand.All jobs have a range of stress, there are times when they are extremely stressful and other times when they are less. Teaching fluctuates as well. It is a hard job to “average out”.

New teachers are typically thrown in to some worst

teaching conditions without inadequate experience. It’s a sink and swim approach, since it is very isolating profession many don’t last.

It is a consuming profession and if teacher don’t have burning passion for kids, it can be a mind boggling.

Teaching is a life style job.

You can’t leave your office and separate it from your private life. You have to deal with more number of students and parents, they all have different challenges and objectives. You have to deal with lot of hostility, deal with many different expectations that do not

often coordinate, you have to repair problems that you have no part in it .Do other profession deal with these challenges too? Of course no one said they didn’t.

But teachers deals with them on a daily basis and often cannot do anything to alleviate them. You can’t just reassign your students to another teacher. Moreover, few in other profession that people asked to be held accountable for things beyond their control. We don’t blame police for criminal behavior but teachers are blamed for student’s behavior.

Aside from all the struggles, and all the pains, stress and sleepless nights, a teacher’s job is also the most rewarding.

Someday, if his students will graduate college, he will see that through his efforts, the students have attained all their wishes and dreams. That one day when they will meet, even those students who are said to have contributed the most problems in his teaching career, he will see them as successful men and women already working and truly, the teacher has become an instrument of their success. He has become a bearer of the most precious treasure that cannot be robbed; Education.

Free public higher education initiative is pro-poor: De Vera THE inclusion of P8.3B for free tuition in public higher education in the 2017 budget is the necessary first step in President Rodrigo Roa Duterte’s election promise to help young people, particularly the poor, get university education.

This is the statement issued by Commission on Hig her E duc at ion (CHED) Commissioner Prospero de Vera in response to a recent declaration of CHED Chair Patricia Licuanan that the P8.3B allocation will not help the poor because majority have stopped schooling and are no longer enrolled in universities.

This view, according to de Vera, is insensitive and elitist given the demand for access and equity in higher education by many Filipinos, particularly those coming from poorer households.

According to de Vera, studies all over the world show that higher levels of educational attainment are strongly correlated with better employment and higher income. Every poor Filipino student who is able to enrol in college,

increases his/her chance to get employed, helps his/ her family, and becomes a productive member of society.

Even if only 8% of students currently enrolled in higher education are poor, as Licuanan claims, the P8.3B infusion would still help close to 150,000 poor students complete their education. The new funding will also alert more students from poor households that they can enrol in universities.

De Vera asked: “Besides, what was the basis to say that only 8% of the poor are enrolled in higher education? How is “poor” defined? And are the current tuition rates in the 114 state universities and colleges (SUCs) prohibitive only for poor households?”

“CHED officials have been asserting that the national government should increase investments in higher education. Now that the national leadership has added P8.3B for higher education, I find it surprising and even ironic that the CHED leadership says it is insufficient and won’t help poor students,” de Vera added.

“We should not look at the P8.3B additional allocation as a one-time stand alone fund to help students in SUCs. Close to P5.75B worth of scholarships and financial assistance is already imbedded in the regular CHED budget plus there is the Higher Education Development Fund (HEDF),” said De Vera.

Instead of questioning the impact of the new appropriation of poor students, CHED should immediately draft the Implementing Rules and Regulations (IRR) of the P8.3B fund and make sure it is linked with all other student financial assistance funds available in the CHED, according

to De Vera.

This will ensure that on top of the free tuition, students can also get the much needed stipends for their day to day needs in time for the June opening of classes, added De Vera.

Teaching teens stretches me to look into areas that I wouldn’t normally.

Trying to keep my teen classes engaged and focused, I have delved into project work and taskbased learning. I have learned new approaches to teaching that I wouldn’t have tried without the fear instilled by the thought of going into a teen class with a boring course-book

and a 3-hour-stretch ahead of you.

In an effort to find common ground, I have explored material that I didn’t think I was interested in; sports, the latest singers and whatever the ‘next big thing’ is. And I’ve learned the hard way never to try to ‘get down with the kids’ and be their friend. They want a teacher, leader, manager, and in-

spiration – they will find their own friends amongst their peers.

Teens are teens. I think it’s important to remember that these are not fully formed adults and that they are coming to terms with so many changes in their lives, feelings, moods, and so on. In her book “Why are teenagers so weird?” studies which show that the teenage brain undergoes much greater changes than thought previously.

What we interpret as laziness, pig-headedness or lack of concentration might all be linked to a process rewiring and remodeling in the very structure of the brain.

MRI research in teenage brains have shown that behavior thought to be controlled by hormone imbalances are actually related to the break-down and reconstruction of neurons. I think that puts classroom behavior issues into some perspective.

The city government and Philtram will sign a memorandum of understanding next month that will kick off the conduct of a business case and a feasibility study for the development of a monorail project, he said.

He added the company will shoulder the expenses for the conduct of a business case and detailed feasibility study which would cost about P11-P12 million and will take about a year to complete.

He said the monorail can run as fast as 80 km an

hour.

The first phase will cost about P28 billion for a stretch of 14 km, he said.

Guardo said they are planning to charge passengers with P10 to P11 base fare plus P1 for every succeeding kilometer.

Guardo added the CREC constructs 30 percent of the high-speed trains and roads, and designs 80 to 90 percent of the monorail projects in China.

He said the proposed monorail will have two to eight coaches, can hold about 1,000 passengers at any given time, and will be constructed in four phases.

Although the project will be up for bidding through a public private partnership, Guardo said he is confident that they will be chosen as their proposal is more sustainable with a more forward-looking design.

He added they plan to put up a mall and parking space for each station and would cater to cargo and logistics at nighttime to subsidize the operations of the monorail.

Edward Geguerra, operations head of Philtram, said the terminal will cost about P500 million to P1billion while each kilometer will cost about P1 billion.

In phase 1, as proposed, he said that station 1 will be located at the junction of R. Castillo St. and J.P Laurel Avenue Ave.; station 2 at SM Lanang; station 3 at the Southern Philippine Medical Center; station 4 at Abreeza of the Ayala Malls; station 5 at Gaisano Mall of Davao going until the Duterte Central Station at Roxas Avenue.

Station 1 of phase 2 is planned to be at Quirino Avenue.; station 2 at Bankerohan; station 3 at NCCC Mall of Davao in Ma-a; station 3 at the junction of General Douglas MacArthur Highway and Quimpo Boulevard Diversion Road; station 4 at SM Ecoland; station 5 at the Davao City Overland Transport Terminal; and station 6 either near the office of the Land Transportation Office (LTO 11) or Davao City Recreation Center, also along Quimpo Blvd.; and then back to Duterte Central Station at Roxas Avenue.

The construction of the Siyapen Center is part of Ayala Foundation’s continuing development efforts in Mindanao, particularly in the Autonomous Region of Muslim Mindanao.

In 2015, the foundation kicked off the Basilan Young Leaders Program–Leadership Communities, in partnership with the ARMM Office of the Regional Governor and the Eisenhower Fellows Association of the Philippines. Working with community-based youth, the program equipped these young leaders with the leadership skills to develop, implement, and monitor

projects that address urgent needs in their respective barangays.

In 2016, the program grew to cover 10 areas in ARMM, and transformed into the Bangsamoro Young Leaders Program–Leadership Communities (BYLP– LeadCom). The inaugural batch of BYLP–LeadCom participants joined a learning tour of key locations in the Philippines. This year, they will conceptualize and operationalize change projects that they plan to implement in their respective communities.

Ayala Foundation has partnered with the City Government of Marawi and the Autonomous Region of Muslim Mindanao for the establishment of a drug rehabilitation facility in Marawi City, Lanao del Sur. To be called Siyapen Center (“siyapen” is the Maranao word for “care”), the 70-bed inpatient facility can also accommodate drug dependents undergoing outpatient care. It provides a space that encourages physical wellness and social integration. Located within the community, the center allows drug dependents to have better access to family and other forms of social support, which are crucial to their recovery. In addition, its proximity to a mosque opens up opportunities for spiritual counseling. The facility also allows for other therapeutic activities such

as exercise and group sessions.

The Siyapen Center will occupy an existing building owned by the City Government of Marawi. Through Makati Development Corporation (MDC), the construction arm of Ayala Land Inc., Ayala Foundation will oversee the refurbishment of the structure, in keeping with the requirements for an efficient and humane drug rehabilitation facility.

MDC will work on the facility from January to April 2017. Once completed, the Siyapen Center will be turned over to the City Government of Marawi for operations.
