witness stand to confirm his guilty plea and to determine if he knew the consequences of his act. Based on the court rules on heinous crimes trial, the prosecution still presented its evidence to determine the gravity of the offense charged. According to the police, at around 5:20 p.m. on Nov. 29, 2014, a reliable confidential informant arrived at the police station and informed the intelligence team of Sta. Ana Police Station about the illegal activities of Nahine at Malasugue Street, Barangay Wilfredo Aquino, Davao City. Immediately, Sta. Ana Police Commander Supt. Royina Garma formed a team to carry out a buybust operation against
Nahine. Nahine was arrested when he handed a sachet of shabu weighing .220 of a gram to a poseur-buyer. When frisked by the policemen, another six sachets of shabu weighing .1448 gram was found from his possession. After assessing the evidence on record, Judge Espero handed down the guilty verdict on Nahine and sentenced him to suffer an imprisonment of 12 years and one day to 14 years and eight months for possessing the illegal drugs and a life imprisonment for selling the illegal stuff. Aside from the imprisonment, the court also fined Nahine a total of Php 800,000. (PNA) RMA/LCM/JESSIE L. CASALDA/LDP Mindanao Daily

Who trust the national candidates?
HALF way before the start of the campaign period, the candidates who are running for national positions – presidential and senatorial seats – have already eyed the support of the local candidates. Thus, as the campaign season starts, the national candidates are already counting the support of local candidates. As always, the local candidates would assume the logistical support of national candidates, particularly from the candidates who are running under a political party. Usually, the local candidates would fight “tooth and nail” for the national candidates who promise financial support. Unfortunately, the national candidates, including the presidential aspirants, could not deliver the financial support as earlier promised. Usually, the national candidates would only provide half or a minuscule amount only for the “party poll watchers.” What is, therefore, the role of the local candidates who align with the national

political party? Other than being used to distribute leaflets and campaign materials, the local candidates are, actually, doing only the cameo role as “errand” boys. Some might argue that the observation is not true. Nope, pardner. We are writing from experience. In the past, we have witnessed a lot of negotiations between the local and national candidates. There are local candidates who are seated in the sideline as the “train” slowly settled down in the political subway. A lot of the local candidates could be seen queueing to
get on board the fast train around. Of course, we mean the most popular candidates who are on in one of the trains. While many are armed with an optimism to be invited to join the train ride, the candidates on board the train know pretty well the people they want to be part of the party. Thus, most of those who are lining up are not the object, but those who are simply sitting in the corners are targeted by national candidates. Obviously, the national candidates are looking for viable local leaders, most of them are candidates, who have followers and political bailiwick in the community. Aside from political bailiwicks, these local political leaders have also carved a niche in the local political arena as credible leaders. Well, money and financial support are always the subject of political negotiations. The terms of the agreement follow the doctrine: “Scratch my back and I’ll scratch yours.” The financial support
could be in terms of money for organizing, printing of political leaflets, media exposure, billboard display, transportation and accommodation and the “last day” expense. After the amount of financial support is sealed, the national candidate would release an initial amount to prompt the local candidates to start a massive political propaganda. Thus, the political relationship between the local and the national candidates would continue to prosper as the political campaign period heightens. The candidates are all smiles toward the day of the election. Then, a loud thud! The national candidate did not deliver the money needed on the day of the election! As defeat comes next, the dream of the local candidate scuttled. Blame it to the national candidate who did not deliver as agreed. The moral of the lesson, the national candidates could not be trusted at all! Send comments/reactions: crisguardian@yahoo.com

in general election is essential. Leading the grassroots’ aspiration into the political slogan is a good strategy. Now imagine about the typical grassroots’ behavior in political context. They are more easily attracted through their image towards the popularity of candidates in the political campaign. They feel simpler in defining their choice for their leader. They exactly have similarity of feeling. They have simple degree of analysis for determining their leader. In other words, they tend to use their straightforward language. Grass roots do not always think complicatedly. They do not analyze anything methodically. They are always at their bottom stream of thoughts and feelings of togetherness. Therefore, the
potential leaders in their minds are the future leaders who know their feelings. Their feeling is so simple that they are also simply very human. For example, they just know the vocabulary of prosperous, good life, get a job, live healthier, and enough to educate their children to school, enough basic food for their daily lives. Their expectation is not beyond the visionary leaders. They have only very simple expression in their vocabulary. Another examples, they talk about cheap prices for such as food, clothing, and of course housing as the Maslow’s basic needs. They need good transportation or mobility to work and to school for their children. These are the simple words or vocabulary and phrases in their mind Now, the future leaders or the candidates in the general elections must be able to adjust to their vocabulary. The political promises and slogans can be packaged in such a way so that the candidates can illustrate their vocabulary appropriate for the grassroots. In political slogans and promises, such expression for the vocabu-
lary should be manifested in simple words. However, not all the aspiring leaders can instill the simple vocabulary into the grassroots’ mind. Not all the candidates can always embed the simple vocabulary in the grassroots’ mind. Why? Well, it depends on the candidate’s attitudes and habits they had in the course of his life. The prospective leaders who have always glamorous life will find it difficult to convey the ideas in simple vocabulary. That is why; the exposure of the candidates’ good track record is really potential to get lots of votes from the grassroots. It is essential to expose the good track record of candidates in the general elections. More importantly, the better daily attitudes and behavior of the candidates will be more decisive in obtaining more votes in the general election. The members of the winning team should be able to expose the candidates’ track records during the political campaign in the general election. Enlightening the grassroots using simple vocabulary is potential for getting

Ladip identified the arrested big time drug pushers as Elizabeth Antong alias Sarah, 55, and her husband, Salim, 58. The other three suspects arrested during the buy-
bust operation were: Saddam Sammil, 24; Almajid Pulalon, 22; and, Ramil Taquiang, 34. Mindanao Daily A7 Billboard Filipina to traverse the world’s highest summits thursday, february 11, 2016 Advertising and Editorial E-mail : mindanaodailynews@gmail.com Mobile nos. : 0917-7121424 • 0947-8935776
Each continent has its highest peak, but no summit is more challenging than life’s own highpoints. This generation opens a lot of possibilities for people from all walks of life to climb steep mountains and conquer the wild. But for Carina Dayondon, 37 years old, traversing the world’s highest mountains means giving up the life she has in exchange for a “oncein-a-lifetime opportunity.” Being born and raised in the landlocked province of Bukidnon, Carina was exposed to different outdoor activities that challenged both her willingness to pursue extreme sports and her obligation to her younger siblings. “Back in 2004, an opportunity to be part of the team that will climb Mt. Everest came. I just graduated college so I was torn between finding a job to help bring home the bacon, or head to Manila to join the team,” Carina says. “My parents were not supportive of my decision to join the team. Nevertheless, I told them that I will still go to Manila to find work.” When Carina arrived in Manila, she instead joined an expedition team led by former undersecretary Art Valdez of the Department of Transportation and Communications where possible employment with a stable allowance was offered. During this time, the team was already preparing for their Mt. Everest Summit—an expedition three years in the making. “Our preparation to conquer Mt. Everest took three years, and it was not an easy feat due to budget constraints. We needed more sponsors to finance our training,” Carina recalls. “Because of the team effort, we were able to meet our needs. Some members of the team like Sir Art had to shell out personal money to support the team. Some of us joined races to win to have funds for our training. That’s pure dedication.” But challenges to this dream came for Carina when her father had to retire suddenly and used the retirement funds to start a business. Unfortunately, her family’s up-and-coming business went bankrupt

and led to the foreclosue of their home. As the fourth eldest child in a family of 14, Carina found it difficult to fund her brothers’ and sisters’ education. “That was the lowest point in my life. Every night, I would cry because of guilt for not being there for my family, for not being able to send financial assistance even when I was able,” Carina says. “I was torn between giving up my dream to climb Mt. Everest and going back to my family in Bukidnon. Until I asked God for a sign, and He let me and a colleague win one of the races we joined. I was able to sent half a millionpeso worth of money to my family and decided to stay with the team.” Aside from the financial aid that came with the Island Paradise Adventure Race( Organized by Department of Tourism) championship title, Carina and some of her colleagues were employed in the Philippine Coast Guard as a regular non-officer. She recalls, “With a detailed status as athletes designated to the 1st Philippine Mount Everest team. Our employment to the Coast Guard helped us support our family and sustain our training needs.” Finally, in 2007, Carina and the Philippine Mount Everest team finally climbed the highest summit in the world. According to Carina, there were three important virtues that kept the team intact—Compatibilities, Capabilities and Commitment. For the team, being compatible with each other allowed them to work better as a team; having the right capabilities made them more physically, emotionally, psychologically and spiritually capable of the climb; and committing to the expedi-
tion means “giving up your life to reach the top.” With the success of the summit, the three women in the team—including Carina—were recognized as the only three women in the world to scale the heights of Mt. Everest by traversing the mountain, we climbed from the Norh side(Tibet) and went down on the south side(Nepal), logistically and financially demanding than usual commercial climb that they just used one side of the mountain in going up and coming down. “We were very lucky because our success rate was at one hundred percent. It is true that we were privileged to stand at the highest point on Earth. But the journey to the top was not easy—it entailed a lot of discipline and sacrifice. We invested in a lot of hard work and strong faith in God,” Carina says. It is from this journey to the Mt. Everest when Carina wanted to climb all of the World’s Seven Summits. She says, “After climbing the Mt. Everest, I already thought of climbing the rest of the seven summits. Doing the Seven Summits is a continuity of showcasing

the best of Filipino talents around the world, especially the Pinay power. In this way also, we can help inspire the young ones to explore their own summits and find a way to go beyond their limits.” Aside from the Mt. Everest in Asia, Carina already climb Mt. McKinley, Mt. Elbrus, Mt. Kosciuzsko and Mt. Kilimanjaro, which she climbed in October 2015. “It is exciting to start a journey because that way, we will be able to learn, discover and experience new things. We also get to meet new and amazing people, traverse new topographies, eat foods

that are not familiar to us and be immersed in new customs and traditions. Indeed, climbing mountains and visiting new places are a wonderful experience,” Carina says. Carina is attempting to accomplish all of the World’s Seven Summits, which are the Mt. Kilimanjaro in Africa, Mt. McKinley in North America, Mt. Elbrus in Europe, Mt. Aconcagua in South America, Mt. Kosciuzsko in Australia, Mt. Vinson in Antarctica and Mt. Everest in Asia. However, she notes that she is no longer yearning
to be the title holder for the first Filipina to cross all the seven summits; rather, she wants to be recognized for “using my passion and mountaineering sport in inspiring the youth and empowering fellow Filipinas that they can reach their own summit.” “With everything I accomplished, I really thank my 1st Philippine Mt.Everest team and all the sponsors who helped us along the way. Monkeys beg for food on highway in Maguindanao Editorial: e-mail: mindanaodailynews@gmail.com • Advertising: e-mail: mindanaodaily.ads@gmail.com Contact: 0917-7121424, 0947-8935776

DATU Odin Sinsuat, Maguindanao--Has the long dry spell or El Nino phenomenon affected even monkeys? On Monday afternoon, some 20 monkeys which looked hungry were seen begging for food from motorists and locals on the highway of this town. Among the motorists was a certain Mr. Aranias, a government employee who was passing by aboard a motorcycle with his
son and daughter. They stopped for a while, pulled out some pandesal (bread) and gave it to the monkeys. Other monkeys were seen on top of coconut trees harvesting young fruits to eat. “They come closer to people now, so we give them food and take photos of them,” Aranias said. “Clearly, they are asking for food…they don’t attack humans but we are careful, my children were glad to see them, so rare at this time,” he said. Residents noted that the sight-
ing of the monkeys coincided with the Lunar New Year, the start of the Year of the Fire Monkey, according to Chinese belief. But Aranias said he shared food not because he was expecting something in return as New Year blessing but because “they are endangered species, it is rare to see them here. It’s up to the Almighty to bless us on what we do on earth.” He said he hopes the government would protect these animals. “Lately they are seen on the highway. Before they stayed up
there (mountains) and never came close to humans,” Kagi Ali, a resident nearby said. The animals, including their offspring, were seen crisscrossing the highways unmindful of speeding vehicles. Last year, two young monkeys were seen lying dead just beside the highway after being hit by vehicles. A monkey who survived was seen gently touching its dead companions as if in mourning. Sports enthusiast and nature lover, Vice Mayor Datu King
Jhazzer Mangudadatu expressed concern that the wild animals might become extinct. He said will put a signage with the warning “wild monkey crossing area” to inform motorists that they must slow down along the curve of the highway in this town. “We have to respect other creatures too, and I’m glad Maguindanaons had never hunted or eaten these creatures unlike other places in the country where some people or natives tend to eat these mammals,” Mangudadatu said.
DOST’s hybrid road train hits the highway WITH the worsening traffic situation in the metro, various sectors banded together to address the problem and came up with solutions to declog metro roads. At the same time, the solutions are geared to make the cityscape greener, and more livable and conducive to healthy living. Launched this Sunday (Februar y 7, 2016) the multi-agency campaign called Bayanihan sa Daan (Road Sharing) Movement encourages commuters to reduce their dependence on cars and opt for healthier alternatives like walking, biking and the use of an efficient, eco-friendly mass transportation system. On the latter, the Department of Science and Technology (DOST) formally introduced to commuters its Hybrid Electric Road Train (HERT), a Filipinodeveloped mass transport system ideal for Metro Manila and other key cities in the country. The Bayanihan sa Daan Movement launched the campaign together with the DOST and other government agencies like MMDA, DILG, DOTC and DPWH,
among others. During the event, the Road Train traversed the 5.5 kilometer stretch of Roxas Boulevard, from the SM Mall of Asia Complex (Sunrise Drive) in Pasay City as the starting point up to the Luneta Grandstand in Manila. The hybrid road train, developed by Filipino engineers from DOST-Metals Industry Research and Development Center (DOSTMIRDC), is a 40-meter long system of five interlinked and air conditioned coaches. The front coach contains the pilot chamber while last coach holds the fuel and power generation system composed of 260 ordinary motor vehicle batteries. The three remaining coaches can accommodate as much as 60 passengers each for a total of 240 per trip or an estimate of 650,000 passengers in a day. The train can run at a top speed of 50kph on a dedicated lane in the existing major thoroughfare in Metro Manila. To be fully utilized, existing road infrastructures need to be modified to provide designated stops or platforms that will complement the

specifications for the train’s unique features. The road train weighs about 10 metric tons in full capacity and uses ordinary rubber tires instead of steel rails, thus making it more economical. It is also equipped with dual braking system for efficient braking. “The Hybrid Electric Road Train designed and developed by the DOST through MIRDC is environ-
ment friendly because it can run on electric power batteries instead of solely diesel fuel, therefore creating lesser carbon emission compared with vehicles that run purely on gasoline,” DOST Secretary Mario G. Montejo said. More over, Montejo stressed that this innovation will provide private investors an opportunity to engage in a more efficient
and viable enterprise because it is cost-effective. Most of its parts are locally sourced, particularly the coaches which are fabricated here in the Philippines. “The Hybrid Electric Road Train is in fact a very practical mass transport solution that can augment existing systems because it can move a big number of passengers in any given time just like the LRT and MRT,”
Montejo further stressed. The road train project is part of the three-component project of DOST’s Advanced Transport Program under the Makina at Teknolohiya Para Sa Bayan Program or MakiBayan. The road train is an ideal mode of transport for the Bayanihan sa Daan’s advocacy for a more efficient and environment-friendly See train, page A11

CEB welcomes signing of ASEAN Open Skies protocols The Philippines’ leading carrier, Cebu Pacific (PSE: CEB), welcomes the Philippine government’s ratification of the ASEAN Open Skies agreement. This agreement allows designated carriers of ASEAN countries to operate unlimited flights between capitals, leading to better connectivity and more competitive fares and services. CEB currently offers the most number of flights and destinations to ASEAN from the Philippines. The airline flies to 11 destinations in seven ASEAN countries, including Brunei Darussalam, Cambodia (Siem Reap), Indonesia (Bali and Jakarta), Malaysia (Kuala Lumpur and Kota Kinabalu), Singapore, Thailand (Bangkok and Phuket), and Vietnam (Hanoi and Saigon). Through CEB’s interline agreement with Tigerair Singapore, CEB also offers flights to Myanmar (Yangon), via Singapore. With Open Skies, CEB can add more flights to and from key destinations in ASEAN, to meet the growing travel demand within the region. Passengers from these international destinations may also take advantage of CEB’s lowest year-round fares and widest domestic network, to easily connect to any of the Philippines’ popular islands. “We commend the DOTC, DFA, DOT, CAB and other relevant agencies for supporting the ratification of this agreement. kind enough to accommodate my request for my climbing gears,” Carina says. “Primer Group never failed to support me. They gave me Eddie Bauer outerwear clothing which kept me warm and safe while I was up there. Their support really made a huge impact in my life because they helped boost my morale and inspired me to conquer the seven summits.” Primer Group of Companies is known for the retail and distribution of premium consumer brands in outdoor, urban lifestyle and travel. It continues to pursue new grounds, aiming to become the leader in global distribution and innovation of premium goods and services. Meanwhile, Eddie Bauer, one of Primer Group’s more than 150 brands, can be bought at Recreation Outdoor eXchange (R.O.X.), Philippines’ top outdoor hub. Carina is currently serving in the Philippine Coast Guard with the rank of LTJG/1st Lieutenant and is assigned in the Officer Basic Education Training at Bagac, Bataan as a Tactical Officer. While waiting for her next expedition, Carina plans to come up with fundraising activities targeted to Filipino women and create cancer awareness programs as inspired by one of her siblings who battled against life because of the disease that took the life of my sister last December 2015. She concludes, “The overall experience inspired me to do greater things in life, to believe in my own strengths and to trust that with God, nothing is truly impossible. No mountain is ever hard to cross unless you don’t start the expedition. As for me, I will continue to climb mountains, even those that we currently have in life.” Carina is on her way to climbing the last two of the world’s summits. reached a milestone that will ultimately benefit the travelling public, as we open our airspace to vast travel opportunities and operational efficiencies between and among ASEAN carriers,” said Atty. JR Mantaring, CEB Vice President for Corporate Affairs. Subject to regulator y approvals, the agreement further allows carriers to upgrade its ASEAN flights
to wide-bodied aircraft and increase capacity without the need for air talks. This streamlined process will enable CEB to focus on expanding its operations, stimulating passenger traffic, and improving customer experience rather than spending valuable resources on negotiating for additional air rights. “Given our government’s support of this liberalized and equitable air services agree-
ment, the Philippines solidifies its position as a prime and competitive global hub for air travel. Cebu Pacific looks forward to contributing to this evolution, and enabling more Filipinos to fly across ASEAN, and across the globe,“ added Atty. Mantaring. CEB offers flights to a network of over 90 routes on 64 destinations, spanning Asia, Australia, and the
Middle East. It is slated to launch direct flights between Manila and Guam, its first US destination, on March 15, 2016. For bookings and inquiries, guests can visit www.cebupacificair.com or call (+632)7020-888 or (+6332)230-8888. The latest seat sales can be found on CEB’s official Facebook and Twitter pages. Guests may also download the Cebu Pacific
official mobile app on the App Store and Google Play. Cebu Pacific’s 57-strong fleet is comprised of 8 Airbus A319, 35 Airbus A320, 6 Airbus A330, and 8 ATR 72-500 aircraft. It is one of the most modern aircraft fleets in the world. Between 2016 and 2021, CEB expects delivery of three more brandnew Airbus A320, 30 Airbus A321neo, and 16 ATR 72-600 aircraft.

Tuesday. Police Officer 3 Ronald Ventic told a local radio station that six men, armed with .45 pistols and long firearms, forcibly took the bag of Roger Arances, the area manager of M-Lhuillier Pawnshop, containing assorted jewelry worth millions. Ventic said Arances was riding a car driven by his driver identified as Joseph Quarteres when the incident happened. The police investigator said Ventic’s car was forced to stop after the car ahead of them suddenly stopped along Amoros bridge in El Salvador City, a component city of the province of Misamis Oriental, around 2 p.m. on Tuesday (February 9). Immediately, the police said one of the suspects approached the driver and broke the car’s windshield. Another suspect, he added went to Arances and forcibly took the bag. Ventic said the suspect even poked the head of Arances using the .45 pistol after the latter refused to hand the bag down. Aside from the bag containing assorted jewelry, one of the suspects, the police said, also took the personal
belongings of Arances. Ventic said his colleagues chased the suspects who fled using two motorcycles toward Cagayan de Oro City. The chase was futile. Arances is supposed to deliver the assorted pieces of jewelry to Cebu.

February 4 after doctors fear that patient could have been infected with MERS CoV. The official said that Cagayan De Oro City is “free from MERS-CoV and there is nothing to be worried about anymore.” Last week, a sample of the patient’s blood was sent to Manila for examination, which later proved to be negative of the MERS CoV virus, health officials said. Dr. Dave Mendoza, a DOH specialist on tropical diseases, said that the result of the examination has put to rest the anxiety about possible spread of the MERS CoV here. Patients and medical personnel alike have started wearing surgical mask after the “rumor” about the admission of a suspected MERS CoV patient at the Northern Mindanao Medical Center (NMMC) here last week. Health officials, however, tried to tone down the issue by issuing a statement that MERS CoV could only be spread through droplets and direct contact with the patient. Nimfa B. Torrezo, the DOH regional director in Northern Mindanao, said that MERS CoV is not an “airborne virus” and its spread could be contained in a special treatment ward. The NMMC is the only government hospital outside Metro Manila with facilities and highly trained health personnel who could treat highly contagious diseases, Torrezo said.

mass transport system in big cities across the country. Bayanihan sa Daan pushes for equal sharing of the road to non-motorized means of transportation like bicycles and those who simply chose to walk. The road train has already been adopted by the Clark Development Corporation, with some modifications, to serve the employees of its 1,000 business locators covering 4,400 hectares of industrial land. Showcasing the road train in Clark enabled DOST to validate the innovations it introduced to make the technology more responsive to the needs of the transport sector, Montejo said. The innovations depend on the characteristics of each location like that of Clark and other cities like Cebu or Davao, he added. Dr. Rio S. Pagtalunan, chief of the analysis and testing division of DOSTMIRDC, said that the DOST

developed the road train because the train is still the most efficient public mass transportation system in the world. Dr. Pagtalunan further assured the public that DOST is conducting regular tests and performing trial runs to ensure that the road train’s road worthiness meets standards prior to its complete rollout. The road train made its own history as it completed three demo trips from SM Mall of Asia grounds to Luneta and back and ferried commuters with simulated stops in front of the Cultural Center of the Philippines and the Rizal Park, two historical landmarks in the country. The Bayanihan sa Daan campaign was attended by hundreds of advocates and supporters of healthy cities through environment friendly modes of transportation like biker groups, weekend walkers, and joggers who showed their enthusiasm for the road train as they plied Roxas Boulevard side by side. Also present during the occasion were DOST Secretary Mario G. Montejo, DPWH Secretary Rogelio Singson, MMDA Chair Atty. Emerson Carlos, MMDA General Manager Corazon Jimenez, Presidential Adviser for Environment Protection Dr. Neric Acosta, Bayanihan sa Daan consultant Atty. Antonio Oposa Jr., DOST Assistant Secretaries Raymund E. Liboro and Roberto O. Dizon and Dr. Antonio Dans of the Philippine Medical Association. (S&T Media Service)

“Makapag-aral ay Karapatan Mo, Magpalista,” Luistro ordered for the early enrollment purposely to achieve universal participation and completion of the cycle. The following are the objectives of the early registration: • To ensure that all five-year old children are enroled in kindergarten; • To locate, identify, and enrol out-of-school children and youth who: - are in remote/geographically isolated areas; - are in difficult circumstances; - belong to disadvantaged groups or who suffer from discrimination; - have disabilities or in need of special education; and - have dropped out but would like to go back to school. • To understand the barriers to access to education and identify local solutions or interventions to bring them to school and ensure that they do not drop out. In Northern Mindanao, the education department has sent its teachers and staff to different remote areas to look for children and dropouts to bring them back to school. In a discussion on-air
KNB to hold 9th annual general assembly; Gov. Emano greets Catholics as Lent starts Some 2,500 scholars belonging to Gov. Bambi Emano’s scholarship program, “ISKOLAR KO NI BAMBI” (IKNB) will hold its 9th annual general assembly, Sunday, February 14 at the provincial capitol compound. The Governor, over the years, has made it an important date with the young scholars to meet them and more importantly, to give recognition to IKNB scholars who have graduated with honors, awards and other recognition from their respective alma mater. “Giving IKNB scholars
this day is to emphasize on our young generation the importance of education. Lovers come and go into one’s lives; but education is a lifetime,” Governor Emano said. The day will open with a Mass. Then the fun begins with various competitions hand painting, song writing and dance. Two (2) of the successful IKNB scholars – Engr. Paul Brian Opena and Mr. Jerome Sulatan – will share their success stories with fellow scholars. “This to inculcate in the minds of our scholars that
if these two young men can do it; they too can do it,” Gov. Emano added. On the other hand, the Governor extends his fraternal greetings to all Catholics as the Lent season begins today with Ash Wednesday. Ash Wednesday highlights the dubbing of ashes on the forehead of members of the Catholic church. “ The ritual tells us through the ash that we are finite human beings. As such, may we also remember that service to fellow human beings is the best expression of humility,” Gov. Emano said. (PIO/MisOr)
Private reforestation should be encouraged--PIDS study Nongovernment reforestation, or tree planting activities conducted by private land owners, organizations, and citizens, has been declining despite the introduction of the National Greening Program (NGP). Launched in 2011, the NGP is a priority program of the government that aims to rehabilitate the forests and, at the same time, to reduce poverty; promote food security, environmental stability, and biodiversity conservation; and enhance climate change mitigation and adaptation. According to a study by state think tank Philippine Institute for Development Studies (PIDS), nongovernment reforestation contributed only about 2 percent of the total reforested area in 2013. This figure is much lower compared to the 56 percent of total area that private entities and individuals reforested in 2005. PIDS Senior Research Fellow Danilo Israel, author of the study, noted that nongovernment reforestation contributed a large share in reforestation before the early 2000s. However, at the turn of the millennium, its contributions to reforestation efforts dropped to 20 percent from 39 percent in the 1990s. It continued to decline to 6.94 percent in the early 2011, just as the government launched the NGP. Nongovernment reforestation occurs through agreements between the government and various nongovernment groups, such as forest agriculture communities, indigenous peoples, and industry entities and private groups. Nongovernment reforestation was driven by programs like community-based forest management agreements, integrated forest management agreements, socialized industrial forest management agreements, tree farm lease agreements, agroforestry farm lease agreements, industrial tree plantation lease agreements, industrial tree plantations, and Presidential Decree 1153 that requires every Filipino citizen to plant one tree every month for
via L ambo D yes radio program of Philippine Information Agency in Region 10, Chief Education Program Specialist Allan L. Mansaladez for Northern Mindanao said the early registration allows children and youth to finish their studies in different strategy. Since the start, Mansaladez said teachers and staff conduct a house-to-house campaign to locate, identify and enrol out children and youth who are in remote or
five consecutive years. From the 1960s to the 1990s, the country suffered massive forest cover and biodiversity loss due to unchecked exploitation. Prior to the 1970s, the country has always relied on government programs to manage its forest resources. To mobilize better forestry protection and management, the government passed laws that would grant rights and responsibilities to nongovernment entities and enjoin them to the cause. A good way to revive the contribution rate of nongovernment reforestation is to work through private landowners, organizations, and citizens. According to Israel, “private reforestation has been the main driver of nongovernment reforestation. However, it faces many obstacles and is generally left out of large-scale government reforestation programs like the NGP.” Israel recommends that since private reforestation has outperformed other nongovernment reforestation programs in the past, the country’s policymakers should look into optimizing its performance by addressing institutional, production, and marketing issues that stand in the way. “Harmonization of laws and regulations is a good place to start. Developing a coherent Sustainable Forest Management Act and Comprehensive Land Use Act would reassure private investors that their interests are protected. Right now, part of the institutional issues faced by private reforestation entities is the inconsistencies in relevant laws and policies, the lack of government-assisted programs, and complications related to security of land tenure and contesting land claims,” Israel explained. Moreover, Israel indicated that government has to give the private sector incentives to expand their reforestation operations. Tree planting is a risky business especially when it comes to prices. Poaching, diseases, and natural calamities pose real threats to private invest-
geographically isolated areas, difficult circumstances, belong to disadvantaged groups or who suffer from discrimination, and have dropped out but would like to go back to school. He said kindergarten, including the youth, with disabilities or, in need of special education are included in the early registration program. The education department, he said, assured that in every district that there are schools that cater to
ments. Tree farming in itself might be a hard sell, but Israel argued that “agroforestry and forestry tourism as alternative ventures can be promoted.” To help address input price risk, government seedling nurseries must be capacitated to provide steady supply of good quality of seedlings at cheaper prices. More stringent laws against poaching must also be put in place such as having an effective reward system for catching tree poachers and a higher penalty for offenders including sufficiently long prison sentences. Likewise, government should extend crop insurance coverage to tree planting and conduct better anti-disease and pest control activities. Lastly, government should assist tree farmers market their products through better organization, especially when it comes to entering and engaging the markets here and abroad, and provision of better transport infrastructure. “Government should help tree farmers organize themselves into marketing cooperatives. This way, they can have better access to international markets for commercial logs and processed wood products. Cooperatives, for example, can also invest in commonly owned equipment and facilities, such as chain saws and trucks, for harvesting and transporting logs to markets by their members,” Israel recommended. At the same time, road and bridge infrastructure in the rural areas must also be improved to hasten the transportation of tree production inputs and harvested logs from the planting sites to the holding areas and markets. Private reforestation is one facet of nongovernment reforestation, founded on the principle of engaging citizens and nongovernment groups to care for, protect, and help manage the country’s remaining forest resources. It is to the government’s interest to give its private partners more opportunities to participate and enhance conservation efforts.
special children and youth. Moreover, for parents who want homeschooling for their special children, teachers can visit them. On one hand, Mansaladez said the early registration is a big help to address the problems of the school may encounter before the opening of classes. Every school year, students enrolled in public schools are beset with the perennial problems such as lack of classrooms, teachers, books, among others.
