A CHURCH-based poll watchdog group called on candidates to take the campaign period with dignity and respect. Parish Pastoral Council for Responsible Voting (PPCRV) national chairperson Henrietta de Villa said she is hoping that politicians will have more maturity in dealing with each other. “Magpakatao ka! Makipagkapwa tao ka! Magkampanya ka ng wasto!” said de Villa. “Give due dignity to your person by conducting daily examination of conscience to realize that you were made in the image and likeness of God,” she said. Environment group asks Duterte to veto amended land use plan
DAVAO City-- An environment group renewed its calls for City Mayor Rodrigo Duterte to veto the amended 2013 Comprehensive Land Use Plan that removed the 10-percent green space provision on top of the 30 percent open space in every property development project. During Monday’s Kapehan sa Dabaw at SM City, Mylai Santos, director of Ecoteneo Division of the Ateneo de Davao University, said scrapping the 10-percent green space provision threatens the wildlife and health of the Dabawenyos as this serves as a carbon sink. She said they will submit to the city council on Tuesday (Feb. 9) another batch of 10,000 signatures
of individuals who oppose the CLUP that was amended last Jan. 19. “We are asking the mayor to veto the CLUP,” she said, adding they already submitted a letter to Duterte requesting a meeting with him to air their side on the issue. She opposed the city council’s move to amend the measure on substantive and procedural grounds. Santos said the council did not consult the local zoning review committee when it amended the CLUP. She said the councilors argued that the 10-percent green space requirement discourages investors who see it as additional cost and a reduction of area for development. She said Duterte still has
10 days from receipt of the amended CLUP to review and veto it. Environment groups like the Interface Development Interventions was part of the committee but they were not informed by the council that it was in the process of amending the CLUP, IDIS executive director Mary Ann Fuertes said. Santos added they were shocked to learn that the council approved on third and final reading the measure last month. Julia Jasmine Sta. Romana, campaigner for Internet Rights of Dakila, said they intend to raise awareness on the issue among Dabawenyos because they get more participation from them as they make strides in the internet campaign.
She said support groups have launched an onlilne petition on change.org called “10,000 faces to retain 10 percent green space.” She said it is important that the councilors understand what a green space can do in health, social, economic, and environmental terms. Pockets of green spaces where the trees grow are more effective as carbon sink than trees planted individually in some areas. Green space can be a home to wildlife animals like birds, Santos added. “Our councilors might have forgotten, but we have not forgotten them... Let’s remind them,” she said. In his statement during a press conference on Monday last week at ADDU, Sang-
guniang Kabataan representative Claide Saludar said the council has abandoned the Dabawenyo youth when they passed the amendment. “January 26, 2016 will always be a day we could never forget. It was the day when the Dabawenyo youth were abandoned by the legislators of the City that claims to be where life is – the beginning of doomsday,” he said. He said the action deprived “the youth and the future generation the opportunity to live in an urbanized community that can still be a haven because of the lush greenery inside the subdivision.” “Access to public open space and parks, vegetated areas, tree parks, and playgrounds has been associated
with better perceived general health, reduced stress levels, reduced depression and more,” he added. He accused the legislators of caving in to the pressures of the property developers. “Our legislators have once again sided with monetary interests of the capitalists over the more significant issues of climate change. Whenever the best interest of Mother Nature is at risk, our decision makers tend to take the other side and put her best interest aside. “To our legislators who voted for the amendment, as a young Dabawenyo, I am displeased with your way of thinking. I am unhappy with your betrayal to Mother Earth. I am dismayed with how you were easily swayed by investors. I am disheartened by your betrayal of the Dabawenyos trust. I am frustrated, plain and simple,” he said. Gov’t warned against joining controversial TPP THE government should reconsider joining the contentious Trans Pacific Partnership (TPP) because it will undermine people’s rights and prevent national development, Independent think-tank IBON Foundation said Friday. Led by the United States, the TPP was signed yesterday in New Zealand by twelve countries amid protests across the region like in Auckland and Kuala Lumpur. Critics are alarmed over the immense bias of the TPP for corporate interests and the vast coverage of economic areas the TPP wants to control. These include allowing foreign corporations to invest in public utilities and social
services. Despite the wide opposition, the Philippine government has been aggressively seeking to be a TPP member. In fact, in an apparent move to qualify for TPP membership, Congress rushed the approval of HB6395 this week. The bill allows lending companies, financing companies and investment houses in the country to be owned 100% by foreign nationals. According to IBON, the recently-signed bill is a result of vigorous lobbying by the Joint Foreign Chambers of Commerce and the US Embassy. But while US Ambassador Philip Goldberg lauded the passage of HB6395, he said that there
are still obstacles to the country’s membership to the TPP such as restrictions to foreign participation in land ownership enshrined in the 1987 Philippine Constitution. The country’s experience with unbridled liberalization makes the government’s bid to join the TPP extremely irrational, the group said. The TPP is based on the obsolete and failed model of free trade agreements that seriously challenge the country’s autonomy in pursuing real development. Government should thus resist the self-interested lobbying of foreign governments and transnational corporations, said the group.

The truth is that, the candidates who have been pushing themselves with heavy advertising are the candidates who will break more laws, and take for themselves more government money, after they shall have won. -oooMAN SIRING A CHILD IS OBLIGED TO SUPPORT THE WOMAN: When a man impregnates and then sires a child by a woman who agreed to be impregnated in the first place, does he have any responsibility to support the woman even if he already has a wife, and even if the woman he impregnated is the wife of another man? My answer is, yes, the man still has a responsibility, imposed by law, to support the woman. I am referring to the law on Violence Against Women and their Children (VAWC), under Republic Act 9262, which was passed and signed into law in 2004. Under this law, it will considered as a violation of this law if a man who sires a child
will fail to provide economic or financial support to the woman. This is to be called “economic violence” and is punishable with imprisonment. The woman can demand for this financial or economic support from the man, even if she happens to be the wife of another man, or even if the man happens to be married to another woman. Under the law, the man is obliged to support the woman who bore him a child, aside from the separate support he is obliged to give to the child. The lesson here? DTI conducts briefing on local competitiveness in Surigao Norte town SURIGAO CITY, Surigao del Norte -- The Department of Trade and Industry (DTI) Surigao del Norte provincial office, upon the request of the local government unit (LGU) of Claver, conducted recently a briefing on local competitiveness held at the municipal mayor’s conference room in Claver, Surigao del Norte. The activity aims to provide understanding on the different level of competitiveness and the purpose and mechanics of the cities and municipalities competitiveness index (CMCI). The briefing was attended by the local competitiveness sub-committee members under the Economic Development Committee of the Municipal Development Council of Claver which include private sectors and the mining industry stakeholders.
The competitiveness sub-committee was organized by virtue of the Executive Order issued by Mayor Eddie P. Gokiangkee aimed to institutionalize the municipal government competitiveness enhancement efforts. Senior trade specialist Rodrigo R. Matabaran started the briefing by explaining why the briefing has to be conducted and then proceeded on presenting the purpose and mechanics of CMCI being conducted yearly by the National Competitiveness Council. He stressed that the competitiveness measures focused on economic dynamism, infrastructures and government efficiency of the particular LGU territory. ZAMBOANGA City -- In light of the recent shooting of a Tawi-Tawi municipal mayor in the city, Mayor Beng Climaco-Salazar ordered security forces here to tighten their measures to ensure that “no spillover violence” from the neighboring areas will occur here. The mayor said “authorities should remain aggressive in its campaign against any and all violators of the law, particularly the gun ban as well as people who intend to sow terror in Zamboanga.” According to reports, Mayor Jasper Que of Bongao town in Tawi-Tawi was shot and severely wounded by unidentified gunmen in Baliwasan, this city while in
his car. He was admitted in the intensive care unit (ICU) of a local hospital, but was later out of the ICU. Mayor Climaco-Salazar emphasized that “Zamboanga City should not be made a battle ground for conflicts or feuds that emanate from other areas.” She ordered the police and military to be on their toes to help ensure that peace and security will prevail in the city, especially during the election period. Meanwhile, for his part, Task Force Zamboanga (TFZ) commander Col. Juvy Max Uy in a television interview earlier said that he has already mobilized troops to patrol areas in the city.

Lumbia airport to serve as storage depot for rescue operations equipment COMMUNICATIONS Secretary Sonny Coloma Jr. has clarified that Cagayan de Oro’s Lumbia Airport would serve as storage depot for equipment necessary for rescue operations during calamities. Coloma made the clarification following reports that Lumbia Airport would be converted into into a US military depot. Lumbia airport, which is five kilometers southwest of Cagayan de Oro, stopped commercial operations af-

DAVAO City--A city councilor mulled of crafting a law that will require landowners to plant El Nino resilient trees in the long run. Councilor Marissa Abella, chair of the committee on environment said some of the headwater areas are privately owned and the only guarantee to sustain the flow of water from these areas is planting of trees. She said the proposed ordinance will compel landowners to plant and grow trees that can help in the absorption of water down to the aquifer. “Trees are needed to ensure that the aquifer will be deposited with water,” Abella said. Momentarily, she said that the city government must assist the Department of Agriculture in pointing areas that have been hardest hit by the long dry-spell. She said the city government needs to identify these areas and then relay the information to the DA which has the funds to handle cloud seeding operations. Abella said that one of the possibilities that the city government can do to cope with the El Nino phenomenon is the provision of water pumps from the rivers for distribution of water to the farmers. She also suggested the need to study more heatresilient crops like the jackfruit-like crop called culo, which can withstand the warm weather condition. Abella said the crop tastes like banana when cooked. “It can serve as alternative for corn,” she said. Multidisciplinary team conducts two-day study on AVA in Region 10 Cagayan de Oro -- A multidisciplinary study team of experts from the Food and Agriculture Organization (FAO) of the United Nations recently conducted a twoday study on Agricultural Venture Agreements (AVA) in the region. The study is commissioned by the DAR Central Office (DARCO), who also funded the study along with FAO. The team is composed of Atty. Hector Soliman (the team leader and National Expert on Land Tenure and Property Rights), Gomercindo Tumbali (National Expert on Juridical Entities for ARBOs, Cooperatives, and Smallholder Farmer Organizations), Atty. Antonio Salvador (National Expert on Labor Laws, Dispute Man-
agement and Agribusiness Contract Management), and Anania Tagudin (Head of the Technical Working Group of
the DARCO Project Management Service). DAR-X hosted the briefing for the series of activities that
will be done in the course of the study which include field visits to Manolo Fortich and Impasug-on in Bukidnon. In his remarks during the opening ceremony, DARX Regional Director Faisar Mambuay emphasized the importance of this study especially that the engagement of AVAs is common in Bukidnon. In his rationale, Atty. Soliman said that the main purpose of the study is to make a review of the current AVAs in Mindanao, particularly in Northern Mindanao and Caraga, as well as to derive good practices that are beneficial to both the investors and agrarian reform beneficiaries (ARBs). He further said that the objective of the study is to review the AVA contracts and arrangements and to identify the good and bad experiences that will be used as policy recommendations for the next administration. Atty. Soliman also announced two major activities in January. First is the pre-consultation workshop for AVA study focal persons on January 19 and 20 involving regions IX to XIII, which focuses on whether the engagement of AVAs has safeguarded the rights of the ARBs. Second is the focus group discussion (FGD) on January 26 to 28 involving only regions X and Caraga which focuses on providing insights on the 18 years of AVA implementation. Another FGD will also be held in Davao on February 9 to 11 involving regions IX, XI, and XII.
