Francisco appointed as Special Advisor to PEZA Vows to develop untapped investments, generate high-paying jobs FINALLY, something for Cagayan de Oro City.

On December 27, 2016, President Rodrigo Roa Duterte appointed a staunch supporter, Elmer Bautista Francisco, as Special Advisor to the Director General of PEZA for North America and Association of South East Asian Nations (ASEAN).

He took his oath on January 18, 2017, before Director General Charito “Ching” Plaza of the Philippine Economic Zone Authority (PEZA) in her office at Building 5, DOEPNOC Complex, Energy Center, 34th Street, Bonifacio Global City, Taguig City, Metro Manila.

Mr. Francisco is a native of Las Piñas City and a scion of the Francisco Clan who created the world famous Francisco Passenger Jeepney since 1947, Anfra AUVs and the bomb proof Pope Mobile used by then Pope John Paul II who is now a Saint.

In 2002, Francisco married a native Kagay-anon in the person of Ms. Michelle Cabrera-Francisco. Since then, he embraced Cagayan de Oro City and called it home, being a Kagay-anon by marriage.

Francis co is a Past Trustee and a hall of fame awardee of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. or simply, ORO CHAMBER. He was a delegate to the US-ASEAN Business Forum held in Siem Reap, Cambodia in 2012.

A1 Contractors urged to renew PCAB licenses DAVAO CITY – The Philippine Contractors Accreditation Board (PCAB) has called on contractors to renew their licenses soonest to avoid rush, delay and penalties.

Starting the first day of February, PCAB, an attached agency of the Department of Trade and Industry (DTI), shall be accepting renewal applications for fiscal year 2017-2018.

To avoid the rush and delay in the filing/processing of renewal application, contractors holding licenses ending in 0-1 must already file by February; 2-3 by March; 4-5 by April; 6-7

by May; and 8-9 by June, including new applications approved from January to June this year.

PCAB will strictly enforce the schedule of renewal of licenses among contractors. Failure to file renewal applications within the designated months shall be assessed the payment of P5,000. Additional Processing Fee (APF) plus P5,000 Additional License Fee (ALF) will be collected if the renewal application is filed after June 30 this year.

Gov. Daisy Avance-Fuentes announced in a recent

press conference that she has signed Executive Province Order No. 3 series of 2017 declaring every third Friday of January each year as the Provincial Prayer Day. Dubbed as “Pangamuyo 2017” the first provincewide prayer gathering will

be held at 4:00 p.m. on January 27 inside the South Cotabato Sports Complex.

Pangamuyo is Hiligaynon term for prayer.

THE Philippine Coconut Authority has temporarily suspended the issuance of permits on cutting of coconut trees in line with the moratorium which is now in effect across the country.

The moratorium on cutting of coconut trees was signed by PCA Ad-

ministrator Bill Andal on December 23, 2016, and took effect January 3, this year, nationwide.

However, due to infestation of Coconut Scale Insect or Cocolisap, Basilan province and Isabela City were exempted from the ban, which will last until April 2, 2017.

DavSur coconut processing firm inaugurates new plant STA. CRUZ, Davao del Sur -- The Franklin Baker Company of the Philippines (FBCOP) inaugurated its new plant located in Barangay Darong, Sta. Cruz, Davao del Sur last Thursday (January 19, 2017).

WHEREAS, in pursuant to Article II, Section 15 of the Constitution, the government has the duty to protect and promote the right to health of the people and instill health consciousness; WHEREAS, the 1987 Philippine Constitution guarantees the protection and promotion of health of its citizens and declares that the state shall endeavor to make health services available to everyone, as such, the role of social workers for the country is crucial in the effective delivery of basic social services; WHEREAS, the government has exerted relentless effort to combat malnutrition by organizing day care centers and supplemental feeding units to promote the social and mental development of preschoolers in support to the nationwide nutrition program; WHEREAS, Republic Act No. 6972, entitled, “An Act Establishing A Day Care Center In Every Barangay, Instituting Therein A Total Development And Protection Of Children Program, Appropriating Funds Therefor And For Other Purposes”, provides that the local government unit is directly responsible for the management and operation of Day Care Centers and the compensation of Day Care Workers and Child Development Workers; WHEREAS, Republic Act No. 8980, “An Act Promulgating A Comprehensive Policy And A National System For Early Childhood Care And Development (ECCD), Providing Funds Therefor And For Other Purposes” expressly declared that it is the policy of the State to promote the rights of children to survival, development and special protection with full recognition of the nature of childhood and its special needs; and to support parents in their roles as primary caregivers and as their children’s first teachers; WHEREAS, after a series of Technical Working Group meeting and public hearing held last September 10, 2015 and September 24, 2015, respectively, attended by representatives of the City Social Welfare and Development, Day Care Workers and City Budget Office and after consulting the representatives of Department of Social Welfare and Development, it was discussed and agreed that there is a need to provide separation, disability or death benefits to the qualified and accredited child development workers, center-based and community-based, in the City of Iligan in recognition of their services rendered to the community; WHEREFORE, on motion of Member Frederick W. Siao, duly seconded by Members Marlene L. Young, Roy L. Openiano, Usafeno F. Obial, Cesarve C. Siacor and Emmanuel C. Salibay BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod of Iligan, that the following City Ordinance be ADOPTED and APPROVED: CITY ORDINANCE NO. 15-6414 AN ORDINANCE ADOPTING THE GUIDELINES IN THE ESTABLISHMENT OF THE SEPARATION, DISABILITY AND DEATH BENEFITS GRANTED TO ALL QUALIFIED AND ACCREDITED CHILD DEVELOPMENT WORKERS (CDWS), CENTER-BASED AND COMMUNITY-BASED, IN ILIGAN CITY AND PROVIDING FUNDS THEREFOR. Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that: SECTION 1. This Ordinance provides for the guidelines in granting of separation, disability and death benefits to all the qualified and accredited Child Development Workers (CDWs), Center-based and Communitybased rendering basic social services for children of the forty-four (44) barangays in the City” of Iligan.

SECTION 2. Statement of Policy

a. It is the policy of the State to defend the right of the children to assistance, including proper care and nutrition, and to provide them with special protection against all forms of neglect, abuse, cruelty7, exploitation and other conditions prejudicial to their development.

b. Filipino children up to six (6) years of age deserve the best care and attention at the family and community levels and establish a child development center in every barangay with a total develop-

SECTION 6. Disability Benefit/s - Any child development workers, center-based and community-based, under this Ordinance who sustains an injury or contracts sickness resulting in total and permanent disability while serving as such shall be entitled to receive the following benefits:

SECTION 3. Definition of Terms - As used in this Ordinance.

Beneficiaries - means the dependent spouse until he/she remarries and dependent children, who are the primary beneficiaries. In their absence, the dependent parents and subject to the restrictions imposed on dependent children, the illegitimate children and legitimate descendants, who are the secondary beneficiaries.

Separation pay equivalent to Two Thousand Five Hundred (2.500.0) Pesos for every year of services, provided that he/ she has served as such for a period of six (6) years or more.

Child Development Worker, Center-based - refers to an individual with good moral character and preferably a 4 year course or a 2 year course on Early Childhood Care Curriculum, hired in a permanent or contractual status by the local government unit through the CSWD, who acts as a second mother to the children in the Day Care Center.

b.

Medical assistance of Ten Thousand Pesos (PI 0,000.00) to be received after the child development worker, center-based and/or community-based, contracts sickness or sustains injury resulting in total and permanent disability, regardless of his/ her length of service.

Child Development Worker, Community-based - refers to eighteen to forty-five (18-45) years old male or female highly trained volunteers and/or contractual service providers catering to one to four (1-4) years old children who are not beneficiaries and/or enrolled in the Day Care Centers are not visible in the area.

RESOLUTION NO. 15-1202 WHEREAS, Child Development Workers (CDWs), center-based and community based, are being utilized increasingly in the effective delivery of basic social services especially in the remote and rural areas as mandated by the Department of Social Welfare and Development (DSWD);

c. The Local Government of lligan and all its instrumentalities shall also recognize the rights of child development workers, centerbased and community-based, to organize themselves to strengthen and systematize their services for their community; and to make a venue for sharing their experiences and recommending policies and guidelines for the promotion, maintenance and advancement of their activities and services delivered.

Day Care Service - refers to a built-in service of the City Social Welfare and Development Office under the Child Welfare Program, focusing on the development of Gross motor, Fine motors, Self-help, Receptive Language, Expressive Language, cognitive, Socio-emotional.

Day Care Center is a community - based institution under the supervision of the City Social Welfare and Development Office in every barangay under Republic Act No. 6972, An Act Establishing A Day Care In Every Barangay, Instituting Therein A Total Development And Protection Of Children Program, Appropriating Funds Therefore And For Other Purposes. It caters to three (3) to four (4) years old potentially neglected children whose objectives are “Substitute Parenting”.

Death - means loss of life resulting from injury or sickness while still in service.

Disability - means loss or diminution of earning power due to the impairment of physical or mental function resulting from injury or sickness while still in service.

Early Childhood Care and Development (ECCD) - Early Childhood Care and Development (ECCD) System refers to the full range of health, nutrition, early education and social services programs that provide for the basic holistic needs of young children from birth to age six (6), to promote their optimum growth and development.

These programs include:

1. Center-based programs such as the day care service established under Republic Act No. 6972, public and private preschools, kindergarten or school- based programs, community or church-based early childhood education programs initiated by non¬government organizations or people’s organizations, workplace-related child care and education programs, childminding centers, health centers and stations; and

2. Home-based programs, such as the neighborhood- based play groups, family day care programs, parent education and home visiting programs.

Length of Service - refers to the duration of employment/services extended by the child development worker, center-based and/or community-based.

Mandatory Age of Separation - refers to the retirement age, which upon reaching, a child development worker, center-based and/ or community-based is compelled to retire from rendering health services and for purposes of this Ordinance is established at sixty five (65) years.

Optional Age of Separation - refers to the retirement age, which upon reaching, a child development worker, center-based and/or community-based, may opt to retire/from rendering health services and for purposes of this Ordinance is established at sixty (60) years or more, but not beyond sixty- five (65) years.

SECTION 4. Registration - In order for the child development workers, center-based and community-based, to be entitled to the benefits provided under this Ordinance, he/shall be accredited with the Department of Social Welfare and Development (DSWD) Region 10 Office Assessment and Accreditation Team.

SECTION 7. Death Benefit/s - Upon the death of the qualified child development workers, center-based and community-based, his/her primary beneficiaries and in their absence, the secondary7 beneficiaries shall receive the following benefits:

a.

Death benefit equivalent to Two Thousand Five Hundred (2.500.0) Pesos for every year of services, provided that he/ she has served as such for a period of one (1) year or more.

A fraction of six (6) months shall be considered as one whole year;

b.

Burial assistance of Fifteen Thousand (15,00.00) Pesos to be paid upon the death of the qualified Day Care Worker and Child Development Worker, provided that he/she has served at least one (1) year.

SECTION 8. Implementing Office - The City. Social Welfare and Development Office in conformity with the standards being imposed by the DSWD Accreditation Team shall remain the policy-making and determining body on matters pertaining to the benefits of the child development workers, center-based and community-based, and/or any issues and concerns relative to this Ordinance.

SECTION 9. Budget Appropriations - The City Council shall appropriate a yearly amount of One Million Pesos (PI ,000,000.00) in the annual budget for the granting of benefits of the accredited child development workers, center- based and community-based, of Iligan City as indicated in this Ordinance.

SECTION 10. Review by the City Social Welfare and Development Office - Every benefit for child development workers, center-based and community-based, requiring the expenditure of local funds shall be reviewed and approved by the City Social Welfare and Development Office in conformity with the standards being imposed by the DSWD accreditation team to ensure that only the deserving child development workers, center-based and community-based shall get the same.

SECTION 11. Separability Clause - If part/s or provision/s of this Ordinance shall be declared unconstitutional by any court of competent jurisdiction, the remaining provisions not affected thereby shall remain valid and effective.

SECTION 12. Repealing Clause. All ordinances or parts, executive orders, rules and regulations or parts thereof that are inconsistent with any provisions of this ordinance are hereby amended, modified and repealed accordingly.

SECTION 13. Effectivity - This Ordinance shall take effect after the publication and the posting requirements as provided for under RA 7160 otherwise known as the Local Government Code of 1991 as amended. Many believe that there is no single best teaching strategy and technique for a particular class,, but the teacher can utilize integration of strategies that can be designated to meet the demands of

every learning situation.

As a first step to begin a change in the consistent differentiating in the classroom, the teacher should recognize the importance of knowing the students’ skills, interests, strengths and weaknesses. Though this collective classroom information, the teacher can direct instruction and redesign adaptive approaches that are required to respond to each of the needs of diverse learners. Another way for a more effective classroom instruction is to set course and learning outcomes and goals with the learners. It is essential to inform and share the desired learning outcomes to the learners to let them take charge of their own

learning pace and to keep track of their own progress. Moreover, classroom instruction will never be successful without assessment. How we assess is how we measure the extent of our students’ achievement. This will define if we have truly reached what we have set to achieve in learning.

No matter how challenging our role may be in differentiating strategies, as teachers, let us not forget that it always our joy to transcend to our students the value of learning. Like a caterpillar once so destructive, yet it turned out to be a butterfly helping the environment, a kid so loved playing computer games turned out to be a skills expert. Once somewhat rebellious and his mother reminded each part of dismantled toys be assembled again. But sometimes it won’t be returned to its original position without parents help.

He’s curious and energetic as a kid but unknowingly, self-confidence and industry were established in childhood days manipulating toys. Asked questions about pictures in the book he was scanning since two years old.

Observed and participated in the Science experiment activities every time he visits the room of his mother, science teacher while he’s in elementary years at Halapitan Central School.

Hang out with friends playing computer games preoccupies much of his

time. At school hours he escapes and joins his friends to indulge in his passion.

From grade school, he’d go out overnight and makes parents worry wherever he might be going. Sometimes, in internet cafes, in his friends’ house, or even in far places. His parents keeps scolding, reminding him that it’s dangerous to go out late at night.

Being fun of roaming around, the more his grade decreases. This irritates his parents. But yet change emerges, in grade three his mother was transferred to Valencia City Central School including him but addiction to computer games grew worse instead.

With pity grades was able to graduate and proceed to high school because of his prominent parents but he’s rebellious, not focus to his academic subjects but more in socializing.

Failing grades and computer games addiction, his parents tries to find a solution. After second year high school his mother trans-

ferred him to Halapitan National High School so that he can be admitted in Technology and Livelihood Education (TLE) with concentration in Electronics, Computer Software diagnosis and Electricity.

Luckily, a relative who is a Technology and livelihood Education teacher was in Halapitan National High School. Her mother’s schemed that he should be taught systematically, though his computer games’ addiction started there. His parents believed it’s where it’s going to end since his auntie teacher was so strict.

He promised to stop of being unruly as he was. Yet, he wasn’t able at the outset but still went out with friends whenever time warrants and can’t be found often when needed.

Though computer games addict, he is helpful. Since he knew how to use computer, he’s tasked on computer presentations, editing, designing, etc. this makes him busy and no to time anymore to his wrong ways and

makes him responsible in his studies and his tasks. Since electronics and computer is related hardware-wise, he handled them easily. Having improvements convinces his teacher to participate in various technical skills competitions and be coached under her as in charge of school’s sound system and its operator.

He won: Division Students Technologist and Entrepreneurs of The Philippines (STEP) Competition, second place in Libona High School in Electrical Wiring Installation In 2010.

The way that our capacities develop is profoundly influenced by the environment and by the social situation in which a child grows up. Genetic influence is not genetic determinism and the interplay between genes and development is enormously complicated. A study based on the population of Iceland makes claims to show that some genes for intelligence are being pushed out at first sight. Researchers have identified a large number of gene variants – the evo-

lutionary mutations associated with traits – which taken together correlate with educational attainment.

Since evolution can be defined as a change in how common these variants are found in populations over time, this looks superficially as if we are evolving to be less clever. Nature however is swamped by nurture – environmental pressures are working much more strongly in the other direction. There is in IQ testing a phenomenon called the Flynn effect in which successive generations in every population tested have shown significantly higher IQ scores than their parents.

As far as the national government is concerned, when it comes to development priorities, Mindanao had always been in the back-seat for far too long.

It is maybe because there had never been a president from Mindanao or that the national government had just been too focused on the development of its center of commerce, Metro Manila, while neglecting the far flung provinces.

Development in Mindanao seemed to have been less of a priority as the second biggest island in the archipelago -- still experiencing regular brownouts due to lack of power load.

Ideological rebellions and insurgencies also still exist in the island until today. They say that it is a political problem. But, in reality, it is obviously an economic problem. It is because of the lack of development that pushed some of our brothers and sisters to the mountains to fight for self-determination. It is also due to lack of opportunities for themselves and their children. Unemployment and underemployment are still very big problems. The situation clearly calls for real positive change.

Many underdeveloped countries had railway systems since a century ago but Mindanao is still yet to have its own railway system that the people could use to further spur economic growth.

Cagayan de Oro had long been known as a city that did not much experience storms and flash floods, yet today, because of climate change, it is very much different. Unfortunately, flash floods are slowly becoming a regular “thing” every time a storm comes. “During our meeting with security forces together with the victims, we learned that even the military and the police are helpless; everyone is frustrated as it seems that there is no ready answer to stop these despite communicating these concerns to the national government, specifically Secretary Jesus Dureza as head of OPAPP and Secretary Silvestre Bello III who heads the negotiations with CPP-NPA-NDF,” she continued.

In earlier interviews, Fuentes said security forces are prevented from conducting operations against NPA troops because of the suspension of military operations in line with the

peace talks.

Since November, 2016 more than 10 cases of torching of buses, heavy equipment and plantation facilities have been recorded. In some incidents, perpetrators introduced themselves as members of the NPA. What a way to start 2017 with the logistics support of the PESO-LGU of Cagayan de Oro City through the highly esteemed and productivity practitioner, Mayor Oscar S. Moreno of the City of Cagayan de Oro through its Job Placement Bureau/PESO. The PESO/JPB confirmed this support in view of an approved allocation for CY 2017. Initial discussions way back later part of 2016 turned out concretized.

Consequently, the approved budget appropriation for 2017 allocated for employment program promotion, career counseling and guidance, anti-illegal recruitment campaign and sustenance of child-labor free city includes productivity in all mentioned program areas. Thus, the LGU-PESO/JPB and RTWPB-X had initial discussions firming up the Joint Productivity and Employers Forum on February 3, 2017 at the De Luxe Hotel, at the Capt. Vicente Roa St, Cagayan de Oro. RTWPB-X shoulders the traning materials, equipment and training technology while the LGU/PESO/JPB shoulders meals/food including Certificate of training. This cost-sharing scheme activity entitled: Employment Forum Cum Productivity Advocacy will be participated by the SMEs in the province of the Western Misamis Oriental, where PESO functions and employment programs will be reviewed, updates on labor laws and productivity highligting PIE (Productiv-

ity and Innovation in Enterprises) will be discussed. Another batch will be conducted on June 2017.

For this year, productivity will indeed have its way to the graduating students/ would-be-entrants to the labor force; local and overseas recruitment agencies and other stakeholders. Schedules for other stakeholders will be formulated within the first and second quarters of this year.

Boosting productivity and innovation in enterprises is one of the main thrusts of the DOLE/NWPC/RTWPB-X in promoting the productivity toolbox which includes the PIE module (Productivity and Innovation in Enterprises) in the region in 2017 as another vital component of the productivity toolbox. While innovation at enterprise level is undeniably a key success factor in increasing sustained growth and competitiveness, it remains an indelible determinant in increasing overall productivity.
