Family of OFW in death row appeals for Duterte’s help

GENERAL SANTOS CITY -- The family of an Overseas Filipino Worker (OFW) from this city, who is facing death penalty in the United Arab Emirates (UAE), has appealed for help from President Rodrigo R. Duterte. Rajima Dalquez, mother of convicted OFW Jennifer, asked the President on Wednesday to look into her daughter’s plight as they await the scheduled release on Saturday, Feb. 11, of a court decision on their appeal. “Nananawagan po kami sa mahal na Presidente Duterte na matulungan po ang anak ko, si Jennifer Dalquez...sana matulungan mo po siya na makauwi dito sa aming piling (We’re appealing to our beloved President Duterte to help my daughter, Jennifer Dalquez... we’re hoping that you can help her come home),” she said. Jennifer Dalquez, 29, who hails from Barangay Labangal here, was sentenced to death by a court in Al Ain, UAE on May 20, 2015 for stabbing her employer to death on Dec. 7, 2014. During trial, she said the act was in self-defense after her Emirati employer had tried to rape her. The Department of Foreign Affairs (DFA) had assigned a lawyer to handle the appeal for Jennifer’s death sentence. Personnel from the Overseas Workers Welfare Administration (OWWA) has been providing assistance and regularly monitoring Jennifer’s status at the Al Ain jail. In late 2015, Rajima and husband Abdulhamid were able to visit Jennifer through the DFA’s assistance. The Department of See appeals, page A7

1,000 MSMEs TO GET FREE TRADEMARK REGISTRATION INCENTIVE PACKAGE. Department of Trade and Industry (DTI) and the Intellectual Property Office of the Philippines (IPOPHL) executed a Memorandum of Agreement (MOA) on the promotion and development of micro, small and medium enterprises (MSMEs) through the intellectual property system. DTI Secretary Ramon Lopez (seated; 2nd from L) and IPOPHL Director General Josephine Santiago (seated; 2nd from R) recently (2 February) sealed partnership that makes available to 1,000 MSMEs engaged in agri-business, electronic manufacturing services, automotive, design-oriented furniture and garments, IT, tourism, construction and other DTI priority sectors, an incentive package that will enable trademarks registration with waived fees starting February 14, 2017 to February 14, 2018. IPOPHL, through the “Juana Make a Mark” project will waive the payment of basic filing fees, fees for claim of color and publication fee for opposition of trademark application filed by the beneficiary MSME subject to certain conditions. Under the MOA, DTI will identify and endorse MSME beneficiaries based on the trademark incentive package, where applications will be forwarded to the Bureau of Trademarks for substantive examination. DTI will assist in enabling MSMEs to sustain the use of the trademark upon registration. The trade chief said that brands and trade names are essential factors that differentiate products and services of MSMEs from their potential competitors, and therefore must be safeguarded. Use of aquaphonics pushed as alternative livelihood for fish kill-hit operators in Lake Sebu GENERAL SANTOS CITY -- Agriculture personnel in South Cotabato are pushing for the adoption of aquaphonics, a system that combines conventional aquaculture with hydroponics or cultivating plants in water, as alternative livelihood for fish cage owners in Lake Sebu who would be affected by a proposed moratorium in their operations. The Provincial Environment Management Office and the Bureau of Fisheries and Aquatic Resources (BFAR) had recommended a moratorium of up to three years on fish cage operations at the lake due to the latest massive fish kill that destroyed around PHP124 million worth of tilapia. Rex Vargas, fisher y coordinator of the South Cotabato Office of the Provincial Agriculturist, said Wednesday the area’s fish cage operators could be tapped to cultivate aquatic organisms that would be used in the lake’s rehabilitation. He said a system could be set wherein the operators could receive grants and earn from such venture. See pushed, page A7

Aboitiz’s CSR has ‘electrifying’ impact Famous Moro cloth on Cotabato City senior high students to take center stage COTABATO CITY – Students of a state-run high school here have shown “electrifying” interests in taking up electrical engineering or related courses in college. Thanks to the Aboitizowned Cotabato Light and Power Company (Cotabato Light) for the first ever electrical laboratory (e.Lab) for Canizares National High School of Arts and Trade (CNHSAT) in Barangay Rosary Heights 10, Cotabato City. It has opened a door of opportunities to about 140 senior high students. Among them was Eron Abohasim, 19 and Grade 12 student of CNHSAT, who

now focuses his education to electrical engineering, hoping one day he will become an electrical engineer. “It’s a dream now and I am confident it will come,” Abohasim said after the Cotabato Light officially turned over the electrical laboratory to CNHSAT officials. “Seeing the wonders of how electricity works, interests developed in me to become electrical engineer or related courses,” he said. But Abohasim has a problem. His family is not capable of sending him to college due to poverty and the high cost of education. His option? Seek for scholarship to realize his

dream of becoming a Muslim electrical engineer from his clan. Another student, also a senior high, 20-year-old Adzmin M. Masukat, also eyes electrical engineering course. “Why not,” he said in an interview. “Others have done it, I see no reason why I can’t,” the very optimist Masukat said in Filipino. If Masukat has to pursue his dream, it would not be a “walk in the park” as his father had died and only his mother is sending him to school. “Maybe I could only finish high school, after that I don’t know, but I will strive to reach that dream,” he said, adding that he is See impact, page A7

in Maguindanao Festival BULUAN, Maguindanao – With the famous Maguindanao fabric, used for centuries as “malong” (Muslim tube cloth) among Moro people gaining local and international exposures, more and more Muslim jobless women, including widows of former Moro rebels, now have a source of income, officials said Wednesday. Maguindanao Gov. Esmael Toto Mangudadatu said his office is saving from extinction the “inaul” cloth weaving tradition and make use of this colorful tradition to boost eco-tourism development in Maguin-

danao and elsewhere in the country. “Inaul” cloth, now even more famous, was elegantly used by candidates of the recently held Miss Universe 2016, during a fashion show in Davao City. Philippines’ Miss Universe Maxine Medina and other candidates, to include Ms. International 2016 Kylie Mendoza, stunningly displayed the Muslim popular cloth. It will again take center stage when the First Inaul Festival commences here simultaneous with the Sagayan (war dance) Festival starting Thursday. See stage, page A7
