DAVAO CITY -- The Department of Labor and Employment (DOLE) 11 is expanding the Jobstart Philippines program in the region to help jobseekers possess appropriate skills for a job. The DOLE 11 will expand the program this year in Sta. Cruz and Digos City in Davao del Sur, and Panabo City in Davao del Norte. DAVAO CITY – A total of eight members of the communist New People’s Army (NPA) have surrendered to authorities since February 1, the 10th Infantry (Agila) Division of the Philippine Amy said. In a statement, Captain Rhyan Batchar, spokesper-
