Duterte okays P1,000 SSS pension hike

CAGAYAN de Oro City-Leaders of the progressive group Bayan Muna yesterday thanked President Rodrigo Duterte for heeding the voice of the people in

granting the long awaited hike in the pension.

In a statement, Bayan Muna Rep. Carlos Isagani Zarate said the P2,000 hike is still very minimal for the required decent and livable pension. “We hope that this would help our pensioners

to somehow alleviate their hardships,” added Zarate.

He said Bayan Muna will continue to push for more reforms and for the early implementation of the second P1, 000 tranches of the increase.

DBM issues guidelines for state workers’ pay hike Wednesday, January 11, 2017

THE Department of Budget and Management (DBM) has issued the guidelines for the implementation of the second tranche of pay hike for civilian, military and uniformed public servants effective January 1, 2017.

“These are the people who help and protect the Philippines. We want them to feel satisfied about their jobs, inspire them to be more productive workers and allow them to provide for their families. Raising their wages is only just,” President Rodrigo R. Duterte said.

DBM, in a statement, cited that Executive Order (EO) No.201 s. 2016 grants compensation adjustment for government workers and additional allowances for military and uniformed personnel (MUP) in four tranches. The first tranche was implemented last year.

It has issued National Budget Circular No. 568 and Local Budget Circular No. 113, which will implement the second tranche of pay increase.

Specifically, National Budget Circular No. 568 outlines the guidelines, rules, and regulations for the implementation of the second tranche of EO 201 for civilian personnel in the Executive, Legislative, and Judicial branches, the Constitutional Commissions and other Constitutional Offices, State Universities and Colleges (SUCs), and government-owned-and-controlled corporations (GOCCs) covered by the Compensation and Position Classification System (CPCS), under Republic Act No. 6758.

Meanwhile, Local Budget Circular No. 113 covers all positions for salaried local government unit (LGU) personnel and all positions for village personnel that are paid monthly honoraria.

Funds for these adjustments will be sourced from the General Appropriations Act (GAA) for FY 2017 for national government agencies while GOCCs and GFIs will have to get it from their respective corporate operating budgets.

Guv leads prayer for peace as hunt vs jail escapees continues KIDAPAWAN City––North Cotabato Acting Governor Shirlyn Macasarte-Villanueva on Monday rallied her people to pray for peace and to help the province survive challenges that included the country’s biggest jail attack and escape, Christmas Eve bombing and last year’s violent farmers’ mass protests.

“Last night, I joined the call of our young people of Midsayap to light candles and pray for peace

in our province,” MacasarteVillanueva said a few days after the bloody attack by armed on the North Cotabato District Jail in Barangay Amas, Kidapawan City.

Along with North Cotabato Board Member Rolly Sacdalan, Macasarte-Villanueva took time out and prayed with the young in Midsayap, a town rocked by bombing on Christmas Eve that left 17 persons injured.

“It’s a good initiative that was

Jailed drug lord behind jail attack KIDAPAWAN City, North Cotabato––A jailed drug lord has financed the January 4 siege by some 100 armed men at the North Cotabato District Jail (NCDJ) facility at Barangay Amas here, a top provincial official confirmed Tuesday.

North Cotabato acting Governor Sherlyn Macasarte Villanueva named the moneyed inmate as Melvin Casangyao alias “Hapon”, who paid the group of Esmael Nasser alias Commander Derby to “rescue” him from the prison facility.

Nasser, leader of a ragtag bandit group based in Kabacan town, was once an inmate of NCDJ who managed to escape last year.

According to Villanueva, Casangyao contracted Nasser the sum of P1 million for the attack at the penitentiary.

BOC: Regulation for advance ruling, rules of origin now in effect

THE Bureau of Customs (BOC) has issued the customs memorandum order (CMO) providing guidelines in the implementation of an advance ruling system for valuation and rules of origin.

Signed November 28, Customs Memorandum Order (CMO) No. 30-2016 implements Customs Administrative Order (CAO) No. 03-2016, which establishes an advance ruling system regarding customs valuation method and preferential and non-preferential origin of goods. An advance ruling is an official written and binding ruling issued by BOC upon the request of an importer, foreign exporter, or authorized agent, and is now part of the law under the Customs Modernization and Tariff Act. CMO 30-2016, which took effect immediately, states that the request for advance rulings shall be submitted to BOC electronically and application fees shall be paid through bank payment.

Standard procedures and the required application forms for advanced rulings shall be published on BOC’s website.

Advance rulings will also be published on BOC’s website, with any information that is claimed to be confidential shall be redacted.

A non-refundable advance ruling application fee of P1,500 shall be collected by BOC for each request, which must relate only to one product or item.

A requesting person may withdraw the request at any time before BOC decides on the application. The application will be terminated as of the date of the receipt of the written withdrawal.

“A withdrawal of the request shall not prohibit the filing of another request on the same subject,” CMO 30-2016 stated.

Anti-overloading moratorium on trucks gets another extension THE six-month moratorium on the enforcement of the Philippine anti-overloading law for trucks with codes 12-2 and 12-3 has again been extended for six more months by the Department of Public Works and Highways (DPWH) a few days before the suspension expires.

In a reply letter to the Confederation of Truckers Association of the Philippines (CTAP), DPWH Undersecretary Raul Asis said that “with due regard to the financial capability of the majority of your members, we wish to inform [you] that we will have to extend again the said moratorium by another six months to give more time to properly comply with the provisions of the law.”

Scheduled to expire on December 31, the moratorium relating to trucks coded 12-2 and 12-3 has

go on embarrassing tantrums, completely adept at displaying bad manners and evil conduct, to the extent that even their own parents and relatives would often catch themselves wishing to “harm” them at the least and, at worst, “kill” them once and for all?

To paraphrase the song “Sunrise, Sunset”, when did Filipino boys and girls grow so ill-mannered, so bad-mouthed, and hopelessly faithless morons?

How come many of them now display a great capacity for crime and criminality and virtually demonic and devilish behavior?

The answer? My view is that our children imbibed these negative and ungodly actions even when they were just being transported from the groins of their fathers and later on united in fertilization in the wombs of their mothers. In other words, the attitudes and behavior of our children started to be formed when they were still within ourselves, , taking after how we, as fathers and mothers, behaved, acted, thought, and conducted ourselves as we were growing up.

Unless, of course, we ask God to intervene and change our children. How is this done? We must know God’s principles for raising children, and then carefully obey all of these. For starters, we can start with the Bible, and read its Proverbs 22:6, Ephesians 6:4, and Deuteronomy 6:4-9. It is of course understood that parents who were once bad kids themselves and who want to change the destiny of their children should allow God to change them first.

Falling in love again with Kalamansig’s Balut Island BA LU T I SL A N D, Kalamansig, Sultan Kudarat--I have high standards in choosing a beach destination in summer or any other day of the year but the lack of amenities notwithstanding, I fell in love once more with this island paradise during my second visit just before Christmas day.

Our group started our journey in Nuro, Upi, Maguindanao. The land trip took us an hour and a half along the long and winding Cotabato to Lebak road.

The paved highway has opened more economic activities in the area and expedited the movement of agricultural products unlike in the past when one had to ride the huge wooden boats or lancha of the Biruar Shipping Lines.

The ride would take a whole day from Cotabato City to Kalamansig and vice versa, crossing the Moro Gulf.

Our journey from Upi to Kalamansig offered a breathtaking view of the mountain ranges of Maguindanao and Sultan Kudarat, passing by the areas of Timanan in South Upi, Basak and Barorao in Lebak. We headed to the Kalamansig fish port where the motorized boats arranged for us by the owners of Balot Beach waited.

We were advised to be at the port not later than 4 p.m. as the waves are bigger towards the afternoon. We arrived at 3:30 p.m. with enough lead time for us to buy supplies for our overnight stay in the island. We bought some kilos of rice, packs of ice, soft drinks, spices and charcoal, hoping to grill some fish freshly caught from the sea.

The two motorized boats cost P1,000 to ferry six persons. I was happy to see that life vests are provided for passengers. The trip took an hour with the vast view of the Celebes sea and the sun slowly setting down in the west.

Breathtaking As we drew closer to Balut Beach, the corals and beauty of the shallow waters beneath became more visible as the rays of the setting sun shone in the crystal-like waters.

welcomes every excited tourist. For those who want to stay overnight cottages are available from P600 to P1,200. Beddings are also available for rent for those who want to camp out in their tents near the shore.

Our group chose to rent the small open cottage for the night. But the day cannot end here without taking a dip in the turquoise waters fronting Balut Island’s white sand beach.

At twilight, the sky erupted in dazzling colors, in shades of yellow and crimson. The sea waters and the coastline were painted with its golden rays. The cool waters rushed to the shorelines and as the cold sea breeze started to blow towards the night, the silhouette of the egg-shaped Balut Island appeared in the

horizon with the sound of the waves a sweet melody in my ears.

Staying and sleeping overnight in the open cottage is no problem. The locals, who are all Tausugs, guarantee the safety of all tourists. Ali, the village man who serves as our boat driver and overseer, comes to our cottage from time to time to assist us in all our needs.

We rented pillows and comforters (which to our surprise are available), plates, cooking pots and even the firewood we used to cook our food. When the rice was cooked and the fish that we bought at Kalamansig port was roasted and taken off the grill, the boodle fight dinner was served on fresh banana leaves. The hungry beach

goers savored the view of the coastline and the simple but heavenly delight of broiled fish, steamed rice, topped with local spices filled our stomach.

As darkness descended, Ali installed a lamp powered by batteries. The tranquil environment — the sound of chirping crickets in the background — the cold wind breez and no biting mosquitoes lurking around, gave us the time to talk about life and plans for the future as we grow older and start to build our own families.

The atmosphere in the island is really different from my fast-paced life in Midsayap, Cotabato, just exactly how things are different now in our lives compared to what it was like during high school.

With no signal for our

smartphones, Balut made us reconnect with each other especially now that we only meet seldom since my friends work abroad and in other places in Mindanao.

The stillness of the moment made me think that life has a simple way of connecting us back to nature and to our own selves.

Harmony At daybreak, I took a walk in the village and was fortunate to see Hadji Kadil Talib, the respected elder who also serves as the overseer of the entire Tausug community and the maintainer of peace and order in the island. According to him, old age has limited his movements but he plans to develop the beach front to attract more tourists to this paradise. He said part of his morning rituals is sweeping the leaves falling from the talisay trees along the coastline.

There may be no modern amenities here but visitors feel comfortable because the community makes sure of that.

(By the way, please do not bring a pork dish in deference to the residents.

Hadji Kadil also revealed that development in the area was stopped when his wife Hadja Walda passed away due to an illness. But thanks to his daughter and grandchildren, promoting Balut Beach via social media and putting up posters, flaglets and banners to adorn the beach have been made possible.

Among Hadji Kadil’s plans is to develop the the hilly part of the beach to give

visitors a vantage view of the beachfront and the sea.

I ended my morning walk my friends by buying fish in the nearby talipapa. Freshly caught balo (needlefish), dalagang bukid (fusilier) pampano (pompano) and kabalyas (short mackerel) were all up for grabs at very cheap price from P70 to P120 a kilo.

Some of the fresh fish we bought were grilled for breakfast and some were stored in the ice chest that we intentionally brought, expecting a good buys of fresh seafoods to bring home.

With the bounty of the sea always within reach, the people of Balut are much healthier and blessed with the richness of the marine resources they enjoy coupled with the responsibility of taking good care of these resources for sustainability.

After breakfast, we did not miss the chance to frolic in the cool, crystal waters for the last time. Plunging, swimming and sun bathing remain to be very tempting in this unspoiled coastline.

Memories to Linger At 10 a.m. on December 19, we were heading back to Kalamansig, with our ice chest filled with the bounty of the sea and our spirits recharged with the beauty of Balut. This trip made me realize that nature still has very affordable ways of allowing us to appreciate life in all its fullness, away from the superficial relationships built over high- technology and back to the basic connections of friendship and beauty of nature.

Mindanao is such a mysterious place. With so many islands and tourist attractions to visit, Balut in Barangay Paril, Kalamansig, in many ways should be in all beach lovers’ bucket list.

Earlier, CTAP said it would ask for the revision of the IRR so truckers can meet the requirements.

CTAP director RupertoBayocot said the group has been requesting DPWH to increase the maximum allowable GVW for trucks under code 12-2 to 52,000 kilograms, and for trucks under code 12-3 to 57,000 kg.

Bayocot said the suggested weights are equivalent to the 13.5 tons of allowable weight per axle, which already meets the requirements of R.A. No. 8794. Only the North Luzon Expressway implements the per-axle weighing, while other areas implement the GVW. The

moratorium suspends the GVW enforcement only for the two truck codes.

CTAP said its members can’t afford to replace their old units with correctly configured trucks due to the economic slowdown and the spiralling cost of trucking operations.

The association noted that the implementation of R.A. No. 8794’s current maximum allowable GVW for trucks coded 12-2 and 12-3 would result in the stockpiling of 80% of containers at the Port of Manila. This would “put to naught the effort of the government to facilitate a seamless and sustainable mobility of container cargoes,” it added.

CAGAYAN de Oro City––Final reported fireworks and pyrotechnics related injuries for 2016 is pegged at 28 cases in Northern Mindanao.

The Department of Health (DOH) said this 56 percent lower from last year’s 64 reported cases.

Dr. David Mendoza, head of the Research Epidemiology, Surveillance and Disaster Response Unit (RESDRU) in a media briefing held at DOH said piccolo, ‘kwitis,’ fountain and triangle are among the top three firecrackers reported to have caused the injuries.

Blasting and burns with no amputation (82%) were the most common type of injuries, followed by eye injuries (14%) and one gunshot wound from an improvised shot gun (sumpak).

Motorists and commuters were stranded due to a landslide along the national highway in Carrascal going to Surigao City while vehicles had a hard time passing the national highway in Jabonga, Agusan del Norte with the same incident.

Rivers in Lanuza and San Miguel towns in Surigao del Sur have overflowed making it also impassable to vehicles crossing the bridges in these areas while the secondary national highway in Lucena village in Prosperidad town in Agusan del Sur is also still not passable due to rising floodwaters.

Light vehicles are only allowed to the one lane roads in Sibagat town in Agusan del sur and the hinterland road leading to Tandag City coming from Butuan City.

Access roads connecting seven interior villages from Poblacion San Francisco, Agusan del Sur were also not passable to all kinds of vehicles, the Provincial Disaster Risk Reduction Management Office (PDRRMO) reported.

OCD Caraga said Typhoon Auring has affected 3,493 families who were evacuated from low-lying areas in 30 towns of the region.

PDRRMO Agusan Sur said 29 families were immediately evacuated to the designated evacuation centers due to the possible landslides in these mountainous areas along the national highway leading to Butuan City.

on alert as the Municipal Risk Reduction and Management Office reported water levels along Bunawan river reached 20 feet mark or just five feet away when it could be considered critical.

Days before Typhoon Auring came, some areas in the province have already been flooded due to continuous rains since last week but residents living near Agusan Marsh opted to stay in their homes only when the water reached the floor level in their shelters.

Village Councilman Jonie Asoy of Nueva Era village in Bunawan town said the floodwaters have already reached their homes since the other day but only three families sought temporary shelter in the designated evacuation center where it can stand higher even if the water reached to its highest level based on their past experiences.

In Lucena, a village situated along the secondary national highway in Prosperidad town, the roads which is undergoing repair was already impassable since Saturday morning that only passenger motorcycles carried by wooden rafts are the only means of transportation.

A landslide toppled one of the towers located in Barangay San Pedro in Alegria town, Surigao del Norte.

Several towns in Agusan del Norte had been without power too after Auring hit the province on Sunday evening.

Power came back only on Tuesday morning in the towns of Kitcharao, Jabongga, Tubay, RTR and Cabadbaran City after the affected tower in RTR was repaired.

On Monday evening, a portion of Barangay Taft particularly along the streets of Borromeo, Espina and Boulevard enjoyed four hours of electricity, according to Narciso Caliao Jr., general manager of Surigao del Norte Electric Cooperative Inc..

Caliao said only three of their diesel-fired generating sets were functioning as the two others in Barangay Quezon ran out of fuel.

He explained on Tuesday afternoon that these modular generating sets were fully installed in 2015 but have not been allowed to go on commercial operation for lack of permits.

He said other villages in the city will be energized shortly.

The power outage annoyed several residents of Siargao Island and in Surigao City who expected the generating sets to energize the major power consumers.

But Veronika Janeckovano, a tourist in General Luna town in Siargao Island, was not complaining.

“No electricity and no water for days now. Yet, with the sun finally shining and smiling people around I feel privileged more than ever,” she said. (Roel N. Catoto/MindaNews)
