Tower 25’s lot owner demands payment of P40 million claims DAVAO City--A top official of the National Transportation Corporation (Transco) said the family who owns the lot where the bombed Tower 25 of the National Grid Corporation of the Philippines (NGCP) stood is asking the government to settle the unpaid claims worth P40 million.

Transco president and chief-operating-officer (CEO) Generoso Senal said this concern was submitted to them only on January 6, 2016, two weeks after the Christmas eve bombing of Tower 25 at Ramain in Lanao del Sur. Agus 1 and Agus 2, with a combined installed capacity of 150 mw but can produce only about 80 MW because of low water inflow due to El Niño, have remained

isolated for more than a month now because lot owners Johnny Sambitori, Intan Sambitori, and Naguib Sambitori refused NGCP personnel entry to facilitate repair works on the damaged tower, he said.

Senal said they have yet to conduct an assessment on the true cost of the lot based on its assessed value and secure documentation such as the tax declaration from the Land Registration Authority (LRA) of the owners.

“We try to talk to the owners... There has to be a validation, which comes with papers and then we settle it,” he told the 7th Principals’ Meeting of the Mindanao Power Monitoring Committee (MPMC) last Thursday.

He said cost of the lots will be based on the time of taking of the property and the annual interest of 6 percent of the lot’s cost would compensate as rent to the owners.

In an earlier press conference, Romeo Montenegro, director for Investment Promotion, International Relations and Public Affairs of the Mindanao Development Authority said the tower was constructed by the National Power Corporation 60 years ago.

Transco deputy legal counsel Lawyer Leon T. Tapel Jr. said the Sambitoris’ alleged unsettled claims surfaced only after the bombing incident but they have to undertake a process to prove whether they are the owners or if their claims are real.

In 2001, when Republic Act 9136 or the Electric Power Industry Reform Act (EPIRA) was passed into law, the grid operation was relegated to the newly created National Transmission Corporation (TransCo).

When privatization came in 2007, the TransCo concession was awarded to the NGCP. Energy secretary Zenaida Monsada said there are several reported claimants in Mindanao but they must show documents as proof of their ownership.

“Before you claim, you have to have documentation that you own it. There are so many areas of concern but the major one is the Tower 25,” she said.

She added that power generation is not so much

of a problem in the grid.

What worries them more is transmission, after a series of attacks on the NGCP towers and road right-ofway that they see this now as national interest.

“Mindanao used to be on red alert. After new plants came in, it became normal.

We’re seeing problems on the transmission. It’s national interest. Mindanao is major part of the country that contributes to the growth of the country, so there should be power to fuel the development,” she said.

She appealed to the public to cooperate with the government to resolve transmission issues because Mindanao is expected to have lesser brownouts or none at all due to the entry

of new power plants such as the 300 MW coal plant of the Therma South Inc. (TSI), a wholly owned subsidiary of the Aboitiz Power.

“The plants (Agus 1 and Agus 2) cannot supply electricity to the grid. The line would have an impact on the transmission charges,” she said.

Last year, 16 towers were bombed, of which nine were toppled in Lanao del Norte, Lanao del Sur, Cotabato City, and Maguindanao.

In January 2016, Tower 63 and Tower 50 were bombed by unidentified group.

For the toppled towers, the NGCP constructed an emergency restoration structure (ERS), a temporary foundation made of steel that is propped up to deliver tower from the sources.

Senal said there have been 216 pending and resolved cases of ownership claims in court in Mindanao.

Around 50 were resolved, he said.

The Transco released about P195 million as escrow payments to the claimants and court filing fees, according to Senal.

When the world needs it the most--with the United States retrenching--the UN has shown that it has no backbone. It is torn by moral and cultural relativism, unable to overcome the challenges of state sovereignty.

It is a mere puppet whose strings are pulled by the highest bidder (usually the five permanent members of the Security Council) and a dog dependent on world powers to effect true change and effective action.

The UN was weak in Bosnia, Rwanda, Sierra Leone, and even Somalia. It is powerless on its own and relies on strong resolutions from world powers to make decisive actions. Even when it acts on its own though, it seems only to spawn further crisis: case in point, the UN intervention in Darfur in 2008 or UNAMSIL in Sierra Leone when UN peacekeepers were taken hostage. The past few years, the UN has only proved further how powerless it is. It was unable to rally worldwide support for quick decisive action when the Assad regime used

As the world faces more and more conflicts, it is becoming more and more evident that the UN is an unreliable force when it comes to quick, decisive resolutions to conflicts which eventually erupt into multi-faceted wars. However, that is not to See liddell, page A11

Sharing the optimism of the Filipino voters

The campaign for national candidates for the May 9 national and local elections has officially started.. Of course, the local candidates would certainly ride along the campaign trail of their national candidates. Somehow, it is expected that the national candidates, especially the presidential candidates along with the senatorial slates would barnstorm the provinces and cities throughout the country. The cost of running the campaign is not a joke. For instance, the presidential candidate would, at least, need about Php 3 billion to keep the political machine running in order to reach the finish line. A Senatorial candidate would, at least, need Php 200 million to keep track with the nationwide campaign trail.

Perhaps, the amount is too big for an ordinary candidate. However, for those who have “financiers” whose stake in the economy is too big for comfort, the amount could be easily raised. After

all, no candidate, in his right mind, would spend millions or billions of pesos from his hard earned money.

In the past, a candidate told me that the amount is too big and unrealistic.

Of course, for independent candidates, raising the required amount is the least of their concerns. After all, an independent candidate has nothing to spend for but themselves – they are not entitled to watchers! On the other hand, candidates who are running under a political party need a war chest filled

with much needed logistics.

One of the most important thing is the “last hour” or the “cleaning expense.”

One of the cleaning expenses is, hold your breath, the budget for “vote buying.” Perhaps, the reason why this country could not elect the best minds, the candidates with integrity and high moral values, is the fact that most, if not all, candidates are running with only one thing in mind: Regain the election expenses plus earn interest through corruption and shady deals once elected into office.

Generally, however, we still believed in the integrity of the Filipinos and the voters. We remain optimistic that one day the Filipino would come to their senses of electing candidates sans monetary consideration.

This realization is gradually getting into the core values of the voters after corruption in the government has led the nation to abject perdition.

HOW much longer will You forget me, Lord?

During many times of darkness when I thought again, that the whole world is against me, I opened my Bible. Suddenly I found Psalm 13, also entitled a Prayer for Help: “How much longer will You forget me, Lord?”

I was born on a Sunday in 1953 - a so-called “SundayChild”. There are sayings that those kind of people will have a life of great success without problems, worries and trials. This is - excuse me! - nonsense!

I also experience difficult, problematic and questionable times, where I am really loosing all my strength to get down to work on those problems.

Life’s path becomes narrow.

Fears grow: it’s enough, it’s enough!

I still feel, how I started becoming awkward and jerky. I struggled against everybody around me. I was reluctant against the good ideas of others. I felt driven into a corner. I started to hurt and insult people in my surroundings with arrogance and unqualified comments. Everything became and become a problem and my voice bellows and my groans grow louder.

But admittedly, groans lighten our burden. For even a short moment only, I do feel how my inner life and inside pressure eases off.

But sometimes, more trials and problems overwhelm our families and ourselves: illness, death-threats, bankruptcy, war at the workingplace, efforts to give us a bad name, intrigues....

“How much longer will You forget me, Lord?” We stop groaning. We shout already to God, especially if nobody in our surroundings likes to listen to us anymore. If we are deep in fix, God must have forgotten us already, right? A terrible situation! We see faces of those people, who show us hostility.

But I also experienced how God put me into life’s “re-conversion plant” and freshened me up: Little but meaningful and important cares suddenly happened.

Butuan donates 3.7-hectare laboratories-site to DA-XIII

BARANGAY TAGUIBO, Butuan City -- After four decades, the Department of Agriculture (DA) finally got all-out support from LGU-Butuan with the donation of a lot in Barangay Taguibo here where DA laboratories existed.

Mayor Ferdinand Amante, Jr. officially signed the deed of donation for a 37,487-square meter lot last January 29 to formally transfer its ownership to DA-13.

“My warmest gratitude to the city government of Butuan for their support and dedication for the improvement of the farmers and fisherfolk by supporting the activities of the department.

This will help the 339,660 farmers and fisherfolk of Caraga, and also the nearby regions of Visayas. The genuine support strongly manifested the greatness of their heart, generosity and benevolence, for entrusting us the valuable property of the city,” said Regional Director Edna Mabeza.

For almost four decades, DA-13 had been utilizing the area to render laboratory services for the farmers in Caraga. The regional office also extended services to the nearby Visayas regions.

Barangay Taguibo here is now the haven of four laboratories of the department, namely, the Regional Animal Disease Diagnostic Laboratory (RADDL), Regional Soils Laboratory (RSL), Regional Feed Chemical Analysis Laboratory (RFCAL) and the National Seed Quality Control Services managed by the Bureau of Plan Industry (BPI-NSQCS).

The first three facilities are under the supervision of the Integrated Laboratories Division (ILD) and is backed by 30 personnel equipped with technical expertise.

RADDL is tasked to perform the diagnosis of animal diseases through

examination of animal tissues, blood sample, fecal sample, sick or unhealthy and dead animals for specific treatment/prevention and control of disease.

While the RSL provides technical assistance on soil-related problems and fertility preservation, it is established primarily to support agricultural production through proper soil fertility evaluation and to provide technical assistance, on proper fertilizer usage based on soil analysis, thus ultimately helping the individual farmer increase crop production towards a higher income.

On the other hand, RFCAL renders laboratory tests to individuals or group who intend to formulate their own feeds, and assists students or researchers on matters in relation to the nutrient contents of feeds.

Aside from these laboratories, the Bureau of Plant Industry-National Seed Quality Control Services (BPI-NSQCS) is also situated in the area. ZAMBOANGA City -- Abu Sayyaf Group (ASG) bandits released on Sunday a three-year-old boy they kidnapped in March last year in the town of Pitogo, Zamboanga del Sur, a top military official said.

Brig. Gen. Alan Arrojado, Joint Task Group Sulu commander, identified the

freed hostage as Ace Jay Garban.

Arrojado, who is also the Army’s 501st Infantry Brigade commander, said Garban was spotted “without a companion” by a concerned citizen at around 2:42 p.m. Sunday in Barangay Buanza, Indanan, Sulu.

“Immediately, the concerned citizen approached

the child and at the same time informed the military unit of the KV’s (kidnap victim’s) presence in the area,” Arrojado said.

He said Garban was taken to Barangay Tulay, Jolo and was turned over to the Jolo Internal Defense Force headed by Col. Bernie Sun, who is also the deputy commander of the Army’s 501st Infantry Brigade.

He said the child was taken to the trauma hospital in Camp Bautista, Barangay Bus-Bus, Jolo for medical check-up.

Arrojado said efforts are underway to get in touch with Garban’s relatives in Zamboanga del Sur for his eventual return to the province.

Tawi.

Albarico said Que was shot at around 9 a.m. Sunday along San Jose Road, Barangay Baliwasan, 3.5 kilometers west of City Hall.

Que was aboard his Sports Utility Vehicle on the way to the city proper when fired upon by one of two men riding tandem on a motorcycle

upon reaching the vicinity of the Baliwasan Central School.

Albarico said the suspects sped away and Que was rushed to the hospital for treatment.

At present, there are still 16,750 individuals, or 2,988 families in the transitory sites.

The inter-agency group is composed of the City Public Information Office (PIO), Philippine Information Agency (PIA), and international humanitarian partners like the International Organization for Migration (IOM), United Nations High Commissioner for Refugees (UNHCR), United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Community and Family Services, Inc. (CFSI), Integrated Resources Development for Tri-People (IRDT) and others.

During the camp dialogues, previously called information caravans, representatives from the different clusters making up the rehabilitation structure will be brought to the camps and speak about updates on their end. It will be a two-way forum, in which IDPs also share their in-

sights and complaints with regards to the services they receive from government.

The CWG considers these dialogues as a very important aspect in rehabilitation, since it is a medium to share information between the clients and their service providers.

In previous information caravans like those done last year, the CWG was able to utilize youth volunteers coming from local colleges and universities. CWG is looking to formally tap the Ateneo de Zamboanga University (ADZU), Western Mindanao State University (WMSU), Zamboanga State College of Marine Science and Technology (ZSMST) and the Zamboanga City State Polytechnic College (ZCSPC).

SOUTH UPI, Maguindanao--Depression led Teduray farmer Jimmy, a 36-year old father of three, to take his own life on Tuesday, February 2, in the first reported drought-related death here.

Jimmy used the nylon rope from his youngest child’s hammock to hang himself from a beam inside their house.

Ann-ann, Jimmy’s 28year old wife, said her husband fell into depression following two crop failures last year due to rat infestation and the onset of the drought. She said he was repeatedly worried over where to find the next meal for them and their children Erwin, 5; Benjie, 3; and two-year old Phoebe Ann. “Wala na po kaming makain.. gutom” (we have nothing to eat… hungry), said Ann-ann, as she queued for relief goods late Friday afternoon.

Dr. Tahir Sulaik, Maguindanao’s Provincial Health Officer, confirmed to MindaNews Sunday night that depression caused by drought-related problems, led Jimmy Takilid to commit suicide. (Other reports identified him as Jimmy

Sambiar but Sulaik’s record shows his family name as Takilid and his wife’s name as Ann Sambiar Takilid).

Ann-ann said Jimmy planted corn on his small plot after the rat attack but the absence of rain led to yet another crop failure. In this upland area, the cornfields are rain-fed.

She said her husband also worked in their neighbor’s farm on a daily wage but there has been no work on the field these days because of the drought.

South Upi vice mayor Remy Sioson said this is the worst season for corn farmers in the village of Kigan, inhabited mostly

by Teduray farmers, and for the rest of the town.

Sioson said 95 percent of South Upi’s population is into corn farming because it is situated upland. “We have no irrigation, so we rely on rain,” he said.

NASA drone to study El Niño weather changes over Pacific Ocean THE National Aeronautics and Space Administration (NASA) Global Hawk drone will conduct missions over the Pacific Ocean to monitor the effects of El Nino current weather patterns, Northrop Grumman announced.

The drone missions will provide detailed meteorological measurements from a region in the Pacific that is known to be particularly critical for interactions linked to West Coast storms and rainfall, Northrop Grumman noted.

“The NASA Global Hawk will conduct several missions to collect detailed data over the Pacific

Ocean from complex El Nino weather patterns resulting from variations in ocean temperatures across the equator,” Northrop Grumman said in a news release on Friday.

The missions will take place from February 2016 to March 2016 as part of National Oceanic and Atmospheric Administration (NOAA)-led missions called Sensing Hazards with Operational Unmanned Technology (SHOUT), according to the release.

El Niño destroys P15.8m worth of crops in Gensan GENERAL Santos City--Around P15.8 million worth of agricultural crops here have been destroyed due to the impact of the continuing dry spell triggered by the El Niño Phenomenon.

Elsie Villanueva, assistant head of the City Agriculture Office (CAO), said Wednesday the intense dry weather has so far affected at least 462 hectares of farmlands in eight of the city’s 26 barangays.

Hardest hit by the dry spell were upland farms not covered by the irrigation facilities of the National Irrigation Administration.

She specifically cited portions of Barangays Batomelong, Conel, Bawing, Upper Labay, Sinawal, Tinagacan, San Jose and Olympog.

“Our damage computation mainly covered short-gestating crops like corn and vegetables,” Villanueva said in an interview

over TV Patrol Socsksargen.

She said they are currently monitoring the city’s farm areas for damages on permanent crops like coconut and fruit trees.

CAO personnel are currently conducting weekly monitoring and assessments in the affected barangays regarding the status of standing crops and possible damages.

Clashes between soldiers, rebels erupt anew in Southern Mindanao

DAVAO City -- Units under the 10th Infantry Division engaged New People’s Army rebels in Compostela Valley and Davao Occidental provinces over the weekend.

The weekend clashes followed a series of encounters between the military and the NPA in Compostela Valley last February 3 where three soldiers were killed and three others were wounded, an Army official said.

In a text message to MindaNews, Capt. Rhyan B. Batchar, 10ID public affairs chief said the first encounter happened at around 5 a.m. on Saturday and lasted 15 minutes.

Batchar said Bravo Company of the 73rd Infantry Battalion clashed with the NPA’s Guerrilla Front 71 in the Far South Mindanao

Region covering Jose Abad Santos town in Davao Occidental and Glan town in Sarangani Province.

On same day, another 15-minute encounter took place at 2:30 p.m. in Sitio Binotaan, Brgy. Kingking, Pantukan in Compostela Valley when soldiers chanced upon members of NPA Guerrilla Front 2 led by a certain Raden.

The third clash occurred in Sitio Logpaton, Brgy Kingking when rebels opened fire at soldiers manning a checkpoint at 3 p.m. on Sunday resulting to a six-minute gun battle.

Batchar said no soldier was hurt. He claimed the rebels suffered casualties.

He said the NPA has large formations in the two provinces based on their assessment but added the 1001st Brigade can address rebel presence in these ar-

“Soldiers of 46IB and 73IB are still conducting pursuit operations against the NPAs,” a press release from the 10ID dated Feb. 8 said.

In our school, Cagawasan Elementary School, Miss Edelyn L. Bebillo is among the chosen teachers to be one of the nominees for the outstanding

teaching personnel. Based on my observation as one of her colleagues here in school, I can say that she is very deserving to be the outstanding teacher in Kibawe District and even in the Division of Bukidnon.

Because of being a diligent teacher, she is capable of doing multi- tasking such as; a teacher, an ICT and sometimes as a Teacher In- Charge. Aside from that, she is also the kind of

a teacher who is willing to spend extra time and money just to help her pupils. She has a lot of strategies and innovations in order to help improve her learner’s performance.

She is also very active in different activities both in school and in the district of Kibawe.

Indeed, Miss Edelyn L. Bebillo deserves to be the outstanding teacher not only in the Kibawe District but also in the Division of Bukidnon.

It can be recalled that SM City Cagayan de Oro shoppers were encouraged to buy a pair of SM Christmas Bears of Joy for only P200 where the shopper keeps one bear and the other automatically donated to the recipient chosen by SM City Cagayan de Oro. For this year, SM City Cagayan de Oro tapped the City Schools Division of Cagayan de Oro to choose the intended beneficiaries for the project.

And the City Schools Division of Cagayan de Oro decided that the lucky

Desperate to take her exam and completer her college course, she asked the assistance from the local government unit of Maramag and received educational assistance under the UNLAD Kabataan Program so that she can finish her schooling.

UNLAD Kabataan Program, which is implemented by the local government unit of Maramag and under the technical assistance of the Department of Social

Welfare and Development, is aimed at providing developmental, remedial, and preventive services for outof-school, marginalized, and disadvantaged youths.

The same youths under the Program shall also become members of the Pag-asa Youth Association of the Philippins (PYAP).

Soon after her graduation, Maisarah was then hired by the Local Government Unit of Maramag as an administrative aide.

Today, because of her income, she is now able to help her family financially. Her mother now even owns a karenderya which is now their other source of income.

“Without the government’s help, I would have never finished school, nor would our family be able to have a stable income,” Maisarah said.

Despite its failures in peacekeeping, it champions human rights violations and has been a leader in combatting the forces that impede development and progress. Its neutral character also makes it a key player in nationbuilding and conflict reconstruction efforts in war-torn communities. But as with all non-state entities, the UN fades into the background playing supporting roles on a stage dominated by states.

The liberal foundations of the UN is a fantasy. In reality, an international governmental organization can only go so far as state sovereignty allows. Such an organization founded on soft principles such as neutrality coupled with relativism and humanitarianism will fail time and time again to erect and uphold the ideologies and principles it needs to fulfill its mission.

The UN does not have a life of its own apart from its benefactors, from public sentiment and rhetoric.

The selection of a new UN Secretary General is then uneventful in context: the organization is a puppet, not a living, breathing Frankenstein.

Once the police power is invoked the LGUs would have the authority to deploy the military and the police with a mission to secure the transmission towers, Rodriguez said.

He said that the suspects in the bombings of the transmission towers should also be charged in court.

Rodriguez warned that if left unresolved, the bombings of the transmission towers would continue, which would certainly result in brownouts and power outages.

“It is time for the mili-

tary and police to move in because the national election on May 9 is getting near and an unstable power supply would greatly affect the conduct of the elections,” Rodriguez said.

The NGCP has reported that the 18 towers, including two in early January this year, have been toppled by unidentified culprits who have been demanding payments in order to allow the NGCP to install towers in private farm lots, mostly in Lanao Del Sur. The NGCP also reported that a suspected perpetrator has texted the power officials of another eight transmission towers, which would be a subject of bombing early this year.

An official of the NGCP said that maintenance and repairs of toppled towers became impossible because the lot owners refuse entry to the farm lots.

Meanwhile in other parts of Mindanao, DepEd will establish 246 more schools for the indigenous communities in Regions IX, X, XI, XII, and XIII. The Agency will establish a total of 251 schools in time for SY 2016-2017.

Among the said schools, there will be a total of 605 classrooms that will be constructed in partnership with the Kalahi-CIDSS National Community-Driven Development Program of the Department of Social Welfare and Development.

In addition, DepEd will hire 583 teachers who will be deployed to the new schools, which are expected to initially serve some 19, 622 learners coming from 22 indigenous cultural communities.

Last year, DepEd adopted the Indigenous Peoples Education (IPEd) Curriculum Framework (DepEd Order No. 32, s. 2015), which was formulated in consultation with community elders, leaders, and implementers of community-based IPEd initiatives. The framework provides guidance in contextualizing the K to 12 Curriculum based on the indigenous community’s respective educational and social background.

As a major milestone in the implementation of DepEd’s IPEd Program, the IPEd Curriculum Framework will benefit more than 1.19-million IP learners enrolled in public schools, as well as learners enrolled in community and civil society organization-run schools.

Before the school was build, most of the school-aged pupils could not enroll to the nearest public elementary school due to the distance from their residence.

Their parents would not allow them to go to formal school because they’d find it risky for their children since they have to pass some cliff areas which are 50 meters deep along mountains. There’s no electricity in the place and the community depends only on solar power. But the water is abundant through Bubonawan River. Farming is where the people get their

Despite of the distance, the unavailability of electricity and each family’s economic status, the school still passionately strives to give quality education. Just this school year, the school got qualified to be an elementary school. This means a lot of wonderful opportunities that could happen in the lives of our pupils. Believing that Mantaboo children can make a difference is not impossible.
