DSWD eyes comprehensive approach to needs of IPs DAVAO CITY –- The Department of Social Welfare and Development Office (DSWD) is eyeing a comprehensive approach to address the needs the Indigenous Peoples (IP) and other residents of hardto-reach areas in Davao after the reported deaths

of 28 former “bakwits” (evacuees) due to various diseases.

DSWD Undersecretary for Mindanao Mae Fe Templa said the disease outbreak worried the IPs, thus, there is need for quick medical response and comprehensive approach to help the

communities.

Life in the city has taken toll on the health of the indigenous people, who have long stayed in Haran in Davao City after the confirmed deaths of 28 Manobos including 18 children due to water-borne diseases.

Although a second confirmatory test is still ongoing to determine the disease afflicting the IPs, Dr. Ruth Gamboa of the University of the Philippines (UP) said the medical cases were recorded in 14 sitios along the Talaingod Range in Talaingod town, Davao del

Norte.

The deaths were recorded in Sitios Nasilaban, Bugni, Sambolongan, Laslasakan, Bayabas, Bagang, Pongpong, Peroy, 39, Saus, and Nalubas.

HR groups: Reject death penalty revival

DAVAO CITY – A coalition of human rights groups, people’s organizations, and non-government organizations has called on congressmen to reject the revival of the death penalty in the country and urged the government to fix the justice system.

to listen to their conscience and follow principles and not the voice of the “supermajority” in the House that is allied to President Rodrigo R. Duterte.

“We are hopeful of our congressmen that they will stand against the death penalty. We will not turn a blind eye on the proposal to revive the capital punishment,” he said.

Moso maintained that capital punishment will not be a deterrent to crime and suggested that the government fix the judicial system instead, rid it of corrupt prosecutors, and uphold restorative justice.

He also expressed alarm over how Alvarez takes advantage of his position to make the representatives vote for the reinstitution of death penalty.

“We, the human rights advocates, are calling on the government to fix the justice system, for example,

expedite the dispensation of cases. (President Rodrigo) Duterte knows that prosecutors figure in anomalies.

That should be looked into and not the death penalty,” he said.

The coalition – composed of Task Force Detainees of the Philippines, Kilusan Para sa Kilusang Demokrasya, Partido Manggagawa, Sentro, and Freedom from Death Coalition – held a protest Monday to call on congressmen to reject such proposal.

“Death penalty is a violation of a person’s right to life which is ‘non-derogable’, that is, they cannot be suspended even in a state of emergency. Article 4(2) of the International Covenant on Civil Political Rights (ICCPR) provides that no derogation to right to life is permitted. Philippines is a signatory to the Universal Declaration of Human Rights (UDHR) and

has ratified ICCPR and is obliged to respect, protect and fulfill human rights,” the coalition said in a statement.

“Death penalty does not eliminate crime. When death penalty was implemented in 1994, crimes punishable by death persisted. As long as justice system fails to render fair and effective prosecution, occurrence of crime will continue and death penalty will not be a deterrent,” he said.

Moso also called on the Duterte administration to drop the campaign against drugs, which he said has resulted to extrajudicial killings.

“Even before, our coalition expresses concern over the killings. We are against extrajudicial killings. We are calling on the government to stop this and look into the drug cases,” he said.

Federalism prevents diaspora of rural folks to urban centers DAVAO CITY – A shift to federalism may prevent the diaspora of people from the rural areas into the urban centers like Metro Davao, an official of Davao City Planning and Development Office (CPDO) said.

CPDO head Ivan Cortez told MindaNews on Monday that the federal form of government will promote economic development in areas outside of the urban

centers and may prevent the rapid growth of population due to the increasing number of urban migrants in cities.

He said that the local government units (LGUs) will get a bigger budget share that can be allocated for growth and development programs.

“We want to spread the economic growth outside of Davao City. This will

always provide a good social impact to the city when we spread out the economic advancement to the entire Davao Region,” he said.

He said the non-exclusive and non-reclusive behavior of the city towards urban migrants will eventually put a strain to the development of the city with more social problems arising from overpopulation.

“If we will be very exclusive and reclusive in terms of our expertise, our best practices, time will come that the city will drown in terms of accommodating those who are migrating to the city,” he said.

Based on the June 6, 2016 report of the Philippine Statistics Authority (PSA) 11, the city’s population reached 1.633 million as of August 1, 2015, the highest among the region’s five provinces – Davao del Norte (1.016 million), Davao del Sur (633,000), Davao Occidental (316,000), Davao Oriental (559,000), Compostela Valley (736,000) – and one chartered city (Davao City).

The city also reported the highest annual population growth rate of 2.30 percent between 2010 and 2015, according to the PSA 11 report.

Last February 7, Allen Clark, a senior fellow at the East West Center Research Program, told Filipino journalists participating in the US-Philippines Relations Reporting Tour in Honolulu, Hawaii that most of cities in the Philippines lack an urban development policy that, when coupled with climate change, and explosive population growth, would result in disastrous impact on the economy and poor urban migrants during calamities.

“If you combine climate change and urbanization process and this increasingly marginalization of large group of people, future disasters are going to be much larger and much more severe than we’ve seen before,” he said.

Amend CLUP Cortez added that the CPDO is planning to lobby amendments in the 2013 Comprehensive Land-Use Plan (CLUP) by introducing more institutional areas in rural settlement areas (RSAs) in the city.

Institutional areas are intended for schools, banks, churches, government offices, and other purposes aside from commercial, he said.

“Not much attention was given to the institutional areas like places for churches, schools. They are not so integrated into our urban area,” he said.

“In downtown areas, the challenge is where will we put out institutional areas and also our need for parks and open spaces,” he said.

But Cortez said that the vacant spaces downtown must not be developed for commercial purposes.

“What we need to do now with our vacant spaces downtown is to reclassify these for other purposes other than commercial. The concern in the downtown area is that businessmen want this to be developed

We need churches, schools, and other institutions that will enhance and cultivate the culture of the people, and maximize their potentials, and this can only be done in institutional places for culture, arts, etc.,” he said.

“Hopefully, we can expect

more parks in the downtown areas. If we cannot have the parks, we can implement the re-greening of the city.

We can have vertical green spaces. If you have buildings with firewalls, maybe that firewall can be utilized for green space, or vertical gardens,” he said.

Cortez added that he is planning to require building owners to dedicate a wall for vertical green space.

Monetary Board Maintains Monetary Policy Settings At its meeting today, the Monetary Board decided to maintain the interest rate on the BSP’s overnight reverse repurchase (RRP) facility at 3.0 percent. The corresponding interest rates on the overnight lending and deposit facilities were also kept steady.

The reserve requirement ratios were likewise left unchanged.

The Monetary Board’s decision is based on its assessment of inflation dynamics and the risks to the inflation outlook over the policy horizon. While

inflation has risen due to the recent increases in food and oil prices, latest baseline forecasts continue to indicate that the future inflation path will remain within the target range of 3.0 percent ± 1 percentage point for 2017-2018.

Inflation expectations are also aligned with the inflation target over the policy horizon.

The Monetary Board further noted that the balance of risks surrounding the inflation outlook continues to be weighted toward the upside, given

Meanwhile, uncertainty over global growth prospects continues to pose a key downside risk to the inflation outlook. Their shanty is surrounded by several other houses made of light materials.

Janel Sayed, 37, a fisherfolk, sat on a bench while he gazed at the Island Garden

Sayed said he and other fishers would venture out into Davao Gulf between 5 p.m. and 7 p.m.

His friend, Davao-born Ghangy Jumadil, 47, who was resting under a tree before fishing, shared that her parents were originally from Zamboanga City before leaving for Davao due to armed conflict in the

1960s.

He said his mother was a housewife while his father worked at an abaca plantation in the city.

Jumadil and wife Zoraida, 37, along with their seven children, live in a stilt house that stands by the sea where they sometimes face threats of strong monsoon waves.

But a seawall has been built to give some sort of protection to several hundreds of houses from the waves.

“Delikado pud me diri og sunog (We are also at risk of fire),” he said.

Good sportsmanship is important not only as a practice of etiquette and respect in sports but also because it helps teach young people athletes’ good behavior that carries into the aspect of life.

These activities are all forms of social engagement that are guided by a set of behavioral rule.

What is sportsmanship?. It maybe defines as; playing fair, following rules of the game, respecting judgment of referees or officials and treating opponents with respect. Athletes who display poor sportsmanship, including cheating, attempting sabotage other

team, losing temper and other misconduct while performing breaks the rule of sportsmanship.

Sportsmanship is also important in order to make the experience of play more pleasant for everyone involved. Some people defines sportsmanship as the the“ GOLDEN RULE” of sports, but sportsmanship isn’t just reserved for the people in the field, cheerleaders , fans and parents also need to be aware they behave during competition. Sportsmanship is a style and attitude and it can have a positive influence on everyone around you.

SEX EDUCATION, Whose Job is it?

News reports and statistics shows that sexual promiscuity - whether it be teenage pregnancies, prostitution, child abuse, rape, venereal diseases, epidemic proportions has been a serious problem in our society.

Sexual abuse and misuse have existed for centuries.

But today, sexually- related problems are multiplying with intensity. The number of illegitimate births has increased drastically, and sexually transmitted diseases are infecting not only adults but young teen-agers as well, not to mention the unprecedented rate of abortion, death & rape cases, pornographic materials, broken families, etc.

As a guidance counselor , teacher and Family and Life worker , I consider myself as sex education enthusiast, I conducted series of Christian Sex Education Sessions/seminars specially

to the youth. I found out that the background of students with problem is anchored on family background. Thus primarily, sex education is part of the role of the parents as guardians and caretakers of the gift of a child. Pope John Paul II encyclical Familiaris Consortio, states” that parents is called to give their children a clear and delicate sex education, one that is “truly and fully personal”.

The manual on Sex Talk with kids and Teens of Marlon Castillo Ramirez 2000 states that “the family is the school of richest humanity”.

It is the best environment to accomplish the obligation of securing a gradual education in sexual life. Parents are best suited to be the primary educators of their children.

Their loving relationship with their offspring is singular and irreplaceable and therefore cannot be delegated to others or usurped by others.

City Tourism Officer Arlene Llamada credits the increase of tourist arrivals to infrastructure projects like new roads which made the destinations like Dahican very accessible.

Alaska Jr. NBA camp nets 12 finalists from CDO Story by MARK FRANCISCO PHOTOS SUPPLIED

A total of 12 boys and girls from Cagayan de Oro were among the selected finalists for the Alaska Jr. NBA Philippines pool.

The seven boys were identified as Jezreel Aton, Khen Caduyac, Stephen Jebson Garcia, John Anthony Melgazo, Jerald Orestes, Geo Ramos and Maverick John Vieto. The girls were identified as Louise Veronica Agad, Ella Rae Amulato, Pauline Angelique Valle, September Star Padla and Giordana Tagarda.

“These kids in Cagayan de Oro listen extremely well and play hard,” commented Jr. NBA coach Craig Brown.

“If they continue to work on the fundamentals that we worked on here over the last two days and really stay committed, I think the sky is the limit for these young people.”

Jr. NBA Philippines 2017’s next stop will be Lucena (February 25 to 26).

Alaska’s partnership with NBA Philippines is in line with the company’s commitment to promoting sports and outdoor play in the country.

Smart brings Tropang Ready to CDO

Smart’s TNT in cooperation with the Philippine Red Cross brought the Tropang Ready disaster preparedness caravan last February 13 at USTP Gym in Cagayan de Oro City.

There were a parachord making demonstration, discussions and workshps by emergency risk reduction

and management experts both from the government and the private sectors as well as interactive games and booths to further enhance the interest of the participants.
