Sultan Camamara III chosen new Prime Sultan of Region XI KAGAN Sultan Abdul Mawla Camamara III of Davao City was chosen, through a consensus by reigning sultans in Davao Region, as the Prime Sultan (equivalent to king or president) of the Sultanate of Region XI. The other sultans reigning in the provinces of Region XI were present during the historic selection process held on Saturday, at Grand Menseng Hotel, Davao City.

Notable and regally prominent were Sultan Comara Manuel, Sultan Baser Bago-Dawami and Sultan Racman Maug.

Eco overdrive to create enough jobs

DAVAO CITY -- With the Philippines “nearing its demographic sweet spot,” the government needs to sustain its economic overdrive to create enough jobs for the ever-increasing ranks of young Filipinos joining the work force, Finance Secretary Carlos Dominguez III said.

Dominguez said under the Duterte administration, the government is spending big not only on infrastructure and social protection for the poorest families, but also on education, health and skills training in order to prime the country’s youth for the challenges of a globally competitive job environment.

Davao-GenSan-Bitung service ready for launch

AGRICULTURAL products will be among the first batches of cargoes to be transported on the new shipping route to be launched in April between the Philippines and Indonesia.

Identified by the private sector in Mindanao for initial shipping to Indonesia include animal feeds, fertilizers, construction materials, ice cream, poultry (halal), fresh fruits, and synthetics, the Department of Trade and Industry (DTI) said in a statement.

The list of goods to be imported from Indonesia, on the other hand, include matured coconut, copra, corn, feed ingredients, lumber, cement, high-value crops, vegetables, meat, peanuts, aqua products, charcoal, soya, coffee beans, and sugar.

A roll-on/roll-off (RoRo) ferry service will begin plying the Davao City-General Santos-Bitung (Indonesia) route on April 28, 2017.

“These developments in the sub-region complement the ongoing regional efforts towards realizing the ASEAN Economic Community 2025. Davao cacao producers Importers facing delisting, gun for Best Cacao suspension recognition in Paris lineup bared DAVAO CITY -- Producers of cacao beans in Davao will compete for the first time to have the best and finest cacao beans in the world in Paris, France this year.

Cacao Industr y Development Association of Mindanao, Inc. (CIDAMi) executive director Valenten Turtur announced this during a forum at Habi at Kape in Abreeza Ayala Mall.

The awarding for such recognition will be held during the Salon du Chocolat at the Porte de Versailles in Paris, France, from October 28 to November 1, 2017.

Turtur said the competition would also open opportunity for Davao cacao producers to expand their markets especially if they clinch the title as having the Best Cacao Beans in the World it will open up to more markets around the globe.

As one of the competitors, Turtur said they will be sending cacao beans to Paris where it will be graded and ranked from among 50 contenders throughout the

world based on the quality of the beans.

They are now in the process of collecting fermented beans in five areas of the region for calibration and testing, he said.

The fermented beans collected from the Puentespina Farm, Kennemer Foods, Tsokolate de San Isidro, the farm in Compostela Valley Province and in Davao del Sur of five kilos per area are handled by the Philippine Industry Council.

The cacao beans will be subjected to laboratory testing and the selected beans will be submitted to the search committee in Paris, France as entry to the competition.

Turtur said winning this prestigious award makes Davao beans popular internationally and entitles them to become a preferred product of chocolate makers in the world.

Also, he said they are working hard on producing quality seeds although the country is still lacking in the volume of production.

In 2016, only 12,000 met-

ric tons were produced in Davao Region as against its 11,000 metric tons produced in 2015. Total country’s production was at 36,000 metric tons.

“The world demand is huge at one billion metric tons,” he said.

Turtur admitted that their production was low but their target in 2022 could level up to 100,000 metric tons. This would need expanding cacao farms, he said.

He said more areas need to be planted even as he said that the government’s program on seedling distribution must be accompanied with techno briefing on how to propagate cacao.

“The distribution of seedlings must at all times be accompanied with inputs on the proper way of propagating the cacao to ensure that on the second year, it will already start bearing fruits,” he said.

Turtur said Davao cacao beans are slowly being recognized by chocolate makers in the US, Europe and in Asia. (PNA)

Health Secretary Dr. Paulyn Ubial said giving up smoking could well be the greatest way smokers could prove their undying love to their partners.

“Quitting the habit is the best Valentine’s Day gift for your loved one,” Ubial said as she reminded of the deadly effects of smoking -– heart attack, stroke and cancer, to name a few.

On the other hand, she

said, non-smokers could give their loved ones some encouraging words to motivate them to quit smoking.

For those who plan to overindulge their loved ones’ fondness for sweets, the health chief said they could instead send a love song, a love poem or a love letter as this would one day bring back pleasant memories.

But if chocolates are a must, choose dark chocolate, with a 60 percent to 70 percent cocoa content and moderate amounts of sugar in it, said Ubial.

Dark chocolate is rich in antioxidants and flavonoids that lower the risk of

cardiovascular diseases, she said, cautioning however that about 1 oz. or 30 grams a day would do.

She further recommended a candlelight dinner at home, featuring a homecooked healthy meal -- with the main course revolving around tuna, milkfish and salmon and dessert consisting of fresh fruits -- rather than an expensive dinner in a restaurant. But if reservations have been made, then couples could opt to reduce their fat intake by sharing a meal, with each getting only half a portion of the meal.

The Philippine Bureau of Customs (BOC) has updated its list of importers and customs brokers that are under investigation, have show cause orders, or are prohibited from reactivating their accreditation following government seizure of their shipments.

As of January 27, BOC has listed 13 importers whose accreditations are scheduled for suspension in February. They are Imax Harbor International Trading Corp., Aldelgoy Trading, Bgc Primahora Enterprise, Coco Technologies Corp., Empresario Trading, Eurofoods Philippines, Inc., Grandeur International Motorcycle Ltd., Inc., Global Four International Trading, Inc., Kim-Kerr Enterprises Corp., Ramado Trading, Richco Marketing, Unidravo Commercial Corp., and U-bix Corp. These importers have had their shipments seized or forfeited at the Port of Manila and have supposedly violated custom rules and law.

A total of 25 importers and six customs brokers, meanwhile, were issued show cause orders and asked to provide BOC with a satisfactory explanation as to why their accreditation should not be suspended.

These importers and customs brokers allegedly violated customs rules and laws, and also have governmentseized shipments.

BOC also listed 23 importers and 40 customs brokers who are prohibited from reactivating their expired accreditation due to their unsatisfactory explanation relating to their warrant of seizure and detention (WSD) issuances.

BOC Public Information and Assistance Division chief Rey Santos, in a text message to PortCalls, said the prohibition is only until the companies can submit an explanation that satisfies BOC’s Accounts management Office (AMO), which oversees the accreditation of importers and customs See suspension, page A6

DTI-Davao setting up more Negosyo Centers DAVAO CITY -- The Department of Trade and Industry (DTI) will set up 14 new Negosyo Centers (NCs) in different provinces and cities in the Davao Region after last year’s success.

DTI-11 regional director Maria Belenda Ambi said they had successfully established 15 NCs last year, surpassing their target of 14 for 2016.

Given this accomplishment, Ambi credited their success to the strong support of the local government

units and the private sector.

Ambi said they saw the importance of the centers as clients started to come to the Centers for technical assistance and accessed the services like training that helped them improve their businesses.

She said the Negosyo Center is a one-stop shop for services intended to support existing and start–up small businesses like business registration assistance; business advisory; and, business information and

advocacy.

Ambi reported that last year, the NCs were able to serve 39,804 clients, conducted 477 training programs with total participants of 16,863.

On the other hand, Ambi announced that they will be upscaling the Mentor Me (Mentor Micro Enterprises) program in all the provinces in Region XI. Last year, the DTI piloted the Mentor Me program in selected cities in the country namely, Baguio, Cagayan de

Oro, Cebu, Davao, General Santos, Iloilo, Tacloban, and Zamboanga.

It is an 11-week mentorship program that assisted micro-entrepreneurs move up to the next level with improved operational systems and business skills.

Ambi said the participants need to meet some criteria to become the recipient of the program.

Davao Oriental holds caravan in village LUPON, DAVAO ORIENTAL – Governor Nelson Dayanghirang overwhelms at least three thousand villagers in this town with practically all kinds of government services as he brought along with him personnel from all government agencies to render much-needed services for the highly-impoverished farming communities in the province.

The latest recipient of the governor’s flagship program, Nagkakaisang LingkodBayan ng Davao Oriental Barangay Outreach Caravan, is the farming village of Don Mariano Marcos. “What an overwhelming services from the government.

This is the first time our village was overwhelmed with so much services from the government. Every one of us here is so happy. We are just poor farmers, and the government makes us feel special with these overwhelming services,” says 71-year-old farmer Mariano Jose.

Pooling resources of various agencies and offices, the fourth outreach caravan held on February 7, 2017 has benefitted at least 3,000

residents in Barangay Don Mariano Marcos in Lupon town. Marianita Iwican, 30, a resident of Sitio San Jose, said she was “extremely happy” with the conduct of the outreach caravan as this was the first time that it happened in their village.

“It saved us time and money as we don’t have to travel to the city just to avail of these free services,” says Iwican who had her son undergo a medical checkup and availed free medicines, school supplies, and food packs. Villagers say the sight of hundreds of government personnel arriving to their hinterland village to deliver different kinds of free services is “heart-warming” that “brings us closer to the government”, noting that their village, being a Geographically Isolated and Disadvantaged Area, has long been vulnerable to a long-running Communist insurgency.

Twenty-two national government agencies and provincial government offices have participated in the latest conduct of outreach caravan, bringing with them various services ranging from free medical check-

ups and dental services, distribution of food packs and school supplies, legal consultations, provision of seedlings, and conduct of lectures on various government programs, disaster preparedness and climate change, among many others.

Various sub-projects were also turned over to the barangay, including a Double-Barrel Box Culvert from the Department of Social Welfare and Development under its KapitBisig Laban sa Kahirapan Program- Comprehensive and Integrated Delivery of Social Service. The Department of Environment and Natural Resources has turned over a small water impounding system providing villagers sufficient access to water.

In support to agriculture, the Department of Agriculture turned over to farmer beneficiaries some 1,000 coffee seedlings, 1,000 cacao seedlings, 100 packs of vegetable seeds, 20 kilos of peanut seeds, and 10 kilos mongo seeds. The Provincial Agriculture Office through the DA also turned over some 20,000 cacao seedlings, 100 bags of corn seeds, and 200 packs of vegetable seeds.

The Philippine Coconut Authority turned over 60 bags of salt fertilizers.

Since December 2016, the outreach caravan has already benefitted at least 11,000 residents, including those in the village of Don Mariano Marcos.

The Philippine Army, who serves as one of the main partners in the implementation of the Outreach Caravan, says their forces will continue to serve as a bridge to communicate the people’s needs to the government.

Newly installed Brigade Commander of the 701st Brigade of the Philippine Army, Col. Reuben Basiao, said the caravan manifests the genuine desire of the government to promote peace in the communities.

Basiao said, however, that peace is a ‘two-way effort’ as it needs complementation of efforts between the government and the people.

“For us to attain a sustainable peace and security, the Philippine Army urge the people to cooperate with the authorities, not only with the military but also the police,” he said.

P126-M tilapia destroyed in Lake Sebu fish kill; state of calamity declared

GENERAL SANTOS CITY -- Officials of Lake Sebu town in South Cotabato have placed the entire area under the state of calamity due to a recent massive fish kill that destroyed around P126 million worth of tilapia.

Roberto Bagong, action officer of the Lake Sebu Municipal Disaster Risk Reduction and Management Office, said Thursday the municipal council issued the calamity declaration in a session on Wednesday.

He said the move was based on a recommendation from their office and the MDRRM Council headed

by Mayor Antonio Fungan.

But he said the council has set conditions that they need to accomplish in line with the declaration, among them the immediate submission of some documentary requirements.

Three barangays -- Poblacion, Takonel and Bacdulong -- were earlier placed under the state of calamity due to the impact of the fish kill from January 27 to February 4.

The fish kill, which is considered the worst in Lake Sebu so far, destroyed around 1.4 million tonnes of tilapia from 4,944 fish cages owned by 464 operators.

Bagong said that based on their latest assessment, the estimated damage value has reached over P126 million. The average farm-gate price for tilapia in Lake Sebu is at P90 per kilo.

As next move following the calamity declaration, the official said they will convene the town’s fish cage operators and other

stakeholders on Monday next week for a dialogue and consultation.

He said they will introduce to local fishing stakeholders various recommendations made by the Bureau of Fisheries and Aquatic Resources (BFAR) and the provincial government of South Cotabato to help address the recurrent fish kills at the lake.

These include the enforcement of the 10 percent limit of the lake’s area for aquaculture development as set in Republic Act 8850 or the Philippine Fishery Code of 1998.

Around 20 percent of the 354-hectare lake are presently occupied by fish cages or way higher than its carrying capacity.

“They also recommended the setting of a regular closed season for fishing and a moratorium of two to five years for fish cage operations,” he said.

On the part of the municipal government, he said they will push for the immediate cleanup of water hyacinths or water lilies in parts of the 354-hectare lake.

Bagong said they will also forge memorandum of agreements with fish cage operators for the conduct of regular cleanup in areas that they occupy.

He said they will tap the participation of the barangays in the cleanup activities to ensure that they would be sustained.

THE National Career Assessment Examination is an aptitude test geared toward providing information through test results for self assessment, career awareness and career guidance of junior high school students of the K-12 basic education program.

There are lots to be determined in the NCAE. First, it is an assessment of the individual’s scientific abilities and skills to adopt scientific methods, procedures and processes constructing knowledge and solving, experimental or real life problems. One who has high scientific ability has greater probability to excel in academic programs that work mostly on scientific methodologies (e.g. medicine). Those with average scientific abilities can be successful

in the field of chemistry, physics, zoology, botany, biology and other courses related to medicine.

Another field tested in the NCAE is reading comprehension. This measures the ability to understand what has been stated directly to analyze, interpret and criticize what has been to read, to recognize reasonable application of principles or opinions expressed by the author. A student with high reading comprehension has the potential to make sound inferences, syntheses, generalizations or conclusions on what he/she read.

There are more fields intended for NCAE such as verbal ability, mathematical ability, clerical ability, manipulative skills and so on.

Food insecurity has been associated with diverse developmental consequences for Filipino children primarily from cross-sectional studies. We used longitudinal data to investigate how food insecurity over time related to changes in reading and mathematics test performance, and social skills in children. Data were from the E arly Childhood Longitudinal Study-Kindergarten Cohort, a prospective

sample of representative children entering kindergarten in 1998 and followed through 3rd grade.

Food insecurity was measured by parent interview using a modification of the module in which households were classified as food insecure if they reported affirmative response in the past year.

Households were grouped into 4 categories based on the temporal occurrence of food insecurity in kindergarten and 3rd

grade.

Children’s academic performance, height, and weight were assessed directly. Children’s social skills were reported by teachers. Analyses examined the effects of modified food insecurity on changes in child outcomes using lagged, dy nam i c , and d i f fe rence (i.e., fixed-effects) models and controlling for child and household contextual variables.

In lagged models, food insecurity was predictive of poor developmental trajectories in children before controlling for

other variables. Food insecurity thus serves as an important marker for identifying children who fare worse in terms of subsequent development. In all models with controls, food insecurity was associated with outcomes, and associations differed by gender.

This study provides the strongest empirical evidence to date that food insecurity is linked to specific developmental consequences for children and that these consequences may be both nutritional and no nutritional.

SPORTS FACILITIES AND EQUIPMENT: A BREAKTHROUGH TO SNES PUPILS

School develop the whole being of pupils/ school children, their talents, abilities and capabilities. Being sports minded is one the facets each school envisions to develop among the pupils.

The San Nicolas Elementary School was able to put up three sports facilities complete with equipment like the basketball court, volleyball court and a badminton court in the year 2016 through the very generous hearts of the benefactors as the unending support of the teaching staff. The pupils were very fortunate to have these facilities to enjoy and develop their athletic abilities.

The purpose of these facilities is mainly for the use of the pupils. It is hoped that the pupils will develop more love for sports rather than engaging in some dangerous/ undesirable acts like bullying and gang quarrels. These facilities were used by the pupils during their P.E classes and other school activities. Teachers also use these facilities; and also the community during weekends. It is hoped that through these facilities, the youth would give importance to sports to make their lives better.

Kudos and thank you to the benefactors and teachers! Hope to have more facilities in the coming years.

Dominguez stressed the urgency for government to improve the job-related skills of young Filipinos because our ever-expanding labor force is one comparative advantage that can make the Philippines catch up with its more vibrant Southeast Asian neighbors and best compete with them for foreign investments.

“Investment-led growth creates meaningful employment. It draws our younger workers into jobs that require globally competitive skills. It allows us to optimize assets that are scarce such as land.

It draws us to our advantages such as a young labor force capable of learning and doing new things,” Dominguez said.

“Our population is nearing a demographic ‘sweet spot’ where millions of young Filipinos will be joining the workforce. We need to train them in the high skills required for a 21st century economy,” he said.

Dominguez said that to fulfill President Duterte’s pledge of sustaining high growth and making it truly inclusive, especially for those at society’s fringes, the government must spearhead efforts to make growth investment-led rather than consumption-led.

The Duterte administration’s unmatched spending on these three areas--infrastructure, human capital development and social protection—would help realize its inclusive-growth agenda and reduce the rate of poverty incidence from the current 22 percent to 14 percent by 2022.

“To produce investmentled growth, however, we need to rapidly upgrade our infra-

structure. After many years, of spending less than our neighbors for quality infra, we now face a huge backlog that this administration aspires to close in the medium term,” Dominguez said.

But to achieve that, “the government must be armed with ample revenues to do a groundbreaking public investments program. This is where the Finance Department comes in and where its role becomes absolutely critical,” he added.

Dominguez said that to collect enough revenues needed for this unprecedented public investments program, the government must institute reforms not only in tax administration but in tax policy as well, which is why it is vigorously pushing the swift approval of a Comprehensive Tax Reform Program (CTRP) in the Congress.

The first package under the CTRP fulfills President Duterte’s campaign pledge to cut personal income tax rates, Dominguez said. “We are going to do that not only because it was a campaign promise but, more important, because it makes good economic sense.”

The succeeding package under the CTRP aims to lower corporate income tax rates, he said.

“We cannot hope to attract investment flows into our economy if our tax rates are substantially higher than in neighboring economies.

We seek to bring income taxes from the top rate of 32 percent to a more reasonable 25 percent,” he said.

But the reductions in income taxes should also be accompanied by a corresponding set of revenue compensating measures, which, under the new bill now pending in the Congress, seeks to adjust the excise taxes on fuel and automobiles and expand the Value Added Tax (VAT) base, while retaining the exemptions enjoyed by seniors and persons with disabilities, among other measures, Dominguez said.

“Apart from removing a disincentive to investment, lower income tax rates reduce the incentive to evade taxation. Combined with a program to overhaul our tax system to make it simpler for the taxpayers to comply,

we hope to broaden the tax base. It is difficult to imagine that an economy as complex and as dynamic as ours has a large taxpayer base of less than 3,000 individuals and companies,” Dominguez said.

He said “those resisting the tax reform package argue that the government should just focus on implementing reforms in tax administration to improve the collection efficiency of its revenue agencies. But the reforms put in place in the Bureaus of Internal Revenue (BIR) and of Customs (BOC) are already yielding over 97 percent of their respective targeted collections.”

Even if the BIR and BOC accomplish 100 percent of their targets, these would still not be enough to fund the government’s public investments program, which for infrastructure alone would require, according to budget department estimates, between P8 trillion and P9 trillion over the medium term, he said.

Moreover, Dominguez noted that the Philippines’ tax effort continues to remain one of the lowest in the region.

“This reflects in the low investment rate that is due to small public investments as much as it is due to chronically low savings rates. While we are seeking to grow our capital market, broaden the reach of our banking system to reach the 86 percent of Filipinos who remain unbanked, public investments must be raised. The infra gap raises costs all around and prevents our economy from being fully competitive. That further compounds the poor investment rate,” he said.

Dominguez pointed out, though, that as one of Asia’s fastest-growing economies, the Philippines is poised to bring in more private investments, especially with an inflation rate that has remained benign and an investment-grade credit rating that has kept the cost of money low.

“The only uncertainty on the horizon is the direction the Trump administration will take the US economy on. Many fear a sharp rise in protectionism should Trump translate his rhetoric to actual trade policies,” Dominguez noted. “The rise in protec-

tionism should sharpen the chances of populist parties in winning key European elections happening this year.”

Protectionist policies, Dominguez pointed out, “will dampen trade and probably have an adverse impact on our BPO (business process outsourcing) sector, our economy’s second highest dollar-earner.

But Dominguez added that fortunately for our country, the initial dividend from President Duterte’s foreign policy rebalancing, particularly the almost P1 trillion in loans and grants from China and Japan alone, will enable the economy to weather whatever market uncertainties arise from the protectionist policies of the Trump presidency.

“The President is due to visit Russia this year and that should further encourage stronger trade and investment ties and open new markets.

All these gains should more than offset whatever protectionist policies the Trump administration might decide to institute,” Dominguez said.
