MALAYBALAY City––The Gabriela Women’s Party on Monday congratulated Pia Wurtzbach for winning the Miss Universe crown but took exception to her stance in favor of US military presence in the Philippines.

In a statement, Gabriela said it “joins the Filipino nation in celebrating Ms. Pia Wurtzbach’s victory for winning the Miss Universe crown. We commend her for raising the issue of HIV-AIDS as one problem that needs to be addressed globally.”

CAGAYAN de Oro City––Cagayanons were jubilant and overwhelmed over the victory of Pia Alonso Wurtzbach as the crowned Miss Universe of 2015.

Like most of the Filipino people who were resigned when it was wrongly announced that Miss Columbia won the much coveted crown, the Cagayanons rose into euphoria when the announcer declared that Miss Philippines was, actually, the Miss Universe 2015.

Catalino Chan, regional director of the Department of Tourism (DOT), was thrilled and expressed the confidence that the victory of Ms. Wurtzbach would push the regional and local tourism industry.

Considering that Ms. Wurtzbach came from the Cagayan De Oro City, this trading hub would definitely in the roadmap of the world tourism as the next destination in the coming years.

Globe Telecom holds forum for journalism students in Davao

Cagayan de Oro wants to hold homecoming for Miss Universe

CAGAYAN de Oro City–– The local government here is planning to hold a big homecoming for newly crowned Miss Universe Pia Wurtzbach if pageant organizers will permit her to visit her second hometown.

Maricel Casino Rivera, chief of the Cagayan de Oro Information Officer, said the planned homecoming is dependent on the approval of the Miss Universe pageant organizers who sets the schedule of the beauty queen.

“We are in gratitude that Pia considers Cagayan de Oro as her second home.

This is why we want to honor her,” Rivera said.

Mayor Oscar Moreno said Cagayan de Oro is deeply honored that Pia considers the city as her second home next to Manila.

“Just like the homecoming we had for her when she won the Binibining Pilipinas title, we are looking forward on holding another one to our Miss Universe,” Moreno said.

Pia attended kindergarten classes at Kong Hua High School and later at Corpus Christi High school for her primary education.

She stayed at Corpus Christi until Grade 4 when her mother, Cheryl Alonzo, separated from her German father, Uwe Wurtzbach.

Pia grew up at the Golden Village Subdivision here and would frequently go to nearby Iligan City where her mother’s family sells tasty buko bar ice cream.

BIR-16 tax collections in Normin increasing

CAGAYAN de Oro City-Tax collections in Northern Mindanao registered hefty gains anew as total tax takes by the Bureau of Internal Revenue (BIR) 16 increased by 22 percent to P2.54 billion in the third quarter of the year. (BIR’s regional numbering doesn’t follow its counterpart line agencies. Here in Cagayan de Oro, it’s Region 16).

In their quarterly report released recently, the National Economic Development Authority (Neda) 10 reported that receipts from value added taxes (VAT) which contribute to 26.8 percent of total BIR revenues, recorded the highest growth of 44.3 percent from the same period a year ago.

Collections from income taxes, which cornered 63 percent of total receipts, improved by 23.1 percent.

She said she was frequently teased by her classmates because of her height and that bothered her so much that she became an introvert preferring to be alone rather than mingle with other children.

“At school, I was a wallflower. I was always the last person in the flag ceremony because I was the tallest. It was difficult to have a crush because you are too tall for the boys,” Pia was quoted

Pia though have fond memories of her mischief during her childhood days stealing buko bar from the family store in Iligan, the Real BukoBar & Cold Products.

Her parents separated

when Pia was 11 and her mother brought her to Malabon, where the Alonzos also have a buko bar business started by her grandfather.

Pia was born on Sept. 24, 1989 in Stuttgart, BadenWürttemberg, Germany.

Her win elicited a storm among young Cagayan de Oro residents who have eagerly followed the Miss Universe Pageant on Monday.

“We are so proud of this woman. Congratulations Pia!!! All your hard work and sacrifices have finally paid off,” Sarcy Corpus, presidents of the Jaycees here, said in her FB post.

Mary Mikaela Montalban said, “Way to go Pia! You never gave up to reach your dreams. You are an inspiration. So proud of you. You brought pride and honor to our city, Cagayan de Oro, and our country, Philippines.”

Wurtzbach to visit Cagayan de Oro

YOU bet Ms. Pia Alonzo Wurtzbach, the crowned Miss Universe 2015, won’t be coming to Cagayan De Oro this early. Well, she would be busy with her responsibilities as Miss Universe. One thing, she would be involved in various humanitarian projects around the world as “Ambassadress of Goodwill.”

This responsibility is taxing that Ms. Wurtzbach would not have the luxury of time to even hop in her own country for a few days. I am pretty sure that she would be involved in various projects like the problem about the “refugees.” I am most certain too that Wurtzbach would not visit the ISIS in Syria or in Iraq to console those who are persecuted by the extremists that Europe and the West are accusing of terrorists.

She would be in the forefront in the campaign against HIV-AIDS (the subject she mentioned in one of her answers to a question during the pageant). Perhaps, she would be in Africa where AIDS is prevalent or in Sierra Leone, where the “Ebola” virus remained a

health hazard. Of course, she would not be exposed in those illnesses. However, she would be around to raise funds for the desolate and for the many who might need immediate medical attention.

On top of this, Ms. Wurtzbach might go to Stuttgart, Germany in search of her birthplace there or in search of her lost relatives or her father.

In the Philippines, Ms. Wurtzbach might come to raise funds for the victims of Typhoon Nona in Luzon.

Forget the thousands of victims of Yolanda.

After all, the Philippine government did not care

about the Yolanda victims anymore. Otherwise, the government would not allow the multi-millions worth of medicines and rice to rot in warehouses instead of having those things distributed to the typhoon victimsurvivors. Otherwise, the government would have already constructed decent relocation houses for the thousands who lost their homes during the Typhoon Yolanda outrage. Instead of constructing a habitable shelter for the typhoon victims, the government constructed makeshift and sub-standard houses – a bit decent than pigpens.

Ms. Wurtzbach would not come to Mindanao to visit the strife-torn areas in the island, particularly in the islands of Basilan were sporadic fighting between the government forces and terrorists might take place anytime of the day. For example, Jesus clearly wanted to be recognized, accepted, and believed in, as the God and Savior, who is God the Father, Son, and Holy Spirit, all rolled into one. Yet, even those who say they believe in Jesus no longer believe and have faith on Him as God and Savior, who is God the Father, Son, and Holy Spirit all at the same time.

Many are now saying Jesus is not God, but someone else, even if the “S” in that “Someone” is spelled in capital letter “S”. Some are also saying He is not the Father, and He is not the Holy Spirit, as He has a “personality” different from the Father and the Holy Spirit. DSWD Quick Response Team continue to monitor TD Onyok-affected areas Butuan City -- The members of the Quick Response Team (QRT) of the Department of Social Welfare and Development (DSWD)-Caraga continue to monitor on 24-hour alert status the areas affected

by Tropical Depression ‘Onyok’.

Regional Director Minda B. Brigoli directed to activate the QRT last December 17, 2015 after Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) raised Signal 1 to all the provinces in the region because of ‘Onyok’.

As of 6:00 am today, the QRT has monitored

24 barangays affected and 28 evacuation centers are operating in the region.

These are from the municipalities of Sta.Josefa, Lapaz, San Jose, San Benito, Cagwait, Hinatuan, Lingig, Marihatag, and Bislig City.

A total of 1,336 families with 5,919 individuals are now in the evacuation centers.

One (1) totally damaged house is reported in Pilar, Surigao del Norte.

Zambo solon nixes sale of electric cooperative ZAMBOANGA City -– First District Rep. Celso Lobregat has advised the Zamboanga City Electric Cooperative (Zamcelco) officials to fix the system’s loss instead of considering the sale of the property to pay the cooperative’s PHP1.2 billion to the power suppliers.

Lobregat issued the advised citing the sale of the cooperative’s property in Barangay Putik is not the solution to the financial

problem of Zamcelco.

An out-of-town investor who owns a chain of shopping malls has offered to purchase the 7.5-hectare property of Zamcelco at PHP1.3 billion.

Marines kill 5 ASG brigands in Sulu clash ZAMBOANGA City –Philippine Marine forces have killed five Abu Sayyaf Group (ASG) brigands in a clash in the province of Sulu, a top military official announced Tuesday.

Arrojado said the clash ensued when the MBLT-8 troops led by Lt. Col Wilfredo Manalang chanced upon 40 ASG brigands led

by Ninok Sapari while on combat operations.

Arrojado said the troops recovered the remains of the five slain ASG brigands. The cadaver was turned over to the barangay officials for proper disposition.

He said the recovered firearms included the following: M-14 rifle; M-16 Armalite rifle; a Garand rifle; an M-4 rifle; two M-203

grenade launchers and an M-79 grenade launcher.

Pag-IBIG readies Calamity Loan for members affected by Typhoon Nona Pag-IBIG Fund Board of Trustees Chairman Atty.

Chito M. Cruz said recently that Pag-IBIG Fund is ready to assist its members affected by the havoc wreaked by Typhoon Nona.

“As soon as affected local government units issue Resolutions declaring their areas under state of calamities, Pag-IBIG branches in the vicinity will immediately start accepting applications for calamity loan,” said Atty.

Cruz.

As of December 21, the provinces of Northern Samar, Albay, Sorsogon, and Oriental Mindoro, and the Municipality of Magsaysay in Occidental Mindoro have already issued Resolutions declaring their areas under state of calamity.

Under Pag-IBIG guidelines, members residing in areas declared under state of calamity may file for a calamity loan application at the nearest Pag-IBIG office

within 90 days from the date of declaration of the state of calamity.

Atty. Cruz explained that affected residents in the North and Central Luzon region may immediately file their loan applications if their area was declared under state of calamity about two months ago due to the devastation caused by Typhoon Lando.

“We are still within the 90-day period since several provinces in North and Central Luzon were declared under state of calamity because of Typhoon Lando so there is no need to wait for a separate declaration of a state of calamity in the region,” Atty. Cruz added, referring to the areas affected by Typhoon Lando and then Typhoon Nona.

Atty. Cruz clarified, however, that for Pag-IBIG members residing in other areas affected

by Typhoon Nona, they need to wait for the declaration of a state of calamity before they can file for a calamity loan,

unless their case is similar to that of Central Luzon’s.

Pag-IBIG yearly allots an amount for calamity loan that may be availed of by their members affected by calamities.

“For 2015, we still have a remaining fund allocation of P3.27 Billion for the Calamity Loan Program.” said Atty.

Darlene Marie B. Berberabe, President and Chief Executive Officer of Pag-IBIG Fund.

Atty. Berberabe explained that members who have been contributing for at least two years can borrow up to 80% of their total savings.

“Our calamity loan offers the lowest interest rate in the market at only 5.95% per annum, with a three-month grace period before the first amortization starts. Because of the affordability and easy terms of our calamity loan program, we do not add to the burden that our affected members just went through,” Atty. Berberabe said.

Two scientists to fish farmers: Convert red tide episodes to opportunities DAGUPAN City––Two of the country’s top aquaculture scientists admitted there is no solution anymore to the natural phenomenon called red tide and went on to advise people in those areas seasonally affected to just grind and bear it.

However, fish farmers need not be sad as they can in fact convert the red red tide occurrences into opportunities, said Wilfredo Yap of Misamis Occidental, executive director of Santeh Aquaculture Science and Technology Foundation, Inc. Yap said the red tide episode usually lasts for two months and by the time red tide alert is gone, the shellfishes such as mussels and oysters shall have been bigger and cost higher when sold in the market.

The Bureau of Fisheries and Aquatic Resources (BFAR), said Yap is right when it banned the collection/harvesting as well as marketing and consumption of shellfishes every time a red tide alert is up.

This is because consumption of shellfishes taken from red tide-affected areas poses great danger to human health, said Yap whose greatest contribution to the country’s drive for food sufficiency was the Introduction of Mariculture Park for Sustainable Aquaculture in the Sea. He said a few years ago, a Korean company established a canning factory for mussels and oysters in Mindanao.

When the company’s chief executive officer was asked why they are putting up the project despite their knowledge of the prevalence of red tide in the shores of that area, he answered, “That is not a problem as there is also red tide in Korea”.

Meanwhile, Dr. Catalino de la Cruz, an aquaculture engineer from Nueva Ecija, agrees with Yap that there is no solution anymore to frequent occurrences of red tide episodes in the country.

Once an area is hit by red tide, there will be episodes that will be felt every year, especially during the hot months, he said.

But he said that hope is high that the blue mussels found in the rivers of Dagupan, which can grow at a salinity of 2 ppt, could save the mussel industry from drying as a result of the frequent episodes of red tide.

There was no red tide episode that has yet taken place in the waters of Dagupan till today.

The reason for this, De la Cruz said, is that red tide organisms do not thrive in water of lower salinity such as in Dagupan City.

Already affected by red tide for many years now are the waters of Bolinao, Anda, Bani and Alaminos.

Dr. Westly Rosario, chief of the National Integrated Fisheries Technology and Development Center (NIFTDC), revealed they are still thoroughly studying the blue mussel.

The blue mussel is a different species of mussel from the usual green-lipped mussels and brown mussels abundant in any shore in the Philippines.

He said with the help of American scientists, the blue mussel was already subjected to DNA test for official identification.

Rosario said if the study is completed, he will bring some blue mussels to Mindanao to boost their current shellfish industry and provide a steady source of livelihood to the people near the shores.

He said in Mindanao, they have a shellfish species which the Pangasinenses call “lukan”. But in Mindanao, they call this “tuwag”. (PNA)

PH now has 415 classified caves THE country now has a total of 415 classified caves, which the government is required to preserve and ensure their sustainable use.

This developed as the Department of Environment and Natural Resources (DENR) has classified an additional 51 caves to guide communities on their responsible management. Prior to this, 354 caves had already been classified by the agency according to their characteristics.

“As with other natural resources, caves are natural treasures that we

need to protect for the enjoyment of future generations, because they are important wildlife habitats and possess significant geological, cultural, historical and archaeological values,” DENR Sec. Ramon Paje said in DENR memorandum circular No. 2015-08.

“This circular will guide the DENR, particularly the Biodiversity Management Bureau (BMB), and other concerned agencies and offices, including local government units on how to use our caves and cave resources appropriately,” he added.

The memo circular was pursuant to Republic Act No. 9072, also known as the National Caves and Cave Resources Management and Protec-

tion Act. The law tasks the DENR to formulate, develop and implement a cave management program to conserve and protect the country’s cave resources.

Seven caves were categorized as Class I for their delicate and fragile geological formations and threatened species. These include the Nical Cave in Dasol, Pangasinan; the Sung Wan and Kaping Caves in Tayabas City, Quezon; and the Burial Cave in Caraga, Davao Oriental.

Class I caves are limited to mapping, photography, educational and scientific purposes, and are closed for ecotourism activities.

Davao City’s ‘Green Champion’ passes away DAVAO City––Councilor Leonardo Avila, “Happy LA” to his radio listeners and described by an environmental group as “one of the city’s first champions for a greener Davao,” passed away Sunday dawn. He was 58.

Avila, councilor for seven terms — from 1988 to 1998, 2001 to 2010, and 2013 until his death – served as officer in charge of the City Agriculturist Office Councilor Leonardo Avila, “Davao’s Green Champion.” from 2010 to 2013. suffered a stroke in September.

Ann Fuertes, executive director of the Interface Development Intervention, Inc. (IDIS) described Avila as “one of city’s first champions for a greener Davao.”

“At a time when environmental issues did not yet figure prominently in the lens of our city’s policymakers, he set the tone and agenda for the City Council to look into protecting our watersheds as a way of ensuring a greener future for Davao City,” Fuertes said in

a press release.

“We call on Dabawenyos to join us in honoring Davao’s green champion for the last time. Leo may have left us but the vision of a Green Davao will continue to endure. There is no better way for us to honor Leo’s life than by continuing to work for the realization of the vision of a Greener Davao for all,” she said.

Avila’s remains lie at the Sardinia, Cosmopolitan Funeral Homes and will

be transferred to the Sangguniang Panlungsod on December 22. Cremation is scheduled on December 23.

Avila left behind a legacy of legislations addressing the welfare concerns of the city, such as the Davao City Children’s Welfare Code in 1994 which is the first in the country, and Elderly Welfare Code. Avila.

CAB grants CEB additional entitlements to the UAE and other int’l destinations

The Civil Aeronautics Board (CAB), in a recently concluded board meeting, granted additional entitlements to the Philippines’ leading carrier, Cebu Pacific (PSE: CEB), for international routes from Manila to the United Arab Emirates (UAE), from various points in the Philippines to Taipei and Kaohshiung in Taiwan, and from Manila to key destinations in Russia.

CEB was granted the right to operate additional seven flights weekly from Manila to the UAE, which would allow the airline to launch flights to any point in the UAE. Currently, CEB is fully utilizing its entitlements with daily flights between Manila and Dubai.

CEB’s request for rights to

operate direct flights to Taipei from Caticlan, Clark, Davao, Puerto Princesa, and Tagbilaran, as well as direct flights to Kaohshiung from Caticlan and Cebu, was likewise granted. The airline is presently operating ten times weekly flights between Manila and Taipei, and thrice weekly flights between Cebu and Taipei.

CEB was also designated as an official Philippine carrier to Russia, and was granted thrice weekly flights each from Manila to Moscow and Vladivostok.

In the same board meeting, CAB approved CEB’s request to be designated as an official carrier under the ASEAN Multilateral Agreement on Air Services (MAAS). As soon as the Philippines completes

the ratification of the relevant protocols of the MAAS, CEB will be able to operate unlimited flights between capital cities within the ASEAN region.

He noted the system’s loss of the cooperative is 20 percent, which is higher by seven percent than the allowable prescribed rate of the National Electrification Administration (NEA) of 13 percent.

He said that one percent system’s loss translates to PHP2 million lost revenue. Zamcelco loses PHP14 million monthly since its system’s loss is seven percent in excess of the allowable 13 percent.

He said multiplied that amount by 12 months a year, the lost revenue as a result of the system’s loss is PHP168 million annually.

Mon Salas, IDIS Board of Trustees member and environmental lawyer said Avila was a “good partner” of environment groups pushing for a sustainable city.

“While he faced challenges and resorted to compromises, Leo strongly worked to make Davao as green as possible through the ordinances he advocated in the City Council. These local laws will be his lasting legacies,” Salas said.

Among the green ordinances that Avila authored or co-sponsored were The Anti-Smoke Belching Ordinance (2006), the Ban Aerial Spray Ordinance (2009), the Watershed Code (2007), the Establishment of Marine Protected Areas (2007), the Fisheries Code (2008), the Rainwater Ordinance (2009), Ecological Solid Waste Management Ordinance (2010), Septage and Sewerage Management Ordinance (2010), Organic Agriculture Ordinance (2010) and the Bicycle Ordinance (2010).

Long before the Department of Interior and Local Government issued a Memorandum Order for LGUs to make their own action plan related to climate change, Avila had already organized the Davao Climate Change Action Network, a coalition of government and nongovernment organizations as well as individuals. DavCCAN is engaged in activities that raise awareness of the impact and possible mitigating actions to respond to increasing temperature and the unpredictability of weather.

Avila built a strong network of partners by continuously initiating projects and programs that are advocating awareness and action from relevant organizations and the public in general.

He pushed for a “Davao Gulf Week” for a coastal clean-up involving barangays along the coast, and the Flight of the Eagle series, a biking event that adopts a different environment theme every year.

In 2009, he led the first Davao Living Arts Festival, which got artists and cultural workers involved in paying homage to the environment, with the Davao Gulf as central focus.

In 2010, he was lead convenor of “Run for Water” in Davao City and was part of the Steering Committee of the Davao City’s yearly “Earth Hour” event. (MindaNews)

These have sections with hazardous conditions and high quality ecosystems

that are highly sensitive to human activities, making it necessary to close these sections either seasonally or permanently except for experienced cavers and guided tours or visits.

Class II caves include the Capilan Bat Cave in Sultan Kudarat, Licup Cave in Samal Island, Davao, and Guano Cave in Bangui, Ilocos Norte.

Class III caves have no known threatened species within them or significant archaeological, geological, natural history, cultural and historical values. Such caves are open to inexperienced yet guided visitors. They may also open to guano extractors and birds’ nest collectors, if any.

Eight caves were categorized as Class III, which include Balite Cave in Samal Island, and six Punta Diwata Caves in Carmen City, Agusan del Norte.

Public school children read the science behind C3PO, a popular character in the Star Wars movie series.

Globe Ambassador Tricia Abad leads the story book read-along with around a hundred public school students at The Mind Museum.

Globe Telecom partnered with The Mind Museum and Teach for the Philippines to bring Star Wars closer to more public school students and increase their appreciation for science and technology through the popular movie franchise.
