MILF frees child fighters

CAMP Navarro, Zamboanga City--The Moro Islamic Liberation Front (MILF) released about 50 children, who were previously engaged directly or indirectly in armed confrontations -- acting as couriers and support staff to their fathers and relatives who are members of the Bangsamoro Islamic Armed Forces (BIAF) of the MILF in Mindanao -- in a symbolic turn-over ceremony Sunday (February 19, 2017) with the representatives of the government, UNICEF and MILF in Simuay, Sultan Kudarat, Maguindanao.

The turnover was witnessed by Presidential Peace Adviser on the Peace Process Sec. Jesus Dureza; Maj. Gen. Carlito Galvez Jr., Western Mindanao Command chief; Maj. Gen. Zamrose, Head of Mission of the International Monitoring Team; and some local officials of Mindanao.

The activity was facilitated by UNICEF and the MILF Vice Chairman Gadzali Jaafar along with the different Base Commanders of the BIAF. Jaafar, who was representing MILF Chairman Al Hadj Murad Ibrahim, said that the MILF is doing this to show its sincerity in supporting the peace process and that the MILF wants the next generation to benefit from today’s peace efforts.

“We need to unite for a better tomorrow because we believe that there is a better tomorrow,” said Jaafar.

On behalf of the President, Dureza lauded the efforts of the MILF, saying that “the government is happy that the endeavor has finally come to reality.”

He said he will talk to the other secretaries on how the government can provide support to the children in order to improve their social well-being and their communities.

CAGAYAN de Oro City--A bloody feud between two political clans in Lanao del Norte spilled over into this city Sunday afternoon where a gun battle erupted, killing three persons.

Killed were Mawei Batuintan alias “ Mawi Solaiman,”

28, an employee of Jabbar Marketing, an ukay-ukay store along Daumar Street, and two still unidentified gunmen.

CANTILAN, Surigao del Sur--Environment Secretary Gina Lopez has found a nemesis in two top local officials of this province who refuted her two-year green economy ecotourism program that would serve as an alternative to the closure of mining companies here.

Surigao del Sur Gov. Vicente Pimentel Jr. and Mayor Philip Pichay of this town, whose families are into mining businesses, both agreed that it would take three to five years before the ecotourism industry to fully develop and the abrupt closure of mining companies in the province would result to economic dislocation of some 7,000 residents who are dependent of the mineral production industry.

While he welcomed the proposal of Lopez to offer green economy through ecotourism ventures as alternative livelihood when the mining industry ends, Pichay said the industry needs to generate at least

one billion pesos in income to employ 3,000 people in these towns.

He refuted Lopez’s timetable of two years to stabilize the ecotourism industry saying even 3-star hotels cannot be built within this period and it would take 3-5 years when the alternative industry will be sustained.

Pimentel asked Lopez. In the local vernacular, he then called on President Rodrigo Duterte to help thousands of people who will lose jobs.

He said the closure of mining companies in the towns of Carrascal and Cantilan would lead to the resurgence of criminalities like highway robbery, dynamite fishing and prostitution.

Pichay said his town stand to lose some P600 million in money circulation a year because of the thriving businesses now investing in his town since the advent of these mining companies.

He cited the lumads in the indigenous communities living within the mining areas have been the biggest beneficiaries with some P10 million fund they get from the one percent share of the gross income of the companies which have been used in educa-

tion and health program and livelihood activities.

The protesters were emotional with calls against the move of Environment Secretary Gina Lopez suspending the Mineral Production Sharing Agreement of Marcventures Mining and Development Corp (CMDC), CTP Construction and Mining Corp. and Carrascal Nickel Corporation.

Observe government Walk for Life draws thousands in Manila working hours, CSC reminds state workers THE Civil Service Commission (CSC) reminded state workers to strictly observe government working hours.

The CSC issued the reminder through Memorandum Circular No. 1, series of 2017 reiterating the policy on government office hours, and penalties for unauthorized absences, tardiness in reporting for duty, and loafing during office hours.

The statement came after reports on government officials and employees not observing prescribed offices hours and failing to account for their attendance.

“These acts are detrimental to public service thus we are reminding all government workers of all departments and agencies to render eight hours of work from Monday to Friday, or not less than 40 hours a week,” said CSC Chairperson Alicia dela Rosa-Bala.

The CSC Chairperson explained that even those assigned in the field have to account for their attendance by accomplishing the proper form which serves as their daily time record.

Heads of agencies, and other presidential appointees need not punch in the bundy clock, but attendance and all absences of such officers must be recorded.

Catholics and other Christian groups converged at the nation’s capital for a prayer rally at pre-dawn Saturday.

With the nation reeling from widespread drugrelated violence, speakers at Walk for Life spoke of the challenges Filipinos are facing.

Mrs. Zenaida Capistrano, president of the Council of the Laity of the Philippines, said the rally wanted to demonstrate that life is sacred.

“Life is just borrowed from God, it must be cared for most of the time,” Capistrano said.

“Let’s hope that our walking would lead us to a path of understanding and the fulfillment of our goals,” she said.

Thousands of lay people rallied at the Quirino Grandstand, pressing for an end to extrajudicial killings and to oppose the reimposition of death penalty.

A sea of white shirts, hallmark of the pro-life movement, took over the area and filled it with prayers along with some bishops, priests, and religious men and women.

The CLP, founded in 1950, includes a coalition of diocesan and national lay organizations and movements and has been serving as the strong arm of the Church for lay apostolate.

With their calls for prayer and unity, speakers generally focused on spiritual rather political

solutions to the nation’s problems. The event had been encouraged by the Catholic Bishops’ Conference of the Philippines.

Rallyists walked around the area of the grandstand, praying the rosary while carrying banners and placards with the words “No to extrajudicial killings” and “No to death penalty”.

Some students’ sign read, “Yes to life, no to culture of death,” while another poster said, “Thou shall not kill”.

“Defend life,” proclaimed a banner of the Knights of

Columbus.

Organizers claimed around 20,000 people attended the prayer rally from at least 21 Catholic dioceses in Luzon and from other Christian churches.

Archbishop Socrates Villegas, CBCP President, said it is encouraging that many people are taking a stand with the issues the country is facing.

“The outcome was unexpected. We wanted this big but we did not expect that many people will come,” Villegas said.

“It means that there’s a need that they would want to express themselves. These people were not forced to join. It’s early in the morning and many come from far places,” he said.

Organizers said among the participants come from as far as the Mountain province, Cabanatuan, Nueva Ecija and Batangas. (CBCPNews)

THE peace talks between the Philippine Government (GRP) and the National Democratic Front of the Philippines (NDFP) is off again. But the peace negotiations and process are far from over.

On February 4, less than a year after the much-welcomed resumption of the talks after being stalled during the terms of then Presidents Gloria Aquino and Benigno Aquino III, and a day after he announced the lifting of the government unilateral ceasefire, President Rodrigo Roa Duterte scrapped the peace talks with the NDFP. Not to WESM, yes to economic dispatch in M’nao Last of two parts Why is the DOE trying to foist a WESM on Mindanao?

Without a WESM, there would be no problem in continuing with the existing method of economic dispatch in the Mindanao grid, if all the available capacity of power plants were contracted by the distribution utility companies and directly-connected customers.

But, starting in 2012 with the Aboitiz 300-MW coal plant in Davao, a number of coal-fueled power plants were constructed, with the last coal plant to be com-

pleted by the end of 2017.

Some of these coal plants are not fully covered by longterm contracts, particularly the 300-MW coal plant of the San Miguel Consolidated Power Corporation.

So the SMCPC wants to contract with consumers who are now getting their power supply from the electric cooperatives and the investor-owned distribution utility companies.

Unfortunately for the SMCPC, the EPIRA does not allow generating companies to supply consumers who are connected to the distribution systems. This will be allowed only when a regime of Retail Competition and

Open Access (RCOA) is approved for implementation in the Mindanao grid.

The SMCPC went to the DOE to tell them to implement RCOA in Mindanao so that they could sell electricity directly to customers of the distribution utility companies. The DOE told SMCPC that RCOA could not be implemented until there is a WESM in Mindanao. Then put a WESM in Mindanao, said the SMCPC to the DOE. And, wonder of wonders, the DOE said: Okay Mr. SMCPC we will establish a WESM in Mindanao.

ceasefire agreement. The revolutionary forces are encouraged by the previous statements of GRP President Duterte that all political prisoners will be released within 48 hours once the bilateral ceasefire agreement is signed,” it said.

It added that the government can help facilitate the travel of the NDF ceasefire committee members and consultants. The NDF represents the CPP and NPA in the peace negotiations with the government (GRP).

The last round of formal talks was held in Rome on January 19 to 25. At the end of the talks, the parties agreed, among others, to discuss the bilateral ceasefire

agreement in Utrecht, The Netherlands on February 22 to 27 and the fourth round of formal peace talks in Oslo in early April.

A week after the third round, however, the NPA’s spokesperson, Jorge Madlos, announced on February 1 the termination of its unilateral ceasefire effective 11:59 p.m. on February 10. In response, President Duterte announced on February 3 the termination of the government’s unilateral ceasefire “effective tonight;” called off the peace talks on February 4 and on February 5 tagged NDF chief political consultant Jose Ma. Sison, his professor in Political Thought in college, as a “terrorist,” and the CPP-NPA-NDF as a “terrorist” organization.

He also ordered the arrest of political prisoners who were temporarily released in August to participate in the talks.

The CPP statement added that they are anticipating that the talks on the bilateral ceasefire “will be most difficult” but they will work with their counterparts in government to forge a bilateral document “that will be mutually acceptable and enforceable.”

“The revolutionary forces are bound by principle to assert the withdrawal of the AFP’s operating troops from areas under the sway of the revolutionary government,” it said.

The DepEd Division of Bukidnon in collaboration with the Philippine National Red Cross, Bukidnon Chapter and Provincial Health Office conducted the DepEd Region X Dugong Guro, Dugong Bayani Alay Ko, Buhay Mo Program in all schools of Bukidnon which has started last July 28, 2016 and until now the team is roaming all districts of Bukidnon to conduct the bloodletting to all teaching and non-teaching personnel.

The aim of this program is to increase the blood bank reserves and to help people

who are in need of blood due to different illnesses.

Last February 2, 2017, Maramag Central Elementary School was the venue for the bloodletting program for Maramag I District. All teaching and non-teaching personnel undergone series of tests, hence all donors were screened from weight, blood pressure, blood typing, and interview by doctors.

During the said event, several of the employees have to look for an alternate because they are disqualified as blood donors. Most of the problem is the blood pressure of the employees

because most of them are hypertensive.

This program achieved its aim of increasing the blood bank reserve but also increased the health awareness, promotes the act of volunteerism and camaraderie because even neighbors and relatives help in donating the blood as an alternate donor.

Kudos to the Regional Director of this Region Dr. Allan Farnazo who always made an effort to keep the schools part of the community through its different programs which promote patriotism, volunteerism, charity, and other good values.

With the start of globalization, going overseas has become an economic, social, and political process.

This phenomenon greatly affects the composition of not only a community, but of the smallest unit in the society, the family, as well.

In the Philippines, more than 10% of the total Filipino population is working overseas in order to provide a better future for their families (Reyes, 2008).

While the purpose of parental migration is to search for better job opportunities for the betterment of the

family, the impact of crossing borders cannot be confined to economic aspects only.

Migration affects multiple aspects of the lives of those who move and those who stay behind, including the well-being and interaction of the members within a family (Tanalega, 2002 as cited in Reyes, 2008).

Families, being the fundamental units of a community, are considered to be the foundation of any society. Efficient communal dealings can branch out from effective family functioning, therefore, activities that are bound to strengthen the re-

lationships of the members, such as family leisure, are considered crucial to the overall functioning of the family (Harrington, 2005).

Conversely, while the departure of one parent is for the family’s financial stability, the compositional change can bring adverse effects to the children left behind. Oftentimes, the family’s leisure becomes an avenue for parents to compensate for such change and make an effort to direct the leisure activities towards the children’s wellbeing (Tanalega, 2002 as cited in Reyes, 2008).

I draw inspiration from Atty. Rene Sar miento, member of the GRP Panel for the talks with the NDFP who made it a point to differentiate peace talks from negotiations and process.

Sarmiento, the talks pertain to the face-to-face dialogue between parties, while peace negotiations include dialogue, conversations, goodwill and confidence building measures.

The larger process encompasses peace, development and the culture of peace.

While the talks are limited mainly to the two panels, peace negotiations and the larger peace process afford spaces and opportunities for peace advocates, movements, civil society organizations and communities—or the civilian third party—to participate.

Domains that enable parties outside of government and revolutionary forces to engage are important because, despite initial favorable messages and measures like the release of NDFP consultants, achieving an end to this 49-year-old war will require more.

Peace advocate and researcher Atty. Soliman Santos in the publication How Do You Solve a Problem like the GPH-NDFP Peace Process? Paradigm Shifts for 2016 and Beyond is of the opinion that the notion of ‘more’ includes “strategic thinking and work” and shifts in the paradigms of both parties.

The efforts of different groups and sectors to encourage both parties to resume the talks, particu-

Tuesday, February 21, 2017 larly after the success of the third round that focused on social and economic reforms, are examples of the peace process at work.

However, public encouragements and related negotiation-type initiatives to do backchannel talks are inadequate to get the talks on a realistic track.

In May 2016 cognizant of the opportunities carried by a new political administration, Santos cautioned against the “temptation of a quick resumption of the negotiations without a viable framework and plan.”

Further, he held the view that “general calls to (sic) the resumption of peace talks to address the roots of the armed conflict” are “no longer enough”, although he also conceded the need for more voices making such calls.

Despite statements from key actors of both panels, it is clear that the lessons of the nearly half a century of conflict, and the more than 40 rounds of talks have not been adequately distilled to lead to a discernment of the two sides between what Santos called a “peace strategy or war strategy.”

In that brief time when the unilateral ceasefires declared by the two parties had been called off, and yet the heads of the two panels were still confident about the status of the talks, many netizens were confused about what in Soliman’s analysis constituted a “conducting peace negotiations as part of a war strategy.”

R ather than be disheartened by the short fuses of government and revolutionary groups, and instead of being limited to making ineffectual general calls, civilian third party actors should also look into challenging the two parties to revisit their paradigms, and to commit to a strategy translated into a framework and plan that will bring about relief from war, and systematic measures that address the root causes of the conflict.

As part of continuing the peace process, from the perspective of Santos other areas that require attention are weak or waning interest in urban areas on the war between government troops and the New Peoples Army mainly taking place in the countryside, and the perceived gap between the high level formal talks and community or sectoral concerns.

There is so much that can be done to sustain the GRP-NDFP peace process.

We are not at the mercy of the macho and militarist mindsets that seem to have won the upper hand at present.

The power consumers will oppose the imposition of a WESM on Mindanao because that will result in certain economic disaster for Mindanao. But the electric cooperatives and the investor-owned distribution utility companies need to work on a revised system of economic dispatch for the Mindanao grid in order to address the power supply problems that the DOE is now deviously claiming to require the establishment of a WESM. A revised economic dispatch that addresses power supply problems will provide additional proof that the WESM scam hatched by the DOE and the SMCPC is useless for economic operations of the Mindanao grid.

A revised economic dispatch for the Mindanao grid The revisions to the economic dispatch operations being carried out by the NGCP include the following rules: 1. Economic dispatch must be done in three stages, first, for the variable or non-dispatchable renewable energy power plants (in compliance with the Renewable Energy Law), then for baseload power plants, and last for intermediate and peaking (I-P) power plants.

2. Priority of dispatch for baseload power plants and I-P power plants must be based on ERC-approved rates for the power plants (instead of using marginal costs), with power plants having lower rates dispatched first for each category.

This means that for baseload requirements, the power plant with lowest rate will be dispatched first until the baseload power supply is equal to the demand for baseload. Then the power plants for intermediate and peaking load will be dispatched in the order of ERC-approved rates, from lowest to highest.

3. Only the minimum power of the Agus hydro plants should be used for baseload power supply, and any generation above the minimum requirement should be used for intermediate peaking power supply.

4. Generation of coal plants above their minimum power for operating may be used for intermediate power supply when it is economical for the coal plants to supply intermediate load and the effective rate is lower than that of oil-fueled intermediate power plants.

5. The Pulangi hydro plant should be operated at all times as a run-of-river power plant, and only coalor oil-fueled power plants should be used as dispatchable reserve.

Whatever set of rules for

economic dispatch will be finally adopted, the primary objective in the revision of the economic dispatch procedures should be least-cost power supply for consumers.

That is opposite to the objective of the proposed Mindanao WESM, which is the maximization of profits for the oligarch owners of the generating plants.

“Frequent unauthorized absences from duty during regular office hours constitute loafing, and it results in inefficiency and non-performance of duty which adversely affects the prompt delivery of service to the public,” the CSC Chairperson added.

Meanwhile, Section 22, Rule XIV, Omnibus Rules Implementing Book V of Executive Order No. 292 provides: “An officer or employee in the civil service shall be considered habitually absent if one incurs unauthorized absences exceeding the allowable 2.5 days monthly leave credit under the Leave Law for at least three months in a semester or at least three consecutive months.”

“It is the duty of agency heads to ensure that all officers and employees under them will strictly observe the prescribed office hours,” said CSC Chairperson Bala.

She urged government offices to review their policies on the observance of government work hours and ensure that measures are in place to deter unauthorized absences, tardiness in reporting for duty, and loafing during office hours.
