A total of five agreements have been signed between the Philippines and Japan following a summit meeting attended by President Rodrigo Duterte and Japanese Prime Minister Shinzu Abe on Thursday at Malacanang Palace.

Gov’t to build bridges linking Region 8 to Luzon, Mindanao THE National Economic Development Authority (NEDA) regional office 8 confirmed that there are proposals to build long span bridges that would connect Eastern Visayas to Luzon and Mindanao.

NEDA Eastern Visayas Regional Director Bonifacio Uy said thesebridges will link Allen, Northern Samar to Matnog, Sor-

sogon and San Ricardo, Southern Leyte to Surigao City, Surigao del Norte.

“The proposed bridges are among the infrastructure projects submitted to the Chinese government for technical assistance in the preparation of a feasibility study,” Uy told the Philippine News Agency.

The big ticket projects will

be financed through partnership between the Philippine government and Chinese investors.

“There were plans in the past, but we are more optimistic now under the administration of President Rodrigo Duterte since this is what we call the golden age of infrastructure,” NEDA assistant regional director Meylene Rosales said.

Budget Secretary Benjamin Diokno announced late last year that the Duterte administration plans to spend up to PHP9 trillion in the next six years for mega projects, including long span bridges that would link Luzon, Visayas and Mindanao.

“This is a permanent solution to the perennial problem of stranding during weather disturbances

and port congestion during peak season,” Rosales said.

Allen is an important port for inter-island transport, specifically between Samar Island and Sorsogon province.

4713 seeking to institutionalize a comprehensive ban on all forms of tobacco advertising, promotions and sponsorships (TAPS) in the country.

The bill seeks to prohibit the placing, posting, or displaying tobacco advertisements and promotional items including tobacco products in any place, including point of safe sites except for the placement of a simple sign informing consumers of the availabil-

ity of the tobacco products therein.

In the bill’s explanatory note, Fortun emphasized the enormous toll of death, disease and disability caused by tobacco addiction as a global epidemic. Citing reports by the World Health Organization (WHO), the lawmaker stressed that battling the epidemic “should be an urgent concern, especially in the developing countries, where 80 percent of the world’s smokers come from. In the Philippines, an estimated 87,600 Filipinos die every year or 240,000 daily due to tobacco-related illnesses.”

Despite claims of Sen. Panfilo “Ping” Lacson that pork barrel is back in the PHP3.35-trillion 2017 national budget, Senate President Aquilino “Koko” Pimentel III on Monday maintained it was free from pork.

Pimentel said he and Lacson had a difference in the fundamental definition of pork barrel or priority development assistance fund (PDAF).

He said that an allocation is only regarded as pork when lawmakers intervene after the passage of the law not before.

“As a lawyer, I will limit myself to what the Supreme Court (SC) said that was is unconstitutional is the act of intervention by lawmakers so that the budget can

be implemented after its passage in the law -- that is the act we should guard against,” Pimentel said. “ The act we should guard against is the postenactment intervention of lawmakers so that the budget law can be fully implemented,” he added.

There seems to be an increase of rape incidents in Misamis Oriental that needed special attention by the authorities. One item disclosed that a 14-year-old girl was raped by her own father. This is too much of a crime that I would view it as absolutely unpardonable and the suspect deserving of painful punishment. I ran out of words to describe the suspect’s evil image than Satan with two horns on his

forehead and an arrowhead tail on his back. He should be punished with extreme cruelty.

Pakistan had fired its first nuclear missiles from a submarine. This is bad news for India, which has been at war (on and off ) with Pakistan. But India also has long been a nuclear power state. We can just imagine what will happen if these two nuclear-armed countries will face seriously in a bigger war.

Japan, Taiwan and South Korea scrambled their fighter jets when China flew its bombers. This only shows that readiness and prepared-

Imagine you’re in school and your teacher gives your class a really hard test.

You’re scared and nervous because you didn’t study. But then you see the smartest girl in the class is sitting right beside you and you can clearly see her paper and all her answers.

What would you do?

Probably everyone has a chance to cheat and be dishonest at some time. In fact, many of us are tempted every day to cheat or do something wrong—like the famous sprinter from Canada named Ben Johnson.

In the 1988 World Olympics, Ben Johnson won the gold medal in the 100 meter dash. He finally beat his #1 rival, Carl Lewis. However, the very next morning John-

son lost his medal!

Medical tests showed that he had cheated by using strong drugs and steroids to build his muscles for the race. So Ben Johnson’s gold medal was awarded instead to Carl Lewis only one day after the race!

We may think that cheating doesn’t hurt anybody and that it can only help us, but it’s a lie. Cheating always steals something from the other person that rightfully belongs to them.

It doesn’t matter if it’s cheating on a school test, in sports, or stealing money and possessions. Whether it’s breaking the law, not paying your full taxes owed to the government, or cheating and being unfaithful to your wife or husband. But cheating is just not smart.

We not only hurt and steal from that other person, but we cheat ourselves! We become the biggest loser.

And once we start cheating, it’s very hard to stop.

Nothing you ever get through cheating can replace what you lost: your right relationship with your Maker, as well as your selfrespect and honor.

You can only get these with an honest heart and character. Plus, we can never be completely satisfied with the things we get by cheating or stealing.

Even when we think we’re getting away with it, we’re not! We’re the one who has to live with our guilt and God’s judgment that we can never escape.

So don’t fool yourself—you WILL pay for it!

Brave man on the run to save his life

“ALL men have fears, but the brave put down their fears and go forward, sometimes to death, but always to victory,” was the motto of King Guard in ancient Greece.

However, it is fact conclusive that those who do not know how to fight like coward people worry about death. But this man, as alleged to be the former Congressman, who was supposedly believed to be brave as alleged by most of the Iliganons, if not all, but found out in the end, or by now to be a man on the run to save his life.

Maybe, so perhaps, as a consequence of the declaration of President Rodrigo Roa Duterte that he was one of those involves in drug business, for he believed perhaps or rather than perhaps that the spear of the President knows no friends, knows no relatives

and knows no personalities.

Anybody, who violated the law, especially on illegal drug business, should, most assuredly, be put behind bar or otherwise. You know what it means by that “otherwise.”

He is now on the run perhaps to save his life, for he really never knows how to fight as a brave man like a man in the arena, as what President Theodore Roosevelt had once said, during his speech in Paris, France on April 23, 1910, which states: “it is not the critics, who count, not the man who points out how the strong man stumbles, or where the doer of deeds could have done better.

The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood; who strives valiantly, who errs and come short again and again, because there is

no effort without error and shortcoming; but who does actually strive to do the deed; who knows the great enthusiasms, the great devotions; who spends himself in a worthy cause; who at best, knows in the end the triumph of high achievement; and who, at the worst, if he fails, at least fails while daring greatly, so that his place shall never be with those cold and timid souls who know neither victory nor defeat.”

I would like to remind those powerful, influential, devilish, cruel and moneyed people, who may have acted as chieftain or as a king, eliciting respect or reverence like the gods of Olympus, to be extra careful now, unlike before, because President Rodrigo Roa Duterte means business. He will punish those evil doers, whoever they may be.

Grand conspiracy

WHILE the government is busy transforming plans to pulsating projects the President is being pilloried by a grand conspiracy of Filipino-Americans and their local partners in crime who connive to discredit, destabilize and finally unseat a popularly elected Rodrigo Duterte from the totem pole of power.

The discovery of the plot was not much of an ingenious tack of a technical probe team but in fact must have been accidental. While the conspiracy seemed to have mastered the language of how to demonize their penchant, in this case President Duterte, they failed to shield their dubious caper.

They set up a group in Yahoo and their exchanges to include instructions of how to carry out the plot revealed that their operation base is in the US of A. In the vortex of the conspiracy is multi-billionaire Fil-Am Loida Lewis and other Fil-ams who appeared to have greased members of mainstream media in the Philippines and a number of local politicians and the religious community to join the ouster plot.

Loida Lewis mounted her campaign to oust Duterte in US-based television networks and had posted her bellicose anti-Duterte campaign in the social media.

Like her oust-Duterte plot however, which unmasked her paid hacks in the Philippine media, she too failed to hide the conspiracy’s goal to install VP Leni Robredo as President should they succeed. No wonder that the bus-riding Leni flies so very often to the USA. For a while I thought it was merely the joy of riding in

a plane as she does with the bus and motorcycle.

For a while I thought that she really cannot get a seat on a plane to come back to the Philippines to succor her badly battered political constituents in Bicol. There was something more important in America than we ever can imagine.

No wonder there is an orchestration of critical opinions and stories that come out like it’s a grand ensemble. I can only surmise that for each note the baton welder must have shelled out millions of dollars. Lewis is dealing with characters we thought were paragons of virtues. Their first names cropped up now and then and individually looked innocuous. But, line them up one after the other and you will get to know who the personalities are especially when you read them either in their column items or posts on FB. Their proposition to unseat Duterte is seditious.

Elected with a huge majority over his four opponents unprecedented in the past, those who did not vote for him during the polls had in

fact realized he is the man they wanted to be president.

The recent surveys done by pollsters show he is now trusted by 83 percent of Filipinos. Try to unseat a duly elected President who is now embraced by the vast population of Pinoys and you have a prospect of a bloody revolution. Pursue it now, and we will see seditious characters lining up the wall. They are no better than drug lords and pushers.

Which brings to mind why those who denigrate Duterte would rather focus on the casualty of the drug war waged by the President than almost a million who had voluntarily gave themselves up to be rehabilitated.

Imagine what would have happened to them had they continued peddling and using drugs in the streets and in school campuses.

We know for a fact that that man before when criticized or rather when somebody would choose not to revere him, or rather the resistant few will be terminated unreasonable by his triggerman. One of the best examples was the attempted liquidation of Jose C. Pantoja, but failed to terminate him.

It was the will of God, without doubt, of course, that God will not allow him to die in that tragic incident.

He still has the errand to accomplish for the glory of God and for the good of the good people of Iligan City.

Those people who cannot be terminated for some reasons or another, he will make fabricated accusations that would catapult to incarceration, the way he did to City Mayor Celso G. Regencia.

It is more appropriate to remind him that “a man doesn’t have the time to spend half his life in quarrels, if any man ceases to attack his fellowman, most probably, he never remembers the past against him.”

For here we are on this earth, with only a few more decades to live, and we lose many irreplaceable hours brooding over grievances that, in a year time, will be forgotten by us and by everybody. Instead, let us devote our life to worthwhile actions and feelings, to great

thoughts, real affections and enduring undertakings, as the saying goes, “life is too short to be little.”

Let no man acts like Judas and Brutus, let no man acts like the brave man on the run for his life, the author of the illegal suspension of City Mayor Celso G. Regencia for six (6) months time, and after completion of the six (6) months suspension, he was accused of a fabricated crimes that catapulted his incarceration for more than a year now.

Few people like to listen to truths that reflect on their judgment. As what the saying goes: “Irate fault-finder dilates like king cobra and spews the poison out of his system.”

This man has always played brutal tricks before high heavens, like he did to City Mayor Celso G. Regencia, that puts him in a horrible condition in the City Jail, that make the many concerned citizens of Iligan City weep, and even the angels of God perhaps weep also due to his cruelty.

“That’s what makes it bad, you pass a law and you somehow enjoy indirect influence in the implementation in the law by preventing the implementation of some parts of the law without you consent,” Pimentel further said.

“Once the law leaves our hands it should be selfexecuting already,” he added.

The solution is for parents to be more strict with their children, keep an eye to their time in school, random check up, let the kids know you are very much concerned about their future, spank them sometimes to ensure discipline and be serious about it.

Parents should show their love for their children. This should be done during their younger days, not when they are already young adults or we lost the their love, respect, honor and obedience. I used to have friends who opened their mouths too wide and say they love their children so much but they never showed their affection. It was nothing but words by mouth only and no actions. I would even suggest to lecture damn parents.

Pernia also said that while the TRO is still in effect, the issuance of the EO is beneficial because it allows local governments to get around with the TRO by letting NGOs implement the RPRH Law since the private sector is not covered by the SC ruling.

For his part, Commission on Population (POPCOM) executive director Dr. Juan Antonio Perez said the President is calling on the three major agencies: DOH, DILG and POPCOM to assist local governments in implementing the RPRH Law by mapping out and identifying women who have a need for family planning.

“So there is a plan to, in the next six months for local governments to go out in the field, to do house-tohouse visits, identify those in need of family planning, working with all these agencies,” Perez said.

The reports on the TRO came as President Duterte signed Executive Order No. 12 that mandates aggressive government action in providing universal access to RH programs.

Te noted that the high court gave a deadline for the Food and Drug Administration (FDA) to comply with the ruling and suggested that RH advocates should instead follow up such compliance with the said agency.

The SC has likewise ordered the DOH, for its part, to formulate rules for purchase and distribution of the said products and also to generate the complete list of government’s programs and services under the RH law for distribution to all health care service providers.

Te said the DOH should likewise be asked about its compliance with such order.

The said ruling issued by the high court’s second division rejected the bid of the DOH to proceed with the procurement and distribution of contraceptive implants.

The SC also struck down the certifications and recertifications issued by the Food and Drug Administration (FDA) on 77 contraceptive drugs and devices - including Implanon and Implanon NXT - for violation of constitutional requirement of due process.

The Court has found

that the agency certified and administered 77 contraceptive drugs and devices “without the observance of the basic tenets of due process, without notice and without public hearing, despite the constant opposition of petitioners.”

“The Court is of the view that the certifications and re-certifications and the distribution of the questioned contraceptive drugs should be struck down as violative of the constitutional right to due process,” read the ruling penned by Associate Justice Jose Mendoza.

While the SC sustained the TRO and voided the certifications, it has remanded the case to the FDA for processing of new certifications. (PNA)
