GENERAL SANTOS CITY -- The municipal government of Lake Sebu in South Cotabato is planning to declare the area under the state of calamity due to another major fish kill that already destroyed around PHP6.5 million worth of tilapia.

Zaldy Artacho, Lake Sebu municipal agriculture officer, said Tuesday the ongoing fish kill started late last week in portions of the lake after its dissolved oxygen dropped to critical levels anew.

He said the phenomenon, known locally as “kamahong,” came after almost a week of sporadic heavy rains in the area.

The official said several fish cage operators initially reported on Friday afternoon that some of their tilapia appeared gasping for air.

“By night time, the fish kills already started in a number of fish cages,” he said in a radio interview.

DAVAO CITY -- The Task Group (TG) Davao led

by Police Regional Office (PRO) 11 will re-activate the Multi-Agency Coordinating Center (MACC) for the series of ASEAN Ministers’ and Senior Officials’ meetings which is being held in Davao City from January 31, 2017, up to February 22, 2017.

These events are reflected in the Philippine Chairmanship of ASEAN 2017 National Calendar of Meetings and Events.

MACC resumes on January 30 to monitor the safety, security and welfare not only of the delegates, visitors and guests, but most importantly, the Davaoenos.

The TG Davao Secretariat already conducted headcount and briefing to the personnel of PRO11, who are deployed starting Monday to their respective areas of responsibility.

Almost 1,500 security personnel including members of the Armed Forces of the Philippines (AFP),

other government agencies, Explosive Ordnance Division (EOD), K9 units and Road Discipline Teams will be employed to maintain peace and order.

“The PRO11 continuously asks for the public’s support, cooperation and vigilance for the success and uninterrupted conduct of ASEAN Leaders Summits, Ministerial Meetings and other ASEAN collateral activities in the region,” PRO 11 spokesperson Sr.

older ones who are in junior high. How do we teach values education to them when we hear those killings everyday?

Second, our society is hampered with drug addiction and sex-related scandals such as prostitution and exhibitionism.

Even with the government’s relentless war against drugs,

admittedly there are still students who use these illegal substances for various reasons – depression, curiosity, etc.

And then we hear of girls as young as in junior high who are engaged in prostitution.

We also hear of girls who are curious enough to take pictures of themselves naked and then these pictures are accidentally loaded into the Internet cloud.

As the year ends, some of the pupils can already read simple words both in Mother tongue and Filipino as well as English in CVC pattern. While the others can write legibly only and can recognize letter sound and number concept. It is the time wherein the kindergarten teacher proudly say “My fruit of Endeavor” after all those sufferings behind their success. And it is now the call of being a real teacher, willing to sacrifice, follow the DepED trust and seriously mold the pupils in all aspects.

And then there’s an impending plan of DOH to stock condoms at the school clinic.

These totally ridiculous plans are a challenge to values educators in the Philippine basic education system.

When we teach children values, it runs counter to the DOH’s plan because this will encourage students to perform sex even when they are still minors.

It’s simply because of passion, love and dedication.

Teachers work out for their promotion step by step with all the trials and sacrifices.

To become a Head Teacher (Principal) is not an easy task.

There are so many challenging roles for the principal.

A school principal role is a complex mix leadership and face many challenges especially in their first year at school.

They are responsible for carrying out the school vision and mission. The school principal play integral roles in making the school function well.

The Principal who is amazing person,who will re-structure education to attract and retain

new talents. He or she build program with local partnership, develop school in service plans, work with individual teacher goals, hire personnel, conduct formal evaluation, insure that the induction system is operational, conduct meeting, keep order, work with boards and communities, maintain buildings, take care of the teachers with personal problems, be friend to all, write budgets ,oversee curriculum .There’s no such person at school that shoulder and embraced all these

challenges and responsibilities ,it’s the head teacher ( Principal).

Certainly fantastic head teacher and school do exist.

Yet the logical conclusion to everything so far points to the need, to make teaching into profession. Going into this position is like a ladder step by step in going up. The moral values of a person is the shield to overcome all the trials and obstacles that waylaid you to make your dream come true.

It causes the upturn or upwelling of warm water carrying silts, sediments and gases such as hydrogen sulfide, ammonia, sulphur and methane gas produced by the decomposing organic matter such as fish feeds.

Such situation results in the reduction of dissolved oxygen in the water, “forcing fishes to take in oxygen directly from the atmosphere and eventually die,” it said.

Last year, the municipal government of Lake Sebu recorded at least eight fish kills that destroyed around PHP1.4 million worth of tilapia. The major fish kill in the area was in 2014.

Exporters have expressed strong reluctance to the proposed law requiring mandatory environment insurance coverage (MEIC) for environmentally-critical businesses, saying this is costly and redundant.

Philippine Exporters Confederation, Inc. (PHILEXPORT) President Sergio Ortiz-Luis Jr. said making MEIC a requirement as stipulated under House Bill Nos. 3279 and 235 will just add another layer to the already burdensome documentary requirements in doing business in the country.

“This contradicts various procedural documentary streamlining efforts by the national government and LGUs (local government units) in making the Philippine business environment more attractive,” he said in a letter to House Committee on Ecology chairman Estrellita Suansing.

tee mechanisms to fund the needs for emergency response, clean-up or rehabilitation of areas that may be damaged during the program or project’s actual implementation.

“Big businesses are already covered by environmental insurance policies

as part of their good management practice. These policies, mostly covering all risks, are already costly,” he added.

Instead of the proposed laws, Ortiz-Luis pushed for the proper implementation of the EGF and to be “enhanced if necessary.”

PCHC clarifies the reminders in writing/handling of checks The Philippine Clearing House Corporation (PCHC) issued on 24 January 2017 a Memorandum to All Clearing Banks/lnstitutions clarifying the advisories previously issued with regard to the handling of checks under the new Check Image Clearing System or CICS. Memo Circular No. 3306 clarifies that the reminders stated in the Advisories are issued primarily for the

protection of the customers.

Non-conformity with the reminders should not be a reason for non-acceptance of the checks.

PCHC specifically states that checks which are folded or have staple holes should be accepted by banks as long as the image and the information on the check are still clearly visible upon unfolding or inspection.

Further, checks without the word “only” after

the amount written on the check, with empty spaces not ruled out, or information not written in darkcolored ink should not be reasons for non-acceptance by banks. No standard format on the date on the checks is required.
