Attacks on transmission towers endanger power supply in Normin

DAVAO City--Northern Mindanao would be most affected if the Mindanao grid collapses due to the bombings of power transmission towers, the Department of Energy said Friday.

off from its energy supply from the Agus hydro plants but Southern Mindanao would be unaffected as the 300-megawatt coal-fired power plant of Therma Marine South has been commissioned.

“This will be the scenario we will be facing if the bombing of transmission towers will continue

unabated,” Monsada told reporters during the inauguration of the coal plant today.

She said the government recognized the gravity of the situation and has created a task force composed of units from the Philippine Army and the Philippine National Police to deal with recalcitrant landowners.

Reports said the suspects in the bombings are owners of lands where the transmission towers pass through, and who are demanding payments from the National Grid Corporation of the Philippines.

Banana exporters seek tax reprieve while recovering from losses

DAVAO City -- An official of the Philippine Exporters Confederation (Philexport) in Davao Region has called on the government to grant the banana industry here exemption from paying local property taxes while they are recovering from the losses.

The call was issued by Philexport 11 president Ferdinand Marañon in an interview with reporters at the sidelines of the inauguration of the Therma South Energy Project in Binugao, Toril on Friday.

He said both small and big banana players have been plagued by several problems, including the Fusarium wilt, or the Panama disease, that has affected some 6,000 hectares of banana plantations, and the long dry spell in

Mindanao.

He added that industry players see the need to bring down the production cost to be able to compete with other banana-producing countries in what seems to be a global market war with Ecuador, Sir Lanka, and India, which have already started shipping to the existing global markets of the Philippines such as China, Japan, and South Korea.

He also appealed to the government to give more assistance to the industry, as he lamented that it is “not giving (the banana industry) full support.”

Marañon recalled that the industry proposed to the government to buy its excess supply in 2012, the year when China implemented a temporary ban on Philippine bananas on

the grounds of physanitary protocol lapses.

“The bananas can be fed to the school children who are malnourished,” he said.

But this was not addressed, he said.

He said Philexport 11 will hold the 2nd National Banana Congress on April 1 to 2 at the SMX Convention Center Davao where they will discuss industry issues and their possible resolutions, which will be presented to the government for action.

At least 1,000 industry stakeholders are expected to participate in the two-day gathering.

Stephen Antig, executive director of the Pilipino Banana Growers and Exporters Association (PBGEA) said there have been Panama disease-resistant varieties but none has so far seen 100

percent success.

The resistant varieties of Cavendish are the GCTCV218 and OT219, he said.

He said they are hoping that eventually they will succeed in coming up with that variety. “We’re keeping our fingers-crossed,” he said.

He said there have been efforts before to develop a resistant variety but no one has started planting it on a commercial scale because they cannot determine yet if this will be accepted by the market.

Banana exporters were only able to produce 85,324,491 boxes from January to September 2015, down by 5.35 percent compared with 90,147,480 boxes for the same period in 2014.

CLASSROOM management is essential for students to learn their lessons well. The following are some tips for newbie teachers to follow so they can be successful as teachers who will impart lessons to the students in any subject.

Of course, the most basic rule of teachers is to follow is taking charge of the class. That means whether you are teaching in elementary or in high school, you must explicitly tell the students on the first day of school

that you are in charge of the class. This means that you must enforce discipline whenever the student errs. Discipline can be in the form of a student squatting in the air for five minutes or letting him or her stand at the back for the whole period as long as it does not involve physically touching or harming the student.

The other tips are practical in nature and can be taken care of by the teachers as their experience dictates them day in and day out.

First level courts now at par with RTCs: ‘Rufus’

CAGAYAN de Oro City--All first level courts in the country now enjoy privileges at par with the Regional Trial Courts (RTC), Rep. Rufus Rodriguez said here.

Rodriguez, of Cagayan De Oro City, the principal author of Republic Act No. 10709, said that President Benigno Aquino, III, signed the RA 10709 into law last December 9, 2015.

Under the newly signed law, all judges of the first

level courts in the country now enjoy a 30-day with pay forfeitable leave privileges every year, Rodriguez said.

He said that the forfeitable leave privileges are in addition to the 15-day vacation leave and 15-day sick leave privileges provided by law.

Under the new law, the forfeitable leave privilege is noncumulative and nonconvertible to cash. “The computation does not include Saturdays, Sundays, and holidays,” Rodriguez said.

Rodriguez said that the country’s first level courts are the Metropolitan Trial Courts, Municipal Trial Courts in Cities, Municipal Trial Courts, Municipal Circuit Trial Courts and Rodriguez Shari’a Circuit Courts.

Kidnapping of journalists denounced as a curtailment of press freedom. They demand the immediate release of these people to go on with their work in the media.

Many journalists in the American continent have denounced the kidnapping and urged the people behind it to immediately release the abducted media people.

Some groups of people believed the newsmen had already been killed by this time.

Assassination of journalists happened in the Philippines many times in the past and is being criticized by the international media for being an attack on the freedom of information.

Such thing never happened to Hongkong causing fears the journalists have already been killed.

AT least five editor-publishers of leading newspapers in Hongkong have been kidnapped in a short period and are believed to be in mainland China.

According to authorities, the journalists have been criticizing the communist China and were snatched in short intervals. The abductions have stunned media practitioners who go about their work with utmost care and fear. Criticisms of media in Hongkong and Taiwan have been noticed for several years now.

Freedom of the press is unknown in the communist country as only the government can publish news story. Families of the abducted journalists hope their relatives are still alive and would be freed soon.

kong is openly exercised by journalists and is never controlled by the government. The authorities have difficulty determining the perpetrators of the crime but many anticipated it is the work by Communist China.

Do yourself a favor

THINK a minute.

When was the last time you do yourself a favor? You got a new job, lost weight, or quit a bad habit. There is another big favor you can do for yourself that will make your life so much happier and healthier. Do yourself a favor and forgive that person who wronged and hurt you.

My aunt lived with a selfish, critical husband for over 50 years. She was a nice, friendly person on the outside; but inside she was full of anger and unforgiveness toward her husband.

As a result, she became very sick with arthritis, asthma, and diabetes and eventually died from it. Doctors say these are just some of the illnesses that often come from years of bitterness and anger in a person. It actually releases a deadly poison in our body. My aunt was the one who suffered and paid the highest price for refusing to forgive her husband.

When we refuse to forgive that person who has wronged and hurt us, we’re really hurting ourselves.

That’s why Jesus that if we will forgive others, then we will free ourselves from the prison and pain of unforgiveness. You see, “When we refuse to forgive others, we block off the same bridge we need to cross to receive our own forgiveness from God.” Jesus Christ warned us: “If you refuse to forgive others, I cannot forgive you.”

So we not only pay the price of physical sickness and suffering, but far worse, Jesus said we will keep ourselves out of heaven and suffer forever in the most painful place that exists.

So do yourself a favor today and forgive that person who has wronged and hurt you. Maybe it’s a brother or sister. Your wife or husband.

9 of 25 Surigao City fishermen languishing in Indonesian jail are ill

SURIGAO City -- Nine of the 25 fishermen from this city who are languishing in jail in Indonesia are ill, according to their boat captain.

Rodrigo Puno, boat captain of MB/RGJ Fishing, told MindaNews Wednesday afternoon via long distance telephone that eight of his crew are having fever and one is suffering from malaria.

The fishermen, who are residents of the coastal villages of Sabang and San Juan here, sailed on Nov. 25 and were apprehended in Indonesian waters on Dec. 8 (not November 7 as earlier reported) allegedly for illegal fishing.

Aside from them, another group of 35 fishermen from General Santos were also apprehended and jailed in Indonesia on the same day.

Puno admitted that they have no permit to fish in Indonesian waters. He said they were tempted to fish in the area because it has a lot of fish.

Puno said their fishing

expedition in the same area last September yielded them about P1.2 million.

The fishermen, who are now detained at the Ministry of Marine Affairs and Fisheries in Sorong City of West Papua province, are Rodrigo T. Puno, captain of the boat; Jarewel R. Navarro, in an interview Wednesday afternoon, claimed she has no idea that her fishermen ventured in

Indonesian waters. “I was surprised to know that they are in Indonesia. I never told them to fish in the area,” she said.

Navarro said she went to

the Department of Foreign Affairs (DFA) last Dec. 14 and was able to speak to Undersecretary Rafael Seguis, who is from Surigao City. Quoting Seguis, she

said there is repatriation process which usually takes from six months up to six years.

Navarro said her fishing boat, which is about a year

old, cost P3.5 million. She said Seguis told her it was impossible to get back the boat.

It is just good that Department of Education partnered with several institutions and organizations and even allotted budget for the implementation of educational programs. These are mainly to aid the problems in Philippine education and bridge opportunities to the reach of poor Filipino children.

Alternative Learning System provides practical option to the existing formal education. It is a non-formal education that caters adults, persons with disabilities, out-of-school youth and drop-out individuals. This program allows them to finish unattended grade levels and have qualifications, in

order for them to be enrolled in higher education.

“Abot Alam” project is another program of the same purpose. It is a nationwide campaign that pushes for an improved delivery of free and quality education and eradication of out-of-school youths in the country.

This is done through gathering individuals aging 15-30 and encourage them to register in a online site in order to be recognized. In Abot Alam, lessons are delivered to students through home study and face to face method, in a specific schedule.

It is surely hard, especially for poor Filipinos to send children to school, especially that completing three square meals a day is already difficult to sustain. However, educational programs that served as pathway made possible for them to be educated.

The significant percentage of grade six pupils with reading ability in the frustration level in both oral and silent reading comprehension is indicative of their failure to develop their reading proficiency to the desired level. Given this alarming finding, appropriate actions need to be undertaken as follows: Any program in reading that will be designed in school be data driven. The school head and all the teachers in all subject areas from pre - school and elementary level should utilize the results of the Phil-IRI that is mandated for all schools to administer to improve the reading level of the pupils. Teachers and school heads should use the results not only to comply with the required reports to be submitted to the division, regional and central DepEd offices

but these should be used to identify the pupils and their deficiencies that have to overcome.

There are different strategies that can be adopted as interventions. It was shown in the study that mastery of the basic sight words and service words was effective in helping pupils read phrases, sentences and even paragraphs. These interventions caused significant improvement to help pupils with deficiencies in oral and silent reading speed and comprehension. They were able to overcome their reading problems and improve their reading level from frustration to instructional level or even to independent level. Teachers can institute the same interventions with their pupils who are similarly situated.

HARNESS PUPIL’S READING LEVEL

One of the focused target a teacher wants to achieve is to look into the problems of the pupils reading level in English. An intensive intervention should be given to address the needs of the pupils to harness their levels of reading. A number of interventions were instituted in class to help pupils improve their reading level using the following strategies: drill on the basic sight words, service words, sentences and passages for oral reading and silent reading.

For the basic sight words, the females mastered the words faster compared to the males that took only 7 days to master the 100 basic sight words. For the service words, it took them

only 4 days, an indicative of an improvement in pupils’ reading proficiency because of the mastery of the basic sight words. The reading of phrases took the pupils only three days to perfectly read all the phrases.

It took a day for the pupils to read the set of sentences with minimal errors. It is evident that when pupils have mastered the basic sight words, service words and phrases, they are able to proficiently read sentences. In the oral and silent reading of passages, it was disclosed that the percentage of pupils attained the independent level increased while a significant decreased in the percentage of pupils in the frustration level was found.

M’nao needs coal-fired power plants – Aquino

DAVAO City--Building coal-fired power plants is necessary to respond to Mindanao’s power needs even as the country is developing renewable energy projects to mitigate the effects of climate change, President Benigno S. Aquino III on Friday said.

Speaking at the inauguration of the coal-fired power plant of Therma South Inc., a subsidiary of Aboitiz Power, Aquino emphasized the need to build more baseload power plants that can be tapped anytime “rain or shine, with very minor fluctuations.”

He lashed at critics who opposed the construction of coal-fired power plants due to its potential risks to the environment.

“They (Aboitiz Power) did all this even in the face of harsh critics who would speak loudly against us during the dry period—when the hydropower production is low—and completely forget about the issue during the rainy season. These critics also made the most unreasonable demands: cheap, renewable, and sufficient energy, delivered yesterday,” he said in a three-page speech.

Aquino was the guest of honor during the inauguration of the plant at Toril District in Davao City.

The president said the construction of the coal plants could not be prevented since Mindanao is in dire need of power but that they have not set aside developing more renewable energy projects to address climate change.

He said at least 33 percent of the country’s energy mix came from renewable sources. In Mindanao, over half of the island’s supply comes from hydropower sources that rely on rainfall.

“The Mindanao situation has made it obvious that we also need more baseload power. After all, while I am a believer in developing renewables, at this point we are still hounded by the questions: What if there’s no wind? What if the clouds are overcast and the solar efficiency is down? What if we do not have enough biomass?

Unfortunately, right now, we cannot wean ourselves completely from relying on coal,” he said.

power woes started when no investors came to Mindanao to build more capacities while the demand has continued to grow after Mindanao legislators sought for a 10-year exemption from the Electric Power Industry Reform Act. “The result: As the demand for electricity grew, the supply didn’t. In fact, the hydroelectric plants that were once abundant sources of energy suffered from a number of factors, including the lack of regular maintenance, the vanishing watersheds, and the worsening effects of climate change,” he said.

“In recent years, Mindanao has had very little energy surplus. In 2010, this resulted in rotating brownouts that understandably frustrated our countrymen, and that stifled local economies. This was a problem we had anticipated even before we took office, which is why, from day one, we made a stern commitment to foster an environment that would encourage the private sector to make massive investments in energy in Mindanao,” he said.

Two more units from the San Miguel Corporation, each with 150-MW capacity, will start commercial operation by second quarter of this year, according to Noriel Christopher Reyes, science research specialist II at the Department of Energy II at the Department of Energy’s Electric Power Industry Management Bureau, in a forum on power outlook for Mindanao in November 2015 in Davao

Won’t harm environment Aboitiz Power CEO Erramon I Aboitiz assured Mindanao stakeholders that the company’s latest Therma South Energy Project in Toril will not harm the environment, saying the destructive impact of power plants “is now a thing of the past.”

Aboitiz said the coalfired power plant does not pollute the air as there is no smoke emission, claiming they brought in the most modern technology to build this plant.

The pollution “will not be tolerated under Aboitiz watch,” he said.

He said the power firm cannot afford putting its host communities at risk since they have been home to Aboitiz companies for years.

The plant site is between Toril and Barangay Inawayan, Sta. Cruz town in Davao del Sur. “The power plant uses the latest circulating fluidized bed combustion technology that minimizes emissions and ensures that the power plant meets Philippine Clean Air Act (RA 8749) standards. It houses the country’s first coal dome, which provides a safe and efficient way to store coal fuel,” he said.

He added “the power plant also uses an Electrostatic Precipitator, which electrically charges and removes more than 99 percent of dust and other particles from the effluents.”

The power plant will be monitored by the Continu-

ous Emission Monitoring System of the Department of Environment and Natural Resources’ Environmental Management Bureau to ensure it adheres to RA 8749.

A multi-partite monitoring team was set up since the start of plant construction in 2012 to ensure compliance with the environmental compliance certificate. The team was composed of nongovernment organizations, government agencies and regulators.

The power firm partnered with the indigenous people to establish a carbon sink management program in Marilog, Davao City.

Aboitiz said the company infused a total of P35 billion for the completion of TSI’s two units, and employed over 4,500 coming from its host communities at its peak.

The 150-MW of TSI 1 started commercial operation last September 2015 while the 150-MW TSI 2 is currently undergoing “reliability test” before it will go on commercial operation next month.

A total of 100 MW has been contracted to Davao Light and Power Company (DLPC), another fully-owned subsidiary of Aboitiz Power, while the rest will be delivered to over 20 electric cooperatives and distribution utilities in Caraga, Cotabato, Sultan Kudarat, Sarangani, parts of Bukidnon, parts of Misamis and parts of Zamboanga Peninsula, Aboitiz said.

Airline adopts month-old Philippine Eagle DAVAO City--An airline comp any has adopte d “Chick # 26,” a monthold Philippine Eagle, the country’s national symbol that the late aviator Charles Lindbergh described as “the air’s noblest flier.”

Ph i l ippi ne Ai rl i ne s (PAL) adopted “Chick #26” through a donation of one million Mabuhay Miles over a period of six years to support the Philippine Eagle Foundation’s (PEF) mission of spreading awareness to save the Philippine Eagle and to protect its forest habitat.

In a press statement, PEF quoted PAL president and Chief Operating Officer Jaime Bautista as saying PAL is “committed to help promote the Philippine Eagle’s survival and to ensure protection of its natural habitat.”

Bautista also thanked PAL passengers “for their generous support in donating unused flight miles to our ‘Miles for a Mission’ project. Indeed, they have shown the genuine heart of the Filipino.”

PEF Executive Director Dennis Salvador thanked PAL for the adoption. “Having the nation’s flag carrier on our side helps advance our mission to save our national bird.”

He expressed hope that other organizations and individuals would continue to support PEF’s programs to spread public awareness and understanding on the importance of conservation work.

Companies adopting an eagle are given the privilege of naming the eagle.

“PAL will name the chick soon,” Andrea Baldonado, Fundraising Officer of the PEF’s Development Program, told MindaNews.

PAL is the second airline to adopt an eagle. Cebu Pacific earlier adopted eagle

Mindanao.

PEF curator Anna Mae Sumaya said “Chick # 26” is in good health, is eagerly feeding and always wants more of its ration.

“We only give food quantities appropriate for the chick’s age to ensure a normal diet. The eaglet is given 80 grams of ground quail meat, liver and bones per feeding thrice a day,” she said.

The eaglet is currently staying in an air-conditioned room which simulates conditions in the wild. Its handlers say this is important especially since the chick’s down feathers are starting to thicken and develop.

The eaglet will soon be transferred to an isolated area for ‘mentoring’. While there, it can observe the activities of an adult eagle so it can properly imbibe the characteristics of its species, the PEF press release said.

Last month, MindaNews reported that the Philippine Eagle Foundations’ Conservation Breeding Program in Malagos, Calinan has produced 26 eagles betweeen 1992 and 2015 – with Chick #26 as the latest to have hatched from a natural pair.

Chick # 26, the first offspring of natural pair Go Phoenix and MVP, hatched on December 7.

Declared as national bird in 1995, the Philippine Eagle (Pithecophaga Jefferyi) is listed as “Critically Endangered” on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species.

The IUCN said the number of these majestic birds “has seen a steep decline, primarily due to habitat destruction,” noting that since the 1960s, vast tracts of tropical forest had been cleared for commercial development, cultivation and mining activities.

Yamaha club presidents meet, donate toys at SOS Children’s Village Yamaha Motor Philippines, Inc. recently held the Yamaha Club President’s meeting for the first time in Mindanao. It was the time to reflect on their past activities in 2015 and exchange ideas with other leaders from different regions in the country.

A special part of the program was the welcoming of 4 new club groups, The R15 Club of the Philippines, Mio Soul i Davao, Mio Soul i Nation, and Davao Sniper Guild. The discussion for the 2016 plans was led by Yamaha Club Head, Kristoffer Manayaga. Honda conducts fuel economy test Honda Cars Philippines, Inc. (HCPI) achieves remarkable fuel efficiency results for their vehicles in an internal fuel economy run observed by an Automobile Association of the Philippines (AAP) representative with the highest figure at 33.88 Km/l recorded for the Brio Amaze.

Eight Honda vehicles were put to a fuel efficiency test in both highway and city courses using normal driving style with running airconditioning system.

Each vehicle was assigned a driver and navigator. The City, Brio, Brio Amaze, Mobilio, Jazz, HR-V, CR-V and Odyssey were driven for 166 kilometers of highway and 55 kilometers stretch of city traffic.

As a result of this activity, the most fuel efficient vehicles in the fleet for both highway and city legs were the Brio Amaze 1.3 E MT, Brio 1.3 V Navi AT, and City 1.5 E CVT for passenger cars and the CR-V 2.0 S AT and Mobilio 1.5 V CVT for commercial vehicles.

The 4-cylinder, 1.3

liter i-VTEC engine mated with 5-speed automatic transmission and 5-speed manual transmission proved to be an efficient combination for the Brio and Brio Amaze to achieve remarkable fuel economy. The Brio Amaze 1.3 E MT model recorded33.88 KM/L for highway driving and 20.37 KM/L for city driving. Meanwhile, the Brio 1.3 V Navi AT recorded 31.92 km/l and 18.27 km/l for highway and city driving respectively.

New MICHELIN D16 due to make debut on the Peugeot 2008 DKR Michelin will be the most active tire manufacturer on the 2016 Dakar, the world’s bestknown cross-country rally and an event that permits open competition between tire manufacturers.

Cauyonan Elem. School was one of the recipients among the 6 units of tap stand water system and it’s situated inside the school campus. The construction of Level 11 Water System with 6 Units Tap Stand was a project of LGU-Opol under Hon. Maximino B. Seno, the municipal mayor. The construction of the project started last July 22, 2015 and lasted November 3, 2015 with a total contract cost of P933, 817.25. A successful turn over ceremony of the project held last November 5, 2015 with the presence of Hon. Max B. Seno, the municipal mayor, Hon. Chizarina M.

Ortigoza, the municipal vice mayor, municipal councillors and barangay officials of Cauyonan headed by Hon. Epimaco G. Sacalon, punong barangay. The water system is run by a machine and the water will be purified and goes to a huge reservoir.

There are 6 units of tap stand, the first table tap was installed inside the school campus, another one in front of the barangay plaza and other four were placed in the four zones of the barangay.

The said project resolves the water insufficiency and scarcity of the entire households in the barangay which is dependent only in the water from springs, rivers and rain catchments.

2015 entitled Implementation of the School-Based Feeding Program (SBFP) for School Year (SY) 20152016 shall remain in force and in effect, except for the changes stated herein.

Dampil Elementary School, Lagonglong District was one of the recipient schools who had 101 beneficiaries who undergo deworming prior to feeding in order for them to get the full benefit of the food’s nutrients. However, in cases where deworming did not happen prior to feeding, the beneficiaries may still undergo deworming anytime within the first three months of the feeding program. The duration of

the program takes 120 days to have a normal nutritional status from wasted. Experience shows that properly designed and effectively implemented SBFPs can: • Alleviate short-term hunger in malnourished or otherwise well-nourished schoolchildren. This helps to increase the attention and concentration of students producing gains in cognitive function and learning.

• Motivate parents to enroll their children in school and have them attend regularly. When programs effectively reduce absenteeism and increase the duration of schooling, educational outcomes (performance, dropout, and repetition) improve.

• Address specific micronutrient deficiencies in school-age children. Most important of these are iodine and iron, which directly affect cognition. Meeting the iron and iodine needs

MTB-MLE: In achieving complete understanding

One major problem in education is the slowpaced learning among students. The education sector has identified factors behind this problem, where understanding is one.

In order for a student to have a complete understanding on a subject, he must be able to understand the tool used. The basic during discussion is the language used.

Mo s t s u bj e c t s i n education curriculum here in the Philippines uses English as the medium in communication in delivering lessons, particularly in Math, Science, Language and Reading, and several others. Unfortunately, the real situation proves that English language is something that should be learned still by the students, especially in lower levels of educa-

tion such as grades 1, 2, and 3.

This is the reason t hat Depar tment of Education come up for MTB-MLE or Mother Tongue-Based Multilinguistic Education.

It is a program that uses mother-tongue language in communication while conducting classes for earlier levels of education.

Through this, improved learning among students would take place since mothertongue is the best tool in learning other languages such as English and Filipino which are mostly used in higher levels of education.

T h e b e s t w ay t o educate children is to deliver lessons in a way that it is appropriate in their level of thinking.

This will help them achieve understanding to the lesson. MTBMLE’s approach is the best avenue to reach this.

A certain Clemente F. Atoc, of Carmen, Cagayan De Oro City filed the complaint last December 29, 2015 with the Supreme Court in Manila.

In his complaint addressed to the Chief Justice Maria Lourdes A. Sereno, Atoc said that the complaints against the three justices were meant to protect the integrity of the judiciary from “acts, which are contrary to laws and order.”

The 19-page complaint sheet that included seven attachments listed 11 violations allegedly committed by the justices listed “Gross Ignorance of the Law,” ”Gross Violation of Attorney’s Oath,” and “Gross Violation of the Code of Professional Responsibility” constitute the top three violations.

Atoc said that the three justices violated the “Rules of Court” when they approved the granting of City Mayor Oscar Moreno’s petition for a Temporary Restraining Order (TRO) after the dismissal order of the Ombudsman was already served prior to the TRO. Ombudsman Conchita Carpio Morales has ordered Moreno and Acting City Treasurer Glenn C. Banez, dismissed from service with grave misconduct for entering an agreement with the Ajinomoto Philippines without an authority from the City Council.

The Ombudsman ordered the Department of Interior and Local Government (DILG) to serve the order within 10 days after the DILG received the order on Nov. 2, 2015.

Atoc said that the DILG in Northern Mindanao served the Ombudsman order on the evening of Nov. 12, 2015 and witnessed the oath taking of the City Vice Mayor Ian Acenas as the new City Mayor by the law of succession.

In the afternoon of Nov. 13, 2015, the CA granted the petition of Moreno for TRO, a day after the Ombudsman’s order was already served and after the City Council already issued a Resolution recognizing Vice Mayor Ian Acenas as the new City Mayor.

In his complaint, Atoc accused the three associate justices of “Grave Abuse of Authority,” “Manifest Impartiality,” and “Gross Misconduct.”

Atoc asked the Supreme Court that the three justices be disbarred from the practice of law and their names deleted as members of the Integrated Bar of the Philippines.

The “left hand” of the replica of the life-sized “Black Nazarene” is an original part of the “Black Nazarene” in Quiapo, Manila, a parish priest said.

Msgr. Rey Monsanto, the parish priest of the “Nazareno Parish Church” located along the busy Claro M. Recto Avenue here, said he originally requested only a visit of the replica of the Black Nazarene from Quiapo during the Feast of the Black Nazarene here every January 9, of the year.

“I did not expect that an original portion of the “Black Nazarene” would be given to us to become part of the replica of the Black Nazarene here,” Monsanto said.

He said the replica of the “Black Nazarene” in Cagayan De Oro City is recognized by Quiapo as the only one allowed outside Metro Manila.

Monsanto said that every year, the nine-day Novena, in preparation for the Feast of the Black Nazarene, here started on December 31 until the Feast Day of the Black Nazarene on January 9.

“A vigil at the provincial sports center is held on the eighth night to enable all devotees to have a chance to get near the Black Nazarene prior to the 10-kilometer procession on the Feast Day,” Monsanto said.

This year, the vigil was on Friday evening where thousands of devotees from Visayas and Mindanao trooped to the sprawling sports center along Velez Street here.

On Saturday, thousands of devotees joined the procession early morning as another thousand queue along the routes until the Black Nazarene was back to its Shrine at the Nazareno Parish Church along C.M. Recto here.

Police Superintendent Lemuel Gonda, deputy head of the Regional Police Strategy Management Unit, said the crowd swarmed at the start of the procession Saturday morning, filling the city’s major thoroughfares.

He said law enforcers have been placed on heightened alert as the local risk reduction management council deployed medical teams to respond to emergency calls.

Gonda said that there was no report of untoward incidents during the more than four-hour grueling procession.

No deaths were being reported. However, 56 cases (87%) sustained blast/burn with no amputation and 7 cases of eye injury were recorded.

The clear lines are arbitrary, but they help the truce between our competing interests hold.

The same Resolution also “provide some government agencies the authority to appoint or hire new employees from March 25 to May 8 as well as to transfer their officials or

employees from January 10 to June 8.”

The movement of personnel will be allowed as long as they are essential to the proper functioning of the offices and shall not, in any manner, influence the conduct of elections and shall not involve promotion or giving any increase of salary or remuneration or privilege.

With this, the poll body noted that they should be notified by the concerned agencies of their appointments and/or transfer of officials and employees within three days.

According to the COMELEC resolution, “the grant of continuing authority to hire and to transfer its personnel during the election period may be granted to other government agencies not mentioned, upon the submission of a written request justifying the reasons and subject to the approval of the commission en banc.”

The COMELEC resolution obviously indicates that any elected PUBLIC OFFICIAL could be removed from office on the orders of the court of law. In other words, it is deception in the highest order that a public official could enjoy immunity from dismissal because of the “election ban.”

Such argument is ridiculous, if not, a manifestation of frustration as the last recourse of avoiding being held accountable to any liability – criminal or otherwise.

We are referring to the notion that the Court of Appeals (CA) could not promulgate an order against any elected public official or government employee because of the “election ban.” Perhaps, any person without the knowledge of the COMELEC resolution would be easily drawn to that argument.

By the way, the ongoing rally at the CA Mindanao stations along Julio Pacana St. here expresses the sentiments of the people of Cagayan De Oro who believed in the constitutional freedom of expression. Unless there is a manifest threat that endangers the safety of the public or the workers at the CA, the court could not set rules for the conduct of the protesters.

The mere display of a coffin bearing the markings “death of justice” in front of the CA’s main entrance does not constitute a threat. The coffin is only a symbolic expression of the people’s dismay on, perhaps, the way the CA handles cases.

After all, the people holding the protest at the CA are led by personalities who know the meaning of proper decorum.
