‘Resist extremism, peace at all costs’ EDITOR: CHENG ORDOñEZ

DAVAO CITY -– President Rodrigo Duterte has urged Mindanaoans to resist extremism as this threatens and destroys people anywhere in the world.

“Gusto ko talaga kapayapaan (I really want peace),” he said, reminding people that Filipinos are of the Malay race, which is forgiving.

Extremism is now a problem, he said, noting, “That is why, we… I am in a hurry.

I am a man in a hurry.”

The President was referring to the crafting of a solution to address the problems in Mindanao through the Bangsamoro Transition Commission (BTC), which was formally launched Friday night at the Waterfront Insular Hotel here.

SHARIFF AGUAK, Maguindanao -- Police arrested here Friday two persons believed to be involved in the infamous Mamasapano carnage in 2015, police said Saturday.

The Criminal Investigation and Detection Group in the Autonomous Region in Muslim Mindanao (CIDG-ARMM), in a report, identified the suspects as Lakiman Kalid Dawaling and Mustapha Tatak who were apprehended at 10 a.m. Friday.

Armed with arrest warrants, CIDG-ARMM operatives backed by personnel of the Maguindanao police and 1st Mechanized Battalion went to the safehouse of the two suspects in Barangay Poblacion.

They are facing multiple murder charges in connection with the deadly Mamasapano massacre of 44 members of an elite police force out to arrest the country’s most wanted terrorist, Malaysian Zulkifli bin Hir alias Marwan.

The two were members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF), a ragtag group of gunmen who were former members of the Moro Islamic Liberation Front (MILF).

Several Davao flights to be affected by radar shutdown

DAVAO CITY -- Some airline flights in Davao City will be affected by the six-day air-traffic radar shutdown scheduled March 6 to 11, 2017.

This entails the maintenance and upgrading of the air traffic radar facility in Tagaytay, which will affect about 700 flights to and from the Ninoy Aquino International Airport.

Based on the advice given by the airlines. Air Asia, PAL and Cebu Pacific will have two movements (flights) cancelled. Though they have different schedules.

DAVAO CITY -- A total of six rebels of the New People’s Army (NPA) in the Davao region have surrendered to authorities, the Philippine Army has reported.

One of the NPA rebels yielded to the Army in Compostela Valley last Thursday, and another five gave themselves up to authorities on Friday morning in Davao Occidental, 10th Infantry (Agila) Division chief information officer, Capt. Rhyan Batchar, said.

Batchar identified the rebels by their aliases -Jany, 23; Rudy, 20; Richard, 25; Brix, 18; Bunso, 18; and Egan, 18.

“We need to keep their identities as of the moment for security reasons. They

are also being processed for possible assistance from the government,” he said.

Batchar added that Jany, a resident of Calinan, Davao City, had served as squad leader of guerrilla front 33.

He turned himself in to the 25th Infantry Battalion and the Philippine National Police (PNP) in Montevista town, Compostela Valley.

Rudy, a team leader, and Richard are from Datal Anggas, Alabel, Sarangani province; Brix and Bunso, both residents of Pinalpalan, Malita, Davao Occidental, had served as team leader and vice-team leader, respectively; and Egan, a resident of Pangaleon also in Malita town, was a squad political guide, who also

turned over an M-16 Armalite rifle.

The five, all members of guerrilla front 71 operating in the provinces of Sarangani and Davao Occidental, gave themselves up to troopers of the 73rd Infantry Battalion in Malita.

Batchar said they decided to return as their families and communities all shared the difficulties they experienced while in the Communist movement.

“The Communist leaders failed (to keep) their promises. Hardships and fear prompted them to return to the fold of the law.

They are now in their respective custodial units for interview,” he added.

While there is a solution acceptable to everybody, the road to peace is a long journey, President Duterte said, assuring the commission that he will always be there to support them.

“Maybe in front of the Filipino nation, I will ask every Filipino to vote for it because it will make us a great nation, so I leave it up to you,” he said.

On Friday night, the President witnessed the launch of the BTC, which will craft the new Bangsam-

oro enabling law for the implementation of the peace accords with the country’s Muslim groups.

The event was attended by more than a thousand people representing the Senate and House of Representatives committees on peace, the Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), government agencies, and stakeholders.

DAVAO CITY -– President Rodrigo Duterte has cited Jose Rizal’s wisdom on his struggle to dignify the Filipino with boldness in serving the people without fear of consequences in order to effect change and reforms.

The President spoke Thursday night at the 21st International Assembly of the Knights of Rizal held in this city.

Mr. Duterte, who is working hard to rid the country of corruption, criminality and illegal drugs, culled lines from the national hero’s Noli Me Tangere, a letter to Resurrección Hidalgo, and La Solidaridad.

Citing Rizal’s writings was the President’s way of imbibing how he takes the lead in instituting reforms in government.

Mr. Duterte read a line from Noli Me Tangere on Rizal’s conversation with Father Sanchez of the Society of Jesus, who had feared for his life and safety and security, and warned Rizal of terrible consequences.

Noli Me Tangere was the novel written by José Rizal during the colonization of the country by Spain to expose the inequities of the Spanish Catholic priests and the ruling government.

Mr. Duterte’s quote from the novel spoke about the priest asking Rizal: “You do not fear the consequences of your boldness?” for which Rizal answered: “Father, you are a missionary. When you are on a mission, do your duty without fear of consequences. Are you not afraid, too?”

The President quoted Rizal as telling Sanchez, “Your mission is to baptize pagans. Mine is to dignify men.”

A number of reasons including the inherited attitude that make Mathematics a very difficult subject. There are so many people including the students dislike math who seen not to appreciate this subject. Some students feel that math is like a foreign language which they cannot orient themselves since math is cumulative and when they forget something what they learned they are totally lost.

When the fail to progress in math class they became stupid and avoid math as much as possible in the future. Many people believe mathematic is

not stract essentials to living a modern life and being forced to study an abstract science. Is Mathematics not important? Maybe they could not appreciate mathematics.

A major factor in the development anxiety and dislikes o students towards math is the way the teacher feel about Mathematics. We know that teacher love the subject they are teaching.

AN ORDINANCE DECLARING THE MANDATORY SAFETY STANDARDS OF WATER SUPPLY AND THEPRESERVATION AND PROTECTION OF DRINKING WATER SOURCES AND APPROPRIATING FUNDS THEREOF.

“N ORDINANCE PROHIBITING ALL FORMS OF DRAG RACING WITHIN THE TERRITORIAL JURISDICTION OF OROQUIETA CITY, PROVIDING PENALTIES AND SANCTIONS THEREOF AND FOR SUCH OTHER PURPOSES.

Be it enacted by the Sangguniang Panlungsod of Oroquieta City, in session assembled:

SECTION 1. Title of the Ordinance: An Ordinance Declaring the mandatory safety standards of Water Supply and the Preservation and Protection of Drinking Water Sources, and Appropriating Funds thereof.

SECTION 13. FEES AND PENALTIES:

I. FEES: • Issuance of Drinking Water Site Clearance BAWASA - Php 1,000.00 PRIVATE - Php 2,000.00 COMMERCIAL-Php 5,000.00 •

Issuance of Certificate of Water Potability BAWASA - Php 100.00 PRIVATE - Php 150.00 COMMERCIAL-Php 200.00

• Water Analysis through Primary Health Care (PHC) PRIVATE - Php 250.00

II. PENALTIES: a.) Water service providers/owners/operators found violating this ordinance shall be administratively fined with the following:

a.1. Water Refilling Station 1st Offense – P5,000.00 2nd Offense – Business Permit to operate will be forfeited or cancelled

a.2. BAWASA (Barangay Water Supply Association) 1st Offense – Reprimand 2nd Offense – Cancellation of the BAWASA Water System Operations

Section 7: Any person found violating the provisions of this ordinance, shall be administratively fined with the following:

a.) For violations of Section 6a and 6b:

1st Offense----------------------------------------------P 1,000.00

The administrative fine enumerated above shall be paid to the City Treasurer’s Office within 72 hours from the date of apprehension and citation ticket. For violators of Section 6b, bets and paraphernalia shall be confiscated and be used as evidences against them. In addition, the offender under Section 7a, 2nd and 3rd offenses, shall undergo a seminar to be conducted jointly by the LTO representative and OCTMB deputized traffic enforcer.

Section 11. Failure on the part of the violator to pay the administrative fine as provided for in the immediately preceding Section, shall cause the filing of a case in proper court and, upon conviction, shall suffer the following penalties:

a.) For violations of Section 6a and 6b:

1st Offense - fine of Php 1,000.00 and/or an imprisonment of 10 days at the discretion of the court.

2nd Offense - fine of Php 2,000.00 and/or an imprisonment of 15 days at the discretion of the court.

3rd Offense - fine of Php 3,000.00 and/or an imprisonment of 30 days at the discretion of the court.

Provided, that in the case falling under Section 7, if after 72 hours a case is not filed in the proper Court and the violator opted to pay the administrative fine, the City Treasurer’s Office shall accept the same with corresponding surcharge of five percent per month. And, if the case has been filed in Court and the accused opted to pay the fine in accordance with Section 11 hereof, the City Treasurer’s Office shall likewise accept the same as an administrative fine, with the corresponding surcharge of ten percent per month. Provided, further, that in the computation of the fine and the surcharge thereof under Sections 7 and 11, a fraction of a month shall be considered as one month.
