Law seeks to strengthen housing program in Oro Tuesday, January 10, 2017

THE Housing problems in Cagayan de Oro City is being addressed. This as the City Council enacted Ordinance No. 13178-2016, amending Ordinance No. 9888-2005 and Ordinance No. 10046-2006, otherwise known as the Comprehensive Socialized Housing Program for the underprivileged and homeless citizens of Cagayan de Oro, known as the Piso-Piso Program. The ordinance, which provides additional guidelines for the program, cites that the previous socialized housing program failed to accomplish their mandate to provide socialized housing benefits to the targeted beneficiaries. This is said to be due to the fact that the beneficiaries failed to pay the cost of the house and lot through monthly amortization, whereby the beneficiaries ultimately sold the awarded house and lot and transfer to another area or other areas in order to squat; hence, there is a repeated cycle of the housing problem not only in the city but in all areas where there are displaced settlers.

The ordinance cites data from the City Shelter Plan CY 2014-2022 of Cagayan de Oro, the housing backlog and future housing needs of the population is 79,073 units in 2022 at a population growth rate of 2.69% annually. L egislators cite t he duty of the government to promote social justice and make available decent housing and basic services in urban and resettlement sites. BENEFICIARIES Pursuant to the ordinance, any qualified beneficiary of the program shall be entitled to only one lot. It provides that in the awarding and allocation or residential lots, beneficiaries shall be households that will be affected with the implementation of infrastructure with government funding; those who are living along riverbanks and creeks, and on road-rightof-way; household issued with court ejectment orders for demolition; registered households recorded in the master list of Socialized Housing Registration conducted in the urban and urbanizable barangays in 1994 and thereafter; land-

Philippine exporters can leverage the rising Western demand for coconutbased products as well as for unique sauces and condiments like adobo sauce to diversify markets, as Whole Foods Market released its food trends predictions for 2017. In the new year, besides coconut oil and coconut water, demand for other unexpected coconut-based products is expected to crest, including for coconut flour tortillas and coconut sugar aminos, according to the American organic supermarket chain. Virtually every component of this versatile fruitnut-seed is being used in new applications, it noted. “The sap is turned into coconut sugar as an alternative to refined sweeteners; the oil is used in a growing list of natural beauty products; and the white flesh of the coconut is now in flours, tortillas, chips, ice creams, butters and more.” Wellness tonics are also surging in popularity. “The new year will usher in a new wave of tonics, tinctures and wellness drinks that go far beyond the fresh-pressed juice craze. The year’s hottest picks will draw on beneficial botanicals and have roots in alternative medicine and global traditions,” said the report. Buzzed-about ingredients include kava, holy basil, turmeric, apple cider vinegar, medicinal mushrooms like reishi and chaga, and adaptogenic herbs like maca and ashwagandha. AS the country welcomed 2017, most of those in their homes or at places where gatherings occurred celebrated with glee and excitement. Of course, this had been possible in the company of families and friends as the joy of the season stretched from commemorating the birth of our Lord and Savior on the 25th of December to looking forward for a fresh start on the first of January around people significant to us. In most neighborhoods where residents followed the ubiquitous custom for the celebration, wicks were kindled, rockets flew, and lights exploded in multi-colored sparks in the sky. Firework

displays had been worth the sight from a distance, and firecrackers that made their blazing and blasting executions on the ground might have been sore to the ears. Once they revealed their glow, however, they brightened the night for the promise of the New Year. Igniting fireworks and firecrackers to celebrate the New Year extends beyond fleeting decorations for anyone around to see. As far as superstitions go, their noises are said to repel evil spirits and bad luck, and prohibit them from troubling the lives of the common people in the coming year. Age-old superstitions, like clanging the butts of cauldrons with

a utensil to sound the same noise, may have heavily influenced traditions which are still observed in the present. But one cannot turn a blind eye over reality. According to the Department of Health’s recent data, injuries have not been entirely repelled as much as superstition’s bad luck and evil spirits as the country welcomed the New Year. At least 350 cases have been reported, comprising the 348 caused by failed firecracker executions and two by their ingestion. Counting to this are the seven cases of fires between Dec. 31, 2016 and Jan. 01, 2017 which fireworks and firecrackers had caused as reported by

AND KNK is a church whose name is mentioned in the Old Testament of the Bible, particularly in the Book of Genesis, the very first book of the Bible, in its Chapter 6, verses 1-4. That chapter of Genesis talks about what appears now as the original “children of God” coming down from heaven and taking humans as their spouses. It is a fascinating revelation from that chapter that the “children of God” were enamored by the beauty of the children of men on earth. This fascination with beautiful human beings compelled the “children of God” to come down from heaven and marry humans. The union between the

“children of God” and the “children of men” gave rise to the giants, the intellectuals, and the rich and noble men on earth. In fact, the Bible talks about the children arising from this union of the “children of God” and the “children of men” as becoming heroes, famous the world over. -oooAND KNK: NAME OF CHURCH AND ITS MEMBERS: But, it is not only from the Old Testament that the AND KNK is mentioned. The EMB director said that before the bottom ash would be disposed of, it should be neutralized with soil to lessen its corrosivity and no longer hazardous. Disposal will only be permitted in an area approved by DENR, she said. Bottom ash is two of the by-products of coal in power plants. The other is fly ash used in the production of cement. Claudio emphasized, however, that the operation of the coal plant will not be stopped. “Only stoppage of dumping of bottom ash,” she said. The order involves the 140 or 150 megawatt plant operational reportedly for already three years. Claudio said that she had ordered management of the coal plant to undertake sprinkling of water for ash not to affect the community and the setting up of buffer zone by planting trees between the plant and the community.
