CAGAYAN DE ORO CITY -- At least, 18 units of aluminum boats arrive here and were docked at the Port Area to be used for Water Search and Rescue (WASAR) training set to be conducted in the different Local Government Units of Northern Mindanao, said Lt.Col.Eleasar Dangay of the Philippine Coast Guard Regional Office 10.

Dangay said one of their priority programs for 2014 is the conduct of various search and rescue training in the different municipal waters to prepare LGUs during calamities.

The yearend report of the Department of Transportation and Communication on the Air Navigation System and Support Facilities (ANSSF) project component of the Laguindingan Airport Development Project (LADP) states that due to the June opening of the airport,

the contractor is restricted to working only during night time, prompting them to request the DOTC for an extension of five months.

The request of the contractor is now with the DOTC, awaiting the approval of Sec. Joseph Emilio A. Abaya. Once approved, the revised completion of the project is November 2014.

Public Storm Warning Signal 2 has been raised over Camiguin province and Caraga region and seven other areas are under signal 1, including Misamis Oriental province, as tropical depression ‘Basyang’ intensified into a storm and is expected to make landfall over Southern Leyte and the northern part of Surigao del Norte late Friday night or early Saturday morning, the latest weather advisory said.

Weather Bulletin 4 of the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) issued Friday (January 31) said ‘Basyang’ was located at around 10 a.m. at 500 kilometers east northeast of Hinatuan, Surigao del Sur, packing 65 kph winds near the center and gustiness of up to 80 kph.

Basyang is moving westward at 30 kph.

Signal 2 has been raised over the provinces of Camiguin, Dinagat Islands, Surigao del Norte including Siargao Island, and the northern parts of Surigao del Sur and Agusan del Norte.

In the Visayas, Signal 2 has been raised over Cebu, Bohol, Leyte, Southern Leyte, Eastern Samar, Sa-

mar and Camotes Island.

Signal 1 remains over Misamis Oriental and the rest of Agusan del Norte, Agusan del Sur and Surigao del Norte; Misamis Occidental, northern part of Bukidnon and Zamboanga del Norte.

All together, storm warning signals have been raised over nine Mindanao provinces: Camiguin, Dinagat, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, Misamis Occidental, Bukidnon and Zamboanga del Norte.

In the Visayas, Signal 1 has been raised over Northern Samar, Biliran Island, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental and Siquijor Tropical depression Basyang is the second storm

to hit Mindanao -- after ‘Agaton,’ the low pressure area that entered the Philippine Area of Responsibility on January 11 and intensified into a tropical depression by January 17 and weakened into an LPA

by January 20.

‘Agaton’ battered several regions in Mindanao, particularly Caraga and Davao regions. It left 68 persons dead, 85 injured and nine still missing in Regions 9 (Western Mindanao or the Zamboanga region), 10 (Northern Mindanao), 11 (Southern Mindanao or the Davao regions) and Caraga, according to Situation Report 31 issued at 6 a.m. January 30 by the National Disaster Risk Reduction and Management Council (NDRRMC).

It also affected 244,344 families or 1.14 million residents in 1,002 barangays in 118 towns in 16 provinces of Regions 10, 11, 12 (Southwestern Mindanao), Caraga and the Autonomous Region

in Muslim Mindanao. Of this number, 16,751 families or 81,379 persons were displaced and served inside 205 evacuation centers, the NDRRMC report said.

Weather Bulletin 4 said ‘Basyang’ is expected to be in the vicinity of Naga City, Cebu by Saturday morning and at 133 km northwest of Puerto Princesa City by Sunday morning. By Monday morning, it is expected to be at 729 km west northwest of Puerto Princesa City or outside the Philippine Area of Responsibiliyu. R. The bulletin also said residents living in low lying and mountainous areas under Signals 1 and 2 are alerted against possible flashfloods and landslides and possible storm surges in coastal areas under Signal 1.

“NPA wounded, Army recovers firearm and landmine after a clash in Agusan del Norte” BANCASI, Butuan City --Lt Col Adonis Ariel G Orio, Battalion Commander of 29th Infantry Battalion reported that his troops encountered more or less twenty (20) NPAs at Sitio Camarin, Brgy Tagmamarkay, Tubay, Agusan del Norte at 08:45 o’clock yesterday, January 30, 2014.

Location of these NPAs was tipped by a concerned citizen in the area.

Ltc Orio immediately sent his troops to proceed to that area. On their way to the said place, the NPAs started firing at them unmindful of the safety of the civilians in the vicinity.

“We immediately maneuvered to a much safer position to protect the civilians from the indiscriminate firing done by the NPAs. Some of my men instructed the civilians to go to a safe place away from the encounter site to avoid casualties” said the team leader of the engaged troop.

The NPAs withdrew after twenty minutes fire fight and troops recovered one (1) AK 47, one (1) Improvised Explosive Device (IED), and three (3) backpacks with personal belongings and subversive

documents. Tracks of bloods have been found where the NPAs positioned themselves.

Ltc Orio immediately ordered the pursuit operation against the withdrawing NPAs. “Using IEDs and indiscriminate strafing are violations of the provisions under Article 2, Sec 15 of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Because of these, people in those areas are already living in fear.” Said Ltc Orio on an interview.

“The recent clash tells us again that violence is not the solution to whatever problems the NPA have. That it is a loselose situation when another Filipino loses his life in this nonsense fight. We appeal to the NPA leadership to bring to the nearest hospital their wounded men for immediate medical attention. We are also offering our medical facilities just to ensure that they will be saved from their gunshot wounds.” Ltc Orio added when asked about the wounded NPAs. Caraga region braces for tropical storm 'Basyang'

BUTUAN CITY -- Still reeling from the effects of tropical storm "Agaton" which whipped the region with so much rains and widespread flooding causing loss of lives, displacement of thousands of families and millions of damage to properties, infrastructure and agriculture, Caraga again is bracing for another weather disturbance named "Basyang", which has just entered the Philippine Area of Responsibility (PAR).

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), in its severe weather bulletin No. 4 at 11:00 a.m. Friday, said public storm signal No. 2 has been raised over the Dinagat Island Province, Surigao del Norte, including Siargao Island, northern part of Surigao del Sur and Agusan del Norte, which accordingly may experience winds of 61-100 kph in at least 24 hours. The rest of Agusan del Norte, Surigao del Sur and Agusan del Sur are still under public storm signal No. 1.

At 12:00 noon Friday, PAGASA, in its situational report, said tropical storm "Basyang" was estimated at 500 kilometers northeast of Hinatuan, Surigao del Sur. The region of Caraga is experiencing cloudy skies with light, moderate to occasional heavy rains which may affect portions of the provinces of Agusan del

Norte, Agusan del Sur, Surigao del Norte and Surigao and this may continue for the next 2-3 hours, says PAGASA-Department of Science and Technology (DOST)Mindanao. Warnings of possible flooding in low-lying areas and landslides in mountainous areas have been raised.

The City Disaster Risk Reduction Management Council of Butuan City continues to monitor the water level of Agusan River which was at 1.70 meters as of 11:00 a.m. Friday. The PDRRMC also of Agusan del Norte continues to be on alert and in monitoring status after "Basyang" entered the country.

The Department of Interior and Local Government Caraga Regional Office also maintains 24/7 monitoring and has disseminated weather bulletins and advised local government units to take appropriate actions and preventive measures.

The PDRRMCs of the five provinces in the region had sent warning advisories to all their respective municipal disaster risk reduction and management councils. Fishermen in the region are advised not to venture into the seas until further notice. Dinagat PDDRMC has conducted its incident management team (IMT) briefing.

The regional disaster risk reduction management council operations center continues to maintain its 24/7 monitoring and

undertakes frequent coordination with the local DRRMCs for situational update.

The Office of Civil Defense (OCD)-13 said the first weather disturbance to hit the country this year, tropical depression "Agaton", left the region with 110,715 families or 499,176 persons affected. Fortysix thousand five hundred and five (46,505) families or 216,514 persons from the total affected population are displaced and housed in 514 evacuation centers in five provinces including Butuan City. Twenty-three thousand and one hundred and seventy (23,170) families or 104,892 persons have returned to their homes while 29,623 or 136,932 persons are still left in 11 evacuation centers.

Also, 34 persons were reported dead, 29 injured and 4 missing from all over the region. Damage to lifeline (electricity, water, communications and similar services) costs P698,026,504.82 in Agusan del Sur, Surigao del Norte and Surigao del Sur. The infrastructure damage was also estimated to cost P4,178,100.00 as reported by the PDRRMCs of Agusan del Sur and Surigao del Sur and agriculture at P72,969,602.00 as reported by the PDRRMCs of Agusan del Sur, Surigao del Sur and Surigao del Norte.

The grand winner was d e c l a re d on l y on l a s t December 21, 2013, a month before. However, Ororama Marketing Manager Mary Globien Salcedo said that they set a separate date for the awarding because they wanted all the winners to be around and give a special day for them to be awarded with the prizes.

Marigel Soria was given with house and lot documents and a car key during the awarding.

Soria is only 25 years old and a resident coming from Kapisnon of Barangay

Kauswagan. In an interview, she said that it was very lucky of her to be picked among so many who joined the raffle. Her brand new Honda car and house and lot are added bonus for she also has passed the Criminologist Licensure Examination. Soria is a graduate of Southern Philippines College.

Dangcagan Central Elementary School Administrators Through The Years

In 1914, Prudencio Madjus Sr, atarted as a lone teacher in Dangcagan. Later in 1944 he named it as Dangcagan Farm School. A year later, it was in 1945, Mr. Quilem joined him in service and with joint effort they were able to acquire a nine(9) hectare public land for the school. After several years, it became a complete elementary school with six(6) teachers. It was then in 1950, that the first closing exercises was held with Mr. Jose Talatala, being the school head. The school became Dangcagan Central Elementary School in 1960. It served the community with different administrators whose leadership and services brought Dangcagan Central Elementary School with fame, honor and pride. Mr. Remegio Casinabe, Elementary School Principal 11 (ESP 11) leads the school from 1965-1968 and followed by Mr. Manuel S. Titar, Elementary School Principal 11 from 1969 - 1977. Administrator come and go. Upon the transfer of Mt. Titar, Mrs Enrequita L. Mapanao, took over the school as Officer In Charge in 1977 - 1978 as first fremale administrator.

Mrs. Mapanao served only for 0ne year in the school because she was promoted as Division Supervisor in EPP assigned in the Division Office.

Upon her promotion, Mr. Silvestre P. De la Cruz, ESP 11 manned the school from 1978 -1983. He went on sick leave for one year, thus Mr Charlieto C. Eduave, ESP 1 took his place for only a year as he resumed into office in 1984 to 1986.Mr. Ceferino G. Visto, ESP 11,followed the footstep of the previous administrator in 1987 -1988. Moreover, his short stay in school brought more improvements and award winning performances of the school. Shortly after Mr. Visto ,Mrs Damiana G. Quilang, a Master Teacher of Dangcagan Elementary school was designated as Officer In

Charge prior to the appointment of Mrs. Letecia G. Ga, ESP 1 who served the school from 1989 - 1991.

Thereafter, Mr. Orencio T.Mapanao, ESP 11 continued the programs , mission and vision of the school in which he leads for four (4) years from 1991-1994. A year later, Mr Vivencio Agustin ESP 1 assumed the leadership of the school for one year. Only Administrator who stayed for eight(8) years in Dangcagan Central Elementary School was Mrs. Virginia A. Eduave from 1995 to 2033. She has done many programs and improvements of the school as well as helping the teachers in improving their teaching capacities and instructional competencies. As years go by, new breed of school administrators lee Dangcagan Central Elementary School. In 2004 to 2006, Mr Roy Angelo Gazo, the then Schools Division Superintendent of the Division of Camiguin, became the School Principal from 2004-2006.

He spearheaded the putting up of the library hub in Dangcagan that serves the school in the third District of Bukidnon. Next to him is Dr. Aba O.Allaba, ESP 11 from 2006- 2009.

Dr. Lydia B. Juban as Coordinating Principal 2009- 2010. Mr. Ponciano G. Rabong Jr. who only serve for less than a year. Filled with bright ideas ans dedication to service, these new breed of leaders introduced some innovations thus made the school a beautiful place conducive to learning.

Since 2010 to date, Mrs Merlinda B. Temario -Buno, was appointed as School Principal 11 of DCES. Under her administration and leadership, the school receives numerous award in academic as well as in sports up to the national level. Her outstanding leadership gained support from the teacher and stake holders, thus the school continuously produces quality graduates.

Misamisnon wins 1st Place in 2013 National Leksyong Sagisag Kultura Competition

OROQUIETA CITY, Misamis Occidental, Jan. 29 (PIA) – Teacher Joemar Yorag of the Bolisong Elementary School, Bonifacio town, Misamis Occidental, has won 1st place in the 2013 National “Leksyong Sagisag Kultura (LSK)” Competition.

A lesson planning competition for teachers, particularly, in Music, Arts, Physical Education and

Health (MAPEH), the national level LSK was recently held at the Hiyas ng Bulakan Convention Center, Malolos Bulacan, Dr. Ingrid D. Racoma, Regional Director of the Department of Education, Region 10, said.

Participants of LSK are School Teachers teaching in any subject area of the MAPEH, who are scholars sponsored by the National Commission on Culture and

Arts (NCCA) and required to make a detailed Lesson Plan in any of the subject areas that are actually taught to the students and pupils.

Conducted under the “Diwang: Sagisag ng Kultura sa Filipinas (DSKF)” project of NCCA and DepEd, the LSK focused on the icons or heroes, places, food, and plants that are found in the Philippines.

Two lawma kers proposed t he establ ish ment of a n international airport in the center of Mindanao comprising the SOCCSKSARGEN region and Bukidnon to provide great opportunities for industries in which direct access to either air cargo or passenger flights is of paramount importance.

The proposal was raised by Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez, Jr. (Party-list, Abante Mindanao) who both noted that airports facilitate commerce and serve as economic engines and their direct, indirect and induced benefits accrue throughout the rest of the community as well.

The elder Rodriguez said Central Mindanao comprises the provinces of Lanao del Sur, North Cotabato and Sultan Kudarat as constituent prov i nc e s a nd w it h t he addition of South Cotabato and Sarangani; the region was renamed as SOCCSKSARGEN. Rodriguez said SOCCSKSARGEN’s component cities are vital to the region’s existence. Cotabato City is t he regiona l center of the Autonomous Region in Muslim Mindanao (ARMM) while General Santos City is dubbed as the “Tuna Capital of the Philippines” because of its bountiful existence of yellow fin tuna in Sarangani Bay, and serves as the center of the Metropolitan and the center of trade and industry of SOCCSKSARGEN. Rodriguez proudly claimed that central Mindanao boasts of other business and tourists attractions such as Kidapawan City which is hailed as “A Spring in the Highland,” found at the bottom of the majestic Mt. Apo and is placed in the middle of three other major

special feature cities of Davao, Cotabato, General Santos and Koronadal, which is dubbed as the “Sports Mecca of the South” because of the hosting of 2 Palarong Pambansa.

“The National Secondary Press Conference and the Mindanao Business Conference are the Regional Center of SOCC SKSA RGEN a nd Tacurong City, the only city of Sultan Kudarat is famous of its Bird Sanctuary,” Rodriguez said.

Meanwhile, his party-list congressman-brother said the region has extensive coastlines, valleys and mountain ranges. It is known for its river system and is the catch basin in Mindanao.

“The system is a rich source of food, potable water and energ y produc t ion,” t he younger Rodriguez said.

The younger Rodriguez added that Bukidnon is a landlocked province located in North Central Mindanao whose borders are Misamis Oriental, Agusan del Sur, Davao del Norte, Cotabato, Lanao del Sur and Lanao del Norte, considered by Filipinos to be the food basket of Mindanao and is the major producer of rice and corn in the region.

Plantations in the province also produce pineapples, bananas and sugarcane.

However, Rodriguez said there are no airports and seaports in the province.

He said, aside from colorful c u lt u res a nd t r ad it ions , Bu k idnon a lso boasts of gorgeous natural sites and man-made attraction like Asia’s longest dual cable zip-line at the Dahilayan Adventure Park in Manolo Fortich.

“For many of these provinces, the nearest airport is the Laguindingan Airport in Cagayan de Oro City which is considerably far from the center of Mindanao. The airports at Davao City, General Santos and Cotabato are likewise coastal airports and quite far from Mindanao’s central area and thus, becomes difficult for tourists and would be tourists to go to the various tourist sites and attractions that the region has to offer,” Rodriguez said.

The brothers underscored that the construction of an international airport in this part of Mindanao is very vital to the country, with all its tourist sites, cultural heritage and food production capabilities.

This would make it easy for farmers and producers of different produce to transport their products to anywhere in the country and would also provide additional business, investment and employment opportunities, given its very strategic location, it would now be more accessible to nearby countries like Brunei, Indonesia and Malaysia which allows it to establish trade relations.

In House Bill 3106, the siblings proposed the establishment and construction of the international airport particularly in the area located in between Damulog, Bukidnon in the north, Antipas, North Cotabato in the east, Carmen, North Cotabato in the south and Alamada, North Cotabato in the west to be known as t he Minda nao Centra l International Airport.

The a mount necessa r y for the implementation of this Act shall be charged to the appropriations of the Department of Transportation and Communications (DOTC).

Muntinlupa National High School @ 69

For this week’s column, allow me to greet my High School Alma Mater -the Muntinlupa National High School which is turning 69 this year.

On Febr uar y 7, 8, 9, Muntinlupa National High School alumni will be gathering for the Fourth Grand Alumni Homecoming, a biennial event which was held for the first time in 2008.

This year’s Grand Homecoming theme succinctly and appropriately describes my Alma Mater in whose memory its sons and daughters will again gather this week.

Acting swiftly to address the problem, then Director of Prisons, Eriberto S. Misa, and other prisons officials, among them then Prisons Superintendent, Atty. Alfredo M. Bunye (my late father), petitioned on July 17, 1945 the Office of the Secretary of Instruction and Information for permission to open a public high school within the prisons reservation.

The school board was composed of Mr. Generoso Castaneda, as Chairman, and Atty. Alfredo M. Bunye and Mr. Rufino Recaido, all prison officials, as members.

The school had to make do with an abandoned prison building - formerly used by the Construction Division - as its first school building.

Across the road, a small patch of land served as the school’s horticulture garden while the entire “Central Park” was the school’s playground.

The school’s first graduation took place in 1949 with the sisters Eufronia and Pacita Recaido leading the 41 class members, as valedictorian and salutatorian, respectively.

Prisons Director Eustaquio Balagtas gave the commencement speech.

Ka Oris also gives the Moro people an unsolicited advice, saying, the Moro resistance movement must clearly adhere to the more basic demands of the Moro peasants and for the defense of their ancestral lands, and that they must closely coordinate their struggle with the Filipino struggle, as a whole, to avoid the situation that put the MNLF

CDO hosts 6th Cinema Rehiyon

CAGAYAN DE ORO CITY – The City of Cagayan de Oro will be host to this year’s “Cinema Rehiyon,” a flagship project of the National Committee on Cinema of the National Commission for Culture and the Arts (NCCA) in celebration of the Philippine Arts Festival and National Arts Month.

On its sixth year, Cinema Rehiyon with the theme ‘Filming the Frontiers’ will showcase independent films from Luzon, Visayas and Mindanao on February 18 to 22 at SM City Cinemas three and four.

According to NCCA head of National Committee on Cinema Dr. Miguel Rapatan, there are 93 films to be shown: 36 from Luzon, 23 from Visayas and 37 from Mindanao.

He added that striking this year is the increase of full length films usually those that go on for one to two hours. Presently, there are 14 full length films entered in the festival, eight from Luzon, three from Visayas and three from Mindanao, he said.

In accordance to the Philippine Arts Festival theme Kasing-Sining Art on the Edge, Art with a Heart, Cinema Rehiyon 6 features film making frontiers that have themes that could give positive impact and transform lives for the better.

These films will educate the community about disaster risk reduction management, climate change, environmental protection and preservation, rebuilding lives and communities and cultural solidarity and understanding.

Gan committee to look into requests of urban poor CAGAYAN DE ORO - City councilor Leon D.M. Gan Jr., chair of the City Council committee on urban and rural poor, will convene the committee tomorrow January 30, 2014 at 3:00 P.M. at the City Council Session Hall.

The committee will tackle the request of the Isla Consolacion Urban Poor Association (ISLACUPA) for a legislation to authorize Mayor Oscar Moreno to sell to the association a property of the city in Barangay Consolacion, which they presently occupying.

It was learned that the association is a beneficiary of the Piso-Piso Program of the city.

It is composed of 188 members, who are presently occupying a 10,066 sq. meter area.

The association intends to purchase the said lot at its acquisition cost less the cost of the road, The Power learned.

Meanwhile, the committee is also set to discuss the opposition letter of 2nd District Engineer Allan Borromeo relative to the application for Patent by the Migkawa Landless

Association.

In his letter, Engr. Borromeo said the request for certification has been declined for the reason that the proposed area is the location of the existing natural waterway, which would obstruct the natural flow of water and risk the lives of the residents occupying the area.

The committee has invited the president of the associations, representatives of the City Engineer’s Office, CENRO and the City Planning and Development Office to discuss these matters. (JBD)

Dengue deaths in Davao soar by 70% DAVAO CITY – The City Health Office here has recorded a 70-percent increase in deaths due to dengue, even though the number of cases in 2013 has dropped by 7 percent compared to 2012.

CHO recorded 85 deaths from January to November last year against 50 deaths during the same period in the previous year.

This despite the 7.6-percent reduction of dengue cases in 2013 at 6,866, versus the 7,429 cases in 2012.

Councilor Mary Joselle Villafuerte, who chairs the Sangguniang Panlungsod’s

health committee, said that Mayor Rodrigo Duterte is set to meet barangay captains regarding the dengue situation in the city in late February to present the CHO’s recommendations on how to prevent the disease.

“There is a need to remind barangay officials on how to prevent dengue, especially since the disease is preventable,” Villafuerte said. “It seems to show that the 4 o’clock habit is no longer being followed by barangays.” The 4 o’clock habit entails looking for breeding sites of the denguecarrying mosquitoes at 4

p.m. everyday and destroying them.

Dengue is spread through the day-biting Aedes aegypti mosquito, which breeds on stagnant water.

Matteo Guidicelli hopes to introduce Sarah Geronimo to his family While he has been consistently dodging questions about the real score between him and Pop Star Princess Sarah Geronimo, athlete-actor Matteo Guidicelli wasn’t able to deny that he is very happy right now. instead proposed a review for a “realistic and early completion date for navigational aids installation of Laguindingan Airport contractor through the adoption of innovative fast-tracking construction methods.”

“We cannot allow an extension until November, 2014,” said a former official of the Oro Chamber. “This will further affect our competitiveness and disrupt all planned conventions and conferences in the city.

We cannot even count the impact to our visitors who have been inconvenienced by the cancellations; likely, they will shelve future plans of going to Cagayan de Oro or Region 10 at some point in the future.”

The National Competitiveness Council cited Cagayan de Oro City as “The Most Competitive City in the Philippines” in 2012. As the capital city of Northern Mindanao, Cagayan de Oro is the prime mover which has made it the second largest regional economy in Mindanao with a Gross Regional Domestic Product (GRDP) of P239.677-billion (26.3% of the Mindanao economy) in 2012.

Flight statistics at the Laguindingan Airport complied by the Civil Aviation Authority of the Philippines (CAAP) show that for the 10-day period covering January 10-22, 2014 some 304 commercial flights or 56 percent of 546 scheduled flights were cancelled due to limited visibility brought by inclement weather and the lack of landing lights and navigational aids.

Flight cancellations over the period averaged 12 flights a day or 57 percent of the 21 flights scheduled daily. The bulk of the cancellations occurred during the period Jan. 19-22 with 74 flights or 49% of the total 152 cancelled due to Tropical Storm Agaton and the Low Pressure Area (LPA) which immediately followed.

According to sources from within the airlines, the operating cost of a round trip flight from Manila to Cagayan de Oro and back of a A320 Airbus which is the standard aircraft used by airlines operating at Laguindingan is conservatively P1.5 million at 80% passenger load factor or 150 passengers with cargo.

Based on this benchmark, airlines lost P31.5M for every day that all the 21 scheduled flights (or 42 round trip flight) at Laguindingan were cancelled.

Total losses for the 304 cancelled flights were approximately P228-M or an average of P17.5M per day over the period, affecting some 22,800 passenger or an average of 1,800 daily over the 12-day period.

This is approximately the same amount of damage caused by TS Agaton and its aftermath to infrastructure

(P273.62 million) and agriculture (P253.49 million) reported by the National Disaster Risk Reduction and Management Council (NDRRMC) last Jan. 30, 2014.

The Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) conservatively estimates the cancelled flights cost Cagayan de Oro alone approximately P20-M daily in actual and opportunity costs.

“This still doesn’t count indirect losses. A lot of business opportunities were lost, meetings cancelled, additional travel expense to Davao or Butuan for many, rebooking charges for international flights, new bookings for many who needed to have other options, plus a lot of other intangibles,” said a former chamber executive who preferred to remain anonymous.

Prior to its opening last June 15, 2013, the Oro Chamber vigorously campaigned against what it termed as the “premature opening” of the Laguindingan Airport. At the time, the focus of the chamber’s opposition centered on the VFR operation of the new facility which would only be operational from 6AM to 6PM thereby effectively disallowing early morning or late evening flights.

Compared to a high of 28 daily flights at the old Lumbia Airport, there has only been a maximum of 21 flights allowed daily from Laguindingan Airport. The cancellation of night flights has especially constrained the shipping out of high value seafoods and vegetables which need the night flights to link to early morning flights to their markets overseas.

However, due to the DOTC and the CAAP’s insistence that the Laguindingan was an all-weather airport, they failed to allow for the wholesale cancellation of even daytime flights due to the limited visibility which would have not been a constraint had the installation and commissioning of the runway lights and navigational aids been implemented as originally scheduled by the contractor.

“I cannot believe that it is not possible to finish the installation if all the equipment is already available at the site,” the former chamber executive noted.

“The DOTC yearend report shows most of the physical plant needed for the Airnav and lights are already 100 percent completed.

Oro Chamber President Efren Uy, in behalf of the Coalition of Chambers in Cagayan de Oro and Misamis Oriental, said it is possible to expedite work on the ANSSF project by immediately starting work after 5:00 p.m. or after the last flight and stopping before the first flight the next day; and, deploying more personnel for the civil works

and for those jobs which can be done off the runway during daytime.”

Another recommendation put forward by a former chamber official is the provision of a supplemental contract which would provide incentives for the Korean contractor, SKY-KR Consortium, which would allow the firm to field additional workers and longer working hours.

“Since the Korean contractor won with a much lower bid than the NEDA estimate of P700 million, providing him with incentives not exceeding the P700 estimate is still a viable option worth pursuing given the economic losses now being incurred by the people of Northern Mindanao with the flight cancellations and loss of night and early morning flights.”0 The contract amount for the ANSSF supply project awarded to SKY-KR Consortium was P 411,561,000.00 or 32 percent lower against the ABC of P609, 258,191.41 and 42 percent lower than the NEDA approved cost of P 708,137,138.00.

disappearances in a span of more than two years.

Several members of the 1st SF Batallion were also involved in the infamous Atimonan shootout wherein thirteen individuals were brutally killed, including innocent civilians.

“Perhaps Gen. Barrientos failed to mention that these soldiers are experts on the deceptive, genuinely antipeople and brutal tactics and strategies stipulated in Oplan Bayanihan. Peasants and indigenous peoples’ communities will again be sitting duck targets of rights abuses. We will be expecting more cases of trumped-up charges, extra judicial killings, forced evacuations and other human rights violations to be committed by the so-called human rights ‘duty-bearers’ themselves – the Armed Forces of the Philippines (AFP),” says Goaynon.

“We find no comfort in Capt. Christian Uy’s pronouncements that these soldiers are highly trained in the ‘art’ of peace and security development. Based on the army’s recent actions and 1st SF Battalion’s records, perhaps what they would like to do is to add the letters ‘R’ and ‘I’ to the word ‘peace’ and deliver it to various groups and individuals critical of President Aquino III’s economic and political policies,” exclaims Goaynon.

“With Maj. General Ricardo Visaya as top dog of the 4th ID, an escalation of rights abuses will be more imminent,” the Lumad leader expressed.

Goaynon adds that the public must consider that Major Gen. Visaya was once a Palparan—the notorious butcher—protégé and has a long history of human rights abuses against communities where members are actively campaigning for their rights.

He was the commanding officer of 69th Infantry Battalion in 2004–2007 that the human rights watch dog Karapatan tagged as the ‘torture battalion.’

Visaya was one of the think-tanks behind militarizing Bicol region as well as urban areas in National Capital Region. He was also the ground commander of the Hacienda Luisita massacre back in November of 2004.

It must be noted that in the few months under Visaya’s tenure, the region has experienced an escalation of human rights abuses such as the enforced evacuation of Lumads, like what happened in Lagonglong, Misamis Oriental.

The proliferation of false charges against legal activists have also been common under Visaya’s term. To date, at least twelve (12) members of legitimate peoples’ organizations and farmer advocates have been slapped with charges they know nothing about. These include the abduction and eventual detention of the sixty three (63) year old farmer-organizer Estelita Tacalan who was

accused of being a top rebel leader from western Mindanao. Rural missionary and peasant advocate Joel Yagao was also slapped with trumpped-up charges and is currently deatined at the Gingoog City Jail.

“These violations, as well as other documented incidents of harassments, surveillance operations done against political and social justice activists in the region constricts the already small democratic space under Aquino III’s regime. With additional forces at Visaya’s disposal, the Aquino III administration has literally sent the grim reaper to peasants and lumads, instead of respecting their ancestral domains and the right to a self-determined development,” Goaynon added.

“We call on Major Gen. Visaya to spare the Lumad and peasant communities from the unabated attacks and instead urge his sponsor—US-Aquino III regime—to attend to the development of the rural communities and resume the peace talks with the National Democratic Front to address the roots of the armed conflict instead of escalating his campaign of brutal suppression. If not, the General can expect a much stronger actions of condemnation from the organized peasants and Lumads if forced by the circumstances to retaliate,” Goaynon furthered.

Kalumbay is the largest alliance of Lumad organizations in Northern Mindanao asserting their right to ancestral domain, self-determination and indigenous culture. It has scores of community-based organizations in Bukidnon and Misamis Oriental encompassing the Higaonon, Matigsalog, Talaandig and Manobo tribes, among others. The organization has campaigned internationally for justice for its slain leaders and members, now numbering to fourteen (14) since President Aquino III assumed office.

It is composed of a total of 15 members appointed by the President, eight were recommended by the Moro Islamic Liberation Front (MILF), and seven were recommended by the GPH. “To ensure the broadest possible support for the passage of the law, the President stressed the need for the BTC to be transparent in its work and to reach out to the different sectors, including those initially resistant to the new political entity,” added Deles.

negotiator of the MILF, the BTC members have been conducting consultations with various stakeholders.

Once drafted, the BBL will be certified as an urgent bill by the President, submitted to Congress for passage, and subjected to a plebiscite in the envisioned core territory of the Bangsamoro.

They will be teaming up with the different Disaster Risk Reduction Management Office of Northern Mindanao to spread for the Water Search and Rescue Training throughout the region to mitigate casualties during calamities and as much as possible,a “Zero Casualty” aim should be realized,Dangay concluded.
