Dry spell, rodents destroy P140-m worth of agricultural crops in Armm COTABATO City--The dry spell has already destroyed more than PHP140 million worth of agricultural crops in the Autonomous Region in Muslim Mindanao (ARMM), agriculture officials Monday said. Alexander Alonto, regional secretary of the De-

partment of Agriculture and Fisheries (DAF-ARMM), said the amount of damages may increase as not all provincial agriculture officers have submitted all the reports to his office here. Aside from drought and lack of water for rice fields, farmers in the region are

Gov. Emano warns on scams using his name

MISAMIS Oriental - Misamis Oriental Gov. Bambi Emano sounded the alarm and warned the public to be wary on activities of some individuals who are reported to be going around soliciting money aallegedly upon his orders for one reason or another, Saturday. “These are all scams! I am not soliciting money nor authorizes anybody to solicit for money. No, thank you but I have enough funds to indulge in my simple pleasures and on anything I may want to,” Gov. Emano said. Over the weekend, the Governor said this matter was brought to his attention by several of his friends. “These scammers are shamelessly bold because they have the courage to approach even my own friends,” he said. These are customized tour packages for a specific group of tourists. Characteristics of incentivized packages include welcome cultural performances at the airport, welcome drinks at the hotel, special dinners with performances. Valencia and successfully conducted a motorcade for the K-12 Education Caravan and the 2016 National Early Registration on Saturday January 30, 2016 that transpired at Barangay Lumbia to Xavier Heights Upper Balulang of Cagayan de Oro City which assembly was 7:30 a.m. and departure was 8:00 a.m. with the participation of various

stakeholders namely PNP Police Precinct 8, Phil. Air Force, Bureau of Jail Management and Penology (BJMP) , Lumbia Barangay Council, Religious Sectors, Lumbia Transportation & Drivers Association (LUTODA), Faculty Club, GPTA, students organizations, Parents, students and other stakeholders. Supreme Court’s declaration that the criminal, civil, administrative, and other liabilities of the authors, proponents, or implementors, of the discredited disbursement acceleration program (DAP) of the Aquino government should be probed? -oooHAS MORALES OBEYED THE SC ON DAP RAPS? Clearly, the Supreme Court, in the cases led by “Araullo, et. al. vs. Aquino, et. al.”, G. R. No. 209287, July 01, 2014, wanted the authors, proponents, and implementors, of the DAP to be investigated and then prosecuted. To refresh the memory of everyone, particularly that of Morales, we will quote a portion of the Court’s decision dealing with the investigation and prosecution of the bright boys who conceived and executed DAP. The Court said: “In that context, as Justice Brion has clarified, the doctrine of operative fact can apply only to the PAPs (program, activity, or projects) that can no longer be undone, and whose beneficiaries relied in good faith on the validity of the DAP, but cannot apply to the authors, proponents, and implementors of the DAP, unless there are concrete findings of good faith in their favor by the proper tribunals determining their criminal, civil, and

administrative and other liabilities…” Without any doubt, there is here, in this decision of the highest court of the land, an express directive to investigate the authors, proponents, and implementors of the DAP and then to file the appropriate charges or cases against them, in accordance with its findings that the DAP, which involved billions of government funds, is illegal as it is unconstitutional. -oooMORALES IGNORING SC, CHARTER, ON DAP PROBE: Now, what office has the right to conduct this investigation as the Supreme Court has decreed? The Office of the Ombudsman, which is headed by Morales herself for the last five---or nearly six---years, that’s what. This can be seen under Section 13 (1), Art. XI, 1987 Constitution, which, among others, prescribes the principal duty of the Ombudsman. This section says: “The Office of the Ombudsman shall have the following powers, functions, and duties… (1) Investigate on its own, or on complaint by any person, any act or omission of any public official, employee, office or agency, when such act or omission appears to be illegal, unjust, improper, or inefficient…”

Be it ordained by the Honorable Sangguniang Panlungsod of Butuan in session assembled and by authority of the same that: SECTION 1. TITLE. This Ordinance shall be known and called as “AN ORDINANCE REQUIRING ALL MAJOR ESTABLISHMENTS AND ALL MODES OF PUBLIC TRANSPORTATION EXCLUDING AIR AND SEA TRANSPORTATION TO GRANT THE DISCOUNT PRIVILEGES AND BENEFITS FOR ALL SENIOR CITIZENS AND PERSONS WITH DISABILITIES AND TO DISPLAY OR POST STICKER STATING SAID DISCOUNT, PROVIDING PENALTIES THEREFOR.” SECTION 2. DECLARATION OF PRINCIPLES. Pursuant to Article XV, Section 4 of the Constitution of the Philippines, it is the duty of the family to take care of its elderly members while the State may design social security programs for them. Further, Article XIII, Section 11 of the Declaration of Principles and State Policies provides: “The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable costs. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women and children.” Under the operative principles of decentralization and as provided for under the Local Government Code of 1991, the capabilities of local government units shall be enhanced to participate actively in the implementation of national programs and projects. SECTION 3. POLICIES. In consonance with the above Declaration of Principles, the following are the declared policies of this Ordinance: (a) To motivate and maximize the contribution of Senior Citizens and PWD’s in nation-building and active participation and involvement in the development programs and projects of the City Government of Butuan; (b) To encourage their families and the communities they live in to reaffirm the valued Filipino culture and tradition of caring for the elderly and disabled; (c) To recognize the rights of the elderly and PWD, and provide full support to their well-being and prop up their active participation in social and civic activities; (d) To provide a comprehensive health care and rehabilitation system for disabled, non-pensioner Senior Citizens to inspire and foster their will and capacity to attain a more meaningful productive life; and (e) To seek the active participation and partnership of the private sectors, nongovernment organizations and other peoples’ organizations in promoting the welfare of Senior Citizens and PWD’s. SECTION 4. DEFINITION OF TERMS. For purposes of this Ordinance, and as defined under the Implementing Rules and Regulations (IRR) that covers Republic Act No. 7432, 9257, and 9994, the following terms are hereby defined as follows: (a) ACT/ACTS shall refer to the Senior Citizens Act and/or the Expanded

Senior Citizens Act of 2003 and the Magna Carta for Disabled Citizens; (b) ESTABLISHMENT shall refer to any private business entity or commercial establishment engaged in the sale of goods, commodities, foods or offering services that are duly licensed by the national government or by the local government unit; (c) IDENTIFICATION CARD or ID, shall refer to the Senior Citizen’s ID and PWD’s ID issued and signed by duly constituted authorities to an elderly and pwd; (d) IDENTIFICATION DOCUMENTS, shall refer to any documentary or material proof of being a Senior Citizen which shall be the basis for the issuance of Senior Citizen’s identification card (ID) and for the availment of the benefits and privileges provided by law such as, birth or baptismal certificates, Philippines passport, SSS or GSIS papers, military service record, or other authenticated documents or papers that prove the Senior Citizen’s age; (e) OFFICE FOR SENIOR CITIZENS AFFAIRS (OSCA) shall refer to the office established in cities under the office of the Mayor and headed by a Senior Citizen; (f) SENIOR CITIZEN or ELDERLY shall refer to any Filipino citizen who is a resident of the Philippines and who is sixty (60) years old, or above; (g) PERSONS WITH DISABILITIES (PWD) shall refer to those suffering from restrictions or different abilities, as a result of a mutual, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for a human being; (h) PUBLIC UTILITY VEHICLE shall refer to motor vehicle for hire and used to carry or transport passengers or goods. This commonly includes jeepneys and multicabs; (i) PUBLIC UTILITY TRICYCLE/MOTORIZED shall refer to any land transportation/motor vehicle that includes motorcycles, 3-seaters motorcycles, 4-seaters motorcycles and pedicabs; (j) STICKER/POSTER shall refer to a text, picture, design or print-out which state the grant of 20% discount to a Senior Citizen and Persons with Disability. SECtION 5. POSTING OF STICKERS. A. All major business establishments shall display or post in front and inside their premises informative stickers/posters which state that the establishment grants Twenty Percent (20%) discount to Senior Citizens and PWD. The sticker shall be at one-half of a short bond paper with the following information:

The sticker shall be displayed inside the vehicle where it will be seen by the passengers. SECTION 6. IMPLEMENTING MECHANISM. For the proper and effective implementation of this Ordinance, the following offices and agencies of the City Government of Butuan are hereby directed to execute the following responsibilities, to wit: a. The Office of the Senior Citizens Affairs (OSCA) of Butuan shall exercise all the mandated functions and responsibilities as provided under the Senior Citizens Acts. b. The Public Information Office (PIO) of Butuan shall launch city-wide information campaign regarding Senior Citizens Acts and the Magna Carta for PWD. c. The Permit & Licenses Divisions of the Office of the City Mayor shall include the Sticker as one of the requirements prior to the issuance of business permit and license to operate and/or Mayor’s Permit. The said office shall reproduce the sticker and, may charge a minimal fee therefore, which shall be paid at the Office of the City Treasurer. d. The LTTMO shall see to it that all public utility vehicles operating in Butuan City displayed the sticker inside their vehicles and apprehend any violators. e. The Barangays of Butuan shall disseminate information regarding the pertinent provisions of the Senior Citizens Act and the Magna Carta for PWD in their respective areas of jurisdiction, including the posting of this Ordinance in bulletin. SECTION 7. FINAL CLAUSE. Persons, including juridical persons, such as managers of major establishments and all modes of public utility vehicles except air and sea transport who violate this Ordinance shall be meted with the following penalties: A. For Refusing to Grant the Discount Privileges and Benefits:

Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) forecasted that strong El Niño condition will remain in the tropical Pacific until January 2016 and may gradually weaken starting February 2016 (El Nino Advisory 10). This prolonged dry season has also affected the agriculture sector in Northern Mindanao. The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) in coordination with the local government units (LGUs) conducted a series of monitoring and validation of

standing crops affected by the phenomenon to fittingly address the farmers’ needs. Recently, initial reports were received by DA from the municipal agricultural offices through the provincial agricultures office throughout the region. In the province of Misamis Occidental, the municipality of Plaridel reported 317 hectares were affected by pests and diseases such as stem borer, cut worm and army worm, resulting to 30 to 40 percent yield loss. In Lanao del Norte, the town of Salvador reported that there are 1,216 hectares of corn, 694 hectares of rice

Each of us should try to aim for higher levels, as well as, make good education accessible for everybody. After all, education is a basic right. Despite the massive awareness of the importance of education, the percentage of literates is still not fairly distributed in the different areas of the country. People in some areas

On the other hand, the DA through the National Irrigation Administration has already sent out units of pump and engines to irrigators’ associations in Valencia City and Quezon, Bukidnon to augment the water needs of farmers by pumping water from the irrigation canals to the rice fields to ensure that their crops will survive during the dry season. Livestock farmers are also requested to provide shed to their animals and to provide enough water for them to drink. They are further requested to prepare silage (atsarang sagot) while fresh grasses are still available and to resort to commercial feeding, if pasture and grasses become scarce in the area. Currently, the department continues to monitor and validate more areas in the region which have been possibly affected by the dry season. Farmers are highly requested to be vigilant and to report immediately to the nearest municipal/city agriculturist if crop damage has been experienced in their respective municipality/town. While waiting for enough rainfall, farmers are also requested to do land preparation to make their areas ready for planting. The DA also prepares for cloud seeding through the Bureau of Soils and Water Management (BSWM) in case intense heat will continue that will cause damage to the standing crops in the major agricultural growing areas in the region. In an interview on January 26, Murad reiterated earlier statements that if the BBL is not passed under the Aquino administration, they will continue, in the next administration, to demand implementation of the Comprehensive Agreement on the Bangsamoro (CAB) which the peace panels signed on March 27, 2014. There will be no renegotiation of the CAB, he said, because it is a signed agreement, forged after 17 years of peace negotiations, and is in fact already on implementation phase, including the passage of the BBL. He said they will not change the draft BBL for submission to the 17th Congress (2016-2019) because “it’s already an agreed version. former Senate President Aquilino Pimentel told MindaNews that “amending the BBL by deleting its constitutionally questionable provisions was the easier thing to do – in Congress – than to revise the Constitution” to accommodate the Bangsamoro, a regional government that will be parliamentary in form. “But, if we are minded to revise the Constitution and offer our Muslim brethren a formula for peace and development that is widely acceptable to them as a people, we might as well propose the adoption of a federal system of government,” Pimentel, a MIndanawon and long-time advocate of federalism, said. “For a federal system of government for the entire country would not only give the Bangsamoro peoples a chance to govern themselves according to their customs and traditions – with minimal interference by the central government, but will also give the rest of the country’s ‘federal states’ the same status without the latter’s having to rise up in arms as our Muslim brethren had to do over the centuries,” he said. On January 13, when MindaNews asked Pimentel on the chances that Congress can still pass an “acceptable” Bangsamoro law given only nine session days left to deliberate on it, Pimentel said, “none in law that will satisfy the MILF or the other Muslim factions.” The MILF found the BLBAR substitute bills unacceptable because it would render the Bangsamoro less autonomous than the Autonomous Region in Muslim Mindanao (ARMM). In the deliberations for what would become RA 9054 in early 2001, the Moro National Liberation Front (MNLF) also found the Congressional draft unacceptable because it would “render the ARMM less autonomous than it already was.” Pimentel said passing a Bangamoro law in Congress “is another pointless attempt at settling the socalled ‘Moro problem’ in Mindanao.” “Federalism is the way to go,” he said. Only one of the four major contenders for the Presidency is espousing federalism. Shifting to a federal form of government requires amending the 1987 Constitution. ture officials, Alonto said Maguindanao suffered the most because of dry spell since “most of its agricultural products are already on its vegetative stage.” Drought and rat infestation destroyed about PHP94 million in Maguindanao alone, affecting 21,000 farmers in 15 municipalities hardest hit by dry spell he said. Alonto said 11 municipalities out of Maguindanao’s 36 towns have been affected by rodents infestation with 12,000 affected farmers. Alonto identified eight towns affected by both dry spell and rat attacks as Buldon, Datu Odin Sinsuat, Datu Unsay, Guindulungan, Northern Kabuntalan, Mamasapano, South Upi at Sultan Mastura. Basilan provincial agriculture office reported its estimated production loss to PHP19 million. Sulu, on the other hand, reported PHP3.6 million worth of agricultural crops were lost to drought and in TawiTawi, the estimated crop damages was PHP7 million. In adjacent town of Pigcawayan in North Cotabato, Muslim farmers were helpless in rat attacks and would rather wait for assistance from the government. ”Our ready to harvest palay have been destroyed by rats and we cannot do anything about it because of our belief,” farmer Aliuden Ibrahim. Farmers in Kabacan, North Cotabato have resorted to killing rodents to cushion the effect of infestation and to receive rice in exchange for rat tails submitted to Kabacan local government unit. For every 500 rat tails submitted to the mayor’s office, a farmer gets 50 kilos of rice or equivalent to one sack. But farmers in Pigcawayan said they do not resort to killing rats. ”Our belief is the more you kill rats the more it will get back at you, your clothes, your valuables or your work animals, so we do not kill them,” Ibrahim said.
