21 towns, cities in Northmin on elections watchlist

CAGAYAN de Oro City -- A total of 21 cities and towns in Northern Mindanao are on the Philippine National Police’s (PNP) election watchlist areas.

In a briefing before regional government officials last Thursday, Philippine

National Police (PNP) 10 chief of operations Supt.

Binay tops latest SWS survey; Poe, Roxas, Duterte in statistical tie DAVAO City -- Vice President Jejomar Binay topped the race for the Presidency at 31% with Senator Grace Poe, former Local Governments Secretary and administration candidate Manuel Roxas, and Davao City mayor Rodrigo Duterte in a statistical tie, according to the January 8 to 10 pre-election survey of BusinessWorld-Social Weather Stations (SWS).

Compared with the results of the SWS survey on December 12-14 where Binay and Poe tied for the top spot and Roxas and Duterte were in a statistical tie for second place, the recent survey showed Binay gaining more in terms of voter preference, from 26% in December to 31% in January; Poe’s ratings went down from 26% in December to 24% in Janu-

ary; Roxas down from 22 in December to 21 in January and Santiago from 4% to 3% while Duterte was steady at 20%.

The SWS has conducted seven surveys on voter preference since the last quarter of 2014.

In the Presidential race, Binay and Poe topped twice and tied for the first place twice; Duterte topped once.

Binay topped at 37% in

the November 27-December 1, 2014 survey and 31% in the January 2016 survey. He tied for the top post with Poe twice: in the March 20-23, 2015 survey where he and Poe got 36% and in the December 12-14, 2015 survey, at 26%.

Poe also topped at 42% in the June 5-28, 2015 survey and 26% in the Sept. 2-5, 2015 survey, aside from the tie for first place with Binay

in March and December 2015.

Duterte topped once, at 38% in the November 26-28, 2015 SWS survey.

In a statement Peter Laviňa, head of the Media Group of Duterte, said he is “happy that the recent SWS survey rating of Mayor Rodrigo Duterte remains at 20% in a statistical tie at 2nd place.”

“This is a snapshot of

people’s perception at the time it was taken. It shows that Duterte continues to have a strong following.

We still need to look into the details of the numbers that came out. These should provide us insights on how we would improve on the next stages of the campaign.

Ma. Lourdes Lim, NEDA regional director, told the Regional Development Council 11 press briefing

at the NEDA office on Friday that officials from the Department of Transportation and Communications (DOTC), the proponent of the proposed modernization project, will be invited to the consultation to put closure to the issues facing the project.

She said the city government objected to the proposal after the DOTC proceeded with the bidding process without consulting the City Council which is supposed to pass a legislation allowing the project here based on the Local Government Code.

In a forum organized by the Davao City Chamber of Commerce Inc. (DCCCII) at Park Inn By Radisson in July 2015, stakeholders from the business community also objected to the proposal, specifically the bid cost which was placed at P18.99 billion, higher by more than

three folds from its original cost of P4 billion set by the Philippine Ports Authority (PPA).

Consultants from Germany were hired by the International Finance Corp.

(IFC) of the World Bank and placed the bid cost at P17 billion.

Vicente Lao, chair of the Mindanao Business Council (MBC) acknowledged that the city needs a modernized port but not at the cost DOTC proposed through the PPP. He pointed out that the region already has two modern ports owned by the Davao International Container Terminal (DITC) and Hijos Resources Corporation which can already cater to local exporters.

Youth solon seeks probe on Ched’s P1 billion unspent scholarship funds

KABATAAN Partylist Rep. Terry Ridon is calling for a congressional investigation on unspent funds of the Commission on Higher Education (Ched) meant for poor college students in 2014.

Ridon called for the probe on Ched’s student financial assistance program (Stufap), one of the agency’s highly-funded programs, following a Commission on Audit (COA) report that said up to P1.23 billion ($26 million) out of the P5.2 billion ($110 million) fund for scholarships was unspent due to Ched’s low absorptive capacity.

“While many of our students and their families go to extreme lengths just to pay matriculation, here is Ched – awash in government funds yet unable to properly perform its mandate,” Ridon, a member of the House Committee on Higher and Technical Education (CHTE), said.

COA’s report noted several irregularities in the disbursement of the scholarship fund, including unliquidated cash advances, ineffective monitoring, and other operational lapses that resulted in “internal control weaknesses in the processing and releasing of claims.”

Among these are; double or multiple payments made to 703 students totaling P3.44 million ($72,486), cash advances of P108 million ($2.3 million) which cannot be verified to have been received by the beneficiaries, delayed release of allowances by up to 14 months to at least 25,442 students and checks worth P9.3 million ($195,967) that were not claimed because the beneficiaries were not notified.

“Our audit of the Stufaps showed internal control weaknesses in the processing and releasing of claims, contrary to Ched Memorandum Order No. 13 series of 2014, and existing accounting and auditing rules and regulations,” the COA said in the report.

Ched’s Stufap includes scholarships ranging from P15,000 ($316) to P30,000 ($632) per academic year, grants-in-aid, and studynow, pay later loans.

Ridon will call on the CHTE to conduct a motu proprio hearing next week to summon concerned Ched officials to explain the irregularities.

Ridon also said that he will file a similar resolution to investigate the reported P3.1 billion ($65 million) fund that Ched received

from the Disbursement Acceleration Program (DAP) that remains unliquidated.

The COA noted in its recent report, that “inadequate monitoring mechanisms and enforcement of the liquidation/refund thereof from recipient State Universities and Colleges” resulted in P3.1 billion out of the P4 billion ($84 million) DAP fund received by Ched remain unliquidated.

The said funds, according to COA, were meant to upgrade infrastructure in SUCs, and fund grantsin-aid programs and researches.

“Where did these funds go? Why are these funds unliquidated? Clearly, there is something fishy going on.

Congress needs to look into this matter, and see whether criminal acts – even corruption – has transpired. We are

particularly concerned since these monies come from the controversial DAP,” Ridon said.

Injustice Meanwhile, a group of students from the Samahan ng mga Progresibong Kabataan (SPARK) protested in front of Ched’s main office in Quezon City on Jan. 13.

“This development highlights the deception of President Aquino’s government

in repeatedly boasting that it has increasingly expanded spending on education, with the number of beneficiaries of financial assistance programs increasing 10-fold in 2014,” said SPARK National Coordinator Vin Buenaagua.

“But in reality, the budget it has allotted failed to reach those students who need it the most, because of inefficiency and shady practices in the bureau-

cracy,” he added.

The only change, perhaps, are the faces of the candidates, but the pledges, the things they will do are the same - - same old things promised by those politicians in the sixties. Anyway, we are used to these lifestyles in politics so just the same

Pag-IBIG-Zambo accepts mass wedding applications ZAMBOANGA City -- The Home Mutual Development Fund (HDMF), or the PagIBIG Fund, has received 73 applications for its mass wedding this year in this city.

Mary Joanne Reyes, PagIBIG Fund member services branch head, told the Philippines News Agency on Friday that they have so far approved the applications of 12 of the 73 couple-applicants.

The mass wedding, dubbed as “I Do. I Do. Araw ng Pag-IBIG,” is a nationwide activity of PagIBIG Fund for its registered members, which will be held on Feb. 12.

Reyes said those interested to avail of the free civil wedding can submit their application papers with the Pag-IBIG-Zamboanga

Office. The deadline is on Jan. 22.

Reyes said free wedding accessories and reception will also be given to the couples and their godparents. A house and lot will be raffled off to lucky couple.

when Patpat Elementary School finally receives its confirmation to become an elementary school.

Each year the pupils increase in number. As the number increased, the classrooms and teachers also increased its demand.

It was in the year 2005 of July when I first taught as permanent teacher in this school. It was really a small school with only four permanent teachers and graders 1 to 5 with just more than a hundred as population. As a new one, I handled the combination class grades four and five for four years.

After ten years in this community, I see the big difference…both in the unexpected increased of our learners and so with

the increased numbers of teachers and most of all the facilities. From four classrooms to nine classrooms and presently, a two story building with ten classrooms under construction and hopefully be used on June this year. This project is handled by the DPWH, through the National budget amounting to P12 million pesos. This proves that the Department of Education continuously monitored the situations and the progress of its hinterland schools that even us did not expect to receive these blessings that the learners, the parents and we, the educators will benefit from it. With the presence of our stake holders, this new hope for our learners will be

realized. This year also is the year that my first batch (pupils) in teaching will graduate from their four year course. It shows that many of the successful persons not just came from the big schools but even from once a small one and now belongs to the big schools in our district.

It is challenge for us teachers to continue our dreams in imparting good knowledge to our learners and never stop in aiming for good for the progress of our community,, for our country as a whole.

That as an educators there is a must for us to be positive in all aspects, for in this profession we swear to be with for the rest our adulthood to build a better country,,,

not maybe today but in the future we can see the difference. To the children we had every day in the four corners of our classrooms, are the reflection of what kind of teachers we are and the

TAGUM City--A sub-adult female spinner dolphin that was rescued last week off the shore of Barangay Liboganon in Tagum City has been placed under the care of the City Veterinary Office and the City Environment and Natural Resources Office.

The dolphin was stranded during a low tide and weakened despite not having wounds or any mark on its body, the City Information Office said Thursday.

CENRO personnel and Bantay Dagat operatives under the Security Management Office rescued the sea mammal that measured

130 cm long.

City Veterinarian Dr. Jesus Eduliantes said the dolphin had to be orally administered with potable water to rehydrate it since a long period of time had lapsed between its last meal and stranding.

The dolphin had to be attached to a makeshift floater to keep it from keeling over on its side and drown in the process.

Davao City to allot P60m for El Nino

DAVAO City--The city government will allocate P60 million for the procurement of new equipment and repair of agricultural infrastructures in a bid to cushion the impact of El Nino that was projected to last until June this year, an official said.

Speaking in Thursday’s iSpeak Forum, City Agriculturist Office head Roselio Tabay said the budget will come from the city’s calamity fund to purchase mobile irrigation facilities, cloud seeding, and repair of dams.

The proposed mitigation plan was contained in the technical plan that CAO submitted sometime in April or May 2015 to the City Disaster Risk Reduction and Management Council and to the Department of Agriculture.

Tabay said no report of damages on agriculture has so far been noted.

He said they have prepared short-terms programs, along with DA11, for the farmers who will be affected by the long dry spell, which is expected to peak by the second quarter.

He added the CAO will assess the extent of the damage so that they will know how much to spend on rehabilitation.

According to the Davao City El Niño Contingency Plan, 73,086 hectares of the 244,000 hectares of the city’s total land area has been classified as agricultural and 168.36 hectares is classified as agro-industrial.

Agricultural products include rice, corn, fruits, industrial crops, root crops and livestock.

“To date, the City of Davao is experiencing mild El Niño phenomenon which started in the last week of December 2014 and still ongoing wherein most of the cash crops of our farmers are damaged, either totally and/or partially,” the document says.

Among the fruit trees that will be affected are durian, lanzones and rambutan.

The DA 11’s High Value Crops Program (HVCP) wass preparing areas that are least likely to be affected

by El Niño for vegetable farming.

Melani Provido, regional HVCP coordinator of the DA 11, said the move was needed to maintain the supply of vegetables and stabilize prices.

The areas initially identified by DA 11 are the upland Marilog District in Davao City and Maragusan, Compostela Valley where they have intensified the interventions of the department.

In 2014, she said DA 11 already put in place some mechanisms to cushion the impact of a long dry spell, with P8 million budget for irrigation projects for the high value crops.

DA 11 is implementing a spring development program for vegetable farmers, using spring sources in the hinterlands.

South Cotabato steps up drive against rat infestation GENERAL Santos City-Agriculture personnel in South Cotabato have stepped up moves to stop rodent or rat infestation in areas of the province that already destroyed around 1,200 hectares of agricultural crops.

Justina Navarrete, acting head of the Office of the Provincial Agriculturist (OPAG), said Thursday the infestation affected corn and palay areas in Tantangan, Polomolok, Tupi and Tampakan towns.

In Tantangan alone, she said an estimated 1,000 hectares of crops have been damaged as a result of massive rodent attacks.

The official said around 49 hectares of crops, mostly corn, were also destroyed in Tampakan and the remaining damaged areas were reported in Tupi and Polomolok.

“This is mainly due to the continuing dry spell.

The rats have been coming out and invading our farmlands as their usual food sources have become scarce,” she said in a radio interview.

In Tampakan, for instance, she said there were reported rodent attacks on fruit-bearing trees and even

coconuts in the area.

Navarrete said they have also received reports of infestations of black bugs and army worms in farm areas in Banga and Surallah towns, and in Koronadal City.

She said they are currently evaluating the value of the crop damages as a result of the infestation, which is seen to worsen in the coming weeks due to the prevailing dry spell triggered by the El Nino phenomenon.

In September last year, OPAG reported crop damages of around P21.6 million due to the rat infestation in nearly 900 hectares of corn and palay areas in the province.

Navarrete said they also provided rodenticides to local farmers in the affected areas to help contain the rat infestation.

Meantime, aside from the pest attacks, the dry spell has also damaged farms.

Navarrete said around 7,000 hectares of standing corn and palay crops in the province have already been affected by the dry spell, which was predicted to last until June.

In Tantangan, she said there is still available irrigation in lowland barangays like Cabuling and San Felipe but farmlands in the upland areas have already dried up.

In Koronadal City, city agriculturist Emelita Miguel said most corn crops that were planted late last year in elevated areas of the city have already wilted due to lack of rains.

Citing their initial assessment, she said the damaged farmlands already reached about 20 percent of the city’s estimated 3,000 hectares of corn area. (MindaNews)

US halts new coal leases on federal land THE US Interior Department said on Friday that the Obama administration will halt new coal leases on federal land for three years, as the country launched a comprehensive review of its coal program.

“We haven’t undertaken a comprehensive review of the program in more than 30 years, and we have an obligation to current and future generations to ensure the federal coal program delivers a fair return to American taxpayers and takes into account its impacts on climate change,” said Interior Secretary Sally Jewell.

The full review is expected to take approximately three years, examining concerns that have been raised by the Government Accountability Office, the Interior Department’s Inspector General, Members of Congress and the public.

During the reviewing period, the Interior Department will not institute new coal leases.

“We are not against development,” he said. Dela Cruz is DCCCII president for two terms from 2013 to 2015.

In a statement, incoming DCCCII president Bonifacion Tan said among the reasons why the city government has rejected the bid cost is that will bring up the rates for the handling fees and other port charges.

He said the proposal did not consider the actual needs of the port.

DOTC secretary Joseph Emilio Abaya clarified that the bid cost is just indicative and that it could still go down if a bidder is able to present a more “cost-efficient plan” and pay the government the highest concession fee.

He also allayed fears that the modernization project will eventually result to the increase of shipping cost.

He said the proposed port can accommodate bigger cargo vessels and will be more efficient, therefore it will bring down the cost of shipping.

Little Me Academy breaks ground for new building and new campus • Consolacion Campus to be ready by June, 2016 THE only school in Cagayan de Oro which guarantees ‘your child reads at 3’ breaks new ground for a new and expanded campus and school building today.

The one hectare lot in Manuel Vega Street, Robillo Subdivision will be initially occupied by a 3-storey building which will be developed in phases. The ground floor will house offices and 14 classrooms for
