DENR 10 achieves all 2013 targets

CAGAYAN DE ORO CITY -- The Department of Environment and Natural Resources, Region 10 (DENR 10) has exceeded its targets for 2013, reporting 104 percent achievement rate for the year.

Congressman Rufus B. Rodriguez recently participated in and spoke during the 6th Plenary Session of the Asian Parliamentarian Assembly held in Islamabad Pakistan last December 8-10, 2013. Cong. Rodriguez delivered his speech harping on the importance of Climate Change Adaptation and Disaster Risk Reduction. His speech also brought out the complaint of the Philippines against the establishment of China of its Air Defense Identification Zone (ADIZ) and informed the APA of the breakthrough in the peace talks between the Philippine government and the MILF which will eventually pave the way for lasting peace in Mindanao. Opol to highlight ostrich in tourism development

Regional Executive Director Ruth M. Tawantawan said “Region 10 turned the challenges into opportunities to better our best in 2013 as espoused by our Secretary Ramon J. P. Paje.”

She said that close coordination with various stakeholders was undertaken to resolve issues confronted by DENR in Northern Mindanao.

Tawantawan thanked all DENR partners from the local government units, non government organizations, academe, military, police, Indigenous People’s, industry, youth, media, religious and civic groups and communities for the support extended to DENR in the implementation of its programs, projects and activities.

“As we embark on another challenging year, we hope that we continue to enlighten the people to act now to save our environ-

ment,” Director Tawantawan added.

Looking back, the Forest Management Service (FMS) accomplished 101% of its targets in 2013. The FMS is tasked to perform three of the six priority programs of the department namely the National Greening Program (NGP), Anti-Illegal Logging Campaign and “Balik Probinsya” Program.

A total of 25,795 hectares were established and planted with 13,530,025 various species of both indigenous/ premium forest and fruit tree seedlings. Region 10 accomplished 109% on the implementation of the NGP. Under the anti-illegal logging campaign, DENR 10 was able to confiscate 318.05 cubic meters of various species of logs, lumber and flitches. The ostrich will take center stage in Opol, Misamis Oriental, beginning this year.

Mayor Maximino B. Seno the ostrich and its meat will be further developed in the municipality’s tourism promotions and that on fiesta day in September an ostrich parade will highlight the celebrations.

Seno said the department heads of the municipal government recently met and came up with the idea of making the ostrich their centerpiece considering the rarity of the bird and its meat as food in Mindanao.

SP wants Oro’s Solidwaste Mgmt Board reconstituted THE 17th City Council headed by Vice Mayor Caesar Ian E. Acenas is set to study the proposal of Councilor Eric Salcedo that the Solid Waste Management Board (SWMB) be reconstituted.

In his special report during the regular session Monday presided over by Councilor Ramon G. Tabor, Councilor Salcedo said the

operation of the board will enable the city to effectively implement its solidwaste management programs.

DSWD Field Office 10 centers obtain level 2 accreditation CAGAYAN DE ORO CITY -- Two residential centers of the Department of Social Welfare and Development (DSWD) Field Office 10 here can now provide high standards of programs and services to its beneficiaries.

The Home for Girls and the Reception and Studies Center for Children (RSCC) based at DSWD Field Office 10 are the first DSWD-run centers in the country to pass the Level 2 accreditation set by the Standards Bureau of DSWD Central Office.

The accreditation is part of the standardization order of DSWD in order to protect and promote the best interest and welfare of beneficiaries of residential care facilities of the agency; to promote efficiency, effectiveness and accountability in the managing the centers; and to ensure empowerment of centers in delivering programs and services to its clientele.

of 2012 issued and signed by DSWD Secretary Corazon Juliano-Soliman provide the ladderized standards of accreditation and rules and regulations on the registration and licensing of social welfare and development agencies and accreditation of social welfare and development programs and services, respectively.

THE City Council committee of the whole will have an executive meeting tomorrow January 17, 2014 at 9:00 o’clock in the morning at the City Council Conference Room.

This was agreed during the budget hearing yesterday to deliberate on issues regarding the City Executive Budget on General Fund and Special Account-Economic

Enterprises/Utilities for calendar year 2014, among others.

VACANT POSITIONS One of the items discussed yesterday was the vacant positions of the city government, thru the Human Resource Management Office.

Councilor Elipe requested for the submission of the list of positions that were

not occupied for the last three to five years.

He said it could help the body decide if these vacant positions are still necessary so that positions for needed personnel can be created.

Councilor Ramon Tabor said that the point of Councilor Elipe for the submission of the list is to know if the positions will not be needed by the present administration.

“The chair is only asking for the list of vacant positions,” he stressed.

For his part, Councilor Dante Pajo said the intention is not for the abolishment of certain positions but

only for the use of funds to augment positions.

Perla Salazar informed the legislative body that the vacant positions were provided with appropriations, which were used as savings. For instance, she said, savings of vacant position were used for the increase of Representation and Transportation Allowance (RATA) and for the Productivity Enhancement Incentives of city employees.

Councilor Elipe said different departments can lobby for positions that they need.

Have you ever been lost?

If you travel to another country you don’t know, getting lost can be very frustrating and discouraging. For example, you’ve just come to Manila, Philippines and you want to go to a certain place in that city. A map of Manila would show you how to get there. But what if you had the wrong map? What if your map said “Manila, Philippines,” but it was actually a map of Jakarta, Indonesia. Can you imagine your frustration in trying to get where you want to go in Manila, when all the time you’re following the map of Jakarta? You’re following the wrong map.

You could work on your

But you would still be lost.

Even being good and kind to other drivers and pedestrians along the way would not get you there either.

You must have the right map of life, or you simply can’t get where you need to go. There is nothing more

frustrating than being lost and not having the right map to find your way.

This is why Jesus Christ came. He said I am the only way to true life. Follow me and I’ll lead you to where you need to go in life. I’ve got the right map. I know this land and territory called life. I know the way things really are, both now and after you die. So trust me and follow my way. Then, you will find the good life and satisfaction you’re looking for. So friend, won’t you decide right now to ask Jesus to forgive you for living your own wrong way? Won’t you choose to start following the right map of life—to start following Jesus?

“I will kill you”

When Davao City Mayor Rody Duterte threatened rice smugglers in general with “I will kill you”, he did not violate any law.

However, if he tells you to your face: “I will kill you” you can file criminal charges against him for grave threats. If in fact, you get killed later, he can be charged for murder or homicide, as the case may be, using the earlier threat as evidence if there are other corroborating evidences.

But if the threat is general or “generic” or is directed at no particular person but to a sector or group and the identity of the one threatened cannot be ascertained, then there is no crime committed. Or at the very least, there is no complainant to claim redress. Unless of course someone crazy comes forward, admits himself as the rice smuggler and claims it was specifically directed at him.

That was the reason why

Advocacy Mindanao Jess Dureza the Commission on Human Rights called the mayor’s latest tirade as simply “unethical”, nothing criminal.

But here is something worrisome.

We ( and that includes “ME” ) applaud and feel good hearing that a drug pusher or a robber or a trouble-maker or a murderer gets killed or gunned down. “Good for him, he deserves it”, expressed in many ways in the vernicular like “karma, “dapat lang”, tama gyud”, “maayo ra gyud”, “gaba”, “mirisi”!

We rejoice that the socalled bad elements are eliminated for good, never to bother us again. We thank the police for shooting them

down. And we never bother to find out whether the killing was justified under the rules of engagement.

We always say: never mind bringing these bad elements to court or sending them to jail. “Kapoy na!” (“ No use”) This is the popular sentiment.

In fact, when Mayor Duterte uses his favorite threats to criminals: “ I will kill you”, people like it. He is admired not only here in Davao but all over.

Mayor Duterte, a lawyer, knows he is not allowed to “kill”. But he has reasons for bringing his campaign against violators of the law to the next level. Clearly,

his intention is to instill fear and deter more crimes, as in terrorizing the terrorists.

And yes, at times with dead bodies to boot for good effect. But if you ask me, this is worrisome.

Let’s briefly pause and think about this for a while.

Is the public now enamored or charmed about quick, swift justice? Can we now do shortcuts and forget about going through the usual route of getting justice done? Is our justice system now so shot and so lacking in capability and credibility that we are just too happy to skip it?

Are we all desperate for quick fixes, never mind going through the normal route? Are our usual rules no longer effective or working?

We always hear the call for primacy of human rights; that every person, rich or poor, the high and the lowly alike have the same human rights -- including even criminals.

THE LAW ON LIBEL The move of Congressmen Rofus Rodriguez and his brother, Maximo, in making Libel a simple civil case is certainly welcomed by the people in the media industry. What we feared so much in the old provision is the corresponding criminal aspect where we can go to jail if convicted.

Depending on its gravity, several months or years in jail is like killing the hen that lays the golden eggs. I hope the future of decriminalizing libel will run through unopposed and the bill, whatever it is, will pass through smoothly and finally becomes a law.

As we know well, media practitioners do not get so much money for their works.

They are paid so little that many of us could not afford to have a decent living. I should know because I was one of them for many years.

I had to work from 5:00 in the early morning up to 10:00 o’clock in the evening writing news reports, interviewing people, making long trips, meeting colleagues, visiting the funeral parlors, the police stations, terminals, piers, etc. to bring to your bedrooms up-to-the-minute news information.

In my case I was editor and publisher of my own newspaper, I was a radio

commentator and newscaster of a nightly TV newscast.

In short I had three sources of income everyday. What I was worried about are my colleagues in the media who were just radio reporters or whatever in the lower bracket. And if you send these people to jail for libel, this is plain ridiculous and unjust. When a total of 52 cases of criminal libel were filed against me, I estimated I will have to die in prison before I could get out. It would mean total destruction of my family, hardship and my kids could not attend higher education. Although a total of seventeen lawyers

volunteered to defend me, it took me five years to clear my name. One time two police officers with dozens of warrants of arrest were waiting for me in my office when I arrived and I was so lucky they did not know me.

I passed right before them with a wig on my head. I missed jail by miracle.

Had the police officers caught me, I knew I would stay in jail for weeks because I cannot afford the amount of bail for each case. It is true we belonged to the Fourth Estate but just like presidents, senators and judges, they also go to jail for involvement in crimes.

The beauty of our job is we speak for the truth and nothing but the truth. We write without malice or whatever hidden desire to destroy the honor and integrity of our subjects. We act with clean heart as eyes and ears of the community, to critiSee emata, page 7

5 News PHL seen as major force in regional economy The Philippines may soon be a major force making the economic region highly competitive especially as it gears up for ASEAN

integration 2015.

Department of Science and Technology (DOST) Secretary Mario Montejo said promoting the

S&T agenda embodied under the department’s umbrella program, “Smarter Philippines”, can also help the country attain “global

leadership.”

This is important as DOST accelerates its agenda in key result areas of the Medium-Term Philippine Development Plan to prop up the country towards global competitiveness, Montejo said in his speech read by DOST Deputy Executive Director for ICT Industry Development Alejandro Melchor III before the recent General Membership Meeting of PHILEXPORT. “One major pit stop is the imminent ASEAN integration 2015 in which we expect the country to be a major force in making this economic region highly competitive with equitable economic development and fully integrated into the global economy,” he noted.

Montejo said S&T, particularly through information and communication technology (ICT), plays an important role in accelerating the country’s economic growth through the latest scientific knowledge and technological breakthroughs.

“Our global environment is rapidly moving forward. Transformational tools such as smart technologies are the keys that open the gateways to novel and

exciting opportunities for all Filipinos,” he said.

Montejo said Smarter Philippines contains DOST’s roadmap in helping every Filipino experience inclusive economic growth through science and technology.

He pointed out that under one of the program’s components, Smarter Agriculture, the department is poising its research and development (R&D) on diverse farm and fishery commodities to ensure local food security and gain a foothold in the world market.

The DOST chief said Smarter Economy, meanwhile, is a twofold program for the industry and for micro small and medium enterprises (MSMEs).

Other components of Smarter Philippines include Smarter Government, Smarter People, Smarter Mobility, Smarter Environment, Smarter Living and Smarter Cities.

Young inventors showcase innovative science products at RICE CAGAYAN DE ORO -Anti-theft devices, seawater-to-drinkable water converter, automatic rain shield, solar power bank for cell phones and other gadgets were just some of the innovative products of young inventors from different schools in Region 10 showcased in the opening ceremony of the Department of Science and Technology (DOST) Regional Invention Contest and Exhibits (RICE) held January 15 at the SM

Event Center here.

A total of seven schools (from secondary to tertiary levels) entered the contest particularly Misamis Occidental National High School-Oroquieta, Philippine Science High School-Main, Philippine Science High School-Central Mindanao Campus, Gusa Regional Science School, Misamis Oriental General Comprehensive High School, Liceo de Cagayan University and Xavier University-Ateneo

de Cagayan University.

One of the science products showcased in the contest-exhibit was PSHS-Central Mindanao Campus’ Desalinator Kit for Natural Disasters. It is a box-like device used to separate freshwater from saltwater in order to have drinkable water.

According to the young inventors from PSHSCentral Mindanao, the device is best used when living in coastal areas, especially if when in a time

of water unavailability due to natural calamities.

The contest-exhibit has six categories: the Outstanding Invention or Tuklas Award, the Outstanding Utility Model, the Outstanding Industrial Design, Outstanding Creative Research and the Outstanding Student Creative Research for secondary and tertiary levels.

Students gather for 6th ASEAN Quiz National Competition MANILA -- Some 17 high school students from the country’s 17 administrative regions will be competing on January 23 for the Sixth ASEAN Quiz National Competition to be held at PTV 4, Quezon City, Philippines.

“This is the first time that we will have a representative in the ASEAN Quiz from the ARMM region and this bodes well for our continuing preparation for the ASEAN community integration in 2015,” said Mr. Cleo B. Dongga-as, Chair, 6th ASEAN Quiz Regional Competition.

Students will compete on their knowledge on ASEAN - the three Community Pillars: political-security, economy, socio-cultural and general information on ASEAN (structure, mechanisms, etc.) and on the ten Member States (history, forms of government, culture, etc.)

The top three winners will be the country’s representative to the Sixth ASEAN Quiz Competition that will be held in Vietnam on August 2014. The students will be accompanied by their coaches together and possibly other DepEd representatives.

Over the past years, the Philippines has consistently won in the previous four Regional Competitions of

the ASEAN Quiz: in 2002 (individual delegates competition) 1st place held in Thailand; in 2004 (individual delegates competition) 1st place in Brunei Darussalam; in 2006 (individual delegates competition) –2nd place in Malaysia; in 2009 (country competition) –1st place in the Philippines and in 2012 (country competition)- 1st place in Cambodia.

Camiguin records rise in investments

MAMBAJAO, CAMIGUIN -- Camiguin reported a 20 percent rise in investment, last year, with P586-million worth of capital recorded.

The infrastructure and facilities sector brought in more than half of the pie or worth P286-million investments in the province, followed by the services sector with P262-million, trading at P38-million, and P.5-million from the manufacturing sector.

Data of the Department of Trade and Industry (DTI) showed that these investments, together with the government’s employment

program, generated more than 20,000 jobs last year.

Top investments in the province for the year 2013 include operations in the line with agriculture for new rising farms, tourism support services, commercial arcade, trade, and more.

The province is likewise intensifying its local products potential into the international market. FOR diligently and courageously enforcing traffic rules and regulations in the city, two traffic enforcers received praises from the 17th City Council headed by Vice Mayor Caesar Ian E. Acenas.

During the regular session Monday presided over by Councilor Ramon G. Tabor, the legislative body adopted Resolution No. 11552-2014 commending traffic enforcers Gilbert Doldulao and Melchor Luna of the Roads and Traffic Administration for their performance.

A corollary resolution was adopted requesting Mayor Oscar S. Moreno to consider the promotions of the two traffic enforcers.

Characterization of the Bulanog – Pigkutin watershed containing an area of 19,517 hectares was conducted last year.

The Bulanog - Pigkutin watershed is one of the eight sub-watersheds of the Cagayan de Oro River Basin. DENR also updated the integrated watershed management plan of the Mandulog watershed with an area of 82,500 hectares.

Director Tawantawan clarified that there are Central Office-based funds released to the region during the third or fourth quarter of 2013. The funding for the reforesting of some 3,000 hectares in the hinterland barangays of Cagayan de Oro City under Republic Act 10452 sponsored

by Congressman Rufus B. Rodriguez (2nd district of Cagayan de Oro City) was released early part of December 2013. Initial activities undertaken include ground validation for the identified planting sites and meetings with People’s Organizations (POs).

Other Central Officebased funds released during the 3rd and 4th quarter of 2013 include the 8,000 hectares NGP sites of the Bukidnon Forest Inc. and 362 hectares plantation assisted by the Heneliban Foundation, Inc. in the province of Bukidnon.

The Land Management Service (LMS) surpassed its targets by 111%. Some 3,733 residential free patents were awarded to qualified beneficiaries. These patents were transmitted to the Register of Deeds. The target for the year was 3,468 patents. Cadastral Survey Projects were implemented in 23 municipalities/cities in the region. This activity is intended to provide correct data baseline as for the Internal Revenue Allotment (IRA) distribution.

Meanwhile, the Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) implemented seven major programs and projects namely Protected Area (PA) Management, Biodiversity Conservation Program, Tarsier Conservation Program, Philippine Eagle Conservation Program, and Marine Resources Management through the Integrated Coastal Management Program, Sustainable Coral Reef Ecosystem Management Program and Wetland Management. The sector got 100% of its targets for CY 2013.

The accomplishment of the year was highlighted with the proclamation of Mt. Malindang Range Natural Park in Misamis Occidental as an ASEAN (Association of Southeast Asian Nations)

Heritage Park. This brings to two ASEAN Heritage Parks in the region. Mt. Kitanglad Range Natural Park in Bukidnon is the first proclaimed ASEAN Heritage Park in the region.

The Ecosystems Research and Development Service (ERDS) also implemented 18 Research, Development and Extension Projects (RDEPs).

Seven of the 18 ongoing RDEPs were completed in 2013.

The General Administrative and Support Services (GASS) garnered 110% of its accomplishment for CY 2013.
