KIDAPAWAN City--The M’lang airport in North Cotabato is now operational, but only for cloud seeding operations. The provincial government of North Cotabato on Wednesday began its daily cloud seeding operations from the M’lang airport to “recharge our watershed” and avert further crop losses brought about by the drought, Engr. Eliseo

Magliwan, provincial agriculturist, said. The province’s 17 towns and Kidapawan City have been declared under a state of calamity Magliwan told MindaNews that P3.4 million, sourced from the provincial government’s calamity fund, has been allocated for the 60-hour contract for cloud seeding. The Provincial Agriculturist’s Office in its report dated February 5 said

P402.74 million worth of crops – rice, corn, oil palm, coconut, rubber, cacao and coffee — have been damaged due to the drought. Magliwan said the contract for cloud seeding is for a minimum of one hour per day and maximum of three hours “depending on the presence of seedable clouds,” for a total flying time of 60 hours. DAF-ARMM distributes P39.2 worth of assistance to farmers in Lanao Sur MARAWI CITY, Lanao del Sur -- The Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAFARMM) distributed a total of P39.2 million worth of farm inputs and equipment to different farmers’ cooperatives in Lanao del Sur to help boost agricultural production in the area. ARMM Governor Mujiv S. Hataman led the distribution and was assisted

by Lanao del Sur Governor Mamintal A. Adiong, Jr, DAF-ARMM Secretary Alexander Alonto, Jr. and Provincial Director Alexie Balindong at the Lanao del Sur Provincial Capitol in Marawi City. The equipment included 4 farm tractors, 13 floating tillers, 5 corn planters, 4 corn shellers, 10 cassava graters, a combined harvester and a corn hammer mill. The farmers also received 16,400

bags of hybrid rice and corn seeds. Hataman said the assistance is part of the government’s efforts to improve the socio-economic condition of farmers. He said the present administration of President Benigno Aquino III has poured-in various multimillion development packages into the region to benefit thousands of beneficiaries. He added that the ARMM

has never seen this record sum of projects in its entire history and the regional government wants to ensure that the projects redound to the benefit of the people. Hataman urged the officials and farmer beneficiaries in the province to support and help sustain the programs and projects in their area. The provision of farm equipment and inputs to farmers is part of the Agri-

AT the younger age of one of my nieces here in the Philippines, whenever she felt, she was wronged, she cried out, “It isn’t fair!” Fair has many meanings, such as light-colored, not cloudy, hopeful, plausible, middling.... How about “fairly”? Justly, tolerably, wholly. My niece’s father, whose patience was always exhausted responded grimly, “LIFE is NOT fair!” In my opinion, that is not really a satisfying answer. Even adults often have trouble with the idea of fairness. The government body tasked to ensure fair competition, is investigating power firms as well as scrutinizing telecommunication services in a bid to protect consumers against monopolies, cartels and unfair trade practices. We all can very well experience the monopolies of electricity or telecommunication services! How about our work-

place surroundings? How do we deal with our business partners? Yes, even adults have trouble with fairness. The laborers in the vineyard certainly did. They received exactly what they had bargained for, yet they complained when others got the same pay for less work. If this parable were a story about earning wages, the grumblers would have been quite right to complain. But this story is about the way God deals with us, and how

Focus on the family THINK a minute. Some parents can trace their family back 300 years, but they don’t know where their children were last night. A wise man said: “If fathers took their sons fishing when they were young, they wouldn’t have to go hunting for them when they’re older.” It has also been stated: “There are no illegitimate children—only illegitimate parents.” Just having children doesn’t make a man a father or a woman a mother. One father admitted: “The thorns I’ve reaped are from the garden I planted.” It’s sad that some parents spend more time raising fruits and vegetables than they do raising their own children. Jacqueline Kennedy Onassis concluded: “If you fail to do a good job raising your children, whatever else you do doesn’t matter much.” No work is more important than the work of raising our children to become happy, successful people. The first doctor in history to successfully perform a heart transplant was the South African surgeon, Christian Barnard. But in his book, One Life, he tells about his failure as a husband and father. Dr. Barnard had gone away to America for many months doing his world-famous medical work. He tells what happened when he finally went home to his family in South Africa: “It seemed like 100 years since I’d been home. DOST-ICTO to install fiber optic network linking 80 gov’t agencies in Butuan BUTUAN City -- The Department of Science and Technology - Information and Communications Technology Office (DOST-ICTO) is set to install its fiber optic network linking up 80 government offices in the city. During its collaboration meeting with government agency representatives here, DOST-ICTO Region X and Caraga cluster director Evamay Dela Rosa said that with this project, government agencies can expect a significant improvement in their operations and the delivery of their services with the use of fiber optic

technology under the Integrated Government Philippines (iGovPhil) project. Dela Rosa said the adoption of fiber optic technology will not only help government offices coordinate faster but also facilitate other necessary services like cloud computing, data center co-location, web hosting, document and records management, email and online security. “The agencies connected to the government network (GovNet) will be able to access files and data easily and conveniently, thus providing unified and simplified services to the citizens,”

Direct-seeding addresses high labor cost, experts say THE direct seeding, a crop establishment method where pre-germinated seeds are sown directly onto the soil surface, can help address high labor cost in rice farming according to experts. PhilRice Agronomist Myrna D. Malabayabas said that the method can be done either by dry or wet seeding and does not require seedbed preparation. “The dry direct-seeding method is more commonly used in rainfed and upland areas. It involves sowing of pre-germinated seeds on dry soil surface and then incorporating the seeds either by ploughing or harrowing. Wet direct-seeding, on the other hand, is practiced during dry and wet seasons in irrigated and rainfed areas. It is done either through broadcasting or drilling

pre-germinated seeds with the use of a drum-seeder on a wet, well-leveled paddy,” Malabayabas explained. Direct-seeded rice matures earlier than transplanted rice. Hence, labor requirements and expenses for crop establishment and the time spent on crop management are reduced. A PhilRice study titled Benchmarking the Philippine rice economy relative to major rice-producing countries in Asia, says that P4.42 is spent on labor cost for every kilogram of rice on transplanting while P3.28 is spent on direct-seeding. In direct-seeding method, farmers can save up to P1.14 on labor cost for every kilogram of rice they produce and 23-man days for every hectare of their field.

As public secondary school teacher, studying time management has been an extremely worthwhile endeavor. Worthwhile because it is far more important than any system. And the general mindset of time mangement is simply that you value your time. It’s indeed a self-esteem issue! Because if one sees his life valuable and meaningful then he can effectively value his time as well. Thus, he can make much difference to achieve quality education. According to Herb e r t Si mon , 1 9 9 0 , the essence of time management is the following: “Decide what to do” and “Do it”. These appear to be very simple steps at first glance. However, when we look at them through the lens of optimization, they become much more

complicated. So our questions becomes, “What is the best action to take right now, and what is the best way to do it?”. Recently, our government are spending much and worked to the fullest in order to augment the quality of education we have. Upon reflecting this broad vision, it allows me to devise a congruent solution, “Acquiring Time Manangem e nt !”. In re a l it y, whether a teacher uses traditional or more current methods of instruction, efficient use of time has a significant impact in attaining quality education. Despite this great challenge I’ve been extremely pleased with this, “Time Management has something to do with Productivity”. Thus, effective teacher is a productive teacher.

Applicant finds the implementation of the proposed adjusted rates beneficial and for the best interest of its customers, considering that it encourages efficiency in the operation of the Applicant’s assets as it helps achieve its projected revenue requirements, which under the existing rate is difficult to achieve;

The filing of the instant Application is likewise authorized under the same Resolution aforementioned;

Applicant, in the DECISION of the Energy Regulatory Commission in ERC CASE NO. 2010-031MC entitled “IN THE MATTER OF THE APPLICATION FOR FRANCHISE AND CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY (CPCN), was granted a Franchise and CPCN to acquire, operate and expand the Tagoloan (Natumulan)-BUSECO 69 kV, Kibawe-Maramag-Aglayan Sub-transmission Line, and the Maramag-Pulangi Lateral for a period of twenty-five (25) years. Copy of said Decision is attached hereto as Annex “B”; 3. Such exclusive right and authority to operate a sub-transmission service covers the franchise areas of First Bukidnon Electric Cooperative, Inc. and Bukidnon Second Electric Cooperative, Inc., particularly in the Cities of Malaybalay and Valencia, and the Municipalities of Kibawe, Don Carlos, Maramag, Damulog, Kitaotao, Kalilangan, Pangantucan, San Fernando, Quezon, Manolo Fortich, Libona, Baungon, Malitbog, Sumilao, Impasug-ong, Cabanglasan, Lantapan, and Talakag all in the Province of Bukidnon; 4. COMPLIANCE WITH PRE-FILING REQUIREMENTS

APPLICATION FOR PROVISIONAL AUTHORITY 13. The current rate of Applicant is no longer responsive since the costs of providing wheeling services to the customers increased significantly; 14. With this recognized impropriety of the current rate, an urgent remedy is imperative and should necessarily be implemented; 15. Considering the length of time to resolve the instant Application, it being not the only application to be resolved by the Commission, it is only appropriate and reasonable that a provisional authority to immediately implement the new rate herein prayed for shall be granted; 16. The provisional authority thus prayed for would bring forth relief on the financial constraints currently suffered by the Applicant, if not remedied, may resort to unreasonable operational decline; PRAYER

5. On June 29, 2015, in ERC CASE NO. 2012-104 RC, the Energy Regulatory Commission likewise approved BSTC’s CAPEX for the construction of a 69kVline extending from Casisang to Sumilao to complete the connection of the Kibawe-Maramag-Aglayan and the Tagoloan (Natumulan) 69kV Lines. With the foregoing approval of the ERC in the three (3) applications, BSTC is now confirmed to be authorized to operate, maintain and expand the aforementioned sub-transmission assets. Copy of said decision is attached hereto as Annex “D”;

WHEREFORE, foregoing premises considered, it is most respectfully prayed of this Honorable Commission, after due notice and hearing:

2. To issue an Order granting Applicant a provisional authority to implement the new rates herein prayed for pending hearing and final evaluation of the application by the Honorable Commission.

Accordingly, the aforementioned sub-transmission assets were formally turned-over to the Applicant on June 29, 2015, as evidenced by the Transfer of Possession between National Transmission Corporation (TRANSCO) and Bukidnon SubTransmission Corporation (BSTC), copy of which is attached hereto as Annex “E”;

As agreed by BUSECO and FIBECO, the corporation, BSTC, being a registered corporation under the Securities and Exchange Commission shall operate as a separate entity from BUSECO and FIBECO; under the terms of its agreement, BUSECO and FIBECO will be the customers of the corporation (BSTC) and both BUSECO and FIBECO will pay the corporation the corresponding residual sub-transmission charges approved by the Commission; 7. Under Resolution No. 15, Series of 2011, BSTC is allowed to temporarily use the current rate set by TRANSCO or National Grid Corporation of the Philippines (NGCP) before a new rate is approved by the Energy Regulatory Corporation (ERC), the current rate when translated is at a fix rate of One Million Three Hundred Sixty One Thousand Eight Hundred Fourteen Pesos and Forty Nine Centavos [Php 1,361,814.49] per month;

In a seminar titled Direct-seeded Rice: Progress, Prospects, and Challenges at PhilRice on 21 January, Dr. Vethaiya T. Balasubramanian said that managing weeds is one of the challenges in using the directseeding method. The former agronomist at the International Rice Research Institute (IRRI) explained that weeds germinate simultaneously with rice due to the absence of water that suppresses their growth. Nevertheless, options are available to address the problem. “Among the ways to manage weeds include narrow spacing and uniform plant population, appropriate water depth and timing, use of weed-competitive varieties, and herbicide rotation and combination,” Dr. Balasubramanian said. Malabayabas added that savings from the labor cost can offset the expenses in weed and pest control. “When the Integrated Crop Management (ICM) is followed properly, the optimum yield is comparable to that of transplanted method,” she said. Experts at PhilRice recommend varieties for the direct-seeding method. These varieties are early maturing, resistant to drought, and can attain a maximum yield of at least 6 t/ha. Existing virus detection tools, Dr. Tiongco commented, have difficulties in detecting viruses that are of low titer (strength of a substance’s solution) aside from being arduous and time consuming. Easy to follow procedures, cheaper equipment required, high level of specificity, and simple result determination by merely looking at the change in color of the test solution are among the advantages of the newly developed method. Apo is quiet, the table where anthuriums are sorted according to sizes and colors, empty. “Sa una bukag, karon balde na lang” (Before the harvest would be placed in a large basket, now it’s just a pail), says Marilyn Catamoro, a 30-year old Bagobo Tagabawa who is one of three local buyers here. She talks about how the pink anthuriums fade into white in a few days, picks two stems from a small bunch to show the comparison, and worries that her supply to a flower shop in Butuan City has dropped from

a thousand stems a week to less than 500. The plant is a perennial and harvest is all year-round. As farmer Rico Lim, who had been growing anthuriums since 2008, said in October, the best part about growing anthuriums, is that the capital required is small (the planting material costs only P10 pesos, the imported variety is a bit higher but under 20 pesos), you can plant them in your backyards, and “it is forever.” A good weather, however, is not forever. When MindaNews first visited this village on October 28, Datu Bienvenido “Boy” Macalos, also a Bagobo Tagabawa, said anthuriums were a big help in the livelihood of the Lumads (Indigenous Peoples) and settlers here and in other barangays in Makilala -- New Israel, Old Bulatukan, New Bulatukan, Kisante, Biangan, Malasila and Buena Vida. He explained that while bananas were still a main source of income for many, there’s more food on the table now because anthuriums provide them a regular source of additional income. Last Tuesday, Mercy Gerarman, who used to earn an average of PhP 2,000 a week from selling anthuriums, said she now earns only about half, or less, of that due to the drought. In October, Nelly de Vera, a 38-year old Tagabawa with seven children, said she had been earning at least 300 pesos a week for at least two years by planting and selling anthuriums. Before getting into anthuriums, Nelly’s earnings from selling bananas could hardly put food on the table – food other than bananas, that is. But the bananas have not been spared by the drought, too, making the prospects even bleaker for residents relying on bananas and anthuriums. At the buying station for anthuriums, one could see a pile of Amas Senorita bananas which used to sell for 8 pesos per kilo in boxes of 12 kilos each but since the exporters have stopped buying, they sell to retailers at 5 pesos per kilo. Rubber is no alternative either because from its peak of about 90 pesos per kilo in 2010 or 2011, tapped rubber now costs only 14 per kilo, forcing quite a number to just chop off the rubber trees and sell as round logs to bandsaw mills. Rubber lumber is made into crates. Even that other source of income – making brooms from Tahiti tiger grass – is affected because the grass’ growth is stunted, they said. “Krisis kaayo” (We’re in dire crisis), Catamora and Gerarman said, as they narrated how quite a number of residents have opted to find work as domestic helpers in Kidapawan City or Davao City to feed their families, and the younger ones seek employment in the cities’ malls. The motorcyles that residents bought on installment basis, thanks to earnings from anthuriums, are in danger of being repossessed by the companies selling them. Tomas Gerarman, Mercy’s brother in law, says the drought has also affected the marang (milk fruit). There are no fruits to harvest now, he said.

The residents recently barricaded their villages to prevent the trucks of mining companies from hauling nickel to port. IBON also reminded the presidential candidates that under “responsible mining” of previous administrations, there were some 19 major largescale mining disasters across the country. The biggest disaster (in terms of volume of toxic tailings) occurred under President Aquino when Philex Mining Company dumped 20.6 million metric tons of mine tailings in the Balog River. Meanwhile, the industry only contributed an annual average of 0.4% of total employment in the period 1997-2014 and 0.7% of gross domestic product (GDP) in 1998-2014. Mining liberalization has brought the world’s biggest mining companies with their local partners into the country with disastrous results. The 2016 elections is an opportunity for presidential hopefuls genuinely concerned with national development and industrialization to rethink the country’s mining liberalization policy, said the group.
