Congress urged to pass BBL to address ‘growing threat of religious extremism’ MALAYBALAY City--Congress must pass the proposed Bangsamoro Basic Law to meet “the growing threat of religious extremism not only locally but even among international communities,” Secretary Teresita Quintos Deles, of the Office of the Presidential Adviser on the Peace Process said Wednesday. “[T]he success of the Bangsamoro peace process can help us arrest the spread of extremism around the globe by showing clearly that an Islamic movement can address its grievances and pursue its interests through a legitimate mode of democratic political engagement while still remaining within the country’s territorial integrity and constitutional

framework, and without losing their culture and identity,” Deles said in a message during the Regional Consultative Meeting for Heads of Posts in Europe delivered by Undersecretary Luisito Montalbo.

The event was organized by the Department of Foreign Affairs in Manila.

Deles said passing the BBL would show to the world that the Philippines recognizes and respects Islam. “[The completion of the peace negotiations] can show the global ummah that even Muslim minorities can thrive and contribute to development through the mutually-beneficial interaction of distinct cultures,” she stressed.

The OPAPP head cited the support of the international community to the peace process, especially the passage of the BBL, as a solution to the decades-old Bangsamoro armed struggle in Mindanao. “[J]ust in October of last year, top diplomats representing at least twenty-four (24) countries led by ambassadors from the European Union, United Kingdom, and the United States released a strong statement of support for the peace process,” she noted.

She added that late last year, the EU pledged 275 billion pesos “to allow for a smooth transition and to create conditions for the establishment of the autonomous region of the

Bangsamoro, through the BBL.” Deliberations on the BBL in both chambers of Congress were stalled after the Mamasapano encounter on Jan. 25 last year which left 44 police commandoes, 17 Moro Islamic Liberation Front guerrillas and five civilians dead.

On that day, close to 400 members of the police’s Special Action Force sneaked into a village in Mamasapano, Maguindanao to get Indonesian bomber Zulkipli bn Hir alias Marwan and his Filipino aide Basit Usman.

Late last year, attempts to resume deliberations on the BBL again failed due to lack of quorum in the House of Representatives.

In a media forum in Iloilo City on Dec. 4 last year, MILF chief peace negotiator Mohagher Iqbal he was no longer optimistic that the BBL would be passed before President Aquino’s term ends.

Deles, however, said she remained optimistic the BBL would be passed under the Aquino administration despite the quorum woes in Congress that have caused the delays.

“Delays are, understandably, of great concern for communities on the ground.

We would like to respond to Mr. Magbanua’s comment that NGCP’s tower bombing ad campaign “makes him sick” and that “It is an exercise in futility.’’

NGCP regrets that some citizens view our efforts as pointless. Our company’s only objective for launching the campaign against Right-of-Way violations and tower bombings is to create awareness and vigilance among our citizens, and to show the public the true Mindanao power situation.

As a private utility company with a public service orientation, we highly value transparency. We are compelled to let the public know about the attacks on transmission facilities as these are already aggravating the electricity supply deficiency in Mindanao and affecting many power consumers. More than putting the power grid at risk, the bigger concern is that these attacks threaten

the safety of the general public.

These transmission towers and lines, while operated and maintained by NGCP, are still government-owned facilities. With these senseless attacks, the Filipino people are the ones who are ultimately at the losing end.

The attacks on the grid have continued, unabated through the years, because of the apathy and inaction of many. The perpetrators probably do not realize the gravity of their wrong doings because no one has taken a firm stand against it. It is only now that these issues are being spoken about publicly and getting noticed at the national level.

Perhaps, our advertisements and statements fueled discussions and opinions among the Mindanaoans, and this is the effect that we wanted to achieve. We wanted to start a conversation, and we believed we have done just that. This conversation is one that discusses, not NGCP, but the future of Mindanao. We trust that, by informing the citizenry of the true situation, we can form a united stand against these crimes.

Contradicting statements Folks, do we hear this right? The Department of Energy (DoE) is telling us that there is no guarantee for brownout-free elections.

On one side, Mindanao Development Authority or MinDA is informing us the opposite: Mindanao will absolutely be brownout-free.

And here is the National Grid Corporation of the Philippines (NGCP) saying Mindanao faces looming power grid collapse.

Well, it’s not at all surprising to hear different, confusing tunes these days when the country is gearing up for national elections come May this year.

The game of lies and deception is out for the taking.

We’ve heard these seesaw-kind-of-press releases before. And this passingthe-buck-kind-of-game comes every time we hold elections.

But what is really disturbing albeit alarming is the contradicting statements made public by these agencies on the state of the power supply in Mindanao.

First, isn’t that the DoE, being the lead power agency of government, has the mandate to “improve the quality of life of the Filipino by formulating and implementing

policies and programs to ensure sustainable, stable, secure, sufficient and accessible energy”?

Now, to tell the electorate that it does not guarantee for a brownout-free election, then I might suggest this to DoE leadership: revise your mandate, or better still, declare yourself redundant.

DoE adds further: “in pursuit of this mission, we commit to render efficient service with utmost integrity and professionalism’’.

If DoE can’t guarantee for a brownout-free election, then what the heck of flaunting these words: “to render efficient service?’’.

Second, it’s comforting to note that MinDA has this positive outlook. Even if MinDA knows pretty well the power situation, at least, it shunned away scary announcements.

With the coming operations of the newest 300mw coal-fired power plant in Davao, MinDA is assuring the public of a sustained power supply in Mindanao sans any untoward incident like the anticipated bombings, as NGCP had said in its recent advert that saw print both in national and local dailies.

This will surely deter the ugly intention of China to think about invading our country.

Another good effect of such scenario is the armed rebels in the hills may change their minds, of toppling the country because of the mutual agreement between the Philippines and the United States of America to come to each others’ aid when necessary.

On the occasion of its 37th Anniversary, the Metrobank Foundation announced that a total of 15 Million Pesos has been allocated as cash prize to this year’s awardees of its Searches for Outstanding Teachers (SOT), The Outstanding Philippine Soldiers (TOPS), Country’s Outstanding Police Officers in Service (COPS)—collectively called the “Metrobank Foundation Outstanding Filipinos”. Thirty (30) awardees are chosen annually, 10 for each recognition program.

Various sectors (government officials, nongovernment and socio-civic

organizations, academic and church institutions, mass media, and other public or private organizations) can nominate their outstanding soldiers or police officers whom they believe have contributed to the mobilization and organization of communities towards peace and order.

Students and pupils naturally complain when there is power interruption, not only because it limits their comfort and convenience but it also disrupts their studies particularly at night time. It is a sad fact that there are many learners, particularly in remote areas, who seem to have no choice but to endure the seemingly total blackout in their homes because of not having electric power connection.

To alleviate the abovementioned situation, the Division of Misamis Oriental conceptualized and carried out the “Ilaw ng Pangarap Mo, Sagot Ko” Project for learners whose homes do not have electric power connection.

Ilaw ng Pangarap Mo, Sagot Ko One of the significant issues the Philippine government has to address is the scheme on energizing the remote and far-flung barangays in many parts of the country. In Misamis Oriental, particularly, there are many distant barangays that are not yet energized; particularly some barangays in Claveria, Lagonglong and Balingasag, in which there

are a number of schools situated.

‘Ilaw ng Pangarap Mo, Sagot Ko’ project strategized to generate and raise fund that would be used in purchasing solar-powered lamps for learners. The fund is generated through selling of used items and products commonly termed as ‘garage sale’ and vending fresh vegetables and fruits and other goods in the Division Office and in some schools from October to December 2015.

The DepEd MisOr family, both teaching and non-teaching personnel, showed strong support and ownership of the project by donating items and goods with marked prices for the garage sale in the threemonth period. Costumers eagerly patronize the products, not only because they need them but also because they want to be part of the undertaking.

The project done was able to raise enough fund to purchase the needed solar-powered lamps for the 76 learners in Impadiding, Claveria; 38 learners in Lacbangan, Claveria; 101 learners in Malunsagay, Claveria; 92 learners in Kamansi, Lagonglong; 40 learners in Gumpot, Balin-

gasag; and 21 learners in Lapu-lapu, Balingasag.

A total of 368 s ol arpowered lamps were mete d out to Claveria, Lagonglong and Balingasag learners.

hen I was a little kid I think I have watched so many pageants that all I wish was that maybe someday I will be one.

To the fact that I am not a beauty queen material. I am too short for the height. But that did not stop me I have joined few pageants from here and there but that was only from school, no big deal.

But I was always like to answer pageantry questions I don’t know why. But anyway the subject it is not about me it is about someone I got to know when she was crowned Miss Universe last year.

Miss Pia Alonzo Wutrzbach is a true born kagay-anon. Born September 24, 1989 once professionally known as PIA ROMERO is a Filipina German actress, model

and beauty queen was crowned Miss Universe Philippines 2015 at the Binibining Pilipinas 2015 pageant last March 15, 2015 and later crowned as Miss Universe 2015 on December 20, 2015.

Such an honor to have a filipina crowned on such a prestigious pageant. Thus on May 2nd off last year I had the honor of preparing the queen’s homecoming.

Sean Oliver Moreno, the City Mayors son is very good friend of mine and he ask if I could prepare it with extensive 2 weeks.

I jumped in and challenged myself that I could do it. From the welcome from the airport to the convoy security to the courtesy to the meet greet to the motorcade to dinner and all of which pertaining of her coming to the city. We had to approach sponsors but with minimal time constraint we were very grateful that SM City offered to sponsor her flight and arranged negotiations with BB. Pilipinas pageantry. But inspite of the situation she came and was welcomed vigorously

of the Cagayanons. It was a specular day I had to wake up about 4 am and drive to the airport to facilitate the media crew and arrange the security and made sure the banner and preparation were all set. You see Pia Wurtzbach has represented Cagayan de Oro City as her Hometown. I have few pictures of her when she was in grade school in Corpus Christi right where my daughter also goes to school. I have learned that she went to Kong Hua School at her primary too.

Her mother was a pure bred Iliganon and her grandparents parents business was based there. But after her parents split they have live at Golden Village in Carmen. So that was the origin of her.

When i came and met with her in the airport, I was stunned by how beautiful she is. Perfect teeth, perfect posture, perfect body and very warm personality. She was very friendly and very humble. Chatting with her at the ariport to the car until having breakfast with her. It was so overwhelming that I am mesmerized by her each time she speaks. She changes outfits all the time all look good on her. I happened to just hang out with her at her hotel room and shes amazing.

I was observing her on how she grooms herself.

The eyelashes should be set and her teeth were so white and straight.

Her hair was perfectly

set with no hair and make up artist along.

She said she is so use to take care of herself because she tried BB. Pilipinas 3 times and she giggled. It was just so casual talking to her like she was a good old friend. It was very challenging because all I had was 3 team players for this event. I had 3 wonderful friends who helped me out.

All in all it was a great chance of opportunity to get to know her and the pride of knowing her now and what she has achieved. When I interviewed her. I asked Pia what advice can you give to all the little girls and girls alike to aspire of becoming a beauty queen like you she answered very confident saying, I want all the girls to know

that it doesnt matter how many times we fail whats important is how to try and try again regardless of peoples judgement. We are the captain of our destiny.

That alone brings a lot of hope to all the women and to aspire and to achieve greater things. For me, PIA WURTZBACH, sikat ka!

appears that it has commitment to the Filipino people to “provide reliable power transmission service”. In operation for over five years now, NGCP, with its battle cry ‘stronger transmission for a stronger nation’ had its acid tests from day one and up to this day.

NGCP has been hounded by right-of-way and easement problems, not to include the corporate infighting that turned into temp orar y nightmares among the people behind the country’s only power transmission operator, a creation of EPIRA law.

The time has come to challenge the next generation of lawmakers, amend the EPIRA. Foreigners have no business running our power facilities. Right now, NGCP has the Chinese sharing the corporate cake.

Do we need to remind our lawmakers that the country’s power transmission facilities are considered national security?

Lanao Norte government to feature Maranao war dance in Sinulog 2016 TUBOD, Lanao del Norte–– The Lanao del Norte contingent collectively known as ‘Land of Beauty and Bounty’ will be performing a Maranao war dance-inspired routine in the Free Interpretation category of the Sinulog Festival of Cebu City on January 17, 2016.

This will be Lanao del Norte’s eight-straight participation in the world-renowned festival of Cebu--the Queen City of the South.

“This year’s grand presentation is the result of the unanimous decision of the province’s organizing committee when we had our post-Sinulog evaluation last year,” said Provincial Information Officer Lyndon Calica.

tingent will be showcasing the ‘Sagayan’ a Maranao war dance performed to ward off evil spirits. The dancers of the contingent will be performing a modernized version of the Darangen, a Maranao epic story, depicting two warring groups that were eventually reconciled and united by Bai-A-Labi who succeeded in bringing lasting peace.

This is one biggest contingent sent by the provincial government in its annual participation of the Sinulog Festival.

“We have more than 400 individuals comprising our Sinulog delegation.

It consists of 96 dancers, 20 ritualists, 200 propsmen, and 35 instrumentalists. We also have teams providing

support for our Sinulog performers like our medical personnel, documentation team, carpenters, drivers, food personnel, working committee and even our own internal security group,” said Provincial Tourism Head Minda Regis.

Provincial Governor Khalid Dimaporo will again lead the contingent.

Dimaporo is the lone Muslim leader joining the biggest cultural festival in the country.

“Through our continued participation in the Sinulog, we want to show to the entire country that in Lanao del Norte there is unity between the Muslims and Christians, that we are a peaceful and progressive province,” said Gov. Dimaporo.

Dimaporo added, we also want to underscore the trade relations we have with Cebu City that has contributed much to the fast-paced development of Lanao del Norte.

Dancers of the contingent are composed of public school students from Bansarvil National High School of the coastal town of Kapatagan.

The chief choreographer of the ‘Land of Beauty and Bounty’ contingent is Mark Eric Debalucos.

Reigning Ms Lanao del Norte Diana Therese Mejorada will be the lead dancer of the Lanao del Norte performers.
