GENERAL SANTOS CITY -- Local government leaders from different parts of Mindanao will gather in Sultan Kudarat this week to discuss pressing issues on peace and order affecting their communities.

Sultan Kudarat Gov. Sultan Pax Mangudadatu said Friday more than 100 local officials composed of governors, mayors, provincial board members and town councilors are expected to

join the gathering in Isulan town on Feb. 15.

The governor, who chairs the Regional Peace and Order Council (RPOC) of Region 12, initiated the convening of the Mindanao leaders.

Among those who signified to attend the meeting are RPOC chairs and leaders of Mindanao Sultanates.

P555-M irrigation projects readied for DavNor in 2017 TAGUM CITY, Davao del Norte -- Some P555 million of irrigation projects will be implemented by the National Irrigation Administration in Davao del Norte for 2017.

Larry Franada, Operations and Maintenance Chief of NIA-Davao del Norte, bared that with the help of the two representatives of the province in the Congress, Speaker Pantaleon Alvarez and Cong.

Antonio Floirendo Jr., their budget grew from around PhP 200-million to PhP 555-million.

Franada said that the fund is allocated in the construction, rehabilitation and repair of irrigation facilities in the five existing irrigation systems in the province.

He identified the system as Saug River, Libuganon Left, Libuganon Right, Kipaliku and Lasang River

irrigation systems.

Franada also disclosed that around PhP 13-million worth of irrigation facilities were damaged during the recent flood in the province.

He also noted that not only natural disaster are destroying the irrigation facilities but also the malpractices of the farmers.

P134.23-B budget for Davao’s programs, projects endorsed DAVAO CITY -– The Expanded Executive Committee of the Regional Development Council in Davao region (RDC-11) endorsed the PHP 134.23-billion budget for fiscal year 2018 for proposed programs and projects in the region.

The National Economic Development Authority in Region 11 (NEDA-11) announced Friday that the total amount will fund proposed 2018 program, activities and projects (PAPs) of 37 Agency Regional Offices (AROs), State Universities and Colleges (SUCs) and selected Government-owned and Controlled Corpora-

tions (GOCCs) in the Davao area.

NEDA 11 Director Ma. Lourdes Lim revealed that the proposed amount is 20 percent higher than the previous year’s endorsed by RDC 11.

“The annual budget preparation and review exercise has been institutionalized by the Council as a continuing effort to strengthen the links across development planning, investment programming and budgeting processes,” said Lim, who is also the acting chair of RDC 11.

She added that the National Budget Memorandum

No. 127, released on December 28, 2016, signed by Secretary Benjamin Diokno, signaled the start of the first budgeting exercise under the administration of President Rodrigo Duterte.

Lim also emphasized that programs, activities, and projects (PAPs) for FY 2018 shall support the development objectives of the Davao Region Development Program (DRDP), 2017-2022.

The DRDP is anchored on President R o dr igo Duterte’s 0+10 Point socioeconomic agenda and the ”AmBisyon Natin 2040” or the country’s Long Term

Vision for 2040.

She added that PAPs prepared by various agencies for 2018 are ready for implementation particularly the projects on infrastructures.

Infrastructure has the biggest allocation in the 2018 proposal with PHP 63.4 billion.

The social sector in the region will have PHP 63.02 billion for 2018 while the economic and development administration sectors will have PHP 4.92 billion and PHP 2.9 billion, respectively.

One source of

self-efficacy is the mastery experience. It occurs when a child evaluates her/his competence after learning and believes the effort is successful .Self- confidence and willingness and to make more challenging task increased because of mastery experiences and social experiences play a powerful role in the development of self-efficacy.

Why Kids Drop Out of School

Teens drop out of school for so many reasons and the reason to drop out is rarely spur of the moment. Kids usually drop out school following long process of disengagement and academic struggle.

May teens says, they’re bored and frustrated with classes which seems not relevant to their life. Kids who do not have high school diploma will have a harder time finding job and will earn much less when they do find one.

Struggling in school and falling classes maybe one reason of teens drop out.

In short, academic struggles and failures, always absent in class without valid reason (absenteeism)

is one predictor to dropping out. This scenario is very common and it happens in our kids life.

Kids having a hard time to understand their lessons during class hour lost interest in going to school.

Teens pregnancy, family problems and financial difficulties are all contributing factors that distract a student from schoolwork and make keeping up more challenging. Poverty and unattended kids at home by their parents due to lack of education are usually the cause of kids drop out of school and they look for love and care to other people whom they are always with.

The pupils were very fortunate to have these facilities to enjoy and develop their athletic abilities.

FINANCIAL literacy is the ability to understand how money works in the world – how someone manages to earn or to make it, how that person manages it, how he/she invests it (turn it into more) and how that person donates it to help others. More specifically, it refers to the set of skills and knowledge that allows an individual to make informed and effective decisions with all

of their financial resources.

Raising interest in personal finance is now a focus of state-run programs in countries including Australia, Canada, Japan, the United States and the UK. The OECD started an intergovernmental project in 2003 with the objective of providing ways to improve financial education and literacy standards through the development of common financial literacy principles.

In March 2008, the OECD launched the International Gateway for Financial Ed-

ucation which aims to serve as a clearinghouse for financial education programs, information and research worldwide.

The US government also established its Financial Literacy and Education Commission in 2003.

In Australia, 67 percent of the people understand what compound interest is. It is encouraging that the few financial education programs which have been evaluated have been found to be reasonably effective.

Ineffective communication between parents and teachers can be a major obstacles when trying to solve problem with students but fortunately it can be improved. Often time the teachers’ judge the parents based on students language, hygiene, dress and social skills because of the saying which is true that “education begins at home”. Parents judge teachers too-based on comments from their children. Sometimes children accuse teacher of being unfair, picking on them, being prejudice.

So parents and teachers judge each other and the source of their judgment are kids. Often with vested interest. Good kids want that their parents and teachers to like

each other but the troubled students want the opposite.

This is dysfunction of communication.

S e c on d probl e m i s dumping. When ineffective, frustrated or angry teacher call parents about their children and tend to dump the problem in their parents lap. They tell what offense the child committed and asking the parent to fix the child. Likewise the parent dumping on teachers also the same problem.

When parents and teachers blame each other and make unreasonable demands, the one in school who suffers the most is the child for blame creates no winner and lots of loses.

the same goals and therein lies the remedy for these problems. Both want the best for students. There is a better place for teacher and parents to build a relationship of their own and talk directly to each other of what problem arise in the classroom.

Teacher can inform parents of things happening in school. Finally, stop dumping and blaming both side to have a better relationship. Parents and teachers would work together as partner and become a team not adversaries.

Registration to RCM can be done in two ways: via internet or through manual input by the extension workers.

Via internet, an extension worker can use a smartphone or a tablet to navigate the RCM web tool which will automatically store the rice farmer’s information.

In some cases when internet is not available, ex-

tension workers could use printed-out questionnaires during the interview with the rice farmers and will have to manually encode it back in their respective offices where the web tool can be accessed through the internet.

During the interview, the farmers are asked whether they would like the tailoredfit recommendation of their field on hardcopy or via text messages which ideally are given or sent a week before

the first application of fertilizer.

Charles Lahti exhibit opens at CU Museum of Three Cultures

NEW York-based artist Charles Lahti has a total of 22 works on exhibit until March 2 this year at Capitol University Museum of Three Cultures. All these paintings are in acrylic on wood, acrylic on canvas, ink on paper and acrylic on linen.

Lahti has been a creative force within New York’s art community for more than three decades. He first studied with renowned abstract expressionist Mary Abbott in Minnesota then relocated to New York in 1977 to pursue a career in the visual arts acting first as a printer at Styria studios.

From there, he went on to work with some of the giants of postwar American art including Andy Warhol.

Throughout his career, Lahti has emphasized and gravitated towards collaboration and experimentation.

Always captivated by the

nexus of art and community, he was at the forefront of a number of nascent creative media including performance, graffiti and multimedia art. His studios, first on the Lower East Side and then in Bushwick, have long been centers for learning and development for several generations of printmakers.

His works have regularly exhibited around the globe.

The unveiling at CU Museum of Three Cultures last February 2 was attended

by Mayor Oscar Moreno, Capitol University president Casimiro Juarez Jr. and executive vice president Fe Juarez.
