DAVAO CITY — The New People’s Army (NPA) in Southern Mindanao has agreed to talk with Davao City mayor and Presidential daughter Sara Duterte who earlier offered her “hand in peace” to the rebels.

Davao envisions to become PHL’s cacao capital DAVAO CITY -- The Davao region is expected to become the country’s cacao capital especially when the five-year Davao Agricultural and Fisheries Development Plan 2018-2022 is completed.

“Agriculture is one of the priorities of Mayor Sara Duterte and with her pronouncements we are confident that Davao will become the cacao capital of the Philippines,” said Councilor Marissa Abella, chair of the Committee on Agriculture and Food of the City Council.

Abella said the plan was drafted as early as 2012 but it needs to be updated.

Mayor Sara is set to issue an executive order reconstituting the technical working group to work on the plan.

Hopefully, she said, cacao will be included in the plan as there should be a program that will focus on production, and the monitoring of the area’s cacao production.

She alleged the DOE failed to implement fully the Republic Act 9513, or the “Renewable Energy Act”, which promotes “the development, utilization and commercialization of renewable energy resources,” because “it if does, the non-renewable energy (RE) sources may have not outnumbered the RE sources in Mindanao.”

“We challenge them to present their RE plan as well as the concrete steps on how this will be implemented. They have to allocate funds for RE sources because this will help us gradually wean from hazardous energy sources such as CFPP (coal-fired power plant),” she said.

DAVAO CITY -- A total of six rebels of the New People’s Army (NPA) in the Davao region have surrendered to authorities, the Philippine Army has reported.

One of the NPA rebels yielded to the Army in Compostela Valley last Thursday, and another five gave themselves up to authorities on Friday morning in Davao Occidental, 10th Infantry (Agila) Division chief information officer, Capt. Rhyan Batchar, said.

Batchar identified the rebels by their aliases -Jany, 23; Rudy, 20; Richard, 25; Brix, 18; Bunso, 18; and Egan, 18.

“We need to keep their identities as of the moment for security reasons. They are also being processed for possible assistance from the government,” he said.

Batchar added that Jany, a resident of Calinan, Davao City, had served as squad leader of guerrilla front 33.

He turned himself in to the 25th Infantry Battalion and the Philippine National Police (PNP) in Montevista town, Compostela Valley.

Rudy, a team leader, and Richard are from Datal Anggas, Alabel, Sarangani province; Brix and Bunso, both residents of Pinalpalan, Malita, Davao Occidental, had served as team leader and vice-team leader, respectively ; and Egan, a resident of Pangaleon also in Malita town, was a squad political guide, who also turned over an M-16 Armalite rifle.

The five, all members of guerrilla front 71 operating in the provinces of Sarangani and Davao Occidental, gave themselves up to troopers of the 73rd Infantry Battalion in Malita.

Batchar said they decided to return as their families and communities all shared the difficulties they experienced while in the Communist movement.

“The Communist leaders failed (to keep) their promises. Hardships and fear prompted them to return to the fold of the law. They are now in their respective custodial units for interview,” he added.

Maj. Gen. Rafael Valencia, 10th ID commander, said NPA members are encouraged to return to the fold of the law and avail of the government’s program.

“The NPA, which is never a people’s army, has become a nuisance propaganda army of the Communists, hence their members have become unwitting pawns of the aging CPP (Communist Party of the Philippines) leaders wallowing in the comforts of foreign lands,” Valencia pointed out.

Batchar said a total of 33 NPA rebels have already left the Communist movement since February 1. (PNA)

For today’s children, technological devices such as iPads, smartphones, and e-readers are quickly replacing more traditional “toys” as sources of learning and entertainment.

With then- capacity to contain a multitude of activities within a single device, tech devices are the new norm and are being utilized from a young age. Many critics have explored the negative implications that technology

has on reading and learning, and while it may seem like iPads and other technological devices are a convenient way to keep young children entertained and distracted, it has also been shown that reading habits are negatively impacted when reading is done on a device. Technology overuse can contribute to developmental delays and decreased personal interactions and experiences that encourage the use of cre-

ativity and imagination. As a result, it is suggested that children’s exposure to technological devices should be limited.

The advent of e-readers, handheld devices in which electronic versions of books and other reading materials can be read, has changed the world of reading. For the sake of convenience, many parents opt to give their children e-readers rather than physical books.

Teaching Technology and Livelihood Education is not as easy as A, B and C. Fundamentally, it requires patience, dedication and commitment as not all of the students have the same skills. There are those who are skilled and also there are those who are not. It is but a tedious task but I have been so passionate in teaching and advocating this.

For example, if the students have learned a lot from school then there is a big chance that they will apply it in their homes. Beyond the classroom, they can be of great help to

their parents and relatives, be it in cooking, food processing, dress making, ICT, welding, beauty care, households, drafting, and electricity. With these skills, they can compete with the outside world eagerly.

Let me specify one area, the beauty care. Beauty care, thus, teaches students proper hygiene and proper grooming, not only cleaning hand and foot nails but beauty care in general.

It also implies that as a teacher or adviser of it, we must as well set as a good example of it. It further teaches students good discipline, not only in taking care of themselves, but other’s

Each of these teachers have their own specialization which attracts parents and the guardian to enroll in Maramag SPED center.

Parents together with their children who have disability are coming out. Knowing that there is a place for their children to learn together with the regular pupils without any sort of discrimination.

SPED pupils are now blending in and included in the regular curriculum.

In fact, 3 pupils with visual impairment are now mainstreamed in the regular classes, 3 in grade 1 and 2 in grade 111 and 1 with autism is now grade 11. There are 6 pupils are in pull out placement, 2 in kinder and 4 in grade 1. SPED pupil teacher are hoping and praying to mainstream more pupils with exceptionalities in the regular classroom, Inclusion will not remain a dream.

An individual is unique.

He may differ from the other with regards to name, gender, age, behavior, ambition, desire and etc. Siblings have the same family name but they are different with their visions in life, attitude, and intellectual capacity. Some people like identical twins have the same physical appearance but they really differ in some other cases like talents, dreams in life, and even with their likes and dislikes.

At school, children have different names, ages, behaviors, faces, physical appearances, talents and intelligence quotient. They come from families with different races, dialects or languages, ethnic

groups and economic stabilities.

Yes they are different from each other but they come to school for one reason. They need to be at school to learn the things they should have to know.

So, in spite of these differences, they should be given the chance to go to school and learn. They have the right to be at school during their school age to interact and play with their classmates regardless with their differences.

Teachers have the responsibility to accept them whole-heartedly at school and teach them the things that they should have to learn and experience. These children should be treated fairly and equally by teachers at school and the people in the community.

Moreover, the Department of Education has a computerization program in which the department distributes computer packages to ev-

ery school. This computer package is placed in an eclassroom. It is manned by a computer literate teacher.

The computerization program of the department continues and gives more support in the so-called e-teaching, which means teaching using electronic devices as instructional aid.

DA, DTI, LGU-Cabanglasan sign pact to boost Adlay-based agri-enterprise development CABANGLASAN, BUKIDNON. 2017 Nat’l Productivity Olympics BUTUAN CITY - The National Wages and Productivity Commission (NWPC) through the Regional Tripartite Wages and Productivity Boards officially opened the Search for 2017 Productivity Olympics during the National Productivity Convention last October, 2016.

The Productivity Olympics is a national competition of best productivity practices of micro, small and medium enterprises (MSMEs). The objectives are to intensify national awareness and commitment to quality and productivity, encourage MSMEs to adopt productivity improvement programs and to showcase the best productivity improvement practices.

The contest is open to all MSMEs in the private sector with the following requirements: 1. Duly registered with the appropriate government agency such as the Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), Cooperative Development Authority (CDA), and others; 2. DPWH wants inspection of buildings before re-opening SURIGAO CITY - The Department of Public Works and Highways (DPWH) has advised against the reopening of any buildings here until after they were checked by engineers.

DPWH Assistant Secretary Dimas Soguilon issued the advice following a round of inspection of government projects with Regional Director Danilo Versola three days after the February 10 earthquake struck here and caused the crumpling of façade of some buildings and severe cracks to concrete structures.

Soguilon directed structural engineers to declare in full details the structural conditions of all public buildings along with the issuance of expert certification.

At least seven people reportedly died and more than a hundred were hurt when the 6.7 magnitude earthquake shook this city

at 10:03 pm.

“The advisory is to seek first full detailed inspection by a structural engineer with recommendation for repair and rehabilitation or total closure and reconstruction before any public building is re-opened for public use,” Soguilon said.

He added, “This recommendation applies to all private and public buildings, especially schools, bospitals, malls, and terminals that were badly affected because we have observed that the damage may worsen through periodic aftershocks.”

Laws vs. porno, trafficking of minors pushed CAGAYAN DE ORO CITY -- The City Council committee on women and family relations in Cagayan de Oro is pushing for the enactment of ordinances against pornography and trafficking of minors.

At the recent meeting, the committee, headed

by Councilor Edna M. Dahino, continued its discussions on the proposed ordinances against pornography in relation to Republic Act 9775, and the travel ban for minors.

Atty. Donald D elegencia of the City Legal Office suggested that the committee make a separate ordinance prohibiting inns, motels, hotels and other establishments from accommodating minors who check-in with someone who is not a family member.

One possible penalty for violation thereof, as

suggested by another lawyer participant, could be the revocation of the business permit.

As t h i s d e ve l op e d, councilor Dahino asked the Department of Social Welfare and Development, the City Social Welfare and Development Department, the Cagayan de Oro Hotel and Restaurant Association, the National Bureau of Investigation and the Cagayan de Oro Travel and Tours Association to help the committee in drafting the proposal on the matter.

To be a teacher is not easy.

He must teach the children all the knowledge he has.

But, the task loaded on his shoulder is not only like that.

He should be a researcher for more strategies and techniques that will effectively lead him to success upon delivering his lesson. He will be acting like an actor on the stage upon sharing a story to the children. He will be a doctor or nurse who gives first aid for those children who suffered headaches and stomach aches inside the classroom. To be an adviser to those students who needs to be advised of. He serves as a nanny to a child who may pee on his pants. Or act like an attorney who defend the right of his student from accusations from other children and advise him if he’s guilty of. Like a janitor that will clean the room inside

and out when he’s assigned to the kindergarten level.

To be a driver on his own car or motorcycle in going to school and going back home. As a photographer in school activities who takes pictures for documentation purposes. To be a speaker for other schools during graduation programs in order to encourage children to pursue their dreams in life and never give up on it.

To be a writer for articles published in a newspaper.

To be a fashion model who will wear his uniform with proper grooming. To be a student at a graduate school to broaden his knowledge with regards to the teachinglearning cycle. As a provider who will give papers, ball pens and pencils to their students who don’t have any of these. And finally, to be a parent to all children who are under his care.

That’s the role of a teacher.

It’s not merely teaching alone but to be everything for the children he cared at school.

HOW DOES POVERTY INFLUENCE LEARNING

Poverty often place constraints on the family’s ability to provide other materials resources for their children as well. They may have limited access before or after school care, and limited physical space in their home to create private or quite environment conducive to study. They may not own computer or have the fiscal resources necessary to complete class project.

Mobility often places another kind of constrain on the family. The ability to provide students often move from one place to another because the parents are in search of work. Frequent moves almost always has a negative academic and social

impact in student. Much is known about the far- reaching influence of poverty on the students learning and understanding of these factors provides invaluable knowledge to educators who live on the effort to support to teach students who lives in poverty, to the century, it leads to empahty and understanding of the differentiation and support that students may need high expectation.

When children and adolescents know that their teacher care about them and are trying to do their best to relate the realities in their lives, they become more inclined to trust and actively engage in learning.

This is to target the prompt execution of school-building construction under the 2017 budget of the Department of Education. A memorandum of agreement provides the roles and respon-

sibilities of the DepEd and the DPWH in the implementation of the School Building Project.

It also discusses the technical and financial system to be followed in the implementation.

One of the areas being specialized in the Technology and Livelihood Education is the beauty care. Wow, probably teachers teaching it have an advantage because everyone is concerned about beauty and of course, they care about it and further, they are being conscious of what and how they look. Everyone

wants to look fabulous and beautiful. And I say, God has created the human kind all beautiful and fabulous.

But, how can we teach beauty care? First, we must set as a good example to them. Show them how should an educator dress and groom and then better off transpired it to them, pass it to them that before everything else, students also must sit as a

Both agencies are working on the finalization of the new school-building design, which they target to implement this year.

Christmas brings joy to everyone. It is the most awaited time of the year. It is the merriest celebration in the Philippines. For kids, Christmas is the time that each one receives gifts either from parents or from godparents or even from close friends and classmates, relatives and friends. But what is really the meaning of Christmas? Is it receiving? or giving? Let me clear this to all of you.

The Supreme Pupil Government (SPG) of Tablon Elementary School shares the meaning of Christmas through a “gift-giving” activity. It is a planned activity because it was done ahead of time. Each officer, member

and friends donated pair of slippers sizes 31-33 and a toy (either for a boy or for a girl).

The purpose of this activity is to share their blessings voluntarily to the Grade I pupils of Tignapuluan Elementary School and other school in the Southwest District with the hope that the simple things they share could help them in a little way and most of all inspire these kids to pursue and finish their studies. This is also another way of giving them comfort and making them realize that even simple children like them still have the right to be happy on Christmas day.

The “Box of Joy” was realized through the combined

efforts of the Supreme Pupil Government (SPG) Officers of School Year 2016-2017 through their President Ralph Angelo B. Perocho with my guidance as their SPG Adviser together with other potential and kindhearted teachers, the advisers of the different clubs like Science Club Coordinator with Teacher Gloria B. Sabal, YES-O with Teacher Eden Aurora B. Dagani , the First Section adviser Teacher Fely R. Cabunoc and the rest of TES teachers who also inspired their SPG officers to be with the group.

Tablon ES SPG were able to gather 202 boxes of joy, 104 for the girls and 98 for the boys and these were forwarded to the Division of Cagayan de Oro City with the presence of Dr. Janry B. Colonia,EPS II/

Pendaliday, a known bigtime drug lord, has surrendered to the police during the implementation of “Oplan TokHang” last year with a promise he will do away with illegal drug trade.

As the soldiers were closing in on two shanties in the middle of vast banana plantation, Pendaliday’s followers opened fire on government forces, triggering brief fire fight ensued that lasted about 15 minutes.

Then the drug pushers, including Pendaliday escaped to different directions.

However, two of his followers were injured and arrested by government forces.

IBP Misor chapter elects officers

ATTY. Eddie Cuaresma became the newly-elected Integrated Bar of the Philippines (IBP) Misamis Oriental chapter president after his election into office last February 25 at Grand Caprice Restaurant in Cagayan de Oro City.

Cuaresma’s journey to the IBP’s local top spot was a short one. When he was the regional executive director of the National Youth Commission (NYC) 10 in the 2000s, Cuaresma was still a law student. After he finally aced the bar exams early this decade, he resigned from the commission and became active in private practice, first as an activist lawyer with the Union of People’s Lawyers of Mindanao (UPLM).

Now Cuaresma intends to bring his widespread leadership style at the IBP local chapter which has a total of more than 1,000 members on board. Cuaresma said he intends to strengthen the chapter through establishing a new group insurance among lawyers.

On top of that, he said the local IBP chapter will also fully support the Supreme Court’s (SC) fast-tracking of the transfer of the regional Hall of Justice at their new temporary place along Masterson Ave. in Upper Carmen. A dozen regional trial court and municipal trial court in cities salas are currently cramped at City Hall after the old Hall of Justice was razed down in January 2015. Cuaresma is hoping that the new Hall of Justice – which will sit in an existing but renovated two-storey building – will be put into use by April this year.

Meanwhile in his valedictory message, Raagas said the IBP has assisted dozens of indigents who cannot afford litigation.

HUNDREDS of poor residents were served free lugaw during the launch of the Libreng Kusina sa Mindanao, a mobile Duterte-Pimentel Kitchen free feeding program last February 25 in barangay Macabalan in Cagayan de Oro City.

The event which will be held regularly on a periodic basis is organized by supporters of President Duterte and Senate President Aquilino Pimentel III in cooperation with local leaders of PDP-Laban.

THE Tau Gamma Phi (Triskelion) Cagayan de Oro City Council held an outreach for a hundred kids – combined residents of

Boystown Cagayan de Oro and Tahanan ng Kabataan. Kids who are not yet in their teens and who are abandoned from their parents are housed at Boystown while juveniles aged 13 to 18 who have

pending conflicts with the law are living in Tahanan ng Kabataan.

Teresa Pimentel, convenor of the event, said the feeding program launch was the Mindanaoans’ version to celebrate the anniversary of the 1986 People Power that led to the downfall of the martial law regime.

Ms. Pimentel pointed out that it was in Mindanao where the seeds of the protest movement against the then President Ferdinand Marcos took roots when then Mayor Aquilino Pimentel Jr., the senator’s father, openly criticized him.
