In its accomplishment report for 2015, IO-2 Alvin Y. Enciso, IOIC-CIIS, Port of Cagayan de Oro, said an estimated value of goods for ‘Seized and Abandoned Shipment’ for the year 2015 reached the total amount of P186,820,000.

Manufacturers want to locate to Davao, but ...

DAVAO City -- The Davao City Investments and Promotion Center (DCIPC) has been receiving inquiries from potential investors in manufacturing, but hold back their plans due to the absence of an approved Philippine Economic Zone Authority (PEZA) in the city.

“We still don’t have a PEZA accredited area here although there is already an identified site,” DCIPC head Ivan Cortez said, adding that there are lots of interests from this (manufacturing) sector.

Cortez said the city only has the PEZA-accredited buildings for operation of Business Process Outsourcing (BPO) but not an area that would suit the requirements of the manufacturing sector.

He noted that the ideal

place in Davao is the area in Sirawan, Toril in the south and Bunawan in the north side of the city.

The move, he said, will come from the private sector and the land owner while the government will provide assistance through facilitation.

“The manufacturing sector can help sustain generation of employment and this is what we need here,” he said.

Meanwhile, Cortez noted a continued interest of putting up investments relating to BPO by availing of the city’s offer for incentives.

This, he said, is despite the owners of buildings’ option to design their properties within the requirements of outsourcing operation.

He mentioned that the Davao DDBO Resources Inc. is refurbishing its property,

the former Queen’s Cinema at Bonifacio Street, into a BPO building with cost at PhP90.5 million and could generate employment for 309 workers.

“The Board in general was appreciative of the project because it brought back to life what used to be a popular movie house into something more economically useful, yet retained its historical charms,” he said.

Another property is The Felcris Centrale Phase 1, which is mainly a 10-storey BPO building with mall operations in the first two levels. The total project cost is at PhP731 million. It is expected to generate 3,925 direct and indirect employment opportunities. The project is by Felcris Hotels and Resorts Corporation.

“The next phases of the project will involve construc-

tion of condominium towers and a hotel. But the board has not yet approved the application pending corrections on minor technicalities on descriptions. Once corrected, the board will convene again to act on the favorable recommendation of the DCIPC for the approval of the project,” he said.

Cortez said some 34,000 jobs were generated from the BPO industry at the end of 2015, as against the previous year with only 20,000, or an increase of 70 percent. Most of those hired, he said, were on voice call centers. (PNA) SCS/LCM/DIGNA D. BANZON/LDP

Mindanao electrical engineers strengthen ranks amid ASEAN integration DAVAO City -- The Association of Professional Electrical Engineers in Mindanao (MAPEE) has elected its new set of officers for 2016 to push through with its vision to standardize the practice of their profession in the region amid the economic integration among the members of the Association of Southeast Asian Nations (ASEAN).

MAPEE reelected president Engr. Alexander Bucyo said there’s a need to organize the PEEs to unify them and uphold the integrity in the practice of electrical engineering as they are bracing for the entry of electrical practitioners from the ASEAN region.

gineers (DAPEE) but it was renamed later to MAPEE to extend its membership to other areas in Mindanao.

At present, MAPEE has 84 members from all over Mindanao, excluding those who passed the PEE licensure exam last December.

To further advance the group’s agenda, MAPEE’s elected officers will lead in managing the association for one year.

Their selection on Saturday was sanctioned by the designated Commission on Elections (Comelec) composed by PEEs Angel De Vera, national secretary of the Institute of Integrated Electrical Engineers (IIEE); Leonardo Apalisoc, vice president for internal affairs of IIEE Davao; and Byron Coquilla, IIEE Davao member.

The newly-elected officers for 2016 are Engrs.

Technolympics is a yearly competition event from different skills of TLE subject in the Division of Cagayan de Oro City. One of their skills competition are mini cabinet organizer, t-shirt printing and designing, steel baluster making, nail art with hand massage, children’s wear construction, hairstyle with facial make-up, experimental fish dish, landscaping, experimental cookery, tarpaulin designing, web page designing, pc assembly and others. The said event was held at Bulua National High School last October 23, 2015. Almost all of the school in Cagayan de Oro City participated in the said event. One of the highlights is the Nail Art with Hand Massage out of 18 contestant. Bulua National High School got the 3rd place.

DSWD empowers beneficiaries to choose candidates, party Cagayan de Oro City -- All DSWD Personnel of DSWD Field Office 10 are one in recognizing that all Pantawid Pamilya beneficiaries are free to decide, choose, and express their beliefs and rights on issues concerning their lives and their communities.

On a related note, the DSWD has vigilantly implemented its Anti-EPAL Campaign to prevent candidates and potitical parties from using DSWD programs and projects for their own purposes.

government activities with their policies. This is due to the fact that the people have no potentiality to be critical of the system and the policies being made by the government.

The more educated the people are, the less the government’s policies are paying attention. In that case, when all policies of a nation have never been “investigated” by the people, the higher information asymmetry level is. The longer the condition in any country like this is, the worse the results of all policies in that country.

Implicitly, it is due to the illiteracy of the people in that country. It can be due to the education system in the country.

Now that education can lead the people to be more educated, the government should pay attention to it. By having a good edu-

cation, the people in any country can participate in the government national development. They can be the subjects involving in taking care of the nation development. So, it is essential for the government and especially the national leaders to take education into the prominent program for the whole nation.

So far, we have eye-witnessed the worldwide, the nations that are left behind in their education levels tend

to be less prosperous. This must be due to the condition that there is no one caring the national development.

Eventually, the information asymmetry in the country is very high.

Information asymmetry is the condition where the policy makers make the policies, but all tend to be closed. Yet, the policies might be more profitable for a certain group of people— the policy makers. This is because only the policy makers who know information more about the impact of the policy while public do not know it at all.

Information asymmetry can take place when there is important policy for public. But, the impact of that policy might lead to better condition only for certain groups, but not the whole people in a country. On this See djuwari, page A11

A mentor should be a trusted person who is willing to be with his/her mentee in his/her professional journey. He should also be a positive role model especially to new and younger teachers.

As reiterated in Department of Education Order No. 62, s. 2011, that in line with the country’s commitment to achieve its Education for All (EFA) targets and the Millennium Development Goals (MDGs), and in pursuit of the Basic Education Sector Reform Agenda (BESRA), the Department of Education is duly adopting the National Indigenous Peoples Education Policy Framework.

This, as the Agency upholds and values education for our Lumad brothers and sisters as they also deserve quality education for their own betterment and for their common good. As the Policy Framework is intended to be an instrument for promoting shared accountability, continuous dialogue, engagement, and partnership among government, IP communities, civil society, and other education stakeholders, further recognizing education as a necessary means to realize other human rights and fundamental freedoms, the DepEd urges the strengthening of its policy on IP education and develop and imple-

ment and IP Education Program. This Program subscribes to the rightsbased approach which gives primary importance to the principles of participation, inclusion, and empowerment.

With this, the Division of Misamis Oriental has been ardent and keen in strategizing and implementing actions and programs for the welfare of the IPs through networking education and the basic alike. It is made to sure that basic services and basic education reach remote areas and hinterland barangays in which they live as many IP communities continue to lack access to decent basic social services, they have limited opportunities to engage in the mainstream economy, and suffer social, economic, and political exclusion marginalization.

Cagayan de Oro City -- The payment of business permit renewals have started on January 4 until Januar y 20, 2016 at Cagayan de Oro City Hall.

Renewal applicants can now process with easy steps and procedures in securing a new business permit or renewal. They should secure business permit first then go to the kiosk for their billing, get a priority number and then go to the payment section.

Billing payments has 7 steps to follow. First, Press the icon. Second, press business billing. Next, key in permit number and baranga. Press SEARCH then the machine will print your bill. After, when ready to pay, press BUSINESS PERMIT. The machine will print your priorty number. Lastly, proceed to the counter when priority number is called.

This year’s billing has increased to 15%. The renewal applicants will have to pay a surcharge and penalty of 25 percent after the said deadline on January 20, 2016. Payers are encourage to pay their bills early to avoid hassle.

THE global warming observed worldwide may not be true for the Philippines, the state-run weather bureau said.

The current hot weather and dry spell are brought by the seasonal El Nino weather – and not by global warming, says Analiza S. Solis, a Senior Weather Specialist at the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Hot as it was, 2015 wasn’t the hottest year. 2015 was only the fourth warmest year, with a mean temperature 0.82° Celsius above normal, based on PAGASA records from 1951 to last year. 2013 was the hottest, followed by 1998 then 2012, says Anthony Lucero, head of PAGASA’s Climate Information Monitoring and Prediction Section.

Worldwide, 2015 was likely to be the warmest on record, according to the World Meteorological Organization, based on its 2011-2015 Warmest Five Year Period record.

While there’s a global increase in mean temperature, both on land and ocean worldwide, “it’s not happening in the Philippines.”

Solis says, adding that the hot days this December is brought by the El Nino weather.

The Fifth Assessment Report of the United Nations Intergovernmental Panel on Climate Change indicates a global warming of 0.85°C from 1880 to 2012.

In the Philippines, it’s just 0.65°C, Solis says, adding it’s even lower when average temperature is based on the period from 1951 to 2010 or 60 years of PAGASA observations.

What’s happening is that “night time temperature is now hotter by almost three times,” she explains.

It impacts on agriculture because the plant makes its nutrients at night when there’s no solar radiation.

Hotter nights will affect this process, she says.

In most parts of the country the frequency of hot days and warm nights are increasing at a clip that is “statistically significant,” she points out, adding that most parts of the country are experiencing decreases in See farming, page A11

Expect drought, dry spells due to ‘strong’ El Nino until June IT is now official: the El Nino dry and hot weather will continue to bring drought and dry spells until summer.

Recent obser vations show that the sea surface temperature anomalies in the equatorial Pacific are still beyond 1.5 degrees Celsius warmer than the average, indicating a “strong El Nino event”, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) declared yesterday.

The El Nino weather is “likely to persist until the second quarter of 2016,” said Dr. Vicente B. Malano, PAGASA Administrator. “The adverse impacts include below normal rainfall that could lead to a dry spell and drought conditions in many parts of the country until the first half of 2016.”

“El Nino is still there and its impacts will continue,” Malano said in a press briefing, adding that hotter or “warmer than normal” air temperatures are likely to be felt.

In response, “PAGASA started cloud seeding operations over Angat Dam even before the two typhoons hit in December,” said Dr. Landrico U. Dalida Jr., PAGASA Deputy Administrator for Operations, adding P79 million has been appropriated for cloud seeding. “We have shifted cloud seeding now to Mindanao and the Visayas which are suffering from drought.”

A strong El Nino will

delay the start of the rainy season, coming in July instead of June this year, said Anthony Lucero, head of PAGASA’s Climate Information Monitoring and Prediction Section.

The monsoon rains will be weak to the point that rainfall will be “below normal”, extending the dry season, he said. However, despite the dry weather, two to six tropical cyclones may develop or enter the Philippines from now until June, he added.

Already, Mindanao and the Visayas have had very little rains, said Dr. Flaviana D. Hilario, PAGASA Deputy Administrator for Research and Development.

The “below normal” rains prior to November observed nationwide was interrupted with above normal rains in Luzon in December, especially after typhoons Nona and Onyok occurred in December.

“The El Nino expected to will remain strong until February with the probability of below normal rainfall expected from January to

April, leading to drought in 68 provinces by the end of April,” said Lucero. “Slightly warmer than average temperature is expected during the period.”

The strong El Nino was first observed in mid-July 2015, growing into a very strong El Nino in November.

The chances are “favorable for El Nino gradually decreasing from May to July,” Lucero said. The Northeast Monsoon season experienced from January to March will transition to the Southwest Monsoon and will bring local thunderstorms and tropical cyclones from April to June, he said.

Still, 20 percent will likely experience drought 16 provinces, he said. By the end of February, 36 percent of the country affecting 29 provinces will experience drought until the end of February, he said.

By the end of March, 44 provinces (42 percent of the country) will experience drought and dry spells. By the end of April, 85 percent of the country, affecting 68 See drought, page A11

The enthusiasm came from a delegate after 195 nations agreed at the climate change summit in Paris to limit the rise of global warming to less than 2 degrees Celcius and maybe down to 1.5C. After two weeks of negotiations, the pact is the first to commit all countries to cut carbon emissions.

It is partly partly legally binding as in, for example, submitting an emissions reduction goal. A $100-billion funding for poor countries by 2020, however, is not legally binding.

Scientists who have analyzed the agreement say it will cut emissions by about half of what is needed to prevent an increase in atmospheric temperatures of 2 degrees Celsius.

As a result, all language on the reduction of carbon emissions is essentially voluntary. The deal assigns no concrete reduction targets to any country. Instead, each government has crafted a plan to lower emissions at home based on the country’s domestic politics and economy.

The accord uses the language of an existing treaty, the 1992 United Nations Framework Convention on Climate Change, to require countries to verify their emissions and to periodically issue tougher domestic plans.

“The Paris Agreement is probably the most important international agreement in history,” says Achim Steiner, Executive Director of the United Nations Environment Program. “Nations of the world have underlined that climate change is a threat to the security and prosperity of all societies, and can only be addressed through unity of purpose. PAGASA observations indicate “it is likely that rainfall will increase towards the end

of both 2049 and 2079,” Solis says; rainfall will increase approximately 0.1 millimeter to 0.2 mm/year or as much as 50 percent in 2020-2049 and 2050-2079, especially in the Visayas and parts of central Mindanao.

Maximum temperature is likely to increase annually by 3.0° C in 2050-2079. Minimum temperature is likely to increase by 3.0° C each year in 2050-2079, suggesting warmer nights in the future. Daytime temperatures are likely to increase in central to southern Philippines. Days with heavy rainfall and consecutive dry days are likely to increase in most of Luzon; decreases are projected in Cebu and Bukidnon.

The Land-Ocean Temperature Index of the U.S. National Aeronautics and Space Administration (NASA) in mid-December showed that the global average temperature in November was 1.05 degrees Celsius warmer than the overall average global temperature recorded from 1880 to 2015. A picture of this economic struggle is the North Korean ghost ships found on Japan’s shores--believed to have been fishermen forced to sail farther away into the sea in the hopes of finding bigger catches. Even with the creation of special economic zones which is supposed to have freer regulations, the H-bomb news paints a hostile tyrannical country, making it absolutely not inviting to foreign investors.

Politically, the H-bomb test has had the world pointing fingers. Where China, North Korea’s food and fuel lifelines, blame the United States and its allies for its tough sanctions against the regime, the West on the other hand holds the position that China holds North Korea’s fate in the palm of its hand. The H-bomb test has resulted in Washington’s heightening concern over Pyongyang, and a strained relationship with Beijing--which is still not going to do anything drastic because of North Korea’s geopolitical importance.

I think largely in the end, the implications of the H-bomb test is this: a military standoff (as is the case in most WMDpossessing entities), North Korea’s economic stagnation or regression, but most frighteningly is another clash between China and the US--I think this may be where the true drama lies. “We are appalled by the sudden issuance of the writ of preliminary injunction without the hearing the side of the complainant,” Gan said.

He said that William Guialani reportedly filed the comment about the injunction only on Monday afternoon, to beat the five-day deadline.

“It appears that the CA did not read the complainant’s comment about Moreno’s petition for the writ of preliminary injunction,” Gan said.

The Department of Interior and Local Government (DILG) served the order dismissing Moreno on November 12, 2015. Moreno, however, petitioned the CA for temporary restraining order (TRO) to stop the Ombudsman from implementing the dismissal order.

The CA granted Moreno a 60-day TRO on Nov. 13, 2015.

The TRO was supposed to end on January 12, 2016.

ILIGAN City--Power stakeholders in Mindanao have seen a light at the end of the tunnel, so to speak, following the commitment of Lanao del Sur Governor Bombit Adiong to help resolve the problem on roadright-of-way.

A certain Carmelo Atoc, of Carmen, Cagayan De Oro City also filed “a disbarment proceeding” against the three associate justices who signed the 60-day TRO in favor Moreno last December 29, 2015.

Gan said that the two associate justices who were subjects of the disbarment complaint were no longer signatories to the writ of preliminary injunction released Monday afternoon.

It was learned that the only respondents to the petition cited by Moreno in his appeal before the CA were the Office of the Ombudsman and the Department of Interior and Local Government (DILG) which served the Ombudsman’s dismissal order last November 12 and made Acenas decide to ascent as mayor.
