5-member Misuari panel named

DAVAO City––Lawyer Randolph Parcasio will head the five-member peace implementing panel of the Moro National Liberation Front (MLNF) faction under founding chair Nur Misuari.

The panel was named

by Misuari in a letter to President Rodrigo Duterte dated November 5, 2016 which he coursed through Presidential Adviser on the Peace Process Jesus Dureza, Parcasio told MindaNews.

Parcasio, chair of the Bangsamoro Lawyers Network, had served as Executive Secretary of the Autonomous Region in Muslim Mindanao (ARMM) under then Regional Governor Misuari. He was spokesperson of the MNLF in the Tripartite Review of the 1996 Final Peace Agreement (FPA) with government (GPH) and the Organization of the Islamic Cooperation (OIC), and had represented Misuari in international

meetings, including the OIC-initiated Bangsamoro Coordination Forum.

Parcasio said the four other panel members are lawyer Yasser Lumbos, a B’laan who has been with the MLNF legal panel since 2007; lawyer Ombra Jainal, a Tausug and former regional director of the Department of Labor and Employment and Solicitor-General of the ARMM from 1996 to 2000; Dr. Alpikre Baser, a Meranaw doctor and chair of the Bangsamoro Parliament; and Lt. Col. Rajis Halipa, an MNLF integree to the Armed Forces of the Philippines, who is still in active service.

Bishop alarmed: public ‘desensitized’ amid killings AS the drug war death toll nears 5,000, a Catholic bishop is concerned that many Christians have become desensitized to the deliberate ending of human life.

Bishop Joel Baylon of Legazpi said it is unfortunate that the strong moral outcry for life is seemingly disappearing.

“We are sadly witnessing a growing callousness among our people, accepting these as a fact of life; for they say, these persons were after all drug addicts, and therefore they deserved to die!,” said

Baylon.

Have we become so heartless that we cannot anymore feel for them, their families and those loved ones they have left behind?” he asked.

In a open letter to President Rodrigo Duterte, he pointed out that the drug problem in country, no matter how bad, will never justify summary executions.

“We support your drive against illegal drugs and other forms of criminality, but we question the method,

for ‘the end does not justify the means’,” stressed the prelate. Instead of encouraging more killings, the bishop urged the Duterte to examine his approach to eliminating the drug menace and to exert more efforts to stop the violence.

‘House of Hope’ “Mr. President, we urge you to order, especially these extra-judicial killings, be stopped, investigated, and those responsible arrested and brought to justice,” he said.

The prelate also an-

nounced the establishment of his diocese’s “House of Hope”, a community-based rehabilitation program for drug dependents. The effort, he said, also aims to provide recovery coaching, spiritual guidance, and life skills training to substance users.

“Through this modest but sincere effort, we not only want to help these returnees but also assure them that in life there are second chances and the opportunity to do and be better,” Baylon said.

Deriding the Supreme Court’s decision, which merely upheld, on the other hand, the decision of President Duterte, is not just talking about the merits and demerits of the issue---which should have been a better and more cerebral point of discussion---but actually constitutes rebellion, disrespect for authority, and disobedience of the highest court of the land.

Leni Robredo, Sen. Risa Hontiveros, and others like them, want---for government officials to go on a binge on sexual liaisons which, obviously occurred using their positions, to the point of granting favors and concessions to their lovers, and then deprive the Filipino people their right to know and then assail those indiscretions?

Robredo and her supporters must understand that the people have to say what’s in their mind on any matter that involves a government official, for the simple reason that it is the people’s money, paid for by them through a forced system of taxation, that gets waylaid when those officials act one way or another.

If any official in government, like Robredo, Hontiveros, and Sen. Leila De Lima, would not want being dragged into shameful controversies, they must endeavor to be morally and spiritually upright in the first place.

They have to avoid illicit relationships at all cost, if not on account of their own personal convictions towards probity and integrity, at least because they occupy lofty positions in government.

Ban Ki-moon. Before his plane touchdown in Wattay International Airport in Vientiane, Duterte’s critics had their heyday berating him for his undiplomatic language and behavior.

The denigration took even a higher crescendo when he ventured ahead with his unimagined foreign policy and security agenda that departed from the traditional pro-American convention. President Duterte nevertheless pursued his track and proceeded to engage China President Xi Jinping.

His critics must have been awed by the red carpet and grand reception China accorded Duterte who, not too long ago, was belittled by self-proclaimed gurus of diplomacy back home.

And when he came home with a magma of trade and investment package and concessional financial assistance for the country’s infrastructure projects, the vociferous and incorrigible

Duterte detractors retreated in shame and silence.

Then came the unheralded burial of dictator Marcos. Unsuspecting many described it with double intender: “Like a thief in the night”. (Not a few of those who said that are themselves thieves). Suddenly, the couchant anti-Marcos came alive from hibernation taking up issues and diatribe against those who believe their Apo Ferdie did better than the lackadaisical performance of the first and 2nd chapters of the Aquino presidency. Their battlecry? That the dictator does not deserve the honor to be buried in the LNMB (Libingan ng mga Bayani).

Of course the political opposition led by the dainty VP and Housing Czar Leni Robredo joined the fray this time denouncing President Duterte for allowing the burial of Marcos in the LNMB. Never mind her usual slur on the See OVATION, page A11

“EAST”, “FAR-OFF LAND”: Yes, Jesus said He will build His Church. And this is found in Matthew 16:18.

Unfor tunately though, there is nothing in that passage which pinpoints the exact place where the Church is going to be built.

This should lead believers to seek the exact location of this Church from other Biblical verses.

In Isaiah 46:11, God through the prophet Isaiah decreed that He is going to call his “bird of prey”, or, as some Bible translations render this phrase, like the New Living Translation, his “leader”, from the “east” and from the “far-off land”.

The Anak ng Diyos Kadugo Ni Kristo (Children of God Blood Kin of the Christ) Church believes that the “east” and “far off-land” mentioned here refers to the Philippines.

The Bonifacio Day rally has always been an occasion for assessing how much the Filipinos have achieved (or not) the freedoms that galvanized the Katipunan and its first Supremo. In this year’s ceremonies, the day was dubbed as a day of reckoning for promises of President Duterte that did not materialize.

Duterte’s marching orders to end contractualization is going nowhere After the October 17 Labor Summit where labor groups agreed to ban contractualization, the Labor department should already have come out with a policy decision by now, said Elmer “Bong” Labog at Mendiola.

Recalling also President Duterte’s promise to equalize the wage rates between all regions, he said this has

also not happened yet.

What is worse is, instead of seeing moves toward the realization of these promises, what the workers are seeing are “maneuvers to get away from these,” said Labog. He cited the misnamed “win-win” proposals to tackle contractualization as drafted by employers’ groups and the government.

Both the KMU and other labor organizations have agreed that this so-called win-win will not really end or ban the practice of contractualization.

Iligan City hosts Federalism summit with DILG ILIGAN City--The local government of Iligan City welcomes the DILG Task Team on Federalism during the Federalism Summit supported by Mayor Celso G. They are just few of the children in the community who will benefit from the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services’ (Kalahi-

CIDSS’) Classroom Construction for Lumads (CCL) program in partnership with Department of Education (DepEd), National Commission on Indigenous Peoples (NCIP), and Department of the Interior and Local Government (DILG).

A total of 251 schools with 605 classrooms will be built for different indigenous people (IP) communities in Mindanao. The Caraga Region will

have the most number of schools with 75 along with 198 classrooms.

A hall of unity The tribal councils and community volunteers of Prosperidad, Agusan del Sur link arms as a symbol of their unity as they stand together on their recently completed Municipal Tribal Hall. The said sub-project amounting to Php1,173,355, is funded through the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

Before the tribal hall was built, meetings of tribe members usually take place in the Municipal Tribal Chieftain’s abode which was too small to accommodate all of them. They also do not have a proper venue for holding activities based on their customs and beliefs. This is why all 32 barangays of Prosperidad have decided to push for and propose the Municipal Tribal Hall sub-project as a way to preserve their Manobo culture and to put value on indigenous people (IP) communities in the area. With the sub-project now completed, the IP communities of Prosperidad feel that even though they may be a minority, their voices can be heard and that when it comes to development, no one is excluded.

Kalahi-CIDSS is one of the programs of the Department of Social Welfare and Development (DSWD) that uses the Community Driven Development (CDD) approach to empower local communities to undertake their own development projects by actively and directly partaking in local governance in identifying their community needs as well as taking part of implementing projects that will address these. Years ago I had to learn a new language. After 3 months of study and practice, I felt quite good about my progress. Compared to the tourists, I was a whiz and very fluent. But compared to the locals, I talked like a 5-year-old little boy.

In the same way, we may look at some really bad people and feel quite good about ourselves. Compared to them, we almost look like saints! But compared to God, how good do we look?

Well, who doesn’t look like dirt compared to our perfect Creator! Even if we locked ourselves away from all temptation and prayed all day for the rest of our lives, we still could not come even close to being as pure and perfectly good as God is. So because we want to feel we’re still OK and good enough, we choose to compare ourselves to those really bad people.

But there is only one way that God can accept you and me so we can live in a right relationship with Him. God has to give us the gift of His own perfect goodness. That’s why God the Son became a human being to pay the penalty of death for all our wrongs and sins. Not His, since he has no wrongs to die for. Jesus wants to give you His perfect goodness free, so you can be good enough to become God’s child and enjoy His life with Him—both now and in heaven after you die.

But it’s up to you to ask Jesus for His free gift of forgiveness and new life. Just ask Him to forgive you for all your wrongs and living your own way. Then ask Him to take full charge of your life and start changing your character with His kind of goodness inside every day, for the rest of your life.

The hate and incendiary campaign against Marcos are in fact happening while President Duterte is out in Peru trying to craft yet another concessions from Russia and President Vladimir Putin whom he looked up to as an inspiring leader.

Amidst the sounds of manic protests back home, Duterte was assured by Putin the Russian market is open for Philippine agricultural products.

It, too, is appallingly pathetic that while our President have paved the way for our fishermen to cast their nets in Scarborough unhindered, we quarrel over a cadaver and cemetery and some sneer and find fault in Duterte’s failure to have pictures taken along with the rest of the heads of states who attended the Peru APEC summit. It is as if photo ops matters and the canine and man’s skeletal remains will hound us back again.

Can we, for a moment, calm ourselves from the madness that seized us?

Tan was vice chair of the government peace panel that negotiated with the MNLF from 1992 to 1996 and also chaired the government team in the Tripartite Review with the MNLF and the Organization of the Islamic Cooperation.

Duterte received his personal friend Misuari in Malacanang on November 3, after a court ordered a six-month suspension of “proceedings and enforcement of warrants of arrest” against him to allow him to “to attend peace talk sessions with the government.”

Misuari was a fugitive from September 2013, when warrants of arrest were issued against him and 59 others for rebellion and violation of Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide and other Crimes against Humanity following the armed confrontation in Zamboanga City between his followers and the military that left 137 persons dead (18 military, five police, nine civilians and 105 MNLF), 251 persons injured and 118,889 of the city’s 807,000 population displaced.

New autonomy law In his presentation at the Kusog Mindanaw conference on federalism on November 30, Parcasio said their panel will work on a new autonomy law that would adhere to the letter and spirit of the 1996 FPA. Parcasio said the Tripartite Review had found 46 infirmities in RA 9054, the law that amended RA 6734, the Organic Act creating the ARMM. RA 9054 was supposed to incorporate the 1996 FPA into an “expanded” ARMM law.

He said the GPH panel refers to it as “42 consensus points” for 42 provisions that need to be revised, but explained that there was also consensus to delete four provisions in RA 9054 that did not adhere to the 1996 FPA. Parcasio said 32 consensus points were agreed upon under the Arroyo administration which started the

Tripartite Review in 2006 (its first meeting held a year later), and 14 others under the Aquino administration.

Three issues have yet to be resolved: territory in reference to the plebiscite that would be held to ratify the law; the transition mechanism which he said is similar to the Bangsamoro Transition Authority of the Moro Islamic Liberation Front (MILF) but “ours was the 1976 (Tripoli Agreement) version with some points coming from the 1996 (FPA) transitional mechanism; and revenue-sharing on strategic minerals or energy-based minerals.

The draft bill will be submitted to the President who will then submit it to Congress.

BAG and Mindanao State Parcasio said the new autonomy law that they will draft will have as points of reference the 1976 Tripoli Agreement, the 1996 FPA, the executive summary during the proceedings (of the peace negotiations) from 1993 to 1996 and RA 9054.

He said the panel, which he refers to as “committee,” will sit with the government’s peace implementing panel “to draft a new autonomy law,” work on the executive doables as agreed upon during the Tripartite Review, and establish the Bangsamoro Development Assistance Fund that will be headed by the MNLF chair, among others.

Parcasio aso said the MNLF has “agreed to a federal republic with five rich and big states” – Mindanao, Visayas, Southern Luzon, National Capital, and Northern Luzon.

Parcasio ended his presentation by saying “the Bangsamoro Autonomous Government (BAG)” which shall be governed by the new autonomy law, be “approved before the ratification of the constitution of the Federal Republic.”

He said the BAG “shall be part of the Regional State Government of Mindanao.”

BBL first before Federal The MILF which broke away from the MNLF when the dictator Ferdinand Marcos, using his executive and legislative powers under martial law, unilaterally implemented the 1976 Tripoli Agreement by creating two autonomous regions instead of one, also has a peace agreement with government, covering the same core territory of what is now the ARMM. The MILF and GPH panels signed the Comprehensive Agreement on the Bangsamoro (CAB) on March 27, 2014.

President Duterte on November 7 signed Executive Order 8, expanding the membership of the Bangsamoro Transition Commission (BTC), the body that would draft the Bangsamoro Basic Law (BBL) to pave the way for the establishment of the Bangsamoro, a new autonomous political entity that would replace the ARMM.

Initially, the roadmap envisioned an expanded BTC that would include members from the MNLF factions but Dureza told reporters on November 5 that Misuari will have a five-member panel while the MNLF under Muslimin Sema will have three seats out of the 10 government nominees in the BTC. Mohagher Iqbal, MILF peace implementing panel chair said the MILF supports the shift to a federal form of government “but it is in the sequencing that the MILF has a very clear position.”

He said the position of the MILF is to “pass the BBL first” because that is a government commitment “way ahead of the federalism discourse,” that the President during his campaign promise to make the BBL as a template for the federal government; that passing the BBL is “easier than shifting to federalism which is too complex,” and that the BBL should be the basic law in the region once the federal form of government is in place.
