Tornado buries rice fields in Davao Sur town

A G S AY S AY, Davao del Sur-Hectares of newly-planted rice fields in Barangay Lower Bala here were buried with mud after the area was hit by a tornado triggered by heavy rains since Saturday afternoon.

Reports reaching the Municipal Disaster RiskReduction and Management Office (MDRRMO) showed that several houses were also washed away by rampaging water from a river overflow.

During Monday’s flag ceremony, MDRRMO officer Joseph Penonia said the Municipal Agriculture Office and the Municipal

Engineering Office are now assessing the amount of damage to rice fields as well as structures, respectively, in the entire municipality.

Penonia said there were no casualties reported, although some animals were swept by flood waters.

He lauded the efforts of municipal and barangay responders who came to rescue affected residents bringing them to safer areas.

Mayor Arthur Davin had already instructed the Municipal Social Welfare and Development Office (MSWDO) to provide food packs to affected residents, especially those whose houses were destroyed by the flash floods.(PNA)

Mindanao Film Festival opens with award-winning Davao film DAVAO City--The 12th Mindanao Film Festival will open this December 7 (Wednesday) at Gaisano Mall Cinema 6.

The formal opening film of the festival will be the full-length movie “Baboy Halas” (Wild Boar) which was shot in the forests of Marilog District in Davao City.

The film which revolves around a family of Matigsalug forest-dwellers, was produced thru a grant secured from the Quezon City Film Development Council

Fisheries anti-poverty program rolls out in Davao Region DAVAO City--The Bureau of Fisheries and Aquatic Resources (BFAR) in the Davao Region (BFAR-11) has rolled out the Target Monitoring System and the Reorientation on Social Preparation as the last leg of the project launching held nationwide from November 30 to December 4.

“This is the third and last leg of the National rollout of the TARGET monitoring system and the reorientation on social preparation,” BFAR-11 Regional Director Fatma Idris said in an interview Monday.

The Luzon leg was held in Tanza, Cavite with close to 400 participants and the Visayas cluster training in Cebu City last week with around 330 participants.

GET Program which stands for Targetted Actions to Reduce Poverty and Generate Economic Transformation.

The program seeks to provide a holistic approach in helping the fisherfolk improve their economic plight.

“We provided them livelihood inputs that are appropriate for their resources, including training. We even moved one step forward by establishing Community Fish Landing Centers,” Idris said.

And to be able to make certain that all these interventions are being utilized properly and are really making a difference in the lives of the fisherfolk, she said.

BFAR hired Fisheries Livelihood Development Technicians or FLDTs for the program.

Furthermore, the drafting body must put up a website wherein updates on the working draft and the writing process are posted.

Obviously, the public is free to air their views on the progress of the draft itself particularly in matters of substance and style.

Needless to say, the drafting body must take in consideration the public pulse. But they must also engage the assistance of constitution-drafting experts.

We definitely do not want in the new constitution an utterly ridiculous provision like Article XVI, Section 10: “The State shall provide the policy environment for the full development of Filipino capability and the emergence of communication structures suitable to the needs and aspirations of the nation and the balanced flow of information into, out of, and across the country, in accordance with a policy that respects the freedom of speech and of the press.”

After a working draft is determined by the drafting body, there should be a sufficient period allotted for public debates.

This time will be very important because this is where the draft of the new constitution will emerge.

And when the final draft is done, there should also be an appropriate amount of time to allow the public to reflect on it. The peoples’ minds must be clear when they decide to enact

or to reject the new constitution in the plebiscite.

Ostensibly, organizing an effective and efficient secretariat to coordinate all the requirements mentioned here is absolutely necessary.

Indeed, the quality of the team organized for this purpose can make or break the drafting process itself. Hence, only the most committed Filipinos should be considered here.

We must bear in mind that constitutional revision or charter change or whatever it may be called, is fundamentally a nation re-building effort. Therefore, it is imperative that Filipinos be extensively involved in the drafting process as well as to intently monitor the drafting body. Correspondingly, the latter, be it a Con-Con or a Con-Ass, must consider the minimum requirements for the constitution writing exercise set forth here.

Lastly, it cannot be emphasized enough that we want the new constitution to be more reflective of the times and responsive to the needs of all Filipinos.

Therefore, we must be ready to be actively and directly involved in the drafting process. Indeed, we should be ardently preparing intelligent and coherent proposals as to what the new constitution should contain.

Specifically, we should be probing the text of the 1987 Constitution for provisions that need to be revised or removed altogether. A perfect mental exercise over the Christmas holidays. New trends in computing

A computer is a device that can be instructed to carry out an arbitrary set of arithmetic or logical operations automatically. A plaque has been installed in Hammersmith, west London, where Lyon’s, the tea shop company, ran the world’s first electronic business computer 65 years ago. In reality, the first application of computers was in the military.

The first computer was conceptualized by Alan Turing, an English patriot during World War II, who developed a way how to decode intercepted German signals.

The ability of computers to follow a sequence of operations called a program make computers very flexible and useful.

Such computers are used

as control systems for a wide variety of industrial and consumer devices.

This includes simple special purpose devices like microwave ovens and remote controls, factory devices such as industrial robots and computer assisted design but also in general purpose devices like personal computers and mobile devices such as smartphones. The Internet is run on computers and it connects millions of other computers.

Since ancient times, simple manual devices like the abacus aided people in doing calculations. Early in the Industrial Revolution, some mechanical devices were built to automate long tedious tasks such as guiding patterns for looms.

FAO, aggie dept unveil operations center for DRRM, climate change adaptation in agriculture

T

HE Department of Agriculture (DA) and the Food and Agriculture Organization of the United Nations (FAO) on December 5 inaugurated the country’s first Disaster Risk Reduction and Management Operations Center (DRRM) for agriculture.

Envisioned to be a monitoring hub for natural calamities that pose a threat to the agriculture sector, the centre will serve as a crucial platform for decision makers and experts to enhance national preparedness and to coordinate response activities related to agriculture.

“In 2015, DA and FAO

took a major step together in formulating the country’s first Strategic Plan of Action for DRR in Agriculture and Fisheries. In 2016, we launched the Integrating Agricultural Sectors in the National Adaptation Plan (NAP-Ag) Programme, which seeks to enhance the country’s institutional capacity to operationalize climate adaptation and disaster response strategies. It is in this Operations Center that we will see these plans and strategies action,” said FAO Representative in the Philippines José Luis Fernández.

The facility, which is located at the DA compound in Quezon City, was

renovated, fitted and furnished with essential risk and disaster monitoring and assessment tools and equipment through funding provided by FAO and its development partners, including the German Federal Ministry for the Environment, Nature Conservation,

Building and Nuclear Safety and the European Commission’s Humanitarian Aid and Civil Protection or ECHO, among others.

Also present at the inauguration ceremonies were DA Undersecretary for Operations Ariel Cayanan, DA Undersecretary

FAO’s disaster risk reduction and management (DRRM) and climate change adaptation (CCA) work in the Philippines focuses on building the resilience of vulnerable farming and fishing communities to both natural and man-made disasters, and enhancing the Government’s capacity to address threats and respond to crises.

nderscoring the importance of the early detection of HIV for the commemoration of World AIDS Day, LoveYourself in collaboration with the Pasay City Social Hygiene Clinic conducted an HIV testing campaign at the Senate of the Philippines on 29 November 2016 from 9:00 a.m.-5:00p.m.

This is in response to the initiative of the Office of the Senator Risa Hontiveros being the Senate Committee Chairperson on Health and Demography, who is also thrusting for the amendments of the Republic Act No. 8504 or also known as “Philippine AIDS Prevention and Control Act of 1998.”

Hontiveros, the HIV testing day at the Senate aims to encourage more people to look at HIV test as a regular diagnostic tool, such as, blood pressure check-up and urinalysis, to know one’s health status and live a healthy lifestyle.

“An HIV test could spell difference between life and death,” relayed Sen. Hontiveros, while

emphasizing the need for such a procedure to generate information that would support a progressive, human-rights-based and gender sensitive policy and programs to fight the spread of HIV and AIDS in the country.

Sen. Hontiveros emphasized that Filipinos can avail free and confidential HIV test from any social hygiene clinics and community centers like LoveYourself.

Allaying fears to those who wanted to undergo an HIV test, the Senator quickly responded that lack of awareness, strong stigmatization and discrimination are among the factors that scare people, particularly the key populations, to avail of the free health service offered by the government.

As an encouragement, Sen. It can be recalled that the local government’s RTA has tapped LTO and the Highway Patrol Group in decongesting traffic in the national highways by removing vehicles which are parked within highway boundaries while waiting their cargoes to unload in warehouses located along the national highway.

The eastern portion of the Butuan-Cagayan de Oro highway for instance is littered with dozens, if not hundreds, of warehouses in both sides and trucks queue up waiting for their unloading turn, occupying two of the six lanes that are supposed to be allotted to motorists from both easterly and westerly directions.

“We cannot penalize the drivers, that’s the job of LTO and the local government unit. But we can pin down the truck operators because they are the ones who applied their certificates of

Mr. Guro said that prior to being given a certificate to operate a trucking business, an applicant must prove first that it has leased a parking lot in the warehouses where their clients are located so they would not obstruct traffic in the national highways.

“The area of the parking lot is also specified under law. For truckers, we require a 2,000-square meter parking lot,” he said.

Along this line, Mr. Guro will send LTFRB representatives to monitor erring truck drivers when Hapsay Highway starts implementation on December 16.
