Rotational brownouts continue in Davao City

THE franchise area of Davao Light and Power Company (DLPC), a wholly-owned subsidiary of Aboitiz Power Corp., will continue to suffer from rotational brownouts even as the first unit of Therma South Inc. (TSI) with a 150-megawatt generating capacity had been synchronized back to the Mindanao grid at 12:11 a.m. on Monday, an official said.

Davao Oriental villager celebrates blessings amidst adversity

BAGANGA, Davao Oriental--For some, typhoon “Pablo” only brought devastation, loss and hopelessness. For others, it ushered in a renewed sense of hope and trust in the blessing of new beginnings.

Mila Alvar, 49, of Barangay Dapnan, Baganga, Davao Oriental believes that Pablo brought hope to her family.

Mila and Rene, 52, with their eight children are beneficiaries of the government’s Pantawid Pamilyang Pilipino Program. “Pantawid Pamilya has been a huge help to my children.

We were also awarded as a municipal winner for Huwarang Pamilya 2012 here in Baganga,” shared

Mila.

In the onslaught of “Pablo” in December 2012, the Alvar family lost their home and livelihood. Yet, Mila and Rene continued to hope for a better tomorrow. In February 2013, just two months after the “Pablo” devastation, Rene was hospitalized at Southern Philippines Medical Center (SPMC) in Davao City.

“My husband underwent a gall bladder operation.

Our hospital bill was around P120,000.00. But since I am a Pantawid beneficiary, I was automatically a recipient of PhilHealth. We did not pay anything at the hospital at all. I cried and thanked God and DSWD which never left us,” Mila tearfully recalled.

Another unexpected blessing came their way

when her daughter, 24-yearold Lowella Jane, was accepted as one of the grantees of Students’ Grant-in-Aid Program for Poverty Alleviation (SGP-PA) at Davao Oriental State College of Science and Technology (DOSCST) in Mati City.

Lowella Jane will graduate in March 2016 in BS Agriculture.

SGP-PA is a college scholarship program for

Pantawid Pamilya studentbeneficiaries in partnership with the Commission on Higher Education (CHED).

In Novemb er 2014, Mila’s family was also one of the 360 recipients of the goat–raising project through the Sustainable Livelihood Program (SLP).

Each family was given one buck (male goat) and two does (female goat) to raise.

Mila also helps in augment-

ing their family’s income by handcrafting bags made of straw and selling it in the neighborhood.

Then in April 2015, Rene was hired as one of the enumerators for Listahanan, one of the initiatives of DSWD that identifies who and where the poor are.

“This is my simple way of thanking DSWD for all the good things it has given me and my family, so that more

poor families may benefit from the assistance of the government),” shared Rene.

“We are very thankful to DSWD for all the assistance it has given to the less fortunate. My family and I will take care of all the assistance from DSWD. We also encourage others to take care of all the help they are getting from the government,” Mila said with gratitude in her eyes. (PNA)

“This is our way of celebrating the birth of our Lord and Savior Jesus Christ and showing our gratitude for all his blessings”, he added.

Meanwhile, City Vice Mayor Janrey Gavina was grateful to Panaboans, guests, visitors and participants who come and witness the IWAG celebration, “Mapasalamaton ko sa inyong pagtambong, welcome sa atong Paskohan 2015 and advance Merry Christmas sa tanan,” he said.

Opapp constructs farm-to-market road worth P56m in NorMin

CAGAYAN de Oro City-A program of the Office of the Presidential Adviser on the Peace Process (OPAPP) called Payapa at Masaganang Pamayanan (PAMANA) has resulted in the construction of farm-to-market roads in Northern Mindanao totaling P56 million in 2015.

These projects are concentrated in five municipalities in Lanao del Norte – Bacolod, Kauswagan, Munai, Sultan Naga Dimaporo and Tangcal.

In a press conference

last Monday, Department of Agriculture (DA) 10 director Lealyn A. Ramos explained that they are merely an implementing agency and that it was OPAPP which scouted which municipalities and barangays are supposed to receive the projects.

PAMANA is a nationwide converged peacebuilding project and constructing farm to market roads is just one of them.

In 2016, DA 10 is expected to implement a total of P63 million worth of farm to market roads. This time, several barangays in Bukidnon and Misamis

Corruption imperils Philippines UN membership GRAFT and corruption involving public officials, especially the elected and appointed, and government offices have become brazen in the Philippines – both in the local and national level.

It seems that the label of corruption and corrupt public officials in the country has already gone viral.

The label now reaches the portals of the United Nation.

The UN warned that the membership of the Philippines in the international body would be severed unless graft and corruption in the country is resolved within five years by the newly elected Philippine President in 2016.

A UN and Transparency International joint report cited the Philippines as one of the most corrupt countries in the world. Perhaps, corruption in the Philippines has pale in comparison to reported corruption in Pakistan, Somalia, North Korea and Iraq.

ternational singled out the Bureau of Customs (BOC) as the most corrupt government office in the Philippines.

For well-meaning Filipinos, the UN report and the warning were an affront to national pride. Every Filipino who would be able to read or hear the UN report would be ashamed of himself or herself.

Is this what the “Tuwid na Daan” (Straight Path) has accomplished in the last six years of the Aquino administration? Now, another Presidential candidate of the incumbent administration is also adopting the metaphor “Tuwid na Daan” as its campaign slogan.

If this guy wins in the presidential race, the UN would definitely proceed to isolating the Philippines from the international body because the same people, cabinet and local officials would run the affairs of the government.

A great woman

THINK a minute.

There was a young married couple who really struggled to make enough money just to live on. One day the husband took all their money and bought a small service station. His wife Jane did not think this was a smart, good investment. She knew her husband did not have the experience, knowledge or time to manage the service station.

Well, she was right. Their station soon went out of business and she and her husband lost everything they owned! The husband came home that evening very discouraged, expecting his wife to be angry and remind him that she had told him not to do it. But he was so surprised when she sat down with him and said, “I’ve been doing some figuring. You don’t smoke or drink alcohol, but if you had, we would have lost just as much money as we did with the service station.

Don’t worry, let’s just forget it.” This is a true story.

That wife could easily have hurt, even destroyed, her husband’s self-confidence that evening. He was already feeling like a failure. But instead she let him know she still believed in him.

Friend, our husband needs to know that we respect and support him, especially when he fails or faces opposition. He needs to know that we’re on his side no matter what happens or the mistakes he makes. We need to make our home a safe place so that our husband always knows he won’t be criticized and put down when he comes home. If we could guard and control our words and attitudes, just think how peaceful and happy our home and marriage would be.

For 24 days, the Mamanwas led by Datu Esteban Naer have been staying at the shelters in Sitio Banban, a three-hour walk from their homes in Sitio Kalatingga, also part of Camam-onan.

Naer claimed they were forced to flee their homes when they heard the exchange of gunfire between military forces and communist rebels on November 13. “The battle is so near our place, maybe just 100 meters away,” Naer told MindaNews on Saturday at their shelter.

After they heard the shots, the rest of his flock made an exodus, leaving behind their animals and farmlands.

“Two old men were left at our place. We don’t know until now if they are still alive,” he said in Surigaonon.

Naer said they could have returned right away had there been no more firefights. “We have been longing to go back to our homes in Kalatingga so we can attend to our farmlands,” he added.

But a few days after November 13 clash, Naer said fighter planes dropped bombs as mortars keep on pounding areas in Zapanta Valley. Meanwhile, there were still exchange of gunshots, he added.

“It was so frightening as bomb explosions were very loud,” Naer said.

He said it was not their first time to evacuate the area. They fled their homes, too, in 2012 and 2013 due to skirmishes.

“We are not comfortable in here and we are running out of food. The kids get sick and we are all getting sick,” Naer lamented.

He said some of the families are seeking shelters in other areas, mostly in relatives’ homes.

“We are packed like sardines in one of the huts here,” Naer added.

“I wish we could go back to our homes and go back to work in our farms,” he said.

Naer and some members of the tribe’s counsel of elders expressed dismay that they have not been recognized by the government as internally displaced persons, or “bakwits” in the vernacular.

“It hurts that the government doesn’t believe we evacuated. Now that we are here in Banban, far from our homes, what would they call us?” asked

Ronnel Anrique, one of the elders.

Indayflor Bangga, Camam-onan barangay chairman, said the Mamanwas have no reason to evacuate since fighting did not occur in their area.

“The war happened in Zapanta Valley in Kitcharao town in Agusan del Norte.

While it is true that gunshots can be heard, more so the bombs dropped by fighter planes, and rounds fired from mortars, the battle is far from their place,” she stressed.

Bangga urged the Mamanwas to go home.

When asked by MindaNews, Bangga admitted she was not at Sitio Kalatingga when the firefight broke out.

Gigaquit Mayor Carlos Egay earlier told MindaNews that there is no evacuation.

But the local government unit of Gigaquit gave two sacks of rice to the Mamanwas who are seeking refuge at Banban.

Lt. Col. Arsenio Sadural, commanding officer of the 30th Infantry Battalion, also told MindaNews there was no fighting that happened at the Mamanwas’ place. But he admitted that tribesmen did hear gunshots.

On Saturday, a multisectoral group called Surigao Cares delivered sacks of relief goods to the evacuees despite the bad roads that they had to cross three rivers with strong current.

Edgar Canda, one of the group’s facilitators, said they were able to distribute the relief goods to the evacuees in Barangay Lahi.

“Even though these are not enough but at least we are able to send help to the evacuees,” Canda said.

He said each family got 10 kilos of rice, cans of sardines, a kilo of sugar, packs of coffee and noodles, medicines, among others.

Be it ordained by the Honorable Sangguniang Panlungsod in session assembled and by authority of the same that:

No permit for the construction, repair or renovation of public and private buildings and related structures for public use, whether owned or leased, shall be granted or issued, unless the owner thereof shall provide in the places and specifications submitted for approval barrier-free facilitie and accessibility features as provided in these Rules and in accordance with the following criteria:

5.1.1 Building and related structures to be constructed.

a) At the space where the primary function is served and where facilities and ingress/egress of the building or structure are located, as to make such space accessible to the disabled persons; provided, however, that where the primary function can be served at the ingress level and where such level is provided with facilities, requirements for accessibility at other levels may be waived.

b) Ten percent (10%) of the total number of units of government-owned living accommodations shall be accessible and fully usable by the disabled persons with any fractional part in excess of one-half (1/2) in the computation thereof, to be considered as one unit; for privately-owned living accommodations the number of accessible units shall be as provided in Section 3 of Rule III thereof.

c) Ingress/egress from the street to the building or structure shall be made accessible.

d) Accessible slots in parking areas shall be located as near as possible to ingress/egress spaces of the building or structure.

5.1.2 Building and related structures to be repaired or renovated including those proposed for a change of occupancy if feasible, barrier-free facilities and accessibility features shall be provided in accordance with the requirement under Subsection 4.1.1 (1), (c) and (d): feasibility of incorporation of barrier-free facilities and accessibility features shall be determined from all the following conditions:

a) When the repair or renovation work is to be done in the space where the primary function is served; b) When the facilities can be made accessible at any other level which is accessible by means of an elevator with a minimum width of 800 mm; c) When the space allotted for the primary function will not be diminished by more than ten percent (10%) of its original area; d) When the capacity or strength of any major structural component, such as slabs, beams, girders, columns, bearing walls and footing of the building, or structure will not be diminished; e) When the cost (exclusive of the exception provided below) of such repair or renovation work is in excess of twenty percent (20%) of the total cost of the building or structure, based upon the computation of permit fees as provided under Rule III of the Implementing Rules and Regulations promulgated pursuant to P.D. 1096 entitled: The National Code of the Philippines; f) When there is no legal constraint which would not allow compliance with these regulations:

SECTION 1. TITLE. This Ordinance shall be known Accessibility Law of Butuan City.

SECTION 2. POLICIES AND OBJECTIVES. It is the policy of the local government of the City of Butuan to promote social justice in all phases of community development, and to provide for the care of persons with disabilities, for them to have priority access to essential goods and services at affordable costs, to provide for their rehabilitation, self development and self reliance, to provide for their integration into the mainstream of society, and to ensure their full participation in all aspects of community life through having accessibility in the environment that will serve their best interests.

SECTION 3. SCOPE AND COVERAGE. The provisions of these Rules and Regulations shall apply to the following:

3.1 Public and private buildings and related structures for public use and which shall be constructed, repaired or renovated;

3.2 Streets and highways and public utilities; and

3.3 Public transport vehicles which shall include:

3.3.1 Passenger buses, jeepneys and tricycles

3.3.2 Domestic inter-island vessels 3.3.3 Domestic aircraft of air carriers 3.4 Public Telephones 3.5 All Terminals SECTION 4. DEFINITIONS OF TERMS.

4.1 ACCESSIBLE – refers to features that enable disabled persons to make use of the primary functions for which a structure is build.

4.2 BARRIER-FREE-unhindered, without obstructions to enable persons free passage or use of the facilities

4.3 BUILDINGS – public and private buildings and other related structures for public use. This is designed to accommodate and serve persons in the pursuit of educational, commercial, recreational, religious, occupational, medical, political, social activities and others of similar nature as enumerated and provided herein.

EXCEPTION: Repair or renovation work which consists only of heating, ventilating and air conditioning systems, including those which may be required only with respect to fire panic and explosion safety for existing spaces, shall not be subject to the requirements for barrier-free facilities and accessibility features.

4.4 CURB – a raised rim of concrete, stone or metal which forms the edge of street, sidewalk, planted area, etc.

4.5 CURB CUT-OUT – a break in the sidewalk or traffic island provided with an inclined surface to facilitate mobility of wheeled chairs, carriages and other similar conveyance.

4.6 DISABLED PERSONS – those suffering from restriction or lack of ability to perform an activity in the manner or within the range considered normal for a human being as a result of a mental, physical or sensory impairment.

4.7 EGRESS – an exit, or a means of going out.

SECTION 10. BUDGET. The City Mayor and the Sangguniang Panlungsod shall allocate a continuing annual budget for the operation and implementation of the approved plans, programs and services of the Persons with Disability beginning the current Fiscal Year 2016. A budget allocation shall be incorporated in the supplemental budget which may be made immediately after the effectivity of this Ordinance.

SECTION 11. PENAL CLAUSE.

5.3 Transport vehicles for public use: a) No license or franchise for the operation of public buses, jeepneys and tricycles, passenger boats, ships and domestic airplanes shall be granted or issued unless the owner or operator thereof shall have provided and designated the number of seats and shall have placed audio-visual aids, except tricycles.

b) Government instrumentalities operating passenger airplanes shall provide and designate the number of seats for disabled persons and shall likewise place the audio-visual aids.

b. Any person who abuses the privileges granted herein shall be penalized at the discretion of the court.

5.3.1 Existing Public Transport Vehicles - The minimum accessibility requirements shall apply to all existing units of public transport vehicles, and including those units, which are to be repaired and renovated.

c. If the violator is a corporation, organization or any similar entity, the officials thereof directly involved shall be liable therefore.

d. If the violator is an alien or a foreigner, he shall be deported immediately after service of sentence without further proceedings.

e. PERSONS/INDIVIDUALS LIABLE FOR ANY VIOLATION OF THE ACT:

5.4 Public Telephones – At least one unit of public telephone for every four (4) units shall be accessible to disabled persons and shall be provided with visual aids required, provided that if only (1) public telephone is to be installed in a particular place the same shall be accessible to disabled persons.

5.5 Public Transport Terminals – The criteria and accessibility requirements, provided for public and private buildings and related structures for public use shall apply to public transport terminals.

SECTION 6. SPECIAL STANDARDS OF ACCESSIBILITY. Where the requirements for accessibility in the Rules will create hardship in design/construction, special standards of accessibility through the use of other methods and/or materials shall be allowed if better facilities can be provided subject to the approval of the DPWH/CAO per NCDA. SECTION 7. BASIC PHYSICAL PLANNING REQUIREMENTS. No group of people shall be deprived of full participation and enjoyment of the environment or be made unequal with the rest due to any disability. In order to achieve this goal adopted by the United Nations, certain basic principles shall be applied.

a) ACCESSIBILITY. The built environment shall be designed so that it shall be accessible to all people. This means that no criteria shall impede the use of facilities by either the handicapped or nondisabled citizens.

b) REACHABILITY. Provisions shall be adapted and introduced to the physical environment so that as many places or buildings as possible can be reached by all.

c) USABILITY. The built environment shall be designed so that all persons whether disabled or not, may use and enjoy it.

d) ORIENTATION. Finding a personal way inside and outside of a building or open space shall be made easy for everyone.

SECTION 8. ADDITIONAL FACILITIES/SERVICES. The following facilities and services are necessary for accessibility, assistance and facility of Persons witgh Disability:

a. Ramps b. Curbs/curb-out c. Sidewalks d. Walkways/passageways e. Landmarks/railings/hand-railings f. Mechanism for correction of impairments/decreasing the degree of disability especially in children g. Rehabilitative services for disable and indigent persons h. Integration of persons with disabilities into mainstream (community) movement or traffic.

SECTION 9. INSPECTORATE TEAM. An Inspection Team should be composed to inspect and qualify institutions, establishments and buildings (old, new and to be constructed) in compliance with the National Building Code:

Upon filing of an appropriate complaint, and after due process and hearing, the proper authorities may also cause the canceellation or revocation of the business permit, permit to operate, franchise and other similar privileges granted to any business entity that fails to abide with the provisions of this Ordinance.

SECTION 12. SEPARABILITY CLAUSE. If any provision of this Ordinance is declared invalid or unconstitutional, the remaining provisions not affected shall continue to be in full force and effect.

SECTION 13. REPEALING CLAUSE. All Ordinances, local issuances and rules inconsistent with this Ordinance are hereby repealed and/or modified accordingly.

SECTION 14. EFFECTIVITY CLAUSE. This Ordinance shall take effect after its approval and publication for two (2) consecutive weeks, in a local newspaper of general circulation in Butuan City and posting in the bulletin board in two (2) other conspicuous places in the City.

DENR-Armm fortifies greening program to plant one-million trees MARAWI City, Lanao del Sur--The Department of Environment and Natural Resources of the Autonomous Region in Muslim Mindanao (DENR-Armm) will plant one million trees starting in Maguindanao as it further intensifies its greening program to reduce the effects of climate change in the region.

“Ang ginagawa natin dito ay ang pagsulong at pagtulong sa climate change mitigation (Our objective is to help in climate change mitigation),” said Kahal Kedtag of the Regional Environment and Natural Resources Secretary.

The reforestation is in line with the national greening

program.

Kedtag said the seedlings available for the project can reforest up to 50,000 hectares of land.

The watersheds in Dimapatoy, South Upi and Kabulnan – all in the province of Maguindanao – are the priority areas to be planted with the seedlings.

The region – composed of the mainland provinces of Maguindanao and Lanao del Sur and the island provinces of Basilan, Sulu and TawiTawi – has a total of 585,000 hectares of forest land.

Armm Governor Mujiv Hataman has implemented a total log ban in the region through Executive Order 001 issued in December 2011. The

order prohibits the cutting of trees in the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

Arm now has 301,000 hectares of forest cover, an increase of 6.7 percent compared with the 282,640 hectares in 2003 after a “precise geo-mapping, tagging and monitoring.”

The DENR-Armm has commissioned the local community, mostly of Teduray ethnicity, in Datu Odin Sinsuat town to raise the seedlings at the department’s central nursery at Sitio Lomboy, Brgy. Awang.

More than 400 residents, joined in the bagging of the seedlings, and availed themselves of jobs under

Fr. Edu Gariguez, executive secretary of the Catholic Bishops Conference of the Philippines’ National Secretariat for Social Action, Justice and Peace (NASSA) said he and his group’s presence in France is meant to gather legal support for their international campaign and to find ways to track longstanding complaints.

“We are also conducting

dialogue with scientists to support the complainants’ claims,” Fr. Gariguez said in an interview with CBCP News a day before he returned to Manila.

DAR turns over projects in Misamis Occidental Ozamiz City -- The Department of Agrarian Reform recently turned over two projects in Tudela, Misamis Occidental.

On behalf of DAR-X Regional Director Faisar A. Mambuay, Regional Information Officer Editha Salvador turned over the level III potable water system funded under Agrarian Reform Infrastructure Support Project III (ARISP III) to Tudela Municipal Mayor Estela Obut- Estaño who expressed her gratitude for the support services that the DAR delivered in the municipality.

Thereafter, Mayor Estaño then turned over the project to the Rural Waterworks & Sanitation & Association (RUWASA) manager Erenio Taga-ilo.

In her message, Mayor Estaño revealed that during the two-year preparation for the said project, they faced many hardships in order to achieve the level III water system.

“From the main source, we had to pass two rivers and a hanging bridge.

But through our efforts and commitment, we have overcome those obstacles and now, more than 150 households are blessed by the said project,” she added.

Luga, assistant vice president for Reputation Enhancement Department Administration of DLPC, said the outages lasting up to one hour were blamed to the power curtailment of at least 100MW in the Mindanao grid on Monday from 80 MW last December 2, as announced by the National Grid Corporation of the Philippines (NGCP).

DLPC’s franchise area also covers some parts of Davao del Norte, including Panabo City, Dujali and Sto. Tomas municipalities.

The Aboitiz Power Corp.’s TSI 1 was back online after it went under more than two weeks of emergency shutdown since November 22 while the 105MW unit of the STEAG coal-fired power plant in Misamis Oriental, which underwent a preventive maintenance shutdown, caused the shortage.

At least 50MW out of its 150MW generating capacity goes to DLPC but as of Monday it can only deliver 34MW. Its second unit, which has the same generating capacity and 50MW contracted power to DLPC, will be commissioned in March 2016.

This could have improved the power situation within DLPC’s franchise area if not for the power curtailment that resulted from another emergency shutdown of one of the power plants of the decades-old Agus-Pulangui hydropower complex and its reduced generating capacity, Luga said.

“To prevent total breakdown of the Mindanao-grid, the NGCP will implement manual load dropping within the franchise once the demand for power exceeds with what is being supplied.

Hence, the implementation of these rotating service disruptions,” a DLPC statement reads.

Luga said the DLPC’s requirement peaks at 355MW on a daily basis but the National Power Corporation (NPC), which supplies the biggest chunk of the power utility’s contracted energy, can only deliver 108MW during off peak (10 p.m. to 8 a.m. of the following day) and 186MW during peak hours (8 a.m. to 10 p.m.) out of the 274MW. Its daily requirement ranges from 350 to 355MW. When there is insufficient power in the Mindanao Grid, DLPC will tap

its standby Bajada Diesel Power Plant with a sustained capacity of 40MW. DLPC has also contracted from Hedcor’s Tudaya 1 with 6.6MW and the 42.5MW of Sibulan A and B in Davao del Sur. As of 1:06 p.m. on Monday, the NGCP noted an excess of 35MW in Mindanao.

Luga, however, said the surplus indicates a very thin margin which cannot ensure that there will be no brownouts because the energy consumption varies every hour.

4 more power plants in 2016 During a forum on the Mindanao Energy Plan and the impacts of El Niño on the Mindanao power sector at the Pinnacle Hotel and Suites last November 23 at Pinnacle Hotel and Suites, Engr. Noriel Christopher Reyes, science research specialist II at the Department of Energy’s Electric Power Industry Management, announced that four units of coal-fired power plants with a combined power capacity of 550MW will be connected to the Mindanao grid in the first half of 2016.

This is seen to hush up the power supply in Mindanao and cushion the impact of El Niño that will greatly affect the hydro plants that supply 55 percent of Mindanao’s energy mix at present.

Two coal-fired plants will start in the first quarter: the 150MW unit of Therma South Inc., a subsidiary of Aboitiz Power, in Binugao, Toril in Davao City; and the 100MW unit of the Sarangani Energy Corporation in Maasim, Sarangani Province.

The San Miguel Power Corporation will start commercial operation of its two power plants, each having a capacity of 150MW, in the second quarter, according to Reyes.

From November 2015 to February 2016, he said, the impact of El Niño will be more evident with a projected power deficiency placed at 100-200MW.

Was the UN report wittingly done as an indirect message to “do not support” the candidates (including the Presidential standard bearer) endorsed by the Aguino administration?

The international body also expressed pessimism that once the Philippines membership with the UN is cut, the Philippines could no longer expect any favorable support should conflict arises in the Spratly.

Perhaps, the Aquino government is aware of the UN threat that the Office of the Ombudsman, the anti-graft body, is now running and dismissing public officials – elected or not – who have cases of graft and corruption. Is the Aquino government trying to convince the UN that its administration is now seriously running after corrupt public officials, even these officials are political allies?

However, the Filipinos are still in doubt of Aquino’s sincerity of weeding out the corrupt officials in its administration. There is the feeling that the anti-graft court’s dismissal orders (many feared that most of these might be reversed after all), were nothing but a “show” to convince the UN body that the Philippines is actually trying to clean its backyard of corrupt public officials.

Anyway, after Aquino’s watch, the UN body gives a five-year grace period for the newly elected President to clean the government of corrupt officials. Of course, if the new President would carry the UN mandate, there

is the popular belief that one-half of the country’s public officials – both local and national – would languish in jail. When I was still in the country, so many people reported to me what they have observed with regards to such crime and without losing time, I wrote about it and criticized some political leaders who were suspected of having circulated cash to buy indiscriminately the ballots of the general public.

Some people applauded me for such move, but the result was some people living in the dark side of civilization threatened me with death should I persist in making myself a hero. Every journalist lives in fears of death threats and I am no exception.

The problem with the commission of such crime emanates from the top leaders who are running for elections. This is the principal reason why vote-buying is very difficult to put to a stop. Some candidates have the right connection to the powerful and influential authors of political maneuvers, thus anyone who attempts to bar them from doing so will join a long list of targets for a kill. People in this world of dirty tactics and strategy are determined to execute anyone indulged in stopping such a terrifying program.

It needs the participation of everyone to dismantle the old practice of foolish buying of votes. I mean the president, the legislators, the political parties, the candidates, the media and all voters must join hands to stop it. In this way, the guilty people involved in such activity can go to jail and for sure when this happens, we may not be able to eradicate it completely but at least a good deal will take place. There will be sunshine and hopes for the country, especially the younger generations who are advancing to replace us in this world.

It is so annoying and embarrassing that only in the Philippines, where vote-buying seems to be tolerated by the government and people. And because enforcement of our laws in this regard is ignored and no one ever went to jail, the thing has been going on

undisturbed for years. No one is worried to think that the winners in such anomalous electoral processes are scandalously voted. Their elections were a falsification of sort, a farce and truly a tragedy that deserves no merit at all. I wish the government acts to change this long practice to give honor to our elected officials.

President Dr. Gilbert Gille presided the meeting even as he announced the gains of the organization and its future plans and projects. He also thanked the presence of the Philippine Association of Forex Traders, Inc. (PAFTI) who came all the way from Manila to join the affair. PAFTI made a short presentation of their program to help businessmen and traders know and understand Foreign Exchange. They delineated ways to enhance Financial Planning, tailor-fit investment and financial instruments; building Net Worth and diversifying funds.

The program started with an invocation by Rev. Prudencio T. Plaza Jr.; singing of the Pambansang Awit by Ms. Elle Yu; Community Sing by Ms. Inday Bacarizas, Entertainment by Ms. Jenny Ragmac; and Acknowledgements by Emilio Tumala II. A raffle/gift-giving was also successfully handled by Mr. & Mrs. Joe Gordiel.

The assembly also voted unanimously to retain the present set of officers.

Dr. Gilbert Gille, incumbent president, praised the members cooperative spirit that led to the success of Share’s past projects. Financially sound, to the tune of more than half a million pesos in banks (as acertified by Treasurer Lino C. Chan), Share Foundation looks forward to helping more patients who needs support. Gille is optimistic that more partners will be supporting the Foundation for its projects in 2016 and beyond.
