Chinese firm exec finds Davao fit for monorail project

DAVAO City––A detailed feasibility study has yet to be conducted, but this early a representative from a state-owned Chinese railway developer said that Davao City is “fit for monorail” project.

Jiang Zhiping, planning and management deputy director of the market development center at the China Railway Engineering Consulting Group Co., said in a press conference on Monday that his group was keen on pursuing the project to ease traffic in downtown Davao.

“The monorail is almost the cheapest urban transit in cities. For China, monorail is very popular now and secondly, it does not occupy roads. The monorail is very light and the structure is very simple,” he said.

If it pushes through, he said the project will be the first undertaking of their company outside China.

He estimated that the project will take about three

years – one year for engineering and planning and two years for the construction.

According to Bloomberg, the CREC is a company based in Beijing, China which operates as a subsidiary under China Railway Group Limited and offers engineering services.

CREC’s website said the company was the former Professional Institute of Ministry of Railway in China founded in February 1953.

“It is a large comprehensive survey and design group specializing in engineering survey, design, consultancy, construction supervision, general contracting, and scientific research and development,” it said.

Jos e L. Guardo Jr., spokesperson of Philtram, the Filipino partner of the Chinese company in the Philippines, said the openness of President Rodrigo R. Duterte to Chinese investors is the major factor that has attracted investors

like CREC. The city government and Philtram will sign a memorandum of understanding next month that will kick off the conduct of a business case and a feasibility study for the development of a monorail project, he said.

He added the company will shoulder the expenses for the conduct of a business case and detailed feasibility study which would cost about P11-P12 million and will take about a year to complete.

He said the monorail can run as fast as 80 km an hour.

The first phase will cost about P28 billion for a stretch of 14 km, he said.

Guardo said they are planning to charge passengers with P10 to P11 base fare plus P1 for every succeeding kilometer.

Guardo added the CREC constructs 30 percent of the high-speed trains and roads, and designs 80 to 90 percent of the monorail

projects in China.

He said the proposed monorail will have two to eight coaches, can hold about 1,000 passengers at any given time, and will be constructed in four phases.

Although the project will be up for bidding through a public private partnership, Guardo said he is confident that they will be chosen as their proposal is more sustainable with a more forward-looking design.

He added they plan to put up a mall and parking space for each station and would cater to cargo and logistics at nighttime to subsidize the operations of the monorail.

Edward Geguerra, operations head of Philtram, said the terminal will cost about P500 million to P1billion while each kilometer will cost about P1 billion.

In phase 1, as proposed, he said that station 1 will be located at the junction of R. Castillo St. and J.P Laurel Avenue Ave.; station

2 at SM Lanang; station 3 at the Southern Philippine Medical Center; station 4 at Abreeza of the Ayala Malls; station 5 at Gaisano Mall of Davao going until the Duterte Central Station at Roxas Avenue.

Station 1 of phase 2 is planned to be at Quirino Avenue.; station 2 at Bankerohan; station 3 at NCCC Mall of Davao in Ma-a; station 3 at the junction of General Douglas MacArthur Highway and Quimpo Boulevard Diversion Road; station 4 at SM Ecoland; station 5 at the Davao City Overland Transport Terminal; and station 6 either near the office of the Land Transportation Office (LTO 11) or Davao City Recreation Center, also along Quimpo Blvd.; and then back to Duterte Central Station at Roxas Avenue.

1 at the Matina Crossing; and then to station 2 in Bangkal, station 3 in Ulas, and the proposed South Bus Terminal in Toril.

Gaguerra said planning for phase 4 is still in the works but they wanted to link it up with the proposed North Bus Terminal in Panacan.

Davao City Chamber of Commerce and Industry Inc. president Ronald Go said in a text message that any transport system that will “unclutter or decongest our roads will always be a welcome development in the business community.”

He said that a mass transit system such as a monorail will help make more possible the expeditious delivery of goods and services, benefiting both the businesses and the riding public.

Teaching kindergarten was not my dream, but I have found my deep passion for it that helps fuel my instruction every day.

My love is to teach. My dream is to help children see that they are special, talented, meaningful, beautiful and loved.

Kindergarten is a pivotal year in a child’s academic development. As a kindergarten teacher, I take teaching seriously not just a mere profession. To be an effective kindergarten teacher, there are certain traits that I have to bear in mind.

First is passion, passion of what I do even challenging at times; passionate through loving what I do and making difference. Being passionate is to show

also love to kindergarten children as my own. And the latter is not difficult to do because I am a mother myself, I can relate to it a hundred percent.

Second is patience, patience in distraction, disruption and frustration to unforeseen issues inside the kindergarten classroom. Third is creativity in which I have to come up with great ideas when it comes to classroom instruction.

Fourth is flexibility in which I can monitor a situation and adjust the lessons when the day is crucial. Fifth is respect, which means understanding and appreciation diversity.

The last but still in my list is the high energy which is definitely beneficial as a teacher to match with children’s energy and enthusiasm for learning. These are the traits that I valued so much in teaching kindergarten.

“THE HOBBIT” (MOVIE) AN ALLEGORY OF LEADERSHIP

Leadership is not simply being the first, biggest or most powerful as what many people believe. Leadership in the school community has a different and more meaningful definition.

A leader is the one who sets direction in an effort or tasks and influences or motivates colleagues. Being a leader influences an individual to exert effort to attain the set goals.

The movie The Hobbit is a legend that holds many insights of today’s leaders.

Gandalf, Bilbo and Thorin showed leadership of different qualities. They exhibited

their own unique approach of leadership.

Like the characters mentioned, as a school head, we must possess an eclectic leadership qualities. These are the combination of positive styles and qualities of a leader to achieve the optimum goal.

Like Gandalf, we are honest in what we are doing and have communication to accomplish the tip of our journey.

Like Thorin, we also have confidence and commitment in everything we do. And like Bilbo, we need to have an intuition in every school and job-related situation.

The positive attitude of the three characters entail that as a school head, we will keep our team motivated to achieve success in the journey. The success in the journey will not benefit us alone but of course to our significant clientele, the learners.

SBFP FIGHTS VS. MALNUTRITION

The implementation of the School-Based Feeding Program (SBFP) addresses the undernutrition and shortterm hunger of the wasted and severely wasted school children from kindergarten to grade six.

To improve the nutritional status is the primary goal of the SBFP. Secondly, it also aims to increase classroom attendance and improve children’s health and nutritional values and behavior.

Our institution is a beneficiary of the said program.

As a SBFP Coordinator, it entails responsibilities.

It is my responsibility to prepare nutritious menu to feed the SBFP recipients.

With the help of the parents, teachers and other stakeholders, the school-feeding were done smoothly. We’re able to feed the wasted and severely wasted school children. To boast their health, we also gave them vitamins and deworm them.

To add up the information they knew, my fellow teachers in their respective class informed all the children the importance of eating a balance diet, that

in every meal a go, grow and glow food should be present. It was integrated in their respective class discussions the importance of good grooming and personal hygiene to their health.

The W (wasted) and SW (severely wasted) pupils were also taught on waste segregation and composting because it plays a vital role on cleanliness and their personal health as well. We also established our Gulayan sa Paaralan. With the tutelage and leadership of our school head, the SBFP was a success. It brings positive outcome to our undernourished children. SBFP indeed fights against malnutrition!

Criminal mindedness is to me the root cause of police brutality and criminality, as it is also the cause of corruption and abuse in government, and even in the private sector.

To bring about change therefore---to stop police brutality and criminality, as well corruption and abuse in government and everywhere---it would be greatly necessary to address criminal mindedness.

Why are Filipinos capable of being criminals at this point? Why are their minds concededly controlled by evil? The answer is that, many of us grew up without God in our minds, hearts, bodies, and souls. Since God was not with us as we were growing up, the devil has gleefully taken control of most of us. Is there a remedy to this? Yes, and it is by going back to God, listening to, and obeying, Him, once more!

In detailing the genealogy of Jesus, Matthew 1 started off with Abraham and ended up with Joseph, the fiancée of the virgin, Mary. Any Bible believer would have thought that Jesus would be the direct descendant, in flesh and blood, of David, through Joseph. But this was not to be so because from Joseph, the line jumped to Mary.

I raise this question because Lacson was a former PNP chief himself, and, despite his well-publicized campaign to instill discipline in the force during the time of former President Joseph Estrada, policemen remained rouges, scalawags, murderers, and misfits, capable of murder, kidnapping, and many other heinous crimes.

Lacson owes it not only to Dela Rosa but to the entire Filipino nation as well to say specifically what would be required to instill discipline, and even the most basic good manners and right conduct among policemen, so that change can really come.

As it is, however, Lacson would not be qualified to say anything since he clearly failed in his own efforts to truly cleanse the PNP of criminals.

-oooMINDS OF FILIPINOS CONTROLLED BY THE DEVIL: The criminal and devilish mind seems to afflict almost all Filipinos nowadays. It is apparent that almost all of us have become capable of criminality, at its most heinous forms yet. So the question that must be addressed by the citizenry in general,

in Davao City kicking off the Philippines’ hosting of the Association of Southeast Asian Nations in its 50th year. Over the next few months, we will have dozens of technical panels and ministerial meetings convening all over the country.

Everything will culminate in the Leaders’ Summit later this year.

As hosts, we will be supervising all these meetings, looking after the creature comforts of the guests, and securing the delegates. Apart from matters on their respective agenda, we hope to familiarize our guests with the sounds and sights and gustatory wonders of our beautiful islands. The meetings are spread all over. But the most important meetings will be held in Davao City.

It will be easier to secure VIPs in President Duterte’s hometown. Besides, there will be less traffic flow to aggravate in the country’s southernmost city.

It is hard to believe that Asean is now 50 years old. It was an idea put together in the mid-1960s by the region’s senior diplomats, including our own Carlos P. Romulo and Narciso Ramos. Asean

began with five members, and later expanded to six with the inclusion of Brunei.

The core Asean countries were subsequently joined by the nations of Indochina to form a larger regional bloc.

The forerunner of Asean was a short-lived association called Maphilindo (for Malaysia, the Philippines and Indonesia). It was a largely Malay club with no clear strategic agenda, explaining its early demise.

Seato (or Southeast Asia Treaty Organization) was born in the early part of the 1960s as the Vietnam War began to intensify. Modeled after Nato (or North Atlantic Treaty Organization), this was a principally military alliance effectively influenced by the Western powers during the Cold War. Soon many regional leaders, some of whom were participants in the Non-Aligned Movement, became uncomfortable with the pro-Western military alliance.

As Seato was quietly put to rest, Asean was organized.

Its founders were careful that the new association did not acquire the character of a military alliance. They were careful, as well, to act only on a clear consensus

and avoid stepping into the internal affairs of membercountries.

In its first two or three decades, Southeast Asia was not quite ready for the idea of building a regional economy. The member-nations were as different as any grouping of nations could be. Historically, we were separated by the colonial experience and were in the post-independence period more closely linked to the former colonizers than to regional neighbors. Asean’s potential remained latent in its first three decades.

Over the past two decades, however, the member-countries became more comfortable with the idea of regional economic integration. In the 1990s, the basic outlines of the Asean Free Trade Area were drawn up and a schedule for lowering tariff barriers to encourage intraregional trade and investment flows was agreed upon. Asean began to resemble the European Economic Community, the forerunner of what is now the European Union.

While the idea of building a regional economic community was fairly easy to grasp, the matter of evolving

a common identity proved more difficult. This is, after all, a region where all major religious and cultural streams intersected. Asean brings together Christian, Buddhist and Muslim countries.

Its members were former colonies of Spain, the United States, Britain, France, Portugal and the Netherlands.

A clear regional cultural identity remains elusive to this day. By contrast, the European Community is characterized by great homogeneity rooted in the Greco-Roman heritage.

On its 50th year, Asean should begin to evolve into a regional identity. It will be based on the common regional interests that evolved into place in its framework.

It will be sustained by increasingly intensive regional exchanges and more comprehensive corporate integration. The Asean identity will be based on the vision of a shared future sustained by the emerging regional economy.

GRP, NDF seal guidelines for joint monitoring committee ROME, Italy—The Government of the Philippines (GRP) and the National Democratic Front (NDF) signed on Saturday (January 21), the supplemental guidelines for the full operation of the Joint Monitoring Committee (JMC) under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), moving the peace negotiations another step towards final peace settlement.

GRP peace panel chair and Labor Secretary Silvestre Bello III said the signing is concrete manifestation of the Duterte administration’s adherence for respect for human rights and international humanitarian law.

He added that the signing is a victory for the people and the Duterte government and a major dividend in the peace process.

The guidelines were crafted in 2004 but the draft of its supplement was not signed after the peace negotiations bogged down in 2011.

“The full operation of the Joint Monitoring Committee, with its supplemental guidelines in place, should not be difficult under our legal regime that includes new and bold laws and statutes upholding human rights and international humanitarian laws such as the law against

as amelioration allowance to officials and employees during the Christmas season or year-end, (if my memory is correct). This was to augment their meager pay and to give them incentives for a year’s good performance.”

“I now clearly recall I asked then finance division head (now retired) Ms. Perla Pandan and the executive committee officials as to whether this was allowed under the rules and they assured me this was okay,” he wrote.

He said he asked them on the consequences if COA disallowed the release of funds and was told that all the recipients will have to return what they received.

“I was told this was communicated to the whole staff,” Dureza said, adding he even directed the finance division to “get a written undertaking from the employees that they would return the amount they received if later on required to do so.”

Dureza said that while still at Medco, he was informed that the COA disallowed the fund release.

DAVAO City--Presidential Adviser on the Peace Process Jesus Dureza will return nearly a million pesos to the national treasury after the Commission on Audit (COA) ruled with finality that he and other officials of the defunct Mindanao Economic Development Council (MEDCo) are liable for authorizing what turned out to be an “illegal release” of P996,000 for staple food assistance and amelioration allowance of its employees and officials from 2001 to 2004.

“Although I already returned what I personally received myself while still at MEDCo years ago, I will promptly return the remaining total amount due from my own personal funds immediately upon my return to the country,” Dureza said in his January 20 statement sent from Rome, where he attended the opening rites of the third round of formal peace talks between government and the National Democratic Front.

Dureza’s statement did not say how much money

PH now in ‘world radar’ of peace efforts

Presidential Peace Adviser on the Peace Process Jesus Dureza takes leave on Saturday from the ongoing peace negotiations by the government with communist insurgents to attend two United Nations (UN) forums where he will herald the Philippines’ efforts in forging peace agreements with the leftist National Democratic Front (NDF) and the Moro Islamic Liberation Front (MILF).

“I will present to (the UN) the model for the Philippine peace process,” Dureza told mediamen, as he announced that he will be leaving for New York Saturday to attend two meetings in the international agency on best practices in peace

processes on Sunday and Monday.

He will return in Rome, Italy on Wednesday, in time for the closing of the third round of the peace talks between the Government of the Philippines (GRP) and National Democratic Front (NDF) panels at the Holiday Inn Rome – Eur Parco dei Medici.

According to Dureza, the ongoing peace negotiations of the Philippines with communist insurgents and Muslim rebels have gained international distinction, together with the Colombia’s own peace efforts with FARC rebels.

“These are the two models on peace work. So I will present the Philippine peace

process,” he said.

Dureza said the invitation to the UN forums only underscored that the Philippines was “already in the radar screen of the world in terms of moving forward with peace.”

On Sunday, Dureza will attend the Third Symposium on “The Role of Religion and Faith-based Organizations in International Affairs,” which carries the theme, “Just, Inclusive and Sustainable Peace” at the UN Headquarters.

The next day, he will be engaged in a high level dialogue that was organized by UN President of the General Assembly Peter Thompson titled “Building Sustainable Peace for All: Synergies be-

tween the 2030 Agenda for Sustainable Development and Sustaining Peace,” also at the UN. “We’re honored and I cannot miss the opportunity when they sent the invitation. So with the permission of the panels, I have to take leave,” he explained.

Dureza’s temporary leave will not likely derail the ongoing talks here as the GRP and NDF are expected to sign the supplemental guidelines for the Joint Monitoring Committee (JMC) that will monitor the “implementation and achieving of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) on Sat-

urday morning.

The guidelines constitute another concrete step towards the signing of a joint, bilateral ceasefire by both parties at the end of the third round.

Dureza said he will also be having a separate briefing for the the United Nations Development Programme (UNDP) regarding a multidonor trust fund that is being set up in Mindanao as part of the government’s peace efforts with the MILF. He bared that he will be taking the opportunity to ask donor countries in the same UNDP briefing for “possible support for our socio-economic development (programs) with the Communist Party of the Philippines (CPP)-NDF, even as negotiations are still ongoing.”

Dureza’s UN visit actually sets off a roadshow of peace forums that will be mounted by the Office of the Presidential Adviser on the Peace Process (OPAPP) and the GRP peace panel in Rome, Milan, London and Vienna.

On Sunday, GRP peace panel chairman Silvestre Bello III will be attending a peace forum at the multisocial hall of the Philippine Embassy in Rome at 10 a.m.-11:30 a.m., while panel members former

Commission on Elections (Comelec) commissioner Rene Sarmiento and Ateneo College of Law Dean Sedfrey Candelaria will grace a similar event at the Chaplaincy at 1 p.m.

After his Philippine Embassy engagement in Rome, Bello, who is Labor Secretary, will proceed to Milan to meet with overseas Filipino workers (OFWs).

He is also expected to discuss the progress of the peace negotiations with the CPP-NDF in the forum organized by OFW Watch.

GRP peace panel member Angela Librado-Trinidad will be in London on January 27, then in Vienna on January 28, also on missions to explain the ongoing peace process.

eight soldiers were killed, an allegation denied by the 10th Infantry Division of the Armed Forces of the Philippines’ Eastern Mindanao Command. . “No casualty on the government forces side,” Capt. Rhyan Batchar, chief of the Division Public Affairs Office of the 10th Infantry Division told MindaNews late Sunday night.

Senior Inspector Elias Colonia, chief of the Makilala municipal police station, identified the slain rebel as Rojit Ranara of NPA’s Front 51.

Colonel Harold Argamosa, commanding officer of the 39th Infantry Battalion, said Ranara’s body was taken by Mayor Rudy Caoagdan of Makilala for turnover to his family.

Rojit’s sister, Lolita, said they were surprised to learn that their brother was killed in an armed encounter with government troops. His brother left their hometown in Santa Cruz, Davao del Sur to work in a construction firm in North Cotabato.

“We didn’t know he would join the NPA. This is sad,” Lolita said.

Argamosa said the encounter on January 21 happened when the Makilala police and the Army received reports that an armed group was seen massing in Sitio Lukatong, Barangay Biangan in Makilala.

In a press briefing, Argamosa noted that on January 20, a day before the clash, a 10-wheeler truck driven by Delio Tongcos of the Santos Land Development Corporation was flagged down along Barangay Malasila road by four armed men who allegedly identified themselves as members of the NPA and took the key from the driver.

“Extortion was believed to be the motive behind the incident,” Argamosa said.

On January 21, Argamosa said he sent a team led by 2nd Lt. Rainer Serrano, to check if the NPA was indeed massing but before they could reach the area, they were attacked by at least 20 armed guerillas, leading to an hour-long clash.

Joy Mirasol, chair of Karapatan-North Cotabato, condemned what happened in Makilala and said it was a clear violation of the unilateral ceasefire.

Mirasol said they already conducted a quick documentation of what happened from January 21 to January 22 and would “submit results of our quick response to the GRP-NDFP panel as proof the Army in North Cotabato has violated the truce.”

In his Jan. 22 statement, Sanchez denounced what he described as “sinister combat operation” of the 39th IB. He said troops from that unit arrived in Sitio Concepcion, Barangay Kisante in Makilala town at 5 a.m. on January 21 and “launched offensive operation towards Sitio Lokatong in Brgy. Bi-

angan where an NPA unit was encamped.”

“Hav ing mon itore d the enemy’s movement, Red fighters promptly maneuvered to avoid armed encounter,” Sanchez said, adding that the Army caught up with the NPA at around 5 p.m. “and engaged them in an hour-long firefight which martyred one guerrilla fighter.”

In a press release emailed to the media at 3:49 p.m. Sunday, Batachar said troops from the 39th IB and police personnel from Makilala Municipal Police Station pursued members of a “lawless armed group” that earlier harassed a truck driver.

Batchar said the military and police were fired upon by the “lawless armed group” at Brgy Biangan, Makilala, North Cotabato at around 5 p.m., leading to an hour-long exchange of gunfire, that at about 5:30 a.m. Sunday, the “lawless armed group” again fired at the troops who were scouring the site and after a 30-minute firefight, the troops recovered three high-powered rifles, several personal belongings “and a dead body of an unidentified man at the encounter site.”

In another press release, the 10th ID said the recovered war materiel from the Jan. 21 and 22 encounters inMakilala, North Cotabato “belong to the NPA under the Guerrilla Front 51.”

“Ceasefire violation” The NPA statement said said what happened in Makilala was a ceasefire violation. The government and the MILF each declared an indefinite unilateral ceasefire in August and were targeting to forge a bilateral ceasefire after two months.

Both panels, however, are still working on it.

Sanchez said Sitio Lokatong in Brgy. Biangan “is a remote area that their presence can only mean an offensive operation against the NPA. Furthermore, they fool no one by claiming that their combat operation was merely in response to reports by local authorities of the presence of lawless groups: for the entire day, they actively maneuvered to engage the evading unit of the NPA.” The biggest impediment to just and lasting peace, Sanchez said, is “the bullish insincerity of its armed forces to continue its counterinsurgency campaign that is the biggest impediment in the quest for just and lasting peace.” (MindaNews)

It was learned that Mr. Araneta owns another modified sportscar, a Porsche GT3 with plate number JMA38.

According to the residents, they have talked with Araneta many times and asked him to show respect to the residents and the law but to no avail.

“We have asked him many times, but all proved unsuccessful as he remained adamant, boastful, and without consideration for the feeling of others,” the petition said.

MMV Homeowners Association officers also ordered the guards at the main gate not to let his car enter so that the loud noise will not disturb the residents.

But he allegedly confronted the guards and arrogantly and boastfully identified himself as a member of the Arroyo and Araneta clans.

In their statement, the MMV residents said that they “have suffered long

enough from the noise and threats to our health inflicted by the noise and overspreading cars driven as if the village and the surrounding streets are a racetrack.”

While Araneta was not identified in the MMV residents’ statement, the meaning was clear.

“We call on the Land Transp or t at ion Of f ice (LTO), the Road and Traffic Administration (RTA) and other government agencies to act on the various complaints already lodged against violators of laws and regulations protecting the rights of citizens from irresponsible vehicle owners and drivers,” they urged.

“We also call on these agencies to exercise political will in the implementation of laws, and not to be intimidated by some rich, powerful and influential individuals,” they added.

It was learned that just hours after receiving a copy of the petition against him, Araneta showed the MMV officials an injunction from a court here in the city.

Dureza stressed that as sole approving authority then, “I personally take FULL responsibility and spare the other employees/ officials from liability as ruled by COA.” The December 27, 2016 COA decision ruled that petitioners who are rank-andfile employees of MEDCo “need not refund the disallowed amounts.”

Citing a Supreme Court decision, the COA ruled that “government officials and employees who unwittingly received disallowed benefits or allowances are not liable for their reimbursement if there is no finding of bad faith” but “public officials who are directly responsible for, or participated in making the illegal expenditures, shall be solidarily liable for their reimbursement.”

The COA ruling said Dureza as MEDCo chair and Assistant Secretary Eufemia O. Calderon, MEDCo ViceChair as approving officers; and Corazon T. Ginete, Director V, Administration and Finance, and Perla R. Pandan, Administrative Officer V as certifying officers as to the necessity and legality of the expenditures, “are solidarily liable to refund the disallowed amounts.”

Cop, 2 others nabbed in drug buy-bust in Mati

DAVAO City--A policeman and two other suspects were arrested in a drug buy-bust operation in Camansi, Brgy, Badas in Mati City, Davao Oriental Saturday.

A report from the Police Regional Office (PRO) 11 on Monday identified the policeman as PO1 Kenneth Gervir Casane, who was detailed at the Mati Police Station, and the two others as Ricky Namoc Masisay and Jomairah Adar Espina, both residents of Badas.

The report said the three men tested positive for drug use.

However, Casane will be subjected to a confirmatory drug test by the Philippine Drug Enforcement Agency 11 in Davao City. He has been stripped of his badge and firearms.

Reportedly recovered from the the three men were three pieces of small elongated heat-sealed transparent plastic containing suspected “shabu”, marked money and other drug paraphernalia.

They are currently detained at the Mati City Police Station while awaiting charges for violations of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

“We are serious in our fight against illegal drugs and we will continue to clean our ranks. We will show no mercy to those police officers who will be found guilty of pushing, using and recycling of illegal drugs. They have no right to be in the organization, not only will they be dismissed but they will also face criminal charges,” PRO 11 director Chief Supt.
