DOH-11 hopes to end 2015, start 2016 with zero firecracker injury

DAVAO City -- The regional office of the Department of Health (DOH) joined the nationwide official countdown and surveillance on firecracker-related injuries even if Davao region posted a low number of injuries during Christmas and New Year’s eve the past year.

Instead of firecrackers, DOH-11 Regional Director Abdullah Dumama encouraged the public to use alternative ways in celebrating Christmas and welcoming New Year. Dumama said people can use “torotot” and car horns or play loud music or other safe merry-

making instruments.

Dumama said the ban on firecrackers should be pushed although there are already mayors in Davao region that have shown interest to join Davao City in the total ban of firecrackers.

“Hindi kailangan ang paputok. Dito lang sa atin meron mga ganitong nangyayari. Sa ibang bansa wala (We don’t need firecrackers.

It is only here that we have these incidents. There is none in other countries),” he said.

Dumama said piccolo, triangle and watusi remain the top cause of injuries during Christmas and New Year revelries.

Last year, despite the continued warning of health

officials on the use of firecrackers, DOH recorded 139 firecracker-related cases. Of the total number, 71 cases were recorded in Davao del Norte; 31 in Davao del Sur; 27 in Davao Oriental; eight in Compostela Valley and two in Davao City.

The records of the Southern Philippines Medical Center (SPMC) on firecracker-related incidents showed a decreasing number since 2001. In 1998, SMPC recorded 47 cases; 59 in 1999; 80 in 2000; two (2) in 2001; zero in 2002; three in 2003; two in 2004; two (two) in 2005; four (4) in 2006; two in 2007; zero in 2008, 2009, 2010 and 2013; two (2) in 2011; and one (1) in 2014. It reported one case in 2012 but the patient

came from Region 12.

Meanwhile, DOH will start its official count starting at midnight (12 a.m.) of Dec. 21 (Monday), and the recording of the number of firecracker-related injuries will be back to zero -- meaning the previous count will not be included anymore.

DOH launched an “Anti-Paputok Campaign” in Tondo, Manila. DOH has also announced that “Code White Alert” is raised officially in all DOH hospitals, regional offices and facilities nationwide starting Monday.

“Code White Alert” puts all hospital personnel for deployment and augmentation as the need arises for medical and other services.

Government as employment agency The government, whether the national or local government, is the country’s biggest employer and as such it’s no wonder that red tape is rampant owing to its bloated bureaucracy.

And when government is stuffed with personnel, it not only delays but deprives its constituents of basic services. Without warning, a bloated bureaucracy can “blow up” a government’s budget, resulting in some sacrifices made in the delivery of projects and services.

But this is the new normal for Philippine governnance. I thought about the government’s bloated bureaucracy on reading a post about bonuses, 13th month pay, cash gifts, anniversary bonuses and another bonus which is new to my ears called “productivity bonus.”

On reading this, I assumed that the salary of an average government employee is P15,000 a month.

Add the bonuses and incentives and then it would total P70,000 by Christmas.

Awesome it would really be for this government employee and his or her family that they would be

Think a minute…

Of all the jobs in news and journalism, being a war correspondent is the most dangerous. Some reporters are captured as prisoners, some escape, and some die.

Young 25-year-old Leonard Spencer was a reporter for the London Morning Post. His assignment was the Boer War in South Africa.

Leonard was riding a train to the frontlines of battle when suddenly there was a violent crash. The Boer army had ambushed and attacked this British train. During the shooting, Leonard jumped out into all the bullets and exploding shells to help clear the train tracks. In fact, after the train pulled out of this trap, with many British

guaranteed a merry Christmas and New Year. With such bonuses, it would be fun to work in government then.

Don’t get me wrong here, I also know that salaries in the Philippines could hardly cope with providing a family nowadays.

I only want only to get a simple, layperson, nonacademic explanation about why people see government as a lucrative source of employment and why this is considered normal.

Not everyone gets the chance to work in the government. Only the very few who are blessed with connections to incumbent officials and are careful not to flaunt it lest they be caught by the Ombudsman or some such government watchdog.

There are those, sorry to say this, dumb or ignorant enough not to know what a productivity incentive is and are simply content to receive anything that comes their way even if they didn’t work hard or never worked at all for it.

I have more questions on this, first of which is what happens now to an expensive education being fostered on the youth as the ticket to gainful employment when the local job market is inundated with openings for skilled workers other than those listed in four year degree courses?

Government employees in years past were hired for their eligibilities and qualifications.

In fact before only the smartest found employment in the private sector. It was only later that everybody wants to be employed in the government where patronage politics is crucial to landing a government job.

Hiring and promotion in government was based on educational qualifications and eligibility. The principle on whom you know had been around in the 70s but it is more pronounced these days.

That was the time when degrees on master’s degrees were really earned. Those in government service want to continue their education with the assurance that should the time come for opportunities for advancement those who are in would be ready to be promoted.

Very well said. But whether the senior stateman’s advice would temper the exuberance of politicos or prevent future similar confrontations remains to be seen. In a country like ours where political partisans are

quick to turn a blind eye on the fault of their leaders, Citizen Eddie’s advice may not effectively resonate.

Already, I hear the following comments from the men in the streets to justify the actuations of Duterte and Roxas.

Referring to Duterte’s penchant for badmouthing practically anybody, one supporter said: “Bakit, di ba si Quezon ang hilig ding magmura. “ I also heard the following comments: “Si Lacson nga (referring to the late Manila Mayor Arsenic Lacson) hinamon din ng barilan yung nanginsulto sa kanya.”

“Si Rizal at si Luna naghamunan din sa duelo dahil sa isang babaeng Pranses.”

Others, however, have a different take of the situation. Cynics believe that

what happened is just for show not unlike the thrash talks and antics of prize fighters who pretend to almost come to blows during a pre-fight weigh-in.

This comment may have a ring of truth in it. Media savvy politicos have learned to leverage the use of hyperboles to catch attention. Media meantime appears to have developed the penchant for pitting one political adversary against another as in a cockfight.

Without any doubt, both Roxas and Duterte gained a lot of media mileage because of the sampalansuntukan-barilan episode.

In politics as in showbiz, any news – good or bad – is good news.

COAA HOLDS SEND-OFF POGRAM TO 2015 PALARONG PAMPOOK

The COAA team is hopeful to achieve another milestone in sports and that is to emerge as champion once again. December 11, 2013 was a gathering of DepEd –CDO officials headed by the Schools Division Superintendent Elena M. Borcillo, CESO V and Dr. Reynaldo E. Manuel Jr. CESE, Assistant Schools Division Superintendent, athletes, coaches, trainers and partner stakeholders from the local government Hon. Oscar S. Moreno, City Mayor of Cagayan de Oro City graced the event. The blessing of the delegation was given Rev. Fr. Max Ceballos, SSJV. The West City Central was filled by unwavering emotions of support and excitement.

The 2015 COAA delegation was presented by Rosalio R. Vitorillo, Chief School Governance Operations Division (SGOD) .There are 193 elementary and 229 secondary athletes.

Also, with them are 139 officials, working committees, coaches, chaperon and trainers. The total COAA delegation to 2015 Palarong Pampook is 590. Mayor Moreno stressed that to become a champion, preparation matters in terms of physical, mental, emotional and psychological well being. He was confident that

with the insurmountable support coming from the LGU of Cagayan de Oro City, COAA will remain the CHAMPION. The City government of Cagayan de Oro allocated and approved a budget of 4.625 Million from the Local School Board (LSB) to strongly support our athletes. He stressed, in sports it is not all about winning that matters but it is all about how you enjoyed and learned the games.

His inspirational message moved the spirit of the COAA delegation. Hon. Mayor Oscar S. Moreno inspired the athletes by sharing his own experiences as an athlete. He emphasized that the Cagayan de Oro athletes are the ambassadors of peace, good will and friendship. Through this sports activity, it is a way of showing and developing the right attitude of honesty and integrity.

The real challenge of being an athlete is having the right attitude. He added that the secret of being a champion is FOCUS and ATTITUDE. Indeed, he was able to capture the minds and the hearts of COAA delegation to exhaust and give the best for Cagayan de Oro City.

The send-off program ended with a high hope for another possible victory.

Illegal drugs cases top list of offenses filed in Surigao Norte courts SURIGAO City--Illegal drugs, estafa and violence against women and children have topped the list of criminal cases filed at the Surigao del Norte Regional Trial Court.

Lawyer John Cubillan,

chief of the clerk of courts of the RTC, told MindaNews on Tuesday that cases in violation of Republic Act No. 9165, or the Comprehensive Dangerous Drug Act, has topped the list with 203 cases.

“As of Tuesday we have 203 cases, majority of this alleged offenders are into

selling and possession of methamphetamine hydrochloride commonly known as shabu,” he said.

He said there are 56 cases of estafa and 44 cases of violence against women and children logged this year so far.

Next in line are rape

with 26 cases; robbery, 25; murder, 24; qualified theft, 21; anti-graft and corrupt practices, 18; theft, 15 cases, and attempted murder, 14.

CAGAYAN de Oro City--In attracting trade and investment, the Department of Trade and Industry (DTI) – Misamis Oriental continued to increase number of Micro Small and Medium Enterprises (MSMEs) through Negosyo Center and Small and Medium Enterprises (SME) Roving Academy to help building business environment in the province.

Having the first established Negosyo Center in the country, a total of 150 trainings were conducted with a minimum of 2, 576

trainees educating them on Negosyo Center Coaching Sessions and Roving Academies.

The implementation of Shared Service Facility (SSF) Program also flourished in the province aiming to increase productivity and competitiveness of industries. This leads the introduction of new suitable technologies to the beneficiaries of the said program.

Forty six (46) SSF were provided and maintained to 41 proponents including the

establishment of Northern Mindanao Food Innovation Center at the Mindanao University of Science and Technology (MUST).

Meanwhile, Misamis Oriental Business Advisory Council (MOBAC) was organized to pursue interest and advocate for the issues for the development of the industry.

To boost the promotion of local products to local and foreign buyers, DTI has involved SMEs into trade fairs and market matching activities including three

international trade fairs namely: International Food Exhibition, SIAL Paris Food Innovation Exhibition and Manila FAME, the country’s premiere design and lifestyle event.

This year, DTI also facilitated the streamlining of business permits and licenses of the 25 cities and municipalities to make an easy passage in doing business.

Gawad Kalasag Northmin winners handed cash prizes
