Camiguin hospital gets facelift

MAMBAJAO, Camiguin – Apart from the landscaped gardens, the Camiguin General hospital (CGH) had a facelift with the provision of additional air conditioning units, fans, linens and repainting materials for its rooms, among others.

This was reported by Camiguin Governor Maria Luisa D. Romualdo during her state in the province address (SOPA) on January 9.

The improvement of CGH is one of the administration’s priority agenda in her first 100 days, with the intention of improving CGH’s system and providing quality health care to its constituents.

CAGAYAN DE ORO CITY -- To avoid the rush and hassle, the City Finance Department (CFD) of Cagayan de Oro is urging taxpayers to renew their business permits this early as the deadline of the renewal period ends on January 20.

City treasurer Dr. Glenn Bañez warned that late filers would be meted with 25% surcharge and 2% penalty in the succeeding months, if they could not beat the deadline.

K to 12: Its advantage and disadvantage

Philippines already implemented K to 12 Basic Education Program for years. Long are the days that people argue about it, on how good it would cause the people and how high it would cost the government. So to provide clearer view, what are the advantages and disadvantages of K to 12 Education Program as reviewed through the years?

Philippines contains high rate of unemployment. There are several roots of this. It might because indifference, poor educational background, lack of experience or for high school graduates, it is the failure to pursue higher education which means

less opportunity. Seeing things clear, education plays a big role in developing the people, so that they will be productive in life.

First and foremost, K to 12 Basic Education Program is made to alleviate this problem. It believes that education should be a central strategy and prime tool to improve the performance of Filipinos, especially upon employment.

The good thing also about K to 12 is it provides sufficient instructional time for subject-related tasks, in order to produce prepared and well-trained graduates.

K to 12 is composed of 12 years educational cycle: kindergarten plus six years in elementary, four years in junior high school and ad-

ditional two years for senior high school, the second stage of secondary education.

This cycle of education also produces graduates that are more prepared to enter the labor force. Upon finishing basic education, most graduates are 18 years old and up, that allows them to be legal enough to work.

Second is to produce human resource that could respond to global competitiveness. Basically K to 12’s training is parallel to what other countries are offering.

Do you know that we are the third of three countries which implements 10-year education cycle? That is why Filipinos who desire to study abroad encounter difficulties. Hence, so as our trainings are parallel and as much as competitive with other countries in

The Society: In nurturing children and protecting their rights

The society believes that nurturing and protecting youngsters are investment for the future, for its future.

This is one of the solid reasons why the nation truly embraces, highly recognize and even promote the rights of children.

There are several venues that children are being nurtured. First and foremost, they should be taken care under a loving family.

Though sound obvious, but it is just proper for parents to express their love and care for children, simply because it is their right to love and feel love.

Children are required to be educated. This is the responsibility of the nation.

If they want their country to somehow improve in the future, then education should be another investment. Education is

all about answering millions of questions in a curious, student mind and allowing him to understand and further appreciate learning towards his personal progress.It is as well a must for the society to protect their children. Sadly, there are lots of societal problems going around and it is even increasing in number daily.

Just for example, reaching out-of-school youths and introducing education to them are quite challenging.

But because Department of Education is keeping in mind their rules and mandate in producing quality and relevant human resources, teachers are being deployed even to the most remote areas and mountainous provinces to teach pupils important lessons.

It is actually a priceless expression of effort that

truly recognizes children’s rights.

In the other note, protecting children is also about arriving even to the boldest idea. Just last year, Deparment of Health got alarmed for the youngest age involved in HIV/AIDS cases has been down to 11 years old. Unbelievable though, but surveys just keep on confirming this detail.

And so, DOH Head has announced on the outset of year 2016 that the department will be handing out condoms to schools nationwide this year. Though, this has been a controversial issue but it is part of DOH’s effort to stop the spread HIV/AIDS to Filipinos. Health Secretary Paulyn Ubial said that the government should adopt bolder moves, seeing that the profile of HIV/AIDS patients is getting younger.

There is a need to reverse

the trend of HIV/AIDS in the country and now, DOH is looking to distribute condoms not only in health facilities, but even in non-traditional outlets like school clinics.

However, citizens should not worry for they are going to conduct series of counseling to prepare schools, teachers and students. These materials are also distributed not to encourage young ones to use it, but for protection comes emergency period.

S o c i e t a l probl e ms and even other kinds of obstacle just appear and disappear, attempting to threaten the exercising of children’s rights, especially in promoting and protecting them, but to an effort of building the nation and preparing its future, no societal problems and even several kinds of obstacles could never be solved.

Developing Reading Comprehension through the Use of Small Books

SMALL b o oks are books which contain short stories preferably with pictures and used by elementary students most notably second graders and below. Small books are used to define, introduce and demonstrate guided reading so that students can attain read-

ing comprehension. There are many ways to do that – storytelling, reading aloud, shared reading, supported reading (guided reading), independent reading and reading workshops. Small books are used because of the shortness of the stories and because illustrations will help the students picture out what’s going on in the story they are reading.

In reading, the student

must ask the following questions: Does this sentence make sense? Does this picture match the word? Do the sounds I want to say match the letters of the word? Would we say the words in this order?

Using small books will of course sharpen the students’ minds in predicting, confirming, using what they already know, revising, visualizing, making con-

nections, questioning, inferring, summarizing and synthesizing.

The instruction can be carried out in more than one child setting provided that there must be one book per child. There sentences must be short, thus the focus is on reading skills and strategies, not just on the questions, illustrations and activities around a text.

Persons with disabilities’ right to education

PERSONS with disabilities must have substantially equal opportunities to achieve academic success, attain self-sufficiency and contribute to society. I appreciate the efforts of certain advocacy groups in Cagayan de Oro City where they organize a sensory approach to watching movies. These movies are being viewed by the blind, deaf, mute and mentally challenged children on a periodic basis in cinemas.

An estimated 93 million children from all over the world live with a moderate or severe disability. Sadly, this sector has very low rates of initial enrollment.

Even if they do attend school, children living

with disabilities are often more likely to drop out and leave school early.

For those children with disabilities who actually manage to enter classrooms, the quality and form of school received can act to powerfully compound exclusion from the mainstream and confirm pre-existing societal notions about disability.

The right of persons with disabilities to education is guaranteed by international law particularly Article 24 of the Convention on the Rights of Persons with Disabilities. With a view to realizing this right without discrimination and on the basis of equal opportunity, countries have to ensure an inclusive education system at all levels.

QNHS-APYAO ANNEX: IP’s Dream for a Better Tomorrow

“If you want something you never had, you have to do something you’ve never done.”

A sentiment akin to this must have moved the Tribal Council of the Anglao Clan of the Manobos to pull together that historic day when they wanted to establish a secondary school to provide basic education for their posterity.

The Anglao Clan is just one of the four clans originally making up the Quezon Manobo Tribes Ass o ciation (QUEMTRAS) a tribal community in Barangay Butong, Quezon, Bukidnon, seven (7) kilometers northeast from the heart of the town.

Politically, these local folks, mostly laborers and housekeepers, have no voice in the larger society.

But on October 11, 2010, came a breakthrough: the signing of

the Contract of Usufruct by three parties: Datu Carlito T. Anglao Sr., Tribal Chieftain of Anglao Clan (First Party), Dr. Ingrid G. Racoma, Schools Division Superintendent, (Second Party) ,and Romel C. Jardinaso, Officer in-charge of the NCIP Regional Office (Third Party), finally took place.

Stipulated in the contract is the legal use of the ancestral land for the establishment of an educational institution, where now stands Quezon National High SchoolApyao Annex.

This institution will go down in history as a power that will break to pieces the shackles of illiteracy, poverty and ethnic discrimination, an embodiment of the Indigenous People’s invincible quest for a better tomorrow.

Those are just the activities that are regional in scale excluding the initiatives from the clubs themselves.

As the outgoing vice governor, Gomez has been awarded the Top 10 Most Outstanding Eagles in 2016 and a Gold Medal Award.

Keynote speaker in tonight’s event will be Mayor Oscar Moreno. Allorin will give his valedictory speech in his capacity as outgoing governor.

Green Developer Italpinas Supports the Establishment of Metro CDO

Publicly listed property firm Italpinas Development Corporation (IDC) welcomes the draft of the Philippine Development Plan, released recently by the National Economic Development Authority (NEDA) DirectorGeneral Ernesto Pernia, and said it fully supports the government’s aim to establish Metro Cagayan de Oro (CDO) as the country’s fourth economic center, alongside Metro Manila, Metro Cebu and Metro Davao, by 2025.

According to Italpinas, which invested heavily in CDO when it broke ground on its flagship project Primavera Residences there in 2009, the city is the cornerstone of the fast-growing Northern Mindanao region, and rightly deserves to be recognized as a metropolis and an economic center.

Building on its faith in the bustling city and its surrounding areas, Italpinas last year launched a more ambitious follow-up: a seven-building mixed-use

development, Primavera City.

Both Primavera projects flank SM City in the emergent Pueblo de Oro Township of the Uptown section of CDO, now made more accessible by a road network reaching the provinces of Bukidnon, Lanao del Norte and Misamis Oriental.

The Importance of the Implementation of School Based Feeding Program

There is no question that hunger stalks households in this country all the way from Luzon to Mindanao. The impact of food insufficiency falls hardest on children, particularly the 4 to 14 age group. It explains the lack of energy seen in school children, their absence from schools, their stunted growth and diminished mental capacity. This is a situation that any government must address.

Even developed and rich countries of the world have on-going programs to stave off hunger through soup kitchens, charity programs, and official government dole outs (food stamps).

School feeding programs are a well-established method. Public school children in the US have free lunches of balanced meals that use inexpensive

but wholesome ingredients commonly available in the community.

The implementation of the SBFP in our school really makes big help and changes in our school. This is the second time that our school becomes recipient of SBFP fund from the government. It really gives good result to the parents and pupils who are wasted and severely wasted. During the first time in implementing it, the parents are hesitant to let their son/daughter join the said program because they were afraid on how the program being implemented, how the program works and what they need to contribute as parents of the SBFP recipient pupils.

After the entire program explained to them, they became very supportive and active especially on their schedule for cooking.

There are problem arises like were to get the utensils (since it is not included to

SBFP work and financial plan and APP for SBFP) but these problem solve because of the income generating project (IGP) of the School Pupil Government “May Pera sa Basura”.

Because of this program, the pupils’ attendance improved and their class performance and class participation also improved.

Pupils learned best if there tummy is full. Some of this pupils are working for their food and many of these pupils are eating once or twice a day. That’s why this program becomes a need to our school. Pupils learned the importance of backyard gardening, nutrition, and the more important is even the program will end, their nutritional status will be normal. “You can’t get rid of poverty by giving people money,” P.J. O’Rourke said in his “Parliament of Whores.”

The distribution of money or even food may be costlier than the donation. And our

set of priorities have been imposed by the rich or advertisers. Every child, including the starving one, now thinks of ice cream and chocolate. Many can’t think of worthwhile projects without the use of money.

I think school feeding programs would be a good interim if not a permanent solution at least for children. It will take an organizational effort, cooperation from the community and school authorities as well as critically, local government.

It will be expensive and it will be a dole out. But it is necessary. Hunger has reached critical levels.

School children go to school without breakfast.

Anecdotal information is that they drink coffee on empty stomachs, go through the school day without having had a meal and then trudge home to an insufficient repast.

Shaping up education in the future

IN the future, I envision a typical public school classroom in the Philippines to have teachers who post online grades and assignments. Group projects must be completed through collaborative software i.e. each group member posts his/her assigned tasks from his/ her email into one shared online file. Assignments are also completed online and uploaded through classroom portals. Students may be using cloud storage instead of flash drives or paper to store their work. Teachers, parents, students and administrators communicate via social media platforms specifically designed for education.

Yet there are many

things that may be coming. For instance, the layout of the classroom may change immensely from neat rows of chairs and desks to something that is somewhat flexible. The seating arrangement may be apt for the task that students are working on and chairs are designed for the comfort of the students. There may be private workstations for individual tasks and collaborative workspaces for group projects. There may also be partitions for privacy of each group.

Interactive projectors and other technology will replace interactive whiteboards. In short, virtual and augmented reality will change the educational landscape.
