creation of communitybased quick response team called Alliance of Grassroots Responders (AGR). The Provincial Disaster Risk Reduction and Management Council (PDRRMC) met earlier today at the Bulwagan ng Lalawigan this city to discuss among others the implementing rules and regulations of Provincial Ordinance No 2016-009 or the Provincewide AGR Ordinance. According to the ordinance, the AGR will act as first responders during occurrence of emergency in their barangay while waiting for the arrival of rescue units from the city/municipal or provincial governments. Glenda Delideli, OIC of PDRRM Center, said that responders will also coordinate with the barangay to

establish a unison responders’ approach on disaster. Delideli added that if fully implemented, they expect to have at least 2,230 responders under AGR as the ordinance requires the 223 barangays of the province to have at least 10 responders each. In the implementing rules and regulations, the responders shall come from various sectors existing in the barangay, whose composition must not be limited to women; youth; indigenous people; lesbians, gays, bisexuals transsexuals; church; and non-government agencies. Delideli emphasized that the responders will be appointed by the Governor from the endorsement of the barangay. She pointed out that the responders will be given basic life insurance and an annual honorarium. See disaster, page A7
