MISAMIS ORIENTAL – Illegal fishing remains a problem for the undermanned personnel of the Bureau of Fisheries and Aquatic Resources (BFAR) in Northern Mindanao, a fisheries official said Friday.

Visa Tan Dimeren, BFAR regional director, said that there are three hot spot areas for illegal fishing in Misamis Oriental while illegal fishing remains unabated in two coastal villages in Cagayan De Oro. Dimeren identified the coastal towns Manticao, Initao and Lugait in Misamis Oriental’s western district, while the villages of Bayabas and Bonbon, in Cagayan De Oro’s northern coast as “hot spot” of illegal fishing.

She said there were reports about “encroachment of fishing boats” and dynamite fishing in the coastal towns while dynamite fishing is prevalent in Cagayan De Oro City’s coastal areas.

P11.4 M to 38 barangays

Misamis Oriental Gov. Bambi Emano distributed 38 checks worth some P11.4 million to 38 various barangays in eight (8) towns of District 1 under his barangay empowerment program last week.

The amount represents the P300 thousand worth of projects which the barangays have previously identified as priorities in their respective areas and to be implemented by the barangay themselves.

“I only asked one condition from the barangay officials; that as soon as the projects are implemented all labor requirements must come from the barangay itself,” Gov. Emano said.

He added that this scheme of project development is to promote recognition on the capabilities of our barangay officials as well as transparency in all phases of the projects.

“The check and balance is better when projects are done by the people themselves in the barangays where these are located,” Gov, Emano said.

Gabriela hits Duterte over ‘sexist’ remarks

DAVAO City -- The Gabriela Southern Mindanao Region hit Davao City Mayor Rodrigo over his “sexist and derogatory” public statements concerning women.

In a statement issued Thursday, Mary Ann Sapar, secretary general of Gabriela-Davao, reiterated the group’s stance against Duterte’s declarations that he has two wives and two girlfriends as “an affront to women.”

“We urge the Mayor to stick to meaningful and significant issues. It can be recalled that on many occasions, the GabrielaDavao member organizations and leaders sent strong messages of concern, criticism and alternatives, and a major offshoot of which was Mayor Duterte’s positive response to the challenging and progressive provisions of Davao City Children’s Welfare Code, Women Development Code and the Local Development Plan for Children, and on Reproductive Health,” Sapar said.

Davao film to be shown in Paris film fest DAVAO City--A short film about a physically impaired man living in Davao City’s San Pedro Street is now being screened in 13th Signes de Nuit International Film Fest in Paris, France.

The film helmed by Albert Egot Jr. joins seven other films from the Philippines which

is currently being shown in the annual film festival that showcases several multigenre cinematic works from across the world. The festival started last November 26 and will run to December 6.

“Ang Baril ni Polding na Walay Pulbura” (The Gun of Polding without Gunpow-

der) tells the story of John Michael Exel alias Polding, a paraplegic living in the streets of San Pedro and Claveria in downtown Davao City who despite being jobless and homeless still finds beauty in his everyday’s life.

The film was screened in the 10th Mindanao Film

Festival last year which won the festival’s best documentary prize, it was also shown in the 2015 Cinemarehiyon Film Festival of the National Commission for the Culture and the Arts (NCCA) where foreign programmers took notice of the documentary.

“I was surprised because I

thought my film would never be chosen after they initially contacted me. When they informed me that it would be programmed, I felt really proud because not all are given the opportunity to have their films shown abroad.” Albert Egot said.

The street vendors are here to stay! himself torn between duty, on one hand, and mercy and compassion, on the other.

He knows that the traffic must be kept flowing. He knows fully well, as drilled by his superiors, that “Daang Masikip” can not be part of “Daang Matuwid”.

He knows by heart the 3 E’s of traffic management: Traffic E-ngineering, Traffic E-ducation and Traffic E-nforcement.

He knows that when he signed up, he has sworn to uphold the law. He has heard it more than once from then Mayor Alfredo Lim that “… (the) law applies to all or none at all.”

The enforcer, who may be taking up criminology or law classes in the evening, has probably heard it from his professor: “The law may be harsh but it is the law.” He knows and understands that one must have “political will” which is essential to “good governance.”

And yet part of him says: “Take it easy on your kind.

No wonder that to the street enforcer, it is enough that the vendors move back or better still, disappear, while clearing operations

These are just some of the heart-breaking pleas that we, who are relatively well off and who have not experienced hunger, would readily dismiss.

To most of us, these pleas are mere “palusot ng mga pasaway”.

But ask actor-politician Isko Moreno- who has undergone severe hardships early in life. He had often faced the quandary of where to get his next meal. As he claims in his political ad: “Alam ko po yan.”

But the more enterprising enforcers at the barangays are quick to take advantage of the situation. “If you can not lick them, might as well try to profit from them.” Thus, not a few barangay enforcers are notorious for exacting fees – further adding to the burden of sidewalk vendors - in order to look the other way.

To be very realistic about it, the street vendors are here to stay. We can have twice daily clearing operations but the vendors will always be back with a vengeance.

Illegal street vendors are just a small part of the problem. We also have the problem of the street dwellers. We have the problem of the street beggars. We have the problem of the “taong grasa”. We have the problem of the “batang hamog” who eventually morphs into a “batang sabog”.

When we need to, (as shown during the APEC conference or during a papal visit) we can display flashes of “political will”. Critics call it “political hypocrisy”.

We can keep these human obstructions off the streets.

But only temporarily.

Unless we really address the root cause of the problem – grinding poverty and lack of viable and sustainable employment/housing alternatives -, unless we go beyond crowing about impressive economic numbers, all solutions will merely be band-aid.

DSWD holds camp for street families

Cagayan de Oro City -- The Department of Social Welfare and Development (DSWD) in Northern Mindanao hosted a Family Camp for 106 street family-beneficiaries here of the Modified Conditional Cash Transfer (MCCT) project to provide opportunity for the street families to experience various activities geared towards character building and personality development.

The family camp conducted in two batches was held at the Manresa Farm of Xavier University’s College of Agriculture.

Lawyer Araceli F. Solamillo, Regional Director of DSWD Northern Mindanao, said that the family camp is a strategy wherein social services will be provided for the street families all throughout the camping period. It will also serve as a venue to strengthen their parental capability.

“The event will let them temporarily forget their everyday struggle on the streets and hopefully experience a real family life,” said Atty.

The 106 street families are from the different areas of this city like Iponan, Bugo, Macabalan, Puntod, Cogon, Canitoan, Carmen, among others.

The children-beneficiaries participated in various activities such as discussion on children’s rights, story-telling

sessions, supervised neighborhood play, film showing, seminar on harmful effects of illegal drugs, zoo tour, and other sports activities such as basketball.

Loucell Delusa, case worker of DSWD, said that through these activities they will develop the values of sportsmanship and teamwork as well as build character and gain positive self-esteem.

On the other hand, the parents were engaged to Family Development Sessions, skills trainings, spiritual enhancement, gender sensitivity, and empowerment training.

MCCT-HSF is an expansion of the Pantawid Pamilyang Pilipino Program, which provides assistance to street families. The program gives them access to social services, shelter, and economic opportunities to improve their living conditions.

In Northern Mindanao, a total of 211 families have been registered in the program. Of this number, 105 families are from Iligan City,

Lanao del Norte and 106 are from this city. MCCT-HSF is implemented only in the highly urbanized cities in Northern Mindanao so far.

The MCCT-HSF also reaches out to street dwellers and assesses them for possible inclusion in the program. If they are not qualified for the program, they will be given access to other DSWD and local government programs and services.

After the camp, each families received food packs from DSWD. Role of local government units While the DSWD implements the MCCT-HSF, Atty.

Solamillo reiterated that local government units and the Barangay Council for the Protection of Children (BCPC) still have the main responsibility of assisting street children and street families in their respective jurisdictions.

Local governments take the lead in the provision of social welfare services.

In this city, the City Social Welfare and Development Office is in close coordination with DSWD in serving the street families.

Aside from program implementation like the MCCTHSF, DSWD has also intensified its advocacy to help street children through the Twitter account @savestreetkids. The public can report sightings of street children and street families to this account.

The MCCT for Street Families covers poor families who were not included in the Pantawid Pamilyang Pilipino Program because of their mobile lifestyle and indefinite residence.

The MCCT provides a complete package of assistance to the street families which are not limited to education and health grants, but also include safe and responsive housing assistance with access to social services and economic opportunities for the improvement of their living conditions.

The street families under

the MCCT project will also receive monthly cash grants for health and education soon, provided that they comply with the modified conditionalities.

The conditions that they should comply with are: parents should ensure that their children do not stay or work on the streets; parents/guardians should participate/attend the Family Life Education and Counseling, and Family Development Sessions conducted in their locale; children

should be attending any mode of learning, either regular school, Alternative Learning System (ALS), School on Wheels or Supervised Neighborhood Play; parents/ guardians should bring their children to health centers for immunizations, weight and height monitoring and preventive check-ups; and household beneficiaries must stay in alternative residences after identification, relocation and/or provision of shelter assistance for them.

Zenaida Arevalo during the congress held at the Zamboanga Ecozone and Freeport Authority (ZAMBOECOZONE) recently.

During the congress, children coming from key towns and cities in the region including Dipolog City, Dapitan City, Tungawan, Zamboanga Sibugay and Zamboanga

City converged at the Ecozone and performed in competitions such as the speech choir, dance sport and show and tell.

In a message read by Councilor Roel Natividad, Sr., Mayor B eng Climaco-Salazar praised the DSWD for the yearly conduct of the congress.

“We are sharing our felicitations to the DSWD for continuously promoting children’s welfare in the region,” she said. The message continued “we have been advocating for programs to make children’s aspirations a reality today,” citing that under her administra-

tion, security, health and education are the main thrusts.

“We believe that if our youth have access to quality education, then they will be equipped with the knowledge and skills for a better and brighter future,” the mayor said in a statement. “As elders, we are responsible for the children and the youth, we should endeavor to mould them into peaceloving citizens.”

ON its 11th year, STEAG State Power Inc. (SPI) conducted the Energy Quiz 2015 at Limketkai Mall last Thursday, December 3. The said competition is SPI’s much awaited annual event that was participated by 34 high schools in Northern Mindanao. It is to show the student’s competency and learning in science and energy.

The contest was composed of three rounds. The quiz contained current events about electricity, energy and other subjects related in chemistry and physics. Each participating school was represented by a team of three students who were pre-selected by their administrators and identified as among the brightest in their class.

Corpus Christi School won during the tie breaker among Mindanao State University - Iligan Insti-

tute of Technology, Sacred Heart of Jesus Montessori School and Saint Mary’s School.

Xavier University High School won the first place and received a trophy, medals and P10,000. The second placer received a trophy, medals and P8,000 which was the Regional Science High School. Corpus Christi School got the third place and also received a trophy, medals and P6,000.

SPI presented a video regarding their company.

They also showed a video before and during the competition started. The event ended successfully.

This annual event has become one of the much awaited campus competitions among high schools in Northern Mindanao as it provides opportunities among students to demonstrate and prove their competence and knowledge in the fields of science and energy.

Zonta CDO II hosts forum on Human Trafficking: A Global Epidemic Guest Speaker – Ma. Cecilia Flores-Oebanda, Visayan Forum The local chapter of a worldwide service organization of executives in business and the professions aimed at advancing the status of women worldwide will host a forum on the global epidemic of human trafficking.

Zonta Club of Cagayan de Oro II hosts a forum on Human Trafficking: A Global Epidemic on 05 December 2015 at a local restaurant.

Guest speaker will be Maria Cecilia Flores-Oebanda, founding president and executive director of Manilabased Visayan Forum, which has battled human trafficking, forced labor and other forms of modern day slavery since 1991.

Ms. Flores-Oebanda is the Founder and President of the Visayan Forum Foundation, a national NGO in the Philippines that promotes the rights and development of marginalized migrants, especially those in the invisible and informal sectors, like domestic workers and trafficked women and children.

She has spent most of her life as a freedom fighter and worked with the urban poor, peasants, women, youth and children. Because of her work, she became a political prisoner for four years under the Marcos dictatorship. She was released from detention as a result of the 1986 EDSA People Power Revolution.

Immediately after her release, she set up the Visayan Forum Foundation. She is the convener of the MultiSectoral Network against

solutions must be combined addressing these two dimensions.”

The Philippines is considered among the leading sources of migrant workers all over the world. As of December 2003, the Philippine Overseas Employment Administration reported some 7.76 million Filipinos are working abroad. It is part of the Government Philippine Medium Term Development Plan. This policy has another side of coin: thousands of Filipinos fall into trafficking for exploitative situations, she added.

“Trafficking is also still remains rampant within borders. Inside the Philippines, there is trafficking from rural to urban metropolitan areas. Even overseas recruiters rely on intricate processes that start from far-flung communities,” she noted.

Ms. Flores-Oebanda is also the Philippine and Southeast Asia Coordinator for the Global March Against Child Labor, a worldwide movement on behalf of 250 million working children, 4 million of whom are Filipino. She is also the current chairperson of Child Workers in Asia, a Bangkok-based network of about 100 NGOs working on the issue of child labor in Asia. During an interview with HumanTrafficking.org Ms. Flores-Oebanda identified some of the root causes of human trafficking in the Philippines: “Victims are pushed by poverty, unemployment, lack of educational alternatives, peer influence, social expectations and armed conflict, and the mere inability of young people to continue their studies. Many believe in making family sacrifices.”

“In the Philippines, the phenomenon of trafficking

in women and children has two faces: serving both the overseas job markets as well as the local market.

A network of headhunters which scouts for recruits in poor communities earns as much as $10 to $20 per head, putting recruits in a position of indebtedness to recruiters who harbor them.”

“Before reaching Manila and other exit airports, recruiters have to identify, screen, and transport potential victims from poor provinces. Traffickers clandestinely organize their transport operations through different ports and land routes across the country. As it happens inside the country, it is part and parcel of the international dynamics of trafficking, and

of the United Kingdom as a “Modern-Day Abolitionist” in the 2007 celebration of the bicentenary of the abolition of the Slave Trade Act. “The Philippines has made notable progress in the campaign against trafficking in persons, being one of the first countries in Asia to pass a definitive law against trafficking, Republic Act 9208 (Anti-Trafficking in Persons Act of 2003). The law imposes stiff penalties for traffickers and mandates the provision of direct services to trafficking victims.

The challenge for the government is on how to make this law effective and how to fast track the resolutions of cases filed in court.

Second is how to address the root causes of the problem.

“Aware of the archipelagic nature of the Philippines and that internal trafficking is rampant in many of these transit points, Visayan Forum combats trafficking it transit points, such as shipping ports and airports strategically located across the country. This is a crucial stage when traffickers become highly visible, along with their recruited victims.

Within these ports, the VF operates unique facilities called halfway houses.”

“Inside these halfway houses, a team of multidisciplinary staff provide integrative services to pro-

tect and heal victims. Such services includes temporary shelter, counseling, legal assistance, skills training, and referral for aftercare services.”

Visayan Forum offers temporary shelter, healing and repatriation services to women and children. These port halfway houses are also the nerve centers for information and advocacy inside the ports.

Zonta Club of Cagayan de Oro II is part of Area 3, District 17 which covers six countries in Asia.

It was chartered in June 1996 as the baby club of Zonta Club of Cagyaan de Oro 1. RDC-X meets in Tangub City, DBM Secretary Abad as Keynote Speaker The Regional Development Council of Northern Mindanao (RDC-X) held its 106th Full Council meeting on December 1, 2015 in Tangub City. The Honorable Secretary of the Department of Budget and Management (DBM), Florencio B. Abad, was keynote speaker.

In his welcome remarks, Mayor Philip T. Tan gladly acknowledged the presence of the Full Council members and thanked everyone for coming over to experience Christmas in 17 countries in Tangub City. He also welcomed Secretary Abad whom he tagged as the Santa Claus and adopted son of Tangub.

RDC-X Vice-Chair and NEDA-X Director Leon M. Dacanay, Jr., who presided over the meeting, presented the Complementary Strategic Investment Program (CSIP) for the Panguil Bay Bridge Project (PBBP). Director Dacanay stressed that as the PBBP is set for implementation in 2016 and is expected to be completed in 44 months, the CSIP (costing PhP8 Billion) shall facilitate smooth project implementation and optimize the utilization of the bridge after completion.

The project is also expected to effect innovative utilization and management of the agricultural and aquamarine resources, and establish world-class cultural tourism and performing arts services in the municipality of Tubod in Lanao del Norte and Tangub City. The CSIP for the PBBP was then handed over to Secretary Abad for funding support.

In his keynote speech, Secretary Abad expressed appreciation over the high enthusiasm of the region’s stakeholders towards the realization of the Panguil

Bay Bridge. He articulated his full support to the project citing that it is a strategic and very important infrastructure project that Mindanao needs not only to improve connectivity but also to enhance productivity and efficiency.

He said that “one good thing about Region X is that its industrialization is based on agri-processing which is a good approach in promoting agriculture and helping the poor.” As he also expressed support to the CSIP, he advised the Council to include more projects such as capacity-building, database formulation, good governance, strengthening private sector participation, among others, in CSIP funding requirements.

The RDC confirmed the resolutions passed during the 105th RDC-X Executive Committee meeting last November 16 which include, among others: 1) Endorsing the CSIP-PBBP for consideration of the DBM and other concerned agencies; 2) Endorsing the CHED-X TWG resolution regarding additional priority courses under the three percent regional priority courses for Tulong Dunong 02 starting academic year 2015-2016; 3) Supporting barrier-free

tourism; 4) Supporting the establishment of a regional network of partners and service providers on the reintegration of returning Overseas Filipino Workers; 5) Endorsing to the Office of the President the proposed port zone delineation of the Port of Laguindingan, Misamis Oriental; 6) Endorsing to the DPWH-X the proposed access road project leading to the Port of Laguindingan; 7) Endorsing to the NEDA Central Office for technical and funding support the preparation of the proposed Northern Mindanao Regional Transport Master Plan; 8) Enjoining the concerned government agencies to support 4IDPhilippine Army’s “Whole of Nation Initiative-Peace Caravan;” 9) Supporting the priority agenda of the RDC-Private Sector Representatives (PSR) during the 6th RDC-PSR national convention; and 10) Approving the RDC-X Calendar of Activities for CY 2016.

The Council expressed its gratitude to Mayor Tan through a Certificate of Appreciation, for hosting the meeting. Plaques of Appreciation were also conferred to the Provincial Governments of Bukidnon, Lanao del Norte and Misamis Occidental and the City Government of Tangub for their support to the 6th National Convention of the RDC Private Sector Representatives last October 14-16 in Cagayan de Oro City. Plaques of Recognition were also given to the regional qualifiers to the 2015 Search for Outstanding Volunteers, namely: a) Kapamagogopa, Inc. of Iligan City (also a national awardee); b) A Foundation for Growth, Organizational Upliftment of People

(GROUP), Inc. of Cagayan de Oro City; and c) NMR One Youth Entertainment, Inc. of Valencia City.

The Full Council was then treated to the grand opening and lighting of Tangub City’s 23rd Christ-

mas Symbols Festival. This is a month and a week-long (December 1, 2015 to January 8, 2016) Christmas celebration highlighting displays of stunningly colorful Christmas lights portraying the famous landmarks of

The road upgrading project in Pusan Point in the same town including the construction of seawall and improvement of Tourism Site cost the government P78.2 million. Its completion is set on December this year. The construction of a bridge in Barangay San Pedro in Caraga town which cost P180 million was completed in October this year.

For her part, Davao Oriental Governor Corazon Malanyaon vows to pour more investments in the construction of roads in the province. “We intend to continue to pour our support to include these conflict-affected and vulnerable areas by providing funds for the rehabilitation, construction, installation of potable water supply and sanitation projects and for the installation, maintenance of lighting system.

And in addition, we have extended coverage of the rehabilitation, maintenance and improvement of local roads, bridges and other public facilities in order to sustain the benefits of improved accessibility to these areas,” says the governor.

The Internal Peace and Security Plan or Bayanihan program of the Armed Forces of the Philippines was piloted in Davao Oriental to great success, with government and the military cooperating in bringing development projects to far-flung areas especially those called GIDAs or Geographically Isolated and Disadvantaged Areas which are far from vital government and private resources.

The government has defined GIDAs as communities with a marginalized population and physically and socio-economically separated from the mainstream society. They are physically isolated due to

distance, adverse weather conditions, lack of transportation (island, upland, lowland, landlocked, hard to reach and unserved or underserved communities), with high poverty incidence, presence of vulnerable sectors, and a community in or recovering from situations of crisis or armed conflict.

These inaccessible areas became perfect refuge for rebel groups operating in the province as they felt safe in these areas that eventually became their nerve centers from which all revolutionary movements in the region are directed.

The provincial government and the military are one in saying that when people’s basic needs are met, there will be no reason for the people to join rebel groups and rise against the government. The first item on the long priority list was to improve the road network to connect conflict areas with the rest of the community.

Without access, other basic services will not reach the natives who are among the poorest in the province.

To provide the much needed roads, the provincial government acquired its own materials and equipment for road building. Then along with personnel from the military, they painstakingly built the access roads.

Eventually new roads were carved out, though still rocky and not concreted.

Even then, the people are happy because it significantly shortened travel time from their remote villages to the commercial centers where they market their agricultural produce.

FRUITS OF PEACE More importantly, the vital road projects in conflict areas in the province forged a good relationship between the provincial government, the military and the natives, and it had planted the seeds of trust that had long been missing in the communities.

The new roads plus the healthy relationship paved the way for other aspects of development to enter thesevulnerable areas. The governor, a Mandaya native herself, have also successfully helped the indigenous peoples in the province in their plea for ancestral domain. As they now enjoy full ownership of their ancestral lands, the Mandayas are now assured of equity in their own rich and fertile land, bringing them closer to the support services bankrolled by the national and local governments such as farmer training.

However, the province is now a new beehive of tourism activities. Tourists come in droves to see its most impressive coastal scenery, particularly its awesome and serene beaches and lovely islands. Banking on its magnificent eco-tourism destinations, the local government vows to give its visitors the transformative magic of travel.

Sapar said Duterte does not have to use women to gain popularity as he was already leading in surveys.

“He does not have to use expletives in public for his messages are clear and distinct,” she said.

She urged the mayor to maintain what he did during the “One Billion Rising Campaign” held early this year where he did not spew out expletives.

“In other countries, government officials resign over derogatory remarks against women,” she said.

Sapar said the group will continue to advocate for women’s protection and development that has already been started around the country.

“We vigilantly pursue people’s interests as well as continue to gender-police in order to defend and ad-

Daba calls for implementation of half-cup rice law THIS Yuletide Season, Councilor Annie Daba, chair of the City Council committee on agriculture and fisheries, is calling for the implementation of Ordinance No. 12685-2013 and the compliance of all restaurant and food chain owners.

The law mandates all food establishments including restaurants, cafeterias, caterers, fastfood chains and other related food services in the city to include onehalf cup serving of rice in their menu with the corresponding one-half price as an option for the public customers. Daba, who is the author of this ordinance, said the legislation is in response to Presidential Proclamation No 494, which covers, among others, the responsible consumption

of rice.

“Ang uban ilabina tungod sa pag diet or health reason, ilang gaminosan ang ilang rice consumption matag kaonan, busa angayan lang pud nga ang ilang bayaran tunga lang pud sa presyo sa kan-on,” Daba stressed in an interview with The Power.

She reminds food establishment owners of the penalties for violating the ordinance.

For the first offense, the penalty is P1,000.00; second offense, P 2,000; and third offense, P3,000 plus cancellation of the business permit, Daba said.

She stressed that customers should be informed about their rights under the ordinance as she urges them to help report any violation.
