CAGAYAN de Oro City-The Misamis Oriental Sangguniang Panlalawigan (SP) committee on peace and order is set to investigate next week what appears to be a continuing series of murders in Opol town.

Committee chair Benedict Lagbas compared what is happening at barangay Barra in Opol to what hap-

pened in Gingoog City last April where a series of drugrelated killings took place.

It was only when the Philippine National Police (PNP) sent in a huge police presence in the area that the homicide rate drastically went down.

Mindanao gets P380 billion budget for 2016

DAVAO City -- Mindanao will get P380 billion out of the P3.002 trillion approved national budget for 2016, an official of the Mindanao Development Authority (MinDA) said.

Mindanao’s share this year is 12.7 percent of the national budget. Compared to last year’s P302.4 billion share, the island’s budget increased by 25.7 percent this year.

Northern Mindanao – composed of Camiguin, Misamis Oriental, Misamis Occidental, Lanao del Norte, and Bukidnon – will receive the highest chunk at P78.53 billion, having the biggest contribution to Mindanao’s growth, said Romeo Montenegro, director for Investment Promotion, International Relations and Public Affairs of MinDA. “On account of strong contribution to Mindanao

growth, it has the biggest share in terms of the need for infrastructure to accelerate further its output in agriculture,” he said during the Kapehan sa Dabaw at SM City on Monday.

Davao Region (Davao City, Davao del Sur, Davao del Norte, Davao Occidental, Compostela Valley, and Davao Oriental) will receive the second highest budget at 67.6 billion.

The Zamboanga Peninsula, composed of the three Zamboanga provinces, will get P66.61 million.

The SOCCSKSARGEN – which consists of South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City – will receive P63.2 billion.

The Autonomous Region in Muslim Mindanao (ARMM) will get P53.47 billion.

The C araga Region (Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat

Islands provinces) will get P51.74 billion.

“In areas where you need to focus on social services,

that’s where you should give and pour in infrastructure projects,” he added.

This is the highest share that Mindanao received under the administration of President Benigno Simeon Aquino III, according to Montenegro.

“Mindanao can expect an increase in the budget this year in so far as we’ve been getting sustained increase in the budget allocation since the start of this administration,” he said.

“We’ve seen an increase in the government spend-

DAVAO City -- The different police stations under the Davao City Police Office (DCPO) are set to file charges against three persons arrested for illegal possession of weapons and firearms in violation of the election gun ban, which took effect last Sunday.

On Monday night, a police team arrested a certain Vicente Caparino Cadiz, 61, a resident of Garcia Heights in Barangay 19-B for carry-

ing a 14-inch jungle bolo.

Cadiz was arrested after reported by concerned citizen that he was causing trouble along Gahol Drive, JP Laurel Avenue, this city. Cadiz was immediately turned over to the San Pedro Police Station.

At past 12 midnight, a call center agent was endorsed to the Talomo Police authorities for possessing a firearm. A certain Anthonie Shane Hernando Montano was apprehended by a police

officer and barangay peace and order unit of Catalunan Grande. The 33-yearold Montano, a resident of Bonifacio Extension, was arrested while the Barangay Peace and Order Unit and members of the Talomo Police Station were conducting preventive patrol and “Oplan Sita” in Phase 2, Uraya Homes Catalunan Grande. Montano failed to present permit pertaining to the firearm. Police con-

On Tuesday morning, Sasa police arrested Jessie Tampos Trocio, 41 and a resident of Sunrise Village in Panacan for illegal possession of caliber 45 pistol and 7 live ammunition.

PNP Chief visits NorMin CAMP EVANGELISTA, Cagayan de Oro City -Chief of the Philippine National Police (PNP) visited on 8 January 2016 northern Mindanao and presided a command conference of Police Regional Office (PRO) 10 held in Ozamiz City.

During the conference, a briefing presentation on current peace and order situation and 2016 election preparation and challenges were discussed.

PDG Ricardo C Marquez, PNP chief, reiterated his various directives to the law enforcers in the region.

First, is to reduce property crime such as: theft, robbery, motor and carnapping which occupy a majority on total number of non-index crime in the region, provincial directors (PDs) and city directors (CDs) need to address and scrutinize each issue to help lower crime statistics.

With the supervision of the regional director, PDs/CDs are urged their PNP personnel to read and internalize the (OPER) Investigation and Patrol Operational Manual in order to be effective and efficient in the performance of their

duties.

Simultaneous nationwide COMELEC checkpoint will be launched on January 10 in time for start of election period. General election watch-list areas (hot spots) and other election activities will be on constant monitoring by police stations, provincial and city offices, and Regional Election Monitoring Action Center.

Unit commanders must know the prevailing peace and order situation within their area of responsibility (AOR) to strategically deploy PNP personnel and develop a contingency plan.

PNP personnel likewise are encouraged to vote and register for absentee voting for 2016 elections for their voices to be heard.

Members of the Quad Staff from PNP National Headquarters such as Directorate for Police Community Relations (DPCR), Directorate for Intelligence (DI), Directorate for Operations (DO) and Directorate for Investigation and Detective Management (DIDM) also shared their guidance and evaluated on the total performance of PRO10.

Orthographic Writing in the Philippines

There are different dialects in the Philippines, considering the complex number of ethnic groups in this country. These dialects are used by the speakers in day to day conversation, in mass media, in governance and everywhere, except in schools. Before the K to 12 Basic Education Program has been implemented, schools nationwide are using English language and Filipino in delivering instructions.

However, under K to 12 Basic Education program, that is a system now established in Philippine Education, MTB-MLE or Mother Tongue-Based Multilingual Education has been strengthened. MTB-MLE is a program that uses mother-tongue language in conducting classes for earlier levels of education, specifically grades one, two and three. This has addressed slow-paced learning among students, for mother-tongue is a best tool in learning other languages such as English and Filipino.

This educational system shift has allowed the use of local dialects in conducting classes in schools, and thus suggested a hard look at the various Philippine languages. In fact, on-

line site of Multilingual Philippines, it is stated that one of the main concerns in the implementation of MTB-MLE is the supposed lack of intellectualization of Philippine languages, such as the lack or absence of efficient orthography. In Ilocano, for example, there are concerns for evaluation, and refinements to make the present orthography easier to teach to very young learners.

Philippines has undergone a lot of stages comes to orthography. It first embraced Pre-Hispanic Scripts, then progressed to the adoption of Latin Script. In 1940 then, Lope K. Santos created the Abakada alphabet, which contains 20 letters. The alphabet was officially adopted by the Institute of National Language as an alphabet for the Tagalog-Based National Language to “indigenize” the writing system. Tagalog-Based National Language was then renamed as Pilipino Alphabet, and eventually revised as Modern Filipino Alphabet which is used until now.

It seems these days of MTB-MLE, everyone ran their curiousness back to their own language. May this lead to a more clear and efficient Philippine orthography.

Where is the controversial acting Cagayan De Oro City Treasurer Glenn Banez?

Some readers asked this corner after noting that an “Engineer” is now “acting” as City Treasurer here. An informant also disclosed that Banez has resigned the first week of January. This information could not be independently confirmed since not one of our reporters have filed a story about the sudden “disappearance” of Banez in the City Hall.

Anyway, Banez becomes controversial when, as an appointed acting City Treasurer, he refused to heed the implementation of the newly approved City’s 2015 Tax Code. Banez was reportedly heard as saying that under the Local Government Code, the City Council could not dictate the City Treasurer on matters of tax collection. Often, Banez would also hint that the City Treasurer is beholden only to the City Mayor.

No doubt, Banez, who was handpicked by Mayor Oscar Moreno as one of the members of the City Finance Committee, has

to be overwhelmingly subservient to Moreno. It is also not surprising that the Ombudsman would dismiss both Banez and Moreno for Grave Misconduct by entering into an agreement without the knowledge of the City Council.

For all intents and purposes, Moreno is already a “dismissed” City Mayor since November 12, 2015 when the Ombudsman’s dismissal order was served on that day. Moreno is only holding on to his position on the strength of the Temporar y Restraining Order (TRO). The TRO expired last January 12, 2016. Moreno, however, continues to stay because the Court of Appeals (CA) based in Cagayan De Oro City granted his petition for a writ of preliminary injunction. The writ of preliminar y injunction normally follows when the TRO is granted. The WPI, however, is not absolute. Once the Office of the Ombudsman upholds the decision to dismiss Moreno, the WPI losses value. Moreno has to step down. The argument that

“Conceptual Model-Based Problem Solving: Its Effects on the Achievement of Grade7 Students and their Attitude Towards Mathematics”

This study investigated the effects of Conceptual Model-based Problem Solving (COMPS) approach on the achievement and attitude of Grade 7 students in Mathematics. Sixty-two (62) Grade 7 students officially enrolled in CDONHS-Balu-

lang Annex, Cagayan de Oro City were the participants of the study. A quasi-experimental pretest-posttest control group design was used in the study.

The data were gathered using the 35-item achievement test and Aiken’s Mathematics Attitude scale. A 9-item open-ended prompt and focus group discussion were also used to determine the experiences of students toward Mathematics when taught with COMPS. The results were analyzed using

the mean, standard deviation, one-way analysis of covariance (ANCOVA), and t-test for independent samples at 0.05 level of significance.

The findings revealed a significant difference in the achievement in Mathematics between those students taught using COMPS and those students taught without using COMPS, in favor of the experimental group.

THE Black & Veatch has completed its prime EPC (engineering, procurement and construction) role at Therma South Units 1 & 2 near Davao City, Philippines.

The project is the first major power facility to come online in nearly 10 years in Mindanao to serve an expanding economy and population in the region.

The additional 300 megawatts of power added to the grid is expected to help alleviate the daily power cuts faced by millions of Mindanaoans.

“It is a proud moment in Black & Veatch’s 100 year history to be a part of a significant project that is providing Mindanaoans with reliable and efficient power.

The successful completion of the plant is coming at the right time as the coming dry season is expected to affect the power output from surrounding hydro power plants which provide much of the region’s electricity today,” said Todd Edsall, Project Manager, Black & Veatch.

The plant features Southeast Asia’s first coal dome designed in accordance to the environmental require-

ments set by the Department of Environment and Natural Resources, Philippines.

Its primary function is to minimize surface area in which dust can settle and for the safe storage of the plant’s fuel supply.

Black & Veatch was the overall project and commissioning manager for the 300 megawatt circulating fluidized bed coal-fired plant. Drawing on its longestablished Asian-based execution and procurement centers, the Black & Veatch team provided balance of plant engineering and procurement services. Black & Veatch was also responsible for providing the EPC solution for material handling, plant wide fire protection and offshore piping for cooling water, in addition to site management and commissioning services.

Solar boom in Negros might disrupt power grid

THE solar boom in Negros Occidental might disrupt its power grid, according to Aboitiz Power Corp. chief executive Erramon I. Aboitiz.

“It’s about 300 megawatts (MWs) of solar capacity, when the demand of the whole of Negros is 200 MW. When all the power generation is there, where will the remaining power go,” he told reporters.

The Aboitiz chief executive officer stressed that the developers, which are building the solar farms, have transmission line constraints on passing power to other parts of the Visayas grid.

He also said rains might cause the solar farms’ power production to drop and lead to brownouts.

Aboitiz pointed out that the Philippines should mandate a fuel mix to avoid dependence on a certain fuel source.

The Aboitiz chief executive added that the grid instability concern was already presented, but is without any solution yet.

Among the solar projects in the area are Gregorio Araneta’s 100-MW farm in Cadiz City, 59-MW San Carlos Sun Power, Inc. (SACASUN) and 80-MW Negros Island Solar Power.

The projects are racing to meet the Feed-in-Tariff deadline on March 15, 2016, which will allow the developers to charge at a rate of Php 8.69 per kilowatthour (kWh).

‘No Plastic, No Styro’ policy to be enforced in Clark Freeport CLARK Freeport, Pampanga--The Clark Development Corporation (CDC) will implement the gradual phase-out on the use of non-biodegradable materials on all establishments inside the freeport.

The CDC’s Environment Permits Department (CDC-EPD) has issued a memorandum circular for the implementing guidelines prohibiting, regulating and prescribing certain usage of plastics and styrofoam (polystyrene).

Also covered in the circular are SM City Clark, Bayanihan stalls and CDC. Based on the circular, plastic bags commonly known as sando bags maybe used as primary packaging material only for wet goods.

Use of plastic bags shall be optimized based on the size and volume of wet goods.

Wet goods that are not pre-contained in plastic wraps, pouches, bag and the like as part of the product’s packaging materials such as frozen products

shall not be contained further in the plastic.

All concerned stakeholders are enjoined to use eco bags or reusable bags whenever applicable and the general public shall bring appropriate bags or containers when going for a shopping and to the market, the circular stated.

Biodegradable plastics and styrofoam are allowed.

However, a certification from the manufacturer of the said materials and sample product must be submitted to CDC-EPD for approval prior to its use.

Also regulated are plastics and plastics products that form part of a product such as from the semiconductor and electronic facilities.

Styrofoam used as ice chest, insulators and/or for any similar purposes

may also be allowed.

However, styrofoam after its usage, will be classified as special wastes which requires proper disposal.

Penalties will be meted out by the CDC-EPD for offenders.

For any person or individual, a fine of PHP1,000 will be charged to the violator for the first offense; PHP3,000 for the second offense; PHP5,000 and community service for the third.

For business establishments, a fine of PHP5,000 will be charged to the violator for the first offense; PHP10,000 for the second offense; PHP20,000 and revocation of certificate of registration or business permit for the third.

All stakeholders are given a period of four months upon the issuance of the memorandum circular. (PNA)
