3 HBs convert 3 city roads to natl roads

CAGAYAN de Oro City-Three House Bills (HB) have been approved for the conversion of the three city roads here to national roads in order to secure national funding for its development, a lawmaker said Friday.

‘Bush fires’ alarm city residents, fire officials

CAGAYAN de Oro City--Simultaneous bush fires occurred in this port capital Thursday last week, prompting local fire officials to warn residents to take precautionary measures.

City Fire Marshall Rommel Villafuerte made the disclosure as firefighters battled to contain a fire that gobbled up three

houses in the village of Kauswagan here last Friday.

He said that witnesses pointed to children who were reportedly “playing lighters” as the possible cause of the fire as one of the children reportedly lit a house furniture.

El Niño damage to Davao rice, corn farms reaches P247 million DAVAO City––The extreme heat associated with El Niño continues to wreck havoc on the agricultural lands in Davao region, resulting in huge damage on rice and corn production areas amounting to P247 million.

The situation could even worsen especially in March with already high temperatures from 35 to 37 degrees the past days based on the Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) advisories.

The total damage of rice areas is valued at P107 million while damage on corn fields is valued at P140 million. She explained that damage to corn production areas is bigger than rice because corn relies more on rain especially during reproductive stage.

Among the areas that experienced rainshower were Malungon, Lake Sebu in Sarangani Province, Kidapawan, Matalam in North Cotabato, Columbio in Sultan Kudarat, Sulop, Sta. Maria, Basyawan Kiblawan and Jose Abad Santos in Davao del Sur and Upper Tampakan, Banga in South Cotabato and other parts of North Cotabato and Maguindanao.

On January 25, DA did not make a cloud seeding operation due to unfavorable weather condition. On January 28, another cloud seeding was planned for Davao del Sur but it was not feasible due to clear sky.

Ditarro said cloud seeding needs a towering cumulus cloud to induce rain using salt.

Aside from cloud seeding, DA-11 has also offered

training and assistance in the form seeds distribution.

Joedel Leliza, disaster risk reduction and management officer of DA-11, said DA has allotted P34 million from their regular and savings for El Niño mitigation and assistance program such as distribution of certified seeds, open surface for irrigation.

Leliza said this funding allocation does not include long-term program to build resilient agricultural farms or drought-tolerant production farms.

Intervention made by the Department of Agriculture to mitigate the effects of the El Nino phenomenon in the Davao Region since the start of the dry spell in October last year has reached P34,253,400.

Corruption is the campaign slogan THE midterm election in May this year is one that would go down in the books of the Philippine political history. The issue is not because of the controversy involving the disqualification of candidates, particularly in the presidential race. The issue would primarily focus on ‘corruption’ involving the elective public officials, both in the national and local level.

For instance, the issue of corruption in the national level has become an institution. It is also unfortunate that while the allegation of corrupt practices is rampant among those identified with the administration, the target of persecution is mostly identified with the political oppositions.

Call it “double standard” justice. And, that is what is actually happening inside the workings of the government. Thus, when a political opposition is convicted of charges -obviously politically motivated. Then, the political nincompoop would define it as “poetic justice.” In contrast, the convicted politician defines his conviction as “unfair and unjust.” What does one expect of a democratic government laced with aristocratic principles? Of course, under this condition, a follower is not corrupt while the opposition is certainly corrupt!

It is also unfortunate that the people hear nothing of value on the issue of corruption anymore.

elected public official has been convicted of corrupt practices, the public seems disinterested. No one could blame anyone when a corrupt official gains more followers in contrast to what is expected. These public officials are powerful that they could buy information to ser ve their vestiges.

They have the logistics that the loyalty of some members of the press is often compromised. Anyway, one could not blame the media for doing what they believed is right. After all, the media know that they are answerable only to their conscience. However, this is not the issue.

The issue is corruption and whether the public know about the corrupt practices of their elected officials. If the public is unaware of the corrupt practices of the public officials, what has the political opposition achieved?

Let us take a look in the local political arena. Did the public appreciate the issue of alleged corruption in the city government?

Did the public appreciate

the dismissal of City Mayor Oscar Moreno from public service? It is not a question whether the decision of the graft court (Ombudsman) is final or otherwise. It is a question of the credibility of the incumbent city administration at stake. Had the issue affected Moreno and his administration?

As far as the Cynosure is concerned, nothing of the above affected Moreno at all. It even appears that Moreno has succeeded in getting the sympathy of the undecided electorates to his side. It becomes obvious that Moreno has succeeded in eluding one of the horrible nightmares of his life.

Well, if Moreno is enjoying “poetic justice” as a free man, despite the allegation of corruption, blame it to the opposition.

Certainly, Moreno has succeeded in converting his weakness into a formidable strength. Moreno has demolished the citadel of the political opposition.

One remembers a lawmaker who once described that the most popular members of the House of Representatives are the opposition. The irony is that the opposition in the House of Representatives is popular that even the colleagues no longer listen to them anymore. Reason? It is because the opposition is only good in empty talks without taking concrete actions. Disaster preparedness is part of K-12 program THE Department of Education (DepEd) Division of Iloilo City said that disaster preparedness has been integrated in the basic education curriculum of the K to 12 program.

disaster risk reduction in the school curriculum to boost disaster resiliency in the country.

DAVAO City--The Philippine Eagle “Matatag”, a rehabilitated bird released over a year ago in Mt Apo (see http://www. philippineeaglefoundation. org/article/70/matatagdoing-well-in-the-wild) has moved away from its birth place into forests he has never flown to before.

Currently 13-kilometer north of his release area, Matatag is within unfamiliar grounds. He is also way beyond the territorial borders of the Obu Manuvu community in Barangay Carmen, Davao City who for over a year has watched over and kept the eagle safe.

Forty Indigenous forest guards, 26 males and 14 females, took turns tracking the bird as he explored the group’s ancient forests.

Through the elders’ consensus and a traditional ritual, Matatag was sanctified as the group’s Pusaka prior to his release. Pusaka is the Obu Manuvus practice of declaring inviolable those possessions, living or non-living, that are very valuable to the family. The word loosely translates to an “heirloom” or “heritage”.

As a Pusaka, protecting Matatag therefore became a village duty.

Thereafter, the Powasan (Forest Guards) roamed

the forests daily to look after Matatag with the aid of radio-telemetry. The eagle has a radio transmitter on his back, which can be detected by a receiving device (transceiver) even from a few kilometers away.

The guards also campaigned in villages and homes close to Matatag’s location so the eagle won’t get shot or killed. Along forest trails, they also remove native traps that might accidentally catch eagles on the ground hunting.

The e ag le was a ls o tagged with a miniature GPS satellite transmitter.

This gave PEF Biologists means to follow its movements from the Philippine Eagle Center via the internet. Satellite-generated locations are then relayed to PEF field staff and forest guards to aid in pinpointing the bird’s exact location.

This two-way eagle monitoring system (radio and satellite-based tracking) coupled with personalized information campaigns by Indigenous foot patrollers, kept Matatag out of danger.

As of the latest batch of satellite GPS fixes, Matatag is slowly moving away from the forest core towards the riverine forests of Marilog.

tions will meet him further downstream. But if he diverts and pushes northwest, he would reach the forests of North Cotabato.

Called the “dispersal” stage, this point is when eagles independent of parental care fly away from their natal sites and wander.

It begins at two years old, and ends when the already sexually mature bird pairs up and defends its own territory.

Researchers know very little about this particular episode in the eagle’s de-

velopment. By monitoring and studying eagle Matatag, the PEF is learning more about how a dispersing eagle behaves and moves across the landscape.

Although studying this part of Matatag’s development is very exciting, it is also giving his guardians anxiety bouts. With the bird far from its host community, it now becomes vulnerable.

Fortunately, the Unified Obu Manuvu Council of Davao City has a parallel conservation initiative that

can also protect Matatag.

Consisting of leaders and elders that represent the various villages of the tribe, the council is fast tracking ancestral domain-wide awareness so that many more Obu Manuvus north of Barangay Carmen embrace Matatag and all the resident Philippine Eagles as a protected kin.

At least 60 forest guards from various villages will be also trained, equipped and engaged, similar to how the Carmen guards were formed and deployed.

Doing so does not only protect Matatag, but also the rest of territorial eagles and other wildlife in habitats where Matatag would temporarily settle.

Matatag is currently playing an important role being a local ambassador for his wild kind. As he pushes on to new terrains, it seems he would leave a trail (corridor) of eagle and biodiversity-friendly villagers who have embraced conservation as a viable way to save biodiversity while also improving community well being.

The monitoring of Philippine Eagle Matatag is possible through the generous support of Boysen Philippines while EGIP Foundation provides livelihood support to the Carmen Obu Manvu Forest Guards. The Peregrine Fund and the Disney Wildlife Conservation Fund support the eagle satellite tracking project.

The USAID through the Phil-Am Fund supports biodiversity conservation by the Unified Obu Manuvu Council of Davao City.

Teaching techniques in the classroom

It is a role of teaching to provide understanding, clarity of lessons and overall learning. However, due to several distractions that has been brought about by advancing time, educating youngsters in this era is considered challenging.

Coming up with unique but easy tactics to make lessons effective is a basic responsibility of teachers.

These tactics or strategies must be modernized or upgraded as well, for its primary function is to cope up with the trends to make the discussion exciting and meeting the kind and levels of thinking among people in this era. Moreover, it

also motives to improve and transform each class hours to an exciting journey of knowledge exploration.

The following are examples of modernized teaching: Multimedia Presentation. This form uses applications inside a computer.

Example are slideshows, videos or movies and Microsoft PowerPoint presentation. MS PowerPoint is a computer applications that allows user to create, edit a virtual presentation.

Multimedia presentation is effective in classes because of its attractive viewing caused by effects, and audio that entice listeners to be

attentive in the class.

Internet Exploration.

There are a lot of students who already have gadgets.

Teachers can make use of this. For example is on reading comprehension.

He can provide sites that students would access and explore for more or less an hour. Thereafter, the teacher can conduct small group discussions before giving tests, to assess their understanding on the article, slides or movies they have gone through.

Small Group Discussion. This technique is all about dividing and grouping students to let them discuss on their own.

This could be done after a teacher introduced a topic and tackled it for a short

period of time. After it, the rest that has not tackled will be discussed by the students in a small group.

In this way, each idea could be heard and considered.

Small group discussions and similar delivery techniques are asset in developing the communication skills of students for each of the will be give time to express himself.

It is a fact that advancement of this generation is sometimes a source of student problems already.

Advancement could not be obviously stop. All education department and concerned individuals should do is modernize as well the tool in order to be effective enough in overcoming low student performance.

DAR and IFAD launch Project ConVERGE Cagayan de Oro -The Department of Agrarian Reform (DAR) and the International Fund for Agricultural Development (IFAD) jointly launched Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (Project ConVERGE) at a ceremony in Pryce Plaza Hotel on Thursday, January 21.

Among those who attended the activity were Undersecretary for Foreign Assisted and Special Projects Herman Ongkiko, DAR Central Office Project Management Service (DARCO-PMS) Director Maria Celerina Afable, DAR-X Regional Director Faisar Mambuay, DAR-IX Regional Director Felix Aguhob, DAR-Caraga Regional Director Julita Ragandang, IFAD Manager for Southeast Asia Benoit Thierry, and IFAD Country Program Director Yolando Arban.

In his opening message, DAR-X Regional Director Mambuay expressed his gratitude for the launch-

ing of the project and he gave thanks to IFAD for their support to agricultural productivity in achieving peace and development in the country.

Project ConVERGE is the 15th project of IFAD in the Philippines. Its goal is to contribute to the reduction of poverty incidence in 10 target provinces of Regions IX, X, and CARAGA through the promotion of sustainable livelihood activities based on key commodities, such as rice, rubber, coffee, cassava, and coco sugar that are deemed competitive in the areas. DARCO-PMS Director Afable presented the details of the project.

In his message, Thierry cited the importance of Project ConVERGE in the uplifting of farmers from poverty. He also said that the integration of the value chain is a key objective not only for the project, but also for the agricultural smallholders.

Thierry further said that the opening of the ASEAN Economic Com-

munity would be able to impact the small farmers by exporting their products within the region. He also emphasized the importance of organizing small farmers and encouraging them to join a bigger federation of farmers’ associations and cooperatives so that they can become competitive in the market.

DAR Undersecretary for Foreign Assisted and Special Projects Herman Ongkiko said, “ Project ConVERGE is a very innovative project because it’s scaling up what we have done in small ARCs with few barangays to a larger ARC cluster.” He also expressed his gratitude to IFAD for providing financial assistance for the project.

The project runs from 2015 to 2020 with a total project cost of PHP 2,284.93 million (where PHP 1,087.50 million comes from loan proceeds and PHP 1,197.43 million from the National Government through DAR and local government units (LGUs) and will be funded by IFAD. The project will co-implemented

Extortion seen in foiled bombing of bus terminal

COTABATO City--Extortion was behind the foiled bombing of a bus terminal in Shariff Aguak, Maguindanao last Thursday.

A group identifying itself as ISM and headed by a certain Abu Sabbab demanded PhP 2 million from Husky Bus Company, the lone bus company operating along the Cotabato-General Santos City highway, Carlo Manalo, head of the bus company’s terminal, said.

Manalo said he received a text message threatening to bomb one of their units two hours after a foiled bombing in the terminal in Shariff Aguak town.

Shariff Aguak is an hour’s drive from the main terminal here.

Manalo said the bomb carrier who left the bag in the terminal was a young passenger who decided to get off upon arrival at the terminal.

Concerned citizens alerted authorities about the abandoned bag, which, when checked by the Army’s Explovies Ordnance Disposal (EOD) team, contained explosives.

The EOD team responded immediately to defuse the bomb.

Col. Lito Sobejana, commander of the 601st Brigade said the EOD team found a 60mm mortar high explosives, one MK-2 type of hand grenade, 250 milligrams of gasoline, two blasting caps, a 9-volts battery and a cellphone.

“Our EOD experts were surprised to notice the cellphone connected to the explosives and blasting cap had several missed calls, which indicated there was indeed an attempt to explode it,” Sobejana said.

He said there may have been a failure in the connection or maybe it was assembled by amateurs.

He thanked those who alerted authorities about the bag, for averting a disaster.

Manalo said the bus company has been receiving extortion letters which they immediately report to the police for blotter.

He said the threats include planting bombs in their terminals.

According to Manalo, he will “just pray for those people who send intimidating messages.”

The bus company is now implementing stricter security measures and will soon install CCTV cameras in strategic areas of the newly-constructed terminal.
