DAVAO City--Nongovernment organization, Mindanao Migrant Center for Empowering Actions, Incorporated urged running political leaders candidates and government to include the welfare of migrant workers in their political agenda. Inorisa Elento, executive director of the MMCEAI said the focus must not solely be migration to look for jobs overseas but also local migration and displacement due to issues like calamities and internal conflict. She said a clearer system must be established so that migrants can access assistance either within the country or overseas. Elento said government must lead in accounting first the exact number of migrant workers initially those who are working abroad. “Do we have a list of overseas foreign workers hailing from Davao City,” she stressed. Elento said government
must trace whose these overseas workers are, and it must have a grasp of their location and situation. She also cited the need for the passage of the overseas workers’ ordinance in Davao City which was cropped in 2007 and has remained in limbo. Elento said there is no reintegration program for overseas workers after working abroad. “It is a matter that an overseas worker needs to plan and must be discussed a month before he goes home,” she said. Elento said that in this aspect, government must determine the skills and market available and akin to the capability of the overseas worker. She also stressed that welfare checking must not only look on the worker but also his family which is left behind. “Children of workers must be looked closely. Mt. Apo Boulder Face 2016 unveils race modifications STA. CRUZ, Davao del Sur-The technical modifications of the Mt. Apo Boulder Face Challenge 2016 as introduced by the organizers drew varied reactions from its perennial protagonists. Dexter Nonato, member of the defending champion team Tri-Buddies Tagum said the race next year would be a lot more exciting. “Because it will be individual next year, the level of physical preparation will be different. It will be more of a physical endurance game because you only have to prepare for yourself without thinking of a partner.” Nonato teamed up with triathlete Jongjong Mahinay and Arvin Dorochein the 2015 version of the race and made it to the finish line 12 hours, 56 minutes
and 48 seconds. “I am excited of the race next year,” Nonato added. The Boulder Face Challenge exists now for eight long years and has been considered the most extreme adventure race in the country. Next year, the race route is reduced to 100 kilometers and there will be just three major disciplines to be performed by racers in water tubing, mountain biking and trail running/ trekking. Race director Engr. Caraga small animal raiser gets DA Gawad Saka award for 2015 By RHEA ABAO
Through the 2015 Gawad Saka Search , the Department of Agriculture (DA) honored outstanding achievers in agriculture and fisheries in awarding ceremonies at the Philippine International Convention Center in Pasay City on December 9, 2015. A seafarer turned into a successful farmer, Joel Callano of Sitio Matinaw, Poblacion Tagbina, Surigao del Sur won the 2015 National Gawad Saka Outstanding Small Animal Raiser Search. Aside from the honor, he received a presidential trophy and a P200,000 cash prize. The 2015 Gawad Saka Search is the DA’s annual undertaking in cooperation with local government units, other government institutions, non-government organizations and the private sector. It aims to give due recognition to farmers, fisherfolks and people’s groups whose exemplary contributions to agricul-
tural development serve as inspiration to others and made significant impacts to people’s lives. Callano has been equipped with appropriate technologies which resulted in the improvement of his farming practices focusing on small ruminants. He also engages in Integrated Farming System. This was made possible through interventions of DA-13, Agricultural Training Institute (ATI)-13, in coordination with the Provincial Agriculture Office of Surigao del Sur. Callano’s innovativeness made him not just a farmer but also an agripreneur as he ventured into business. At present, his farm serves as a show window for best practices in animal raising that encourages other farmers to engage in agriculture farm enterprise. The honor and recognition Callano received is a fruit of determination and cooperation with the Tagbina local government through the Municipal Agriculture office.

Christmas for the poor and the deprived
FOUR days from now, it would be Christmas. On that day, the whole world would celebrate the birth of Christ with joy and merriment. But, for us and the millions who lived in abject poverty, Christmas is just like any ordinary day. For us, an ordinary day is the usual day of eking a living through the sweat on our brow. For us, Christmas is the same as the anguish that we have to strive in order to find ways to fill our empty stomach. Watching the faces of joy, the children’s laughter in the malls and the lavish foods that the moneyed people enjoy on Christmas holidays, we often think of the injustices in our lives. Why do, some people are rich and why are we poor? As we walked along the road that seemed to discriminate us from the rest, the question of disparity always rings in our ears.

Then, as Christmas nears, we read and heard of the joys of happy people in some parts of the world. Are these people more blessed than us? We sometimes dreamed of being one among them. We also regret of having borne and live in a country of doomed. Yes, we always heard of people asking why we lived in squalid poverty. We also heard of answers blaming the state and the govern-
ment of the sorry state that make our living hard and difficult. Is there something wrong in the way we ran the affairs of the state that we, the citizens, have to suffer? Some said that we have a government that provides everyone the liberty to pursue happiness. However, many argued that something is wrong in our political leadership. The poor - like me, us, and them – believed in the contention that our political leaders are corrupt! It is the culture of corruption that makes life for us in this country miserable and desperate. It is unfortunate that our elected public officials only make themselves rich and wealthy through the influence of their offices and positions. More often, we heard these public officials bragging about the accomplishments that they achieved while in office. See deprived, page A11

their respective fields of expertise, advocacies and plans or programs of government. In the same vein, these applicants’ track records as public officials or as private citizens should be the voters’ bases or references in choosing the right people to public posts. Surely, reelectionists have advantages over opponents. They usually hog media limelights compared to new aspirants. Because of their position, they appear to represent and speak for the government. Chevron donates P1 million to Red Cross to help rebuild communities damaged by Typhoon Lando
AS communities in northern and central Luzon struggle to get back on their feet more than a month after being ravaged by Typhoon Lando, Chevron companies in the Philippines recently donated a total of P1 million to the Philippine Red Cross (PRC) to help in the rehabilitation efforts. Chevron Philippines Inc. (CPI), marketer of Caltex brand of fuels and lubricants gave P400,000; Chevron Malampaya LLC (CMLLC) P450,000; and Chevron Holdings Inc. (CHPI) P150,000 respectively. The donation will go to PRC’s post-Lando disaster recovery and rebuilding
efforts in Chevron’s host communities such as San Fernando City, La Union; Baguio City; Kalinga; and North and Northwest Palawan. Lao Construction (Private Sector Partner), Urban Integrated Consultants, Inc. (Independent Consultant) and the PPP Center was held last December 7, 2015 to discuss the issues raised in Resolution No. 300-2015 of the Sangguniang Panlalawigan. gall of claiming themselves immaculate. There were accusations that the culture of corruption has become the cancer of our society that even the Church is no longer an exception. Others say that it is unfair to blame the government and its political leadership about the misery of its people. In our country, we provide a monthly financial aid for indigent families. It is the government social welfare agencies that determine whether a family is indigent and subsequently assessed the corresponding amount of financial aid. Did anyone know that the government is allocating a whooping PHP 50 billion for its poverty alleviation program next year? The amount covers a total of 4,436,732 poor households in the country. A figment of the country’s 100 million population. A kind of political palliative. The truth is that almost 80 per cent of the country’s population of more than 100 million people is poor. The ratio is almost equivalent to the more than 86 per cent of the country’s Filipino families without access to clean and potable water today. Thus, one could not blame us – the poor and the desolate Filipino people – if we feel that the Christmas holiday does not belong to us. Nobody could accuse the poor of accusing the political leadership as answerable to the miseries of the people. It happened at the time when Mayor Vicente Emano is about to end his three-year term--and more than two years since Oscar Moreno became mayor of Cagayan de Oro City. Nestor Banuag, an official of the Aksyon sa Kahandaan sa Kalamidad at Klima (Akma) in Cagayan de Oro City, told Mindanao Daily News that many families opted to live with their relatives pending the “promised” relocation sites. For four years, Akma is asking the government to fast track the relocation sites of the more than 6,000 families. Nothing happened. This can be likened to the song of the four-piece Power pop/Alternative band from the Philippines called Cover Me Quick! whose title “Kung Gusto Mo Maraming Paraan, Kung Ayaw Mo Maraming Dahilan.” If the government, especially the local government of Cagayan de Oro City, is

really determined to help these families it will not take years to take action. According to Mr. Banuag, the Housing and Urban Development Coordinating Council (HUDCC) “already” allocated vast hectares of lands in barangays Indahag, Balubal, Pagatpat, and Lumbia, all in Cagayan de Oro City, and a portion of land in the nearby Opol town in Misamis Oriental. If this is true, why it takes years before the government decides to construct the housing units? Again, what happened? Mr. Banuag said: “They are just that--vacant lots.” “Wala pa gyud nasugdan ang pag-construct sa mga balay, (the construction of housing units did not commence yet),” said Mr. Banuag in dismay. He said that some of those Sendong victims who settled in the relocation sites are complaining about poor water system. Others complained of having no water at all. By the way, HUDCC is the government agency under the Office of the President created by virtue of Executive Order No. 90 (s. 1986), which serves as the oversight, the over-all coordinator, initiator and facilitator of all government policies, plans and programs for the housing sector; sets the overall direction and targets for the sector; and determines strategies, formulates appropriate policies, monitors, and evaluates the programs, projects and performance of the implementing shelter agencies. This is really the reality. We cannot always rely or trust our fate in our government when it comes to shelter, healthcare, education, and food. These infrastructure projects were apart from multi-million pesos worth of school buildings and classrooms, and scholarships to close to 2,000 college students and TESDA trainees as part of his education program. While some of the solon’s projects are being implemented, several of them were already completed. He personally inaugurated these undertakings but did not invite mediamen. He disallowed notices or announcements about these events with his name printed. His reason: His only role in these projects was to

The study (was) conducted by Dr. Judilynn Solidum, a pharmacist and faculty member of the University of the Philippines Manila… “…(It) found that 10 kinds of rice and fish that were randomly bought in markets in Metro Manila contained high levels of metal lead that exceeded acceptable safety limits. Upon examination, it was found that all varieties of rice went beyond the acceptable limits for children set by the US Centers for Disease Control (CDC). -oooNFA RICE POISONOUS: What are these poisonous varieties of rice that were found to be poisonous? The report said: “Four brands of rice such as NFA (National Food Authority) rice, Malagkit (regular), Dinorado and Malagkit (violet) exhibited lead levels beyond the acceptable limits for adults. Meanwhile, all kinds of fish sold in markets, except janitor fish, were also found to be unsafe for both children and adults…” Looking at this news report would make one think that the government of President Aquino would appear to be deliberately allowing the selling of these poisoned rice varieties, because it is the NFA itself that is in the forefront of distributing and selling them. The question is this: why should the government be allowing the selling of poisonous rice, through its own agency yet, to millions and millions of poor Filipinos who are thoroughly dependent on NFA rice?
