Tribal leader says Alamara not behind killing of Lumad student

TALAINGOD, Davao del Norte--Members of the paramilitary group Alamara were not responsible for the killing of a 15-year old Lumad student in a village here on Sunday, a tribal leader said.

He said Tingkas, his grandson, was killed by Joven Salangani who took revenge against the victim’s family after his uncle, Donato Salangani, was killed by alleged members of the New Peoples’ Army (NPA) on the same day.

Donato was allegedly shot by Luib “Bagani” Daus, Dalahis “Carlos” Manlulugpis, and Tudtud Ladahay under one Commander Jose of the NPA for turning his back on the group.

In a press release, the Save Our Schools (SOS) Network also named Joven Salangani, whom it tagged as an Alamara member, as a suspect in the killing.

In an emailed statement,

the 10th Infantry Division said Donato Salangani declared a pangayaw after learning that his daughter, Tessie, 18, died inside the Haran Evacuation Center in Davao City, a facility run by United Church of Christ of the Philippines but he had not seen her remains.

It said the 10th ID received reports that Donato was harvesting abaca with his wife, daughters and other companions “when he was shot to death by a group of NPAs at Sitio Sambulangan, Barangay Baugan.”

It added Tingkas was a member of the tribe to which the suspects in Donato’s killing belong.

Citing a blotter report obtained at the Office of the Ata-Manobo Council of Elders of Talaingod, the

statement read that Colorot Salangani, the wife of Donato, reported they were ambushed by rebels using M4, AK-47 and M14 rifles at Sitio Sambulongan, Barangay Baugan.

“The council of elders resolved to call the two sides to the office of the tribal elders to settle the killings through their tribal justice system,” it said.

Alamara or not?

Sibogan denied the presence of Alamara in their community and said it was the NPA that caused the conflict.

He added that Tingkas had already stopped from attending classes at the Salugpongan Ta Tanu Igkanugon Community Learning Center, a Lumad-run school about two years ago.

The school is located in Sitio Km. 30, Barangay Dagohoy in Talaingod.

Rius Valle of SOS Network said Alibando was shot in the chest twice.

“We are enraged and saddened by this incident.

The paramilitary group and their military cohorts will not stop from attacking and even killing lumads in the name of their counterinsurgency operations, even children are not spared anymore” Valle said.

“Witnesses said they were on their way home, walking from Sitio Nasilaban, Brgy.

Palma Gil heading towards Sitio Bayabas, when suddenly they were fired upon in Sitio Laslasakan, just a half-an-hour walk from Sitio Nasilaban,” he said.

He noted that the sus-

pect is from Sitio Barobo, “a known Alamara territory where a detachment of the 68th Infantry Battalion (is) located.”

He said the community believes that the Alamara was organized and funded by the 68th IB, an allegation the 68th IB commander denied.

In statement, MGen Rafael Valencia, commander of the 10th ID, refuted the allegations saying his soldiers and members of the Civilian Armed Force Geographical Unit abide by the law and were not near the site where the killing happened.

City’s exorbitant taxes under fire The local business sector is up against the city’s business tax charges. They have the suspicion that the City Treasurer is not implementing the newly approved Cagayan De Oro City Tax Code of 2015. While the 2015 Tax Code reportedly promises a lower and fair business tax, the business sector is surprised to learn that they would be paying “much higher” business tax for the year 2016.

The Cagayan De Oro Chamber of Commerce, Inc. (Oro Chamber) has reportedly asked an extension of the payment of business tax to January 31, 2016. The deadline for the payment of the business tax was on January 20. An informant said that the Oro Chamber would ask the court to stop the City Treasurer from

further collecting business taxes until the issue of the 2015 Tax Code is settled.

A business man also complained on the City Treasurer’s alleged “dubious” environmental fees.

Last year, the City Council has revoked the P 1.00 “environmental fee” collected from the shoppers. However,

the City Treasurer is still collecting the “environmental fees” in the renewal of business permits. The informant said that the City Treasurer would forego the “environmental fees” once the businessman would complain its inclusion in the tax assessment.

If true, why is the City Treasurer doing this? Who has given the instruction to still include the “environmental fees” in the tax assessment after the environmental ordinance was revoked? Why would the City Treasurer exclude the fees when a businessman complained? Another thing, the business sector is also wondering why the City Treasurer is trying to collect higher taxes, which seemed in contrast to the 2015 Tax Code?

Let us assume that Senate Minority Leader Juan Ponce Enrile can prove the “active and direct” involvement of President Aquino in the planning and preparation of the operation that killed Malaysian terrorist Zulkifli Abdhir (or Marwan) in Mamasapano, Maguindanao on January 25, 2015.

Let us also assume that Aquino did not do anything to save the policemen involved in the operation while they were being butchered by the rebel-allies of

the terrorist, presumably because of two things: he did not want to antagonize the rebels with whom he was trying to broker a peace deal in Mindanao, and because helping the policemen will derail his ambition to be awarded a Nobel peace prize.

-oooENRILE SETTING UP PNOY FOR MURDER RAPS: Then what? My perception is that, Enrile is setting up the filing of multiple murder charges (44 in all, for each of the policemen from the Special Action Force who were massacred that day) against Aquino who, after he steps down as president on June 30, 2016, can already be sued and tried by the courts for the crimes that he commit-

ted when he was president.

If Aquino is sued for 44 counts of murder, there is no way he can be allowed bail while he is being tried, which means he must also be detained. Which means, Aquino will have to suffer the fate that befall the previous two presidents of this country---President Joseph Estrada and President Gloria Arroyo, after they stepped down or were removed from power.

extreme feelings of physical pleasure are what we want and need to feel satisfied.

So even though we already know from our own experience that the pleasure doesn’t last and satisfy, we keep going back for more.

We’re almost like the dog that keeps chasing its tail.

One could not blame if the business sector toys suspicion on the motive of the city government’s “questionable” tax collection.

NHA reports 35.97% completion of houses for Zambo siege victims ZAMBOANGA City -– The National Housing Authority (NHA) has reported a 35.97 percent completion rate as of December 31, 2015 in the construction of houses for families displaced during the Zamboanga siege.

The NHA reported that

The NHA said that 4,487 units of houses-on-stilts are up for construction in seven areas. It said that 1,270 of the 4,487 units are completed.

According to Marty Alvarado, Executive Vice President for Bonheur, disparities in report generation as well as inventory costing inaccuracies required them to tap SAP Business One software to gain clarity across their business, and restore confidence in their day-to-day operations.

Aggie dept to start cloud seeding ops in Region 12

GENERAL Santos City-The Department of Agriculture (DA) in Region 12 will start its planned cloud seeding operations on Wednesday as it moves to mitigate the worsening impact of the continuing dry spell on farm areas in various parts of the region.

Zaldy Boloron, DA-12’s regional technical director for operations, said Tuesday the move was based on the results of the final assessment conducted by the agency and personnel from the Bureau of Soils and Water Management (BSWM) central office.

He said the cloud seeding operations will focus on localities with standing crops that have already been showing signs of wilting due to the intense dry weather, which is triggered by the prevailing El Niño Phenomenon.

The official cited palay and corn areas in portions of the provinces of South Cotabato, Sultan Kudarat and Sarangani.

“The cloud seeding will start tomorrow (Wednesday) and will continue until March,” Boloron said in a radio interview.

Cloud seeding is the

process of manually spreading either dry ice or salt into the upper part of the clouds to help stimulate the precipitation process and form rain.

The DA central office had identified cloud seeding as among the immediate counter measures to mitigate the impact of the El Niño, which was predicted to last until June.

Boloron said they have commissioned an aircraft form the Philippine Air Force for the cloud seeding, which will be done on a daily basis, depending on the cloud formation.

He said DA-12 and the BSWM have dispatched personnel within the target areas to act as cloud spotters.

The official said they have allotted an initial P6 million for the cloud seeding operations, which costs P45,000 to P50,000 per sortie or flight.

“We have set one to two sorties per day, depending on the weather and cloud formations in the target areas,” he said.

As of Tuesday, Boloron said their monitoring showed that vast tracts of palay and corn areas in

the region were already affected by the dry spell as well as the emergence of pests like rodents and army worms.

But he said they have not yet received any report on damages as a direct result of the dr y spell, which already affected around 7,000 hectares of farmlands in South Cotabato.

“There are crops that are already showing signs of wilting and these will be the focus of our cloud seeding operations,” he said.

As to the infestations, he said local agriculture

offices have reported occurrences of army worm attacks but there have been no significant damages so far.

The rat infestations are currently worsening in parts of South Cotabato and North Cotabato but noted that the agency’s Regional Crop Protection Center (RCPC) has been working to address the problem, he said.

Boloron said the RCPC has dispatched technical teams, and distributed rodenticides and insecticides to help combat the infestations. (MindaNews)

“Strong currents changed direction five times,” Macarine told MindaNews on Sunday.

Macarine, 39, a marine conservation advocate, embarked on his swims to raise awareness on marine environment, climate change and

tourism in Surigao.

Edwin Dela Cruz, who served as a navigator of Macarine said the lawyer has improved his speed compared to his previous swims.

Macarine, who hails from Placer, Surigao del Norte said the swim was difficult as he encountered thousands of jelly fish.

carine ranked 3rd on the annual “Man of the Year” Award by World Open Water Swimming Association.

The former varsity swimmer of Silliman University also received the “Hero of the Year Award” from World Wide Fund for Nature.

Just like in his previous open water marathons, Macarine followed the Marathon

Swimming Federation Rules and performed solo swimming without floating aid or help from any human or sea vessel.

Also last Sunday, triathletes from Surigao City swam from General Luna to Guyam Island and Guyam to Daku Island for a total distance of 5.6 kilometers.

It was the second time

that a group from TRISUR, a triathlon team from Surigao, swam the area.

Why Filipino’s needs the K-12 program?

One of the issues and concerns of our educational system today is the continuing critics and debate of the enhancement of the K-12 program. Do we need to change the curriculum? Why Filipino’s needs the K-12 program?

These are few of the questions commonly raised, which I believe there’s a need of explanation for better understanding. Our country is undergoing a major overhaul of change to come up with a quality education that is in line with the educational system worldwide. Nelson Mandela stressed out the importance of education where he believed in “Education as the most powerful weapon we can use to change the world”. In the Philippine setting, education remains a top priority.

Our present administration responds to the needs to uplift our educational system to become more globally competitive. That is why President Aquino initiates to push the implementation of the “Enhanced K to 12 Basic Education Program.”

The commitment of aiming quality education is anchored in our Philippine Constitution Article XIV Sec. 1. Where; The State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all.

That is why, there is a need to embrace change in our educational system for basic and secondary education since it is widely adopted around the world. In fact, “We are the last country in Asia and one of only three countries in the world with a 10-year pre-university program” (source: SEAMEO Innotech 2011).

Despite the issues behind this reform in our educational system today, I believed that the K-12 program by the Department of Education is designed for global competitiveness.

The 12-year curriculum is shaping the future of our Filipino students equipped to join overseas universities at the undergraduate level. “According to our President Aquino, the K-12

program will pave the way for an ever brighter future for young Filipinos by equipping them with basic education up to international standards.” With the K-12 program, the students are geared to become more productive citizens equipped with the essential competencies and skills for both lifelong learnings for sustainable development in our country and our economy.

According to Isagani Cruz (2010) in one of his columns in a local newspaper, “The “Enhanced K-12 Basic Education Program, students will be able to get sufficient instructional time to do subject- related tasks which make them more prepared and well- trained in that subject area. It also produces more skilled and competent labor force, thus adding up to the nation’s manpower. And lastly, Filipino graduates will be automatically recognized as professionals abroad because we are following the international education standard as practiced by all nations”. To deliver justice in the implementation of our new curriculum, the teachers must be equipped with the readiness with regards to the strategies and approaches in delivering quality education to our new curriculum. Through a series of training, workshop and seminars, it will sharpen the basic framework and understanding of the new curriculum.

That is why teachers in both private and public schools must have been going through a nationwide series of training and workshops.

I learned that as a concerned citizen in this country, our role to address these issues is showing our support in our government that is the enhanced K-12 program. Education plays an integral part of national development, and to realize this, it will start from within us. That is, to understand the positive side of the K-12 program.

Education is everybody’s business, and our role is our commitment to strengthen our basic education program. I realized that we can make it if we believed we can do it.

Prospect of a US military stn in CDO divides local officials

nered mayoral fight in the scheduled midterm local elections in May this year.

CAGAYAN de Oro City-Two top local officials have expressed opposing views on the prospect of allowing a United States army station to operate in this trading hub of Northern Mindanao.

Then, the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) National Community-Driven Development (NCDDP) 1st cycle in 2014 came. Punta is an old implementer of the program, dating back its first engagement to 2006. The community knew the program might be the solution to the problem.

When the program started, the community turned to an old and effective volunteer to lead them. In a barangay assembly, the community unanimously chose Jean as Barangay SubProject Management Committee (BSPMC) chairperson.

“Ako gyud and gipili sa asembliya nga ma-chairman, siguro kay dugay-dugay napud ko volunteer sa Kalahi. Pero ang uban miingon nga ako ang ilang gipili aron masiguro nga ang dalan sa may day care ang mauna ug prioritize nga mapondohan (The assembly chose me as chairman maybe because I have been volunteering for Kalahi-CIDSS for quite some time now. But there were some who said that they chose me to ensure that the road beside the day care center will be prioritized for funding),” Jean said.

Ms. Jean says that the community really wants the road fixed since majority of the people in the area have children going to the day care center. There are also quite a number of households around the area, and add to that, the community has a solar dryer (acquired through Kalahi-

CIDSS in 2012) just beside the day care center that they seldom use recently because of the road condition that allows sea water to reach inland.

The community, with the support of the BLGU and the MLGU was able to complete their 175 linear meters road concreting that covers the vicinity around the day care center.

Indeed, the community is reaping the benefits of KalahiCIDSS. A very important factor to this is the community’s efforts in uniting and dealing with their problems. Through the program, the community now has a voice - a choice on how to solve their problems, and decide on how they ought to solve their problems.

Murag barangay Kalahi-CIDSS na ning Punta tungod sa tabang sa Kalahi kanamo (We are very thankful to Kalahi-CIDSS. In this barangay alone, KalahiCIDSS has really helped the community. This day care center, it is funded by KalahiCIDSS and AUSAid (DFAT), and we also have sea wall and solar dryer from the program.

I guess people can say that Brgy. Punta can easily be called Brgy. Kalahi-CIDSS because of the benefits we had with the program),” Chair Noguerraza said.

Jean is very thankful of the blessings Brgy. Punta has received from Kalahi-CIDSS. She is very happy to be part of a government program that is legitimate of addressing the needs of the people.

“Right now we are still looking at just the effect of the bombing in that area in the South. Nonetheless, it is incumbent upon the City Council to prove about whether the City Treasurer has intentionally violated the city’s 2015 Tax Code.

Vice Mayor Ian Acenas, as chair of the City Council, together with Councilor Prexy Elipe, chair of the council committee on finance, ways and means, should also conduct a probe on these serious allegations. An investigation into these accusations should be called in order to clear the suspicions of the business sector. No matter what the intention is, unless proven, it is unfair to accuse and suspect the City Treasurer of violating the 2015 Tax Code. Our intention here is to set the record straight and clear the doubts against the way the city government levies the taxpayers.
