AVAO DEL N O RT E — Some towns in the northern Davao Region block of DavComval-DavOr provinces have declared no classes and state of calamity due to intermittent rains for several days, causing massive flooding.

The Provincial Disaster Risk Reduction Management Office (PDRRMO) of Davao Oriental revealed that the municipalities of Boston and Cateel had declared state of calamity.

Boston Information Officer Judith Castres said that the municipal government declared on Thursday (Jan 18) a state of calamity and suspended classes at all levels due to massive flooding.

Severely affected barangays were Cabasagan, San Jose, Caatihan, Simulao and Carmen. Due to intermittent rains experienced since December last year, a road in Cabasagan was rendered impassable and a school in the same barangay is now leaning towards a river beSee Calamity, page A7

The Provincial Disaster Risk Reduction and Management Council (PDRRMC) met earlier today at the Bulwagan ng Lalawigan this city to discuss among others the implementing rules and regulations of Provincial Ordinance No 2016-009 or the Provincewide AGR Ordinance.

According to the ordinance, the AGR will act as first responders during occurrence of emergency in their barangay while waiting for the arrival of rescue units from the city/municipal or provincial governments.

Glenda Delideli, OIC of PDRRM Center, said that responders will also coordinate with the barangay to

establish a unison responders’ approach on disaster.

Delideli added that if fully implemented, they expect to have at least 2,230 responders under AGR as the ordinance requires the 223 barangays of the province to have at least 10 responders each. In the implementing rules and regulations, the responders shall come from various sectors existing in the barangay, whose composition must not be limited to women; youth; indigenous people; lesbians, gays, bisexuals transsexuals; church; and non-government agencies.

Delideli emphasized that the responders will be appointed by the Governor from the endorsement of the barangay. She pointed out that the responders will be given basic life insurance and an annual honorarium.

K to 12 Basic Education, over the years of implementation, is soaring its goal in improving Philippine Education system, and bridges Filipinos towards the attainment of quality education in the long run.

K+12 Basic Education Program is a system of Education implemented in the country. It is the product of the study that a 12-year education cycle is an adequate period for learning under basic education.

Under K to 12, there is

Senior High School program that trained individuals through specializations or tracks. Included in these tracks are Academic, Sports, Arts and Design, and Technical-Vocational Livelihood Tracks.

Sports track is the basic education culmination of K to 12 Physical Education and gives focus on topics such as safety and first aid, human movement, fundamentals of coaching, and several others.

Academic track, is a specialization designed for stu-

dents who intend to pursue more academic knowledge.

Academic track has three strands which are Business, Accountancy, Management (BAM); Humanities, Education, Social Sciences (HESS); and Science, Technology, Engineering, Mathematics (STEM).

The Arts track, on the other hand, is a specialization for those students who appreciate and excel more in Arts field.

Tech-Voc Livelihood track is another specialization which gives focus on courses that could be useful in improving livelihood methods. In these tracks, a

grammar, verb is an action word. This means that to have something from God, let us initiate to acquire it. Let us cooperate to have it in our lives.

Sometimes, we think that God is a magician and can produce your needs automatically.

The truth is he can do all things for your life but not in magistudent could opt for a track that best fits his personality and level of thinking.

Every society which aims a progressive future gives utmost importance to its education. It is because through education, people who will mainly lead them in the future will be much wiser comes to decisionmaking and problem-solving. However, as the time passes by, each person’s knowledge is improving; reason that the search for quality education is neverending. It takes a lot of ideas and wider scope of curriculum to fully meet minds having varying capacities. This is why K to 12 is implemented.

There are always things that we can do to help in our society. Even we are just ordinary people as we are, we could be an inspiration to anybody else. You would not even know then, that it is a something, enough that we could contribute for the society.

Doing things some people hesitate to do could be a form of this contribution.

Performing and planning activities like ones focusing to the welfare and interest of children is one good example.

This world has come to the time where some society issues are already mean to them that we feel like it is a mission for us to make them feel that this is still a beautiful world that we live at. Might be, it is through

showing them that they can still play in the park without getting worried of being kidnapped, they can still swim in the waters without having most concern of pollution, or they can still buy ice cream sans worrying that the ice cream man would not bother to give back the change.

Needless to say, some topics shown in the media scared the parents, or even the guardians that this fear has caused stereotypes

depriving the children to enjoy the simplest of simple life.

The truth is, we should give them the share of experience old people once had. The life that is away from the gadgets, away from the fear; the kind of life that seems so protected and assured. So that, they would grow up healthy in all aspects, and will be have a wide perspective about life; not just the one showed in television and computers.

Department of Education (DepEd) continues its drive to eliminate intestinal parasitism among Public Elementary School learners nationwide through Mass Deworming Program or The Integrated Helminth Control Program in cooperation of the Department of health.

This mass deworming aims to reduce the pre-valence of soil transmitted Helminthiasis (STH) among school aged - children. If not treated this may lead to malnutrition, anemia, growth retardation impaired hearing function and other health problems. Under this effort the DOH provides the

medicine to be administered to a single dose once every six (6) months to ensure the elimination of all types of worms. The medicine is given to school-aged children by DepEd health personnel with the help of other health personnel from the Local Government Unit.

ICT can decrease a teacher’s preparation time tremendously, increases interactivity with students and increases student concentration and comprehension of complex instructions.

Integrating ICT into education seems to be a necessary issue for educators in the world. However, if teachers cannot make good use of the ICT tools, the money and time spent on ICT is going to waste.

Also, if the educational budget is limited, looking for a cost-effective and high performance ICT tool can be the first priority.

BSP Adopts Enhanced Oversight Framework for Money Service Businesses T he Monet ar y B oard has approved an updated comprehensive framework aimed at enhancing BSP oversight over the operations of Money Service Businesses (MSBs) [i.e.

Remittance and Transfer Companies (RTCs), Money Changers (MCs)/Foreign Exchange Dealers (FXDs)], for the primary purpose of promoting more effective compliance with the Anti-Money Laundering Law, as amended, and its Implementing Rules and Regulations.

As of June 2016, there are more than 18,000 BSPregistered MSBs (5,300 head offices and 12,700 branches), 6,700 of which are also BSP-authorized pawnshops.

The MSB in the Philippines is continuously growing and evolving to support the expanding needs of its customers. It now includes, among others, the electronic money business subsidiaries of telecommunication companies.

Under the new rules, the BSP will regulate all RTCs such as Remittance Agents, Remittance Platform Providers, and E-money Issuers.

RTCs and other MSBs are now required to notify the BSP in cases of: commencement of operations, new accreditation of Remittance Sub-agents (RSAs), change of tie-up partner/s, transfer of location, and closure of business. They shall be further required to obtain prior BSP approval in the event of change in ownership or control. They shall also submit activity level

reports to the BSP. Finally, the new rules require MSBs to register with the AntiMoney Laundering Council Secretariat for purposes of covered and suspicious transactions reporting.

Both branches of the provincial government, the executive and legislative have signified their commitments to adopt and embrace the 2017-2019 ELA. The 2017-2019 ELA stated further: “We therefore have that moral obligation to work for the people and do the best that we can so as not to frustrate them. It is incumbent upon us to recompense every Comvalenyo’s faith in us. And we have already started working on the gargantuan task that has been laid before us.
