BUTUAN CITY – The city council here has approved an ordinance, prescribing the rules of procedure in dealing with administrative complaints filed before the local lawmaking body against elected barangay officials.

Experimental drug may help patients with heart failure WASHINGTON -- A new experimental drug called cimaglermin may help restore cardiac function after heart failure, a study in humans said Monday.

Although heart failure is one of the leading causes of death worldwide, many patients, particularly those with severe left ventricular systolic dysfunction, do not sufficiently respond to current medical therapy, according to the study published by the Journal of the American College of Cardiology (JACC): Basic to Translational Science.

For this study, researchers enrolled 40 heart failure patients who were taking optimal medical therapy for, at least, three months prior to the trial.

Compared to patients who received a placebo, patients who received a single infusion of cimaglermin, which acts as a growth factor for the heart, had a sustained increase in left ventricular ejection fraction, or pumping capacity, through 90 days after dosing, with the maximum increase reached at day 28.

“These findings support continued clinical development of the investigational drug cimaglermin, including further safety evaluations and detailing the potential improvement on clinical heart failure outcome

measures,” lead author Daniel Lenihan of the Vanderbilt University, said in a statement.

The most common side effects were headache and nausea, which were temporarily associated with exposure to the drug.

One patient receiving the highest planned dose of cimaglermin experienced an adverse reaction that met the stopping criteria of the U.S. Federal Drug Administration guidance for drug-induced liver injury.

Douglas Mann, editorin-chief of JACC: Basic to Translational Science, called the resutls “exciting” despite the small numbers of patients involved.

“Instead of blocking the fundamental mechanisms that lead to cardiac injury, the early results with cimaglermin suggest that it may also be possible to administer therapeutics that allow the failing heart to repair itself using its own repair mechanisms,” Mann said.

“If the results of this study can be replicated and translated into improvements in clinical outcomes in larger numbers of patients in phase II and III clinical trials, it will represent a paradigm shift in the way in which clinicians treat patients with heart failure.” (PNA/Xinhua)

Guro reported that collections pertaining to registration has been stagnant due to a moratorium on registration of taxis and vans in the region.

“We cannot accept application (and generate revenues) from franchise collection. It (revenues) is more on supervision fees, legal research fund, filing fee for validity of franchise, and for new applications for trucks-for-hire,” he said.

“Despite these, we never failed in meeting our targets. In fact, LFTRB-10 is second when it comes to revenue collection and even bigger than the collection of LTFRB-11 (Davao),” he added.

Cebu is in first place with its Bus Rapid Transit System in place.

The year 2016 has been “colorful” also in terms of disputes and rivalry among transport companies, plus complaints on taxi drivers for refusals to convey.

Guro said they received an average of five com-

plaints, either walk-in or thru phone call, per day and acted on them with 48-hour period.

As of December 2016, the LTFRB-10, which initated a tagging system to dertermine which taxi cabs are legally operating and which are not, has accounted for a total of 2,366 taxis plying Cagayan de Oro City and neighboring towns.

The figure excludes taxis that are at shop for repair, and, of course, colorum taxis.

Guro said effective Janaury 2017, he will issue an office order to place the tag number in the rear door portion of every taxi unit to serve as body number. This way, no taxi cab can duplicate the number tagged to one taxi because the numbers are with security bar codes, he said.

Guro warned that colorum vehicles will be impounded when caught servicing the public. An intensified campaign against colorum vehicles have, so far, impounded 22 units of van that were illegally plying Lanao del Norte, Camiguin and Bukidnon routes.

Guro considers as one of the biggest accomplishments of his office for the year 2016 President Rodrigo Duterte’s call to rid govenrment agencies of corruption.

Six Filipino kids get exclusive training with FC Barcelona in Spain through Astro Kem Bola and TM Football Para sa Bayan programs After 89 years since legendary football superstar Paulinho Alcantara retired from FC Barcelona, homegrown Filipino booters will once again step on the popular La Liga team’s pitch but this time for an advanced training and schooling with some of the Spanish club’s most revered coaches and trainers.

The six young Pinoy footballers aged 10-12 who luckily punched a ticket to the 12-day Astro Kem Bola Overseas Training Programme in Barcelona, Spain this month are Lance Lawrence Locsin, Jared Alexander Peña, Ryan Philip Johansson, Astrid Heiress Ignacio, Mikaela Jacqueline Villacin and Jasmine Cassandra Agustin.

The team was the product of a two-month long TM Football Para sa Bayan (TM FPSB) talent search organized

by Globe Telecom in July and August. Globe was tapped by Malaysian media and entertainment powerhouse Astro to be its partner in discovering talented young athletes and helping them further harness their craft.

Globe Director for Citizenship Fernando Esguerra expressed elation over the selection of the six players especially after going through tough competition against other footballers from the South East Asian region. The six were among 12 Filipino players who qualified for the Astro Kem Bola Advanced Training Programme held in Kuala Lumpur, Malaysia

two months ago which was also participated by 60 players from Malaysia and Singapore.

“We are so happy with the turn-out, to think that this is the first time that Globe has partnered with Astro in this international activity. We are looking forward to being part of the Astro Kem Bola program again in the succeeding years,” Esguerra said. “The TM Football Para sa Bayan is now beginning to turn out quality players after four years of incubation. Hopefully this will be an avenue for furthering the football development in the country. This is just the first step albeit one big, giant step.”

The Philippine players will join 22 kids from Malaysia and four from Singapore to train with coaches from FC Barcelona.

Datuk David Michael Yap, Astro Vice President of Community Affairs said: “Astro is committed to championing sports and sportsmanship to aspiring athletes within the region. We continue this commitment through Astro Kem Bola.”

“Nothing is more rewarding than seeing potential turn into reality. In a special way for these young kids, the experience gives them a unique opportunity to really see how far their talent can develop at such an early age. I’m sure they will do us proud,” added Ray Guinoo, TM Portfolio and Brand Head.

Davao and Muntinlupa a couple of months ago,” said Smit. “This is a chance of a lifetime for these very young players. I wish that these kids will take it all in and savor the experience and use what they will learn to their

advantage! What they will learn is a win- win situation not just for them personally but for Philippine youth football.”

The kids were selected not only based on talent but also on other criteria such a team-

work; discipline, behavior and sportsmanship; communication on and off the pitch; positive attitude towards teammates, volunteers, and coaches; ability to listen to instructions; and good personality.
