AGAYAN de Oro City--Four persons were injured when a grenade exploded in a village here Tuesday night, police said Wednesday.

Authorities identified the victims as Julius Javier, 30, who sustained wound on his back; Zaibe Villarin, 29, who was wounded on his shoulder; and two minors who were also hurt in the explosion.

CEBU City--The Cebu City government has shortened the 2017 Sinulog Grand Parade carousel route set on Jan. 17 next year from six to four kilometers, an official said.

Senate bill bans all trade in sharks, rays

A

SENATE bill has been filed seeking to prohibit, under pain of imprisonment and fine, all trade in sharks and rays, both of which are being threatened by unchecked overfishing, including bycatching.

Senate Bill 1245, authored by Sen. Juan Miguel Zubiri, proposes to forbid “the catching, sale, purchase, possession, transportation, and exportation of all sharks and rays or any part thereof ” all over the country.

generations of Filipinos,” Zubiri said.

The proposed Sharks and Rays Conservation Act seeks to impose penalties of up to 12 years imprisonment, or a fine of up to P1 million, or both, to violators of the ban, including those who “inflict injury on sharks and rays.”

The country has at least 60 species of sharks and 32 species of rays, according to the Marine Wild Fauna Watch of the Philippines Inc. The most celebrated Philippine shark is the butanding, or whale shark, a slow-moving filter-feeding animal regarded as the largest fish in the sea, measuring 40 feet or more.

The butanding is featured on the reverse of the P100 bill.

Marine scientists believe that whale sharks may actually have breeding grounds, not just feeding areas, in the country.

This was bolstered by the discovery of the smallest living specimen of the whale shark - measuring only 38 centimeters - at a beach in Pilar, Sorsogon.

The shark population has been under severe pressure in recent years, as the numbers killed have climbed due to demand driven by the fin soup trade in Hong Kong and China.

The United Nations’ Food and Agricultural Organization estimates

at almost $1 billion the value of global trade in shark commodities alone.

Meanwhile, manta and mobula rays are also at grave risk due to soaring demand for their gills, which are widely used in traditional Chinese medicine.

Zubiri’s bill mandates the Bureau of Fisheries and Aquatic Resources (BFAR), in coordination with the Department of Environment and Natural Resources (DENR), to issue the requisite orders to categorize all sharks and rays as endangered species.

Landing from the Great Leap

IT WAS was a year that took a great leap, but it wasn’t the same once it landed.

With 366 days (a phenomenon that could only occur for every four years), 2016 was more than just a leap year. It had been one of the many years which had gone through a lot of changes – often vital, sometimes unprecedented.

These changes had been for the good to some; but for others, they were an exact inversion to what used to be and to what may come.

The Philippines, among many nations this year, had been a testament to great changes. How one views them may depend on the impact they brought, but one can expect that the country will never be the same again after all that had happened. Good changes included the just and peaceful transition from one administration to another in June after a massive election turnout in May and the success of suffrage – one of the many valued benefits of a free democratic nation where anyone has the right to choose a leader suitable for the role of spearheading the nation’s progress.

Democracy works in a way when everyone part of the country is granted the right within the scope of the law.

However, there had been changes that threatened the lives and well-being of important citizens (Important – because every citizen in a country that stands with the values of democracy, from the richest of the elite to the humblest of the homeless deserves equal rights and freedom.). A tragic event transpired after climate change proved its existence true upon the arrival of El Niño. This phenomenon brought drought in the fertile lands of Mindanao and other arable fields in the country. But when farmers expressed their grievances from its devastating effects, their protest in front of the National Food Authority Office along the highway in Kidapawan, North Cotabato ended violently as they were met with bullets instead of sacks of rice they had asked for. While this happened on the last day of March and the conflict resolved with the help of aid groups and volunteers, violence still finds its way to trouble lives in the twilight of this year.

Innocents, such as children as young as four to five-year-old’s, were accidentally shot and referred to as collateral damages in a campaign that eradicated more than 6,000 allegedly involved in the drug crime.

and thorough investigations for the suspects to be proven guilty, the children who had become victims by stray bullets should not have been dragged into the pit of danger. They should have been given the chance to live promising lives – as with all children in this nation – granted the opportunity to receive decent education which could help them become responsible citizens when their time to uphold the values of this country comes.

This opportunity for inclusive and decent education now treads along the course of reality and comes as one of the positive changes the Philippines welcomes. In December this year, Senate allocated P8.3-billion as fees for tuition for students enrolled in state universities and colleges. With implementation set by Commission on Higher Education (CHED), in coordination with the Department of Budget and Finance to address fund utilization, there is hope for this change to ripple throughout the education system – in secondary and primary years – so every citizen belonging to every part of the social strata is given the chance to learn and to grow with sufficient knowledge that could encourage them to act on

It’s only then you’ll be free to learn new, good habits, such as always being honest, speaking positively about others, enjoying more time getting close to your family members, always doing your best work on the job, reading the Bible and talking to Jesus every day, and getting involved in a church that teaches the truth from the Bible about Jesus, God the Son. These good habits and many others will enable you to live a happy, successful life.

It’s up to you. Remember, if you don’t start to change the wrong habits in your life today, your life will likely never change. So

Yesterday, today, tomorrow HAVE you always counted the days up to the next legal holiday without being on duty? Or do you start as early as September longing for Christmas? And do you wish the weeks or months to hopefully pass by like an assault up to the next possible salary increase?

Many times we are really too much in a hurry while feeling uncomfortable if we noticed how time flies. We have no time for someone or something, or even for ourselves. We don’t make time for someone of something or even for ourselves.

When I was still a teenager, I was longing for the time to be a grown up already. Later, I enjoyed listening to my grandmother’s stories such as “Once Upon A Time” or ‘When I Was Young” from her “yesterday’s life”.

After a couple of years, especially while observing that time really flies like a rocket to the moon, I always have the same question in my mind: Are the present hours and days less valuable?

These days between Christmas and New Year, between yesterday and tomorrow, I used to slow down and to relax. I even ignore my cellphone most of the time. I hide in a secret place to unwind.

DILG: Volunteerism needed in implementing critical programs CAGAYAN DE ORO CITY-The Department of Interior and Local Government (DILG) Region 10 underscored the importance of volunteerism in ensuring the delivery of priority programs.

“With the DILG programs that are being implemented, still, the focus is to unify the efforts of volunteer organizations and the department as well as our partner agencies, in ensuring that we could appropriately deliver the priority programs especially those that are part of the priorities of President Duterte,” said DILG 10 Director Arnel M. Agabe during the 4th Annual Volunteers Gathering: Celebrating the Spirit of Volunteerism and Citizenship

held at Capitol University Gymnasium, Cagayan de Oro. Director Agabe also emphasized the need of volunteers in implementing the critical program of DILG—the Mamamayang Ayaw sa Anomaliya, Mamamayang Ayaw sa Iligal na Droga Program (MASA MASID).

This was discussed further by DILG Local Government Operations Officer (LGOO) Liza D. Ladres, focusing on the role of public engagement in MASA MASID Program.

Northern Mindanao agri sector registers growth in 3rd qtr

CAGAYAN DE ORO CITY-Except for coconut production, all sub-sectors in Northern Mindanao’s agriculture registered gains during the third quarter of 2016.

Palay production went up by 15.6 percent while corn grew by 7.5 percent.

The growth in the volume of palay produced from 186,082 to 215,2011 metric tons was driven by the production increases in Bukidnon and Lanao del Norte by 22 and 20 percent, respectively.

The National Economic Development Authority (NEDA) in the region reported that the increase in production in Bukid-

non was due to the use of hybrid and certified seeds and fertilizer subsidy from the local government units (LGUs) and the Department of Agriculture.

The production growth in Lanao del Norte was attributed to adequate irrigation services including the rehabilitation of irrigation canals in Lala and Maigo towns, usage of high-yielding varieties, ratooning after each cropping season, and seed assistance from LGUs. Corn production, on the other hand, went up from 464,138 to 498,991 metric tons year-on-year.

NEDA said the increase was pushed by the good

performance of white corn production which grew by 43 percent. Bukidnon, the biggest corn producer in the region, doubled its production due to increase in harvested areas and use of hybrid and modern open pollinated variety corn seeds.

Production of other crops also showed encouraging results during the third quarter. In aggregate, production of vegetables, rootcrops, fruits and industrial crops was reported at

1,099,272.18 metric tons, up by 2.55 percent from the production level in the same quarter last year.

The livestock and poultry sub-sector managed to expand its output by 1.92 percent primarily induced by the improvement in the duck and chicken outputs by 6.61 percent and 3.25 percent, respectively.

Cebu City Councilor David Tumulak, who has been assigned by Cebu City Mayor Tomas Osmeña to oversee the Sinulog Festival, said they intend to finish the parade by 4 p.m.. It will start at 9 in the morning.

Tumulak, who also chairs the Cebu City Council committee on peace and order, said there will also be separate assembly areas for contingents of the street dancing, float, puppeteer and ‘higante’ competitions.

“This will avoid crowding and to heighten security,” he said.

He said the contingents will converge on Gen. Maxilom Avenue before heading to the Cebu City Sports Complex (CCSC) on Osmena Boulevard.

Participants of the street dancing will go from New Imus Road in Barangay Carreta going to CCSC via Fuente Osmeña.

The floats and higantes will use Gen. Maxilom Avenue going to A. Soriano Avenue, while the puppeteers’ route will start from M.J. Cuenco Avenue to Gen. Maxilom Avenue.

“There will be no vehicles, puppeteers or floats along the strip for the dancers. Before the grand parade starts, there will be K9 units that will inspect the floats and all the service vehicles of the participants,” Tumulak said.

Tumulak said they have prepared a security plan in coordination with the Armed Forces of the Philippines and the Philippine National Police.

“Security will definitely be tighter starting Jan. 6, which is the opening of the Sinulog celebration.

The lawmaker said many countries, such as the United States, Canada and those in the Middle East, Europe and even Asia like Japan and Korea prefer Filipino caregivers because of their unconditional and genuine care for their clients.

The sudden rise in the popularity of professional caregivers in the country and abroad has prompted the government to require all caregiving schools in the country to register their program with the Technical Education and Skills Development Authority (TESDA).

She said the TESDA is tasked to manage and supervise technical education and skills development, so that each caregiver who will be working here and abroad will be equipped with the all the skills needed to

The bill refers to a caregiver as “a graduate of a caregiving course from an accredited training institution that is recognized by the government, or is certified competent by that same institution, and renders caregiving services.”

It further provides that before the start of a caregiver’s service, an employment contract shall be executed by and between the caregiver and the employer in a language or dialect understood by both parties.

A copy of the duly signed employment contract shall be given to the caregiver which shall include the following: duties and responsibilities of the caregiver; period of employment; compensation; authorized deductions; hours of work and proportionate additional payment; rest days and allowable leaves; board, lodging and medical attention; termination of employment; and any other lawful condition agreed upon by both parties.

The Department of Labor and Employment (DOLE) shall develop a model employment contract for caregivers which shall be made available at all times and free of charge to caregivers, employers and the general public.

In case where the employment of the caregiver is facilitated through a private employment agency, the Private Employment Agency (PEA) shall keep a copy of all employment contracts of their caregivers, to be made available for verification and inspection by the DOLE. Prior to the execution of the employment contract, the employer may require the following: caregiver’s training certificate issued by the school or institution accredited by the Technical Education and Skills Development Authority (TESDA); medical certificate or health certificate issued by a local government health officer; and barangay and police clearance.

The caregiver’s working hours shall be based on the employment contract signed by the parties and in accordance with the labor rules, laws and regulations. Them caregiver shall be entitled to an aggregate rest period of eight hours per day and 24 hours per week.

The minimum wage of the caregiver shall not be less than the following : P7,000 a month for those employed in the National Capital Region (NCR): P5,500 a month for those employed in chartered cities and first-class municipalities; and P4,000 a month for those employed in other municipalities.

A year after the effectivity of the Act, the Regional Tripartite Wages and Productivity Board (RTWPB) shall review and adjust the minimum wage rates for caregivers.

A caregiver who has rendered one month of service shall be covered

by the SocialSecurity System (SSS), the Philippine Health Insurance Corporation (PhilHealth), and the Home Development Mutual Fund or Pag-IBIG, and shall be entitled to all benefits based on the law.

The PEA shall ensure that the caregivers are not charged or levied any recruitment or placement fees; assist caregivers on grievances or complaints against their employers; cooperate with government agencies in rescue operations involving abused or exploited caregivers; and ensure employment contract between the caregivers and their employers stipulates conditions of employments and all the benefits prescribed by the Act.
