41 injured so far by firecrackers in Region 12 GENERAL Santos City -The Department of Health (DOH) in Region 12 has raised concern over the rising firecracker and fireworks-related injury cases in parts of the region that already reached 41 as of Monday.

Jenny Ventura, nurse coordinator of the DOH-12’s “Iwas Paputok” campaign, said such figure is based on reports submitted since Dec. 21 by rural health units within the region’s four provinces and five cities.

DOH-12 has set its monitoring for firecracker and fireworks-related injuries from Dec. 21 until Jan. 5 as part of this year’s Iwas Paputok campaign.

“We recorded a similar number of injury cases for the same period last year and this is a big concern for us since we still have eight more days for our monitoring,” Ventura said in an interview over television show “Magandang Umaga South Central Mindanao.”

Brownouts will continue to beset Mindanao unless…

CAGAYAN de Oro City— A senior official of the National Grid Corporation of the Philippines (NGCP) said blackouts will continue to plague Mindanao unless the problems on the roadright-of-way and the unabated bombings of NGCP towers by lawless elements are effectively addressed.

White Christmas, white winters?

WE all know the difference between enjoying a white Christmas or white winters.

With record-breaking temperatures around the world this winter, the people in my home country Germany, but also neighboring Austria and Switzerland--known for winter wonderland tourism-are really missing white winters. Surely, it reflects on the absurdity of negotiating a global temperature. Who of us could be in another opinion?

I remember well my first winter in Germany still being a little boy: it was cold, so cold. A breath away, taking cold. Living in the deep at the time, I was astounded to see people skiing along the forest path on the stretch of park I typically biked through to get downtown. Winter during my childhood, was also harsh. Even my Filipina wife experienced and established her own personal limit below 0 degrees Celsius for bike-riding or even travelling around.

Both of us were enchanted with how snow transformed the drab surroundings into a “winter wonderland.” One of my friends in Berlin had become a sledding enthusiast--she had so much fun, that I bought myself a used sled that spring at a flea market.

Once upon a time: Christmas is over, but the snow hasn’t come again.

Let’s talk about the world.

He was in Cagayan de Oro these past few days and I saw very few people jogging with him around the capitol.

until this year. Of course, winter is not yet over, but what can we expect more?

And next year could continue to break records--because the planet is warming.

Since pre-industrial times, average global temperature has increased by about a degree Celsius. Not a good thing, indeed. Staying in the Philippines for good for 17 years now, I observed this not a good thing even here.

Some people might point out that warmer winters--especially in central Europe-are a boon. Less people will die due to extreme cold, and the growing season is longer. Global warming looks likely to make grape cultivation--and thus wine production--possible in Scandinavia, for example.

Although there might be a few bright spots resulting from global warming, the big picture does not look good. As past years have already indicated, climate change is resulting in more severe storms, heavy flooding, and prolonged heat and

dry periods.

This harms ecosystems, and the systems we humans depend on: food production, water supply, healthy oceans.

As climate change marches on, around the world-and also in Europe--we will ever more directly feel the results of this massive experiment that humans are conducting with the Earth.

As I mentioned before: winter sports have also taken a hit due to this year’s warm winter. Sure, while covering the climate summit in Paris, at one point I was struck by the absurdity: How can people negotiate the temperature of the planet? Many were pleased with the stated 1.5-degree goal that came out of the Paris Agreement. But just imagine: If what we are seeing now is 1 degree, what will another half degree be like?

Be mad at me. Call me a pessimist. But, negotiating the climate is not only absurd, it’s astoundingly arrogant. Innumerable species and human lives hang in the balance. If the global community were to truly take responsibility, we’d stop burning fossil fuels this very moment. And here in the Philippines the uncounted fires of our neighbors because of non-existing waste management...! Maybe someday I will relate to my grandchildren what snow was like. Maybe my complaint is premature--maybe See doring, page A11

I urge the government to give lectures to the general public on what to do in case some stupid people create confusion and chaos.

000 Sen. Grace Poe is not a natural born Filipino. She misled the Filipinos of her determination for public office by lying. When she ran for the senate some years ago, she lied on her certificate of candidacy. She should be charged criminally in court for perjury and if found guilty, should be sent to jail.

NDF says Bayanihan fails to curb insurgency in M’danao

HINIMBANGAN, Kitcharao, Agusan del Norte--Oplan Bayanihan, the centerpiece of the Aquino administration’s counterinsurgency program, has failed to contain the armed movement in Mindanao, Jorge “Ka Oris” Madlos, spokesperson of the National Democratic Front in Mindanao, said over the weekend.

In a video message during the 47th anniversary celebration here attended by some 3,000 people, Madlos said the

New People’s Army has maintained its stronghold in 46 guerrilla fronts in five regions in Mindanao despite intensified attacks by government forces.

He said the NPA, armed wing of the Communist Party of the Philippines, launched over 500 tactical offensives against military, paramilitary and police targets in Mindanao in 2015.

Speaking in Cebuano, he said there are now 60 battalions of government forces in Mindanao, 60 percent of which are deployed in NPA areas.

He added the figure

Cagayan de Oro City -- The Department of Social Welfare and Development (DSWD) Field Office 10 gathered the regional Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) National Community Driven Development (NCDDP) staff to its three-day Annual Monitoring and Evaluation Forum, Chali Beach Resort, December 14-16.

Deputy Regional Program Manager Teofreda Dingal expressed her congratulations to all area coordinating teams who have strived to complete the important milestone of the program, “we know this is not an easy job but you have sustained your commitment to work the department, the annual forum is a venue for all the key staff to sit down together and share information, data, initiatives and best practices in your respective area of assignments.”

KALAHI-CIDSS aims to empower communities through their enhanced participation in community projects that reduce poverty by providing seed funds for community infrastructure, common service facilities, capability-building initiatives, and improve governance by providing training programs and capacity strengthening for LGUs as local institutions.

Among the goals of this program is the improved delivery of basic services that will likely impact on better community health, sanitation and welfare to enhance human development and alleviate local poverty.

Regional Monitoring Evaluation Specialist Gemina G. Lopez said that the Annual Monitoring and Evaluation Forum objectives include the presentation of the status of the Area Coordinating Teams (ACT) in terms of database, increase skills in handling of computer units for an efficient database management, venue for information sharing, best practice and initiatives, and give due

recognition to ACT and Municipal Database Managers (MDMs) in their exemplary performance and contribution.

Lopez also stressed that to fully appreciate the importance of an accurate database; one must be diligent and efficient with their respective tasks to be able to tell the story of each municipality and barangay covered in the KALAHI-CIDSS program.

The 135 participants were treated to a series of skills enhancement lectures such as efficient data encoding, files/records management, data quality assurance, data and system recovery, keeping your personal computer or laptop among others.

Binladin Tiolo shares his learning insights on the forum, “as a newly hired area coordinator of the KALAHI-CIDSS NCDDP, the annual monitoring and evaluation forum provided a venue for sharing and learning from other municipalities which can be replicated in our covered municipality, especially on improving data management techniques and innovations to assure efficient delivery of quality data.”

DARLA-10 celebrates Christmas with elderly

Cagayan de Oro City -- The Department of Agrarian Reform Ladies’ Association (DARLA) celebrated Christmas with the elderly from Sitio Macanhan in Carmen, on Tuesday, December 22, during their 2015 Social Amelioration “Adopt an Indigent Senior Citizen” Program at the DAR-10 Regional Office.

The event is part of DARLA’s social outreach in addressing concerns on the health and welfare issues of the elderly. DARLA conceived this social program to impart the practice of being persons for others, particularly to the elderly of Macanhan where the agency’s regional office is located.

In her opening message, DARLA president Ester Salas talked about the event as a way of giving back to the senior citizens in the community.

Community – Driven Dev’t (CDD) inspires village chief It is a cold Tuesday morning as roosters served as alarm clocks to the people of San Isidro, Las Nieves, Agusan del Norte. It had rained the night before, which sets up an atmosphere of sluggishness early in the morning.

But there is some kind of activity right around the multi-purpose hall. A handful of people are arranging decorations and chairs in preparation for an assembly.

In the group, a very active gentleman leads them in finishing the work at hand.

Barangay Chairman Domingo Mulig tries to beat the clock in preparation for their Barangay Participatory Situational Analysis (BPSA) activity for the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

“Gahapon pa namo nahuman ang pag-arrange diri sa venue, apan nag ulan ug kusog kagabii. Nahadlok mi nga madaot ang among gitrabaho mao amo nalang sa gihipos. Karon, amo napud ibalik ug butang, pero kinahanglan mahuman namo before 8:00 AM kay aduna pa mi BPSA (We finished decorating the venue yesterday, but it rained heavily last night, that is why we undid the decorations fearing it would be destroyed because of the bad weather.

Now, we have to redecorate everything, and we have to complete it before 8:00 AM for the BPSA), Chairman Mulig said.

The BPSA is among the community activities of Kalahi-CIDSS, an antipoverty program of the Department of Social Welfare and Development that utilizes Community-Driven Development (CDD), geared at providing communities the opportunity to decide for themselves appropriate measures to solve their most dire needs, giving them direct decision making and implementation of the community’s proposed and approved sub-projects.

“Importante ang BPSA kay pinaagi ani nga activity, magiyahan ang katawhan sa among barangay pag-ila sa mga basic nga panginahanglanon aron mapakunhod ang problema sa kaprobrehon, mao nga grabe nalang among pagpreparar ani nga activity (The BPSA activity is very important because through it, the people will be guided on determining the basic needs to solve the problems of poverty, this is why we are very eager in preparing for its conduct),” Mulig said.

Chairman Mulig has all the support for KalahiCIDSS, and believes that it will be very helpful to the people of San Isidro because he was once an active worker for the program, he served as Municipal Community Facilitator for the Makamasang Tugon (MT), a LGU – led implementation of Kalahi-CIDSS. “Isa ako sa mga lumilihok sa programa niadtong 2008.

Nakita ko ang kanindot sa programa mao kayod gayud ako aron makatabang sa mga barangay nga akong gi handle. Tuod man, sa

kakugi nako, nakita sa mga katawhan nga anaa koy kapasidad mahimong usa ka masaligan nga lider. Mao kadto ang rason nga ang akong mga kaila mipugos kanako pagdagan as barangay chairman, ug salamat sa Diyos nga nakadaog ko (I was part of the workers of MT in 2008 here in Las Nieves. I saw how effective Kalahi-CIDSS was, that is why I worked hard so that I would be able to help the barangays I was assigned to.

A lot of people appreciated my determination and hard work, and they convinced me to run as barangay chairman because I possessed the characters of a good leader.

said.

He is currently on his second term. In the years that he has served as barangay chairman, Chairman Mulig has always sustained the essence of Kalahi-CIDSS in his service, making sure that the community is consulted in any endeavor of the barangay LGU, and ensured transparency in BLGU projects.

siya sa CDD kay mao na siya ang genuine nga programa ug serbisyo (Until I will be chairman of San Isidro, I can ensure that my leadership will be inclusive. I patterned my programs and services in the guidelines of Kalahi-CIDSS. If a public servant wants an effective way of extending service to the people, it should be patterned through CDD because it is the only genuine form of program and service),” Mulig said.

Kalahi-CIDSS workers have no problems implementing the program in San Isidro. They have found themselves champions who uphold the program’s thrusts and vision.

The people of Las Nieves

will have their voices heard, and that is because their local government understands the important of their voices, their opinions in building a resilient and empowered community.

Through Kalahi-CIDSS and its champions, communities will now be ensured of an inclusive progress and sustainable development.

The story of Chairman Mulig and the people of San Isidro hopefully would inspire LGU in adopting CDD in their leadership, in their programs. In no time, we will be able to see more barangays who would stand up for themselves, whose voices are the pillars of change in their communities.

Butuan City -- Department of Social Welfare and Development (DSWD)-Caraga Regional Director Minda B. Brigoli assured that the agency has enough and available goods which are ready anytime Low Pressure Area (LPA)-affected local government units request for augmentation.

DSWD-Caraga continues to repack family food packs (FFPs) for replenishment of prepositioned goods to LGUs in Caraga.

Repacking started yesterday at 6:00 PM until today at DSWD

Warehouse, Brgy. Tiniwisan, this city. Some 200 volunteers from Caraga State University, Father Saturnino Urios University, Commission on Higher Education, Bancasi 402nd Brigade, Office of Cong.

Fortun and Mormons were mobilized to produce 5,000 family food packs before the day ends.

Each FFP contains 6 kls. rice, 8 pcs. noodles, 8 canned goods, and 8 pcs. 3-in-1 coffee.

As to date, there are 9, 486 family food packs available at the said warehouse and 5,000

family packs prepositioned to a municipality in Surigao del Sur and five (5) municipalities in the Province of Dinagat Islands.

As of time, prepositioned family food packs are 15, 486 worth Php 6.2M to 10 LGUs in Caraga.

RD Brigoli assured that there will be a continuous repacking of

THE Philippine Rice Research Institute (PhilRice) is making the rice seeds more accessible to farmers through Lakbay Binhi, a project that brings high quality and location-specific seeds through trucks converted into mobile seed centers.

The project was pilottested in three sites affected by typhoon Lando.

On December 4-9, at

least 82 bags of 20-kg registered seeds were given to over a hundred farmers of Dipaculao and Casiguran in Aurora and Guimba, Nueva Ecija.

Rhemilyn Relado, project lead, said that Lakbay-Binhi responds to the challenge of having the right amount of high quality seeds delivered to the farmers at the right time.

Region 12 to export mangoes to Dubai

GENERAL Santos City--The Department of Agriculture (DA) in Region 12 is targeting regular shipments by next year of high-quality mangoes from the region to top markets in the United Arab Emirates (UAE).

Amalia Jayag-Datukan, DA Region 12 executive director, said they are currently arranging additional deliveries of fresh mangoes to Dubai in the UAE following the two “successful” trial shipments by producers based in North Cotabato in the last four weeks.

She said the shipments were facilitated by DA-12 in coordination with the Region 12 Mango Industry Development Council (MIDC-12).

An initial one metric ton (MT) of carabao mango variety was shipped to Dubai last Nov. 29 and was followed by an additional 1.5 MT last Dec. 17, she said.

“The feedbacks we received were very encouraging so we’re now working on the additional deliveries, which we hope would become regular by next year,” Datukan said in a press conference.

The official said they are currently assisting the MIDC-12 in consolidating mango harvests from other parts of the region to meet the demands of the buyers and other potential export markets.

Aside from North Cotabato, this city and the provinces of South Cotabato, Sarangani and Sultan Kudarat also produce quality carabao mangoes.

Datukan said that they are also coordinating trial shipments for other farm products like achuete, organic rice, as well as lakatan and saba bananas.

This year alone more than eight towers of NGCP were bombed and toppled.

But even if the power generation will become stable by the second quarter of 2017, the NGCP official said brownouts are still imminent if the escalating problem on the road-right-of-way and the bombings of its towers will not be resolved.

“We will be better off by the second quarter of 2017.

Power shortage will be wiped out with the operations of coal-fired power plants,” Abellanosa hinted.

With the deficiency in the power generation, all stakeholders in Mindanao share proportionally the shortage, stressed Abellanosa, but said the brownouts are not severe on some distribution utilities that contracted additional supply contract with other private power plants.

Abellanosa explained that the brownouts are caused by the shortage of power generated by power plants. He added that the NGCP, being a grid oper-

ated, is only responsible in the transmission system.

Still a headache The NGCP has earlier teamed up with local government units (LGUs) in Mindanao to solve the escalating right-of-way (ROW) violations in the region by lobbying for the passage of a provincial ordinance to criminalize the planting of trees and other activities beneath transmission lines.

NGCP gave a series of presentations to government officials to show how the intentional planting of trees under transmission lines adversely affects power delivery to the provinces of Lanao del Norte, Lanao del Sur, Zamboanga Sibugay, Bukidnon, North Cotabato, Maguindanao, Zamboanga City, and the rest of the grid.

Of f ici a ls were a ls o briefed on the importance of safeguarding NGCP’s transmission facilities and the effect of ROW violations on the already critical Mindanao power situation.

“Row violations, along with bombing attacks, have become the significant problems for NGCP in Mindanao.

It will be very difficult for us to deliver the available power supply to distribution utilities if we continue to encounter these problems,” said NGCP. “As it stands, the island is in the midst of a power supply deficiency,

and these disruptive acts only aggravate the suffering of the Mindanaoans,” the company stressed.

NGCP has expressed optimism that its continuing information drive and coordination with local government officials will help resolve ROW issues in the region. The company has repeatedly appealed to the government and the Philippine Army for assistance in resolving this matter.

NGCP is also appealing to the public to help monitor the safety of the towers so

US average gas prices dropped below two US dollars per gallon on Dec. 21 for the first time since March 25, 2009. More than two-thirds of stations across the United States are selling gas under two dollars per gallon, according to American Automobile Association (AAA).

AAA estimated that cheaper gas prices have saved Americans more than 115 billion dollars on gasoline so far this year, or more than 550 dollars per licensed driver. More than 91 million Americans plan to take advantage of cheaper gas prices to drive 80 kilometers or more during this holiday period.

“Drivers across the country are celebrating the historic return of cheaper gas prices,” said AAA’s President and CEO Marshall Doney. “The lowest gas prices in nearly seven years are a holiday gift that few consumers could have imagined when gasoline was 4 dollars a gallon.”

Brent oil price hit 11-year low on Dec 21, while US oil price hovered around the nearly seven-year low area.

“The plunge of crude price is simply a prospect of big supply build up, strong production from both OPEC side and non-OPEC side,” said Raymond Carbone, crude trader of Paramount Options.

Organization of the Petroleum Exporting Countries (OPEC) held a meeting on Dec. 4 and decided to keep crude production at the current level in an already oversupplied market.

The OPEC currently produces about 31.7 million barrels a day and has refused to cut its output, which made traders worry that the prolonged supply glut would continue to drag the oil market down.

Currently crude market is oversupplied by 2 million barrels daily, according to the estimation of Goldman Sachs.

“Nothing they did in that meeting suggested production cut will come in the near future,” said Raymond, “I don’t think that (the result) is a big surprise of the meeting, but you see that market has gone down since that meeting.”

Thanks to the US shale oil revolution, American oil production has almost doubled in the past six years.

US oil output has risen from 4.6 million barrels a day in 2008 to around 9.2 million barrels a day currently, according to the data from US Energy Information Agency (EIA).

Analysts expect crude prices to remain relatively low well into 2016 and maybe longer.

“The low of 2009 is in the 34 dollars area, the market is looking to that as we come to the end of the year,” said Raymond. “It has been a waiting game for the producers to see if the price can pay for the cost.”

OPEC’s production in 2016 will remain modestly above the current level, at 31.8 million barrels per day, while that of Iraq, an OPEC member, will be slightly below its current level and Iran, also an OPEC member, will see a modest growth in output, said Damien Courvalin, analyst of Goldman Sachs in a report.

The supply-demand balance in global oil market won’t be restored until the fourth quarter of 2016 due to the high surplus, resilient non-OPEC supply, and slightly weaker yet

still robust demand growth, Courvalin said.

Goldman Sachs suggested that oil prices could be near 40 US dollars per barrel, or roughly the current trading price. It also predicted a worst scenario where prices could hit 20 dollars per barrel.

According to a projection of the EIA, the US crude oil production will average 9.3 million barrels per day this year and fall to 8.8 million barrels per day next year. In addition, the agency forecast that US crude oil prices could average 49 dollars per barrel this year and 51 dollars per barrel next year.

The implementation of Child Protection Policy in schools

A safe and secured environment is always a good factor in order for a child to grow up physically, mentally, emotionally and psychologically healthy.

As the same, a place of learning of the same kind is best avenue for a child to open his self to learning, appreciate knowledge and bestow confidence in showing what he has.

This is the reason that Department of Education is doing its best to foster a safe and secured learning environment, a childfriendly school. It is in the same purpose also that Child Protection Policy is regulated.

Child Protection Policy recognizes importance on the well-being of children.

In a statement released by DepEd, Secretary Br. Armin Luistro said that bullying and other forms of violence in schools should be viewed

not just a school problem but as societal problem.

These are common forms of violence in which children should be protected from.

The implementation of this policy is carefully guarded by Child Protection Committee. CPC is a group composed of school officials, teachers, parents, students, and community representatives who are expected to roll-out and handle cases of violence in particular school. In addition, CPC are also given the responsibility to watch out for teachers who humiliate students, for they are to face administrative sanctions.

Child Protection Policy is part of the continuing push of DepEd to develop safe and nurturing learnercentered institutions. Let us just hope on its effective implementation to ensure that the policy’s purpose is successfully served and the cases of violence in schools would boil down to zero.

GMA actress meets fans, lolas in Oro Story and Photos by MARK FRANCISCO Lifestyle Editor

GMA mainstay Stephanie Mae Sol, who hails from Cagayan de Oro, made sure her once-in-a-year reunion here with her family is memorable. This time, she spent half a day with the orphaned lolos and lolas at St. Joseph Golden Home in Nazareth.

St. Joseph Golden Home is a shelter currently housing around more than 20 lolos and lolas who were abandoned by their families. Currently, they are aptly adapting the following campaign: LOVE OUR PARENTS. WE ARE SO BUSY GROWING UP. WE OFTEN FORGET THEY ARE GETTING OLD. It was established in 2002 through a donation by the Senate Spouses Foundation and the facility was then turned over to the Archdiocese of Cagayan de Oro which is running it to the present.

Last Sunday afternoon, Sol gave out a hearty lunch of sandwiches, buns and pansit to the lolos and lolas followed by a program of singing and dancing with some of the lolos and lolas themselves performing. She was accompanied by her mom Mae and other well-wishers including designer Benjie S. Manuel and friend Paul Rainier Rañopa.

An evening before, Sol spent her night out as a reunion with various friends – from her International School classmates here to her chums and acquaintances from the modeling industry. Local fans were also able to pose pictures with her at a photo wall set up at the venue in Big Tree Arcade right along Kauswagan highway, this city.

Sol truly traces her roots from Cagayan de Oro. After being selected from more than a dozen candidates nationwide to be crowned as Miss Teen Philippines 2004, Sol put her showbiz career on hold for more than five years to finish high secondary studies at International School and tertiary ones at the University of Asia and the Pacific.

After graduating with honors, it was only then that Sol was given a break in showbiz.

She first dabbled in television commercials – Lipton, Colgate, Smart, Magic Flakes, Kitkat, etc.

After hiring Becky Aguila as her manager, Sol was able to enter GMA as a mainstay, performing in supporting roles since 2014.

Some of her TV filmography are the following – Carmela, Sa Puso ni Doc, Niño, More than Words and The Rich Man’s Daughter.
