Hiring in PHL faces sharp drop in October

ONLINE hiring activity across the Philippines has taken a turn for the worst, with a -30% decline recorded between October 2014 and October 2015. This is according to the latest Monster Employment Index (MEI) Philippines, which has reported this fall in e-recruitment activity. This is a sharp drop from the -16% year-on-year decline reported in September 2015. The MEI is a gauge of online job posting activity, which records the industries and occupations that show the highest and lowest growth in recruitment activity locally. In October the BFSI sector – one of only two sectors registering positive growth – saw the steepest year-over-year growth at 25%, up from the 10% yearover-year growth registered in September. DAVAO City--An official from the Department of Budget and Management agreed that island nations like the Philippines should be headed for a form of government like federalism but that the next administration should put in place clear mechanisms to run such a government. The comment was made after Mayor Rodrigo R. Duterte last week formalized his candidacy as substitute candidate for PDP-Laban after repeated denials he was interested in the position.

Mindanao Film Fest to feature provincial films DAVAO City--Short films shot and produced in the provinces in Region-XI will be shown during the 11th Mindanao Film Festival. Among these films from the provinces include a selection coming from the Nabunturan Independent Film Exchange (Nabifilmex ), a film festival held in Nabunturan, the capital town of Compostela Valley Province.

Among these films from Nabifilmex include Supot, Tami-aw, Pangagho and Pantok, these films were created by Comvalenyo filmmakers deriving from local stories. Incidentally, a relative of Fortun’s wife was with the Las Nieves group who said they did not know why they were brought to the program. THE Philippine Air Force (PAF) will have modern fighter jets with the arrival this week of two FA50 supersonic planes from South Korea. Ten more aircraft are coming within the next two years, it was learned. These fighter jets travel 1,200 miles per hour equipped with air-to-air missiles, heat-to-heat missiles, light cannons and nuclear bombs. The modernization program came amid tension with China on the issue of the disputed seas in the Spratleys. We do not like to go to war with anyone but absolutely, we cannot run anywhere in case of invasion by an enemy. I have been saying that our government should initiate the training of young men and women in war. Let us restore the PMT and ROTC military training in secondary and colleges to be able to fight when necessary. ooOoo Poverty in the country has been part of life ever since and nothing can change the situation. People see a Christian who is not perfect and has a fault and they say: “You cannot be a Christian. You should be like Mary. She doesn’t act badly like you do.” Or they say: “Why aren’t you like John, he’s much more patient than you are.” But you see, just like being on the same diet and exercise program doesn’t make you and me look exactly the same, no two Christians look and act exactly the same. When somebody sincerely decides to accept Jesus’ gift of forgiveness and new life, they just start obeying and living Jesus’ way every day. Jesus says that very day they have become a true, born again Christian and child of God. Jesus never said: “First, clean up your act! Get a haircut, some church clothes, and a good job, and only then will I accept you.” No, that is not what Jesus says! Marcos: Senate ‘might still manage’ to pass Bangsamoro law by Dec. 16 By Carolyn O. Arguillas of MindaNews

SENATOR Ferdinand Marcos Jr. is confident the Senate “might still manage” to pass the Bangsamoro law by December 16 this year but it will not be the Bangsamoro Basic Law (BBL) or something close to it but the Senate’s substitute bill, SB 2984 or the Basic Law for the Bangsamoro Autonomous Region (BLBAR). “The draft na binigay sa amin na tinatawag na BBL ay walang pag-asa nang pumasa sa House of Representatives o sa Senado” (There is no hope for the draft that was submitted to us and referred to as BBL, to pass), Marcos, chair of the Senate Committee on Local Government told reporters at the conference room of the Sarangani provincial capitol in Alabel town, Friday. He said the draft was not disregarded but they made their versions which both Houses refer to as BLBAR. The Senate and House leadership last month targeted December 16 as the deadline for passing the Bangsamoro law. Since Congress resumed sessions on November 3, the House has yet to resume its interpellations on HB 5811, its substitute bill to the BBL which it also refers to as BLBAR. In the Senate, only one senator has interpellated since November 3, with a manifestation to continue in the next round. Getting the major provisions of the original draft BBL back into the substitute bills may be done in the period of amendments that will follow the period of interpellations or in the bicameral conference but a bicameral conference can only be done if both houses pass their respective bills. But there are only eight session days left from December 1 to December 16 Lawyer Antonio Lavina, Dean of the Ateneo de Manila University’s School of Government, and a member of the government peace panel that negotiated with the Moro Islamic Liberation Front (MILF) in the last months of the Arroyo administration, said, “I am skeptical that a good BBL can be passed” by then. He acknowledged that “the Marcos bill can breeze through with a few cosmetic changes but do we really want that?” ‘No time to lose’ In an open letter to Congress dated November 26, government (GPH) peace panel chair Miriam Coronel-

Ferrer and Mohagher Iqbal, chair of the MILF peace panel and the GPH-MILF Bangsamoro Transition Commission that drafted the BBL, urged members of both houses, particularly Senate President Franklin Drilon, House Speaker Feliciano Belmonte, Marcos and Cagayan de Oro Rep. Rufus Rodriguez, chair of the Ad Hoc Committee on the BBL, “to see through the legislative process leading to the passage of the law.” “We ask you, our legislators, to open your hearts and to give our Bangsamoro brothers and sisters this one good chance to enjoy the right to peace, and partake of meaningful reforms and development,” the peace panel chairs said. “Time is short, but there is still time,” they said. In response to the peace panel chairs, Marcos said, “we are doing it as quickly as we can. In the Senate. I think, I really believe that we will be able to pass the version. I cannot speak for my colleagues in the House.” On the major provisions

envision a future Bangsamoro that is “less than the ARMM” (Autonomous Region in Muslim) that it seeks to replace, the Senate version, “clearly violated the peace agreement” because it will reduce the future Bangsamoro into the level of a province. “We see that there are so many violations of the peace agreement. The Philippines’ position is grounded on the principles stated in the United Nations Convention on the Law of the Sea (UNCLOS). 97 police trainees hospitalized in Surigao City; now back in training school SURIGAO City-- At least 97 trainees of the Philippine National Police (PNP) were rushed to the Caraga Regional Hospital on Friday afternoon in Surigao City after complaining of stomach ache. Police Supt. Russel Caballero Maca, regional training

director at Camp George T Barbers, a training school in Barangay Lipata this city said the trainees suffered diarrhea. Dr. Luis Logarte, one of the attending physicians, said they were still waiting for results of the laboratory tests.

Surigao City Health Office head Dr. Arlene Felizarta said they conducted an investigation at the training school, interviewed the patients, got samples of water for laboratory examinations talked to the caterer. Felizarta has yet to release results of the findings.

Jonathan Sequina, one of the trainees, said he suffered a stomach ache Friday afternoon and he along with five others were the first to be rushed to the hospital. “Most of us suffered stomach pain and diarrhea after eating adobong manok and ginataang kalabasa,” he said.

Bislig youth org undergo food processing training BUTUAN City -- Recognizing the role of the youth in achieving a progressive locality, the second district of Surigao del Sur in partnership with the Overseas Workers Welfare Administration (OWWA) afforded the members of Youth Generation organization of Bislig City a one-day skills training for food processing at Sheila’s Training Hall, Mangagoy, Bislig City, Surigao del Sur on November 21, 2015. Lorie Ann G. Hilongos, Family Welfare Officer for Surigao del Sur shared that the activity was carried out to help in steering the youth

Ocampo of the provincial office of the Department of Environment and Natural Resources (DENR) in Misamis Oriental province reiterated that a permit to cut is needed over the cutting of trees within

private lands. He said this during the deliberation of the AgusanCugman Cluster of Watersheds Management Council (ACCWMC) on Environment and Natural Resource Management (ENRM) sub-project proposal of Balubal Integrated Social Forestry Farmers Association (BISFFA) aimed to increase economic condition of upland communities and forest cover within Agusan-

Cugman Watershed through agroforestry and reforestation with a cumulative area of 61 hectares proposed to be implemented with Integrated Natural Resources and Environmental Project (INREMP) in three-year period or until year 2018. This is consistent with the Executive Order (EO) 23 or the moratorium on the tree cutting throughout the country as we are preserving

a good balance of forest for perpetuity by shifting timber harvesting in tree plantations. Forester Ocampo also cited DENR Memorandum dated April 30, 2012 issued by DENR Undersecretary Analiza Rebuelta-Teh as the basis for the deferment and suspension in the processing of all requests and applications for tree cutting permits. Plain Housewife Steps Up For Her Community The Municipality of Carrascal is one of the unique municipalities in the province of Surigao del Sur as it is known with remarkable distribution of its lowlands and rolling hills; this makes the people of Carrascal diverse. For every barangay, a unique, distinctive trait is tagged to its locales. The lowlanders are said to be simple and accommodating. Highlanders are considered diligent, but a bit reserved. And sadly, those people living in barangays in the Poblacion, what lowlanders and highlanders call “mga datu” (rich/well-off ), are tagged as lazy, uncooperative residents; only attending to things that appeal to their interests. “An insulting and ridiculous label,” exclaim residents of poblacion barangays, especially those from Brgy. Embarcadero. They say that they are just like anyone else; accommodating just like the lowlanders, and hardworking, just like the highlanders. In 2014, Carrascal qualified for the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS). During the municipal orientation, it was already clear then that the poblacion barangays, including Brgy. Embarcadero, was trying to prove that what other barangays thought of them was true; attendance was not that impressive. Kalahi-CIDSS is among the three (3) anti-poverty portfolios of the Department of Social Welfare and Development which utilizes the Community-Driven Development (CDD) approach. The thrust of the program is to give the community the capacity to define the needs

of the barangay/community, train them to be capable in thinking of ways on how to solve their problems, and provide capital/resources so that they themselves will work on the solution for their problems. Search for a Leader Brgy. Embarcadero was on the 4th month of their Kalahi-CIDSS implementation when their Barangay Sub-Project Management Committee (BSPMC) chairperson resigned from his post due to personal matters. The team had to choose a leader – someone who would be an inspiration to everyone and ensure that the whole community would change their attitude towards the program. Arlene M. Silva, a simple housewife with three lovely daughters, took up the challenge. She was already part of the implementation serving as member of the Project Implementation Team (PIT). She was highly nominated by the barangay captain and the people of Embarcadero since they consider her as someone who was “welloff ”, someone who would not necessarily need any payment for her services because her husband works

abroad as a seafarer. At first, Arlene was hesitant. She accepted the position as member of the PIT knowing that her responsibilities were not that complicated. But to serve as BSPMC chair, this was another story. “Nilaong ako sa akong kaugalingon nga mosugot nalang kay wala lagi mopasalig sa posisyon, labi na nga boluntaryo lamang ug walay honorarium. Gihuna-huna usab nako nga ako wala may problema kay wala naman koy gamay nga bata nga makabug-at sa akong trabaho (I just agreed to accept the position because no one would really like to accept it, especially that it is only volunteerism, no honorarium, whatsoever, for those who will take up the position. But then it was easier for me, since I have no small children who might be a problem when I will work),” Arlene said. She tried adjusting to her new life as BSPMC chairperson. Before, she would just spend her time relaxing at home. But now, she is everywhere, attending trainings, meetings, and all. On her first 2 weeks as BSPMC chair, she wanted

to just leave her work, her obligations, and never again show her face to any KalahiCIDSS activity because she missed being comfortable. But one thing kept her going – her community. “Sayang ang grant sa komunidad ug walay magdala niini. Usahay ra ang proyekto nga sama niini, walay gasto ang barangay ug katawhan. Ug madayon kini nga proyekto, dako kaayong tabang ni sa among komunidad (It would be a waste if no one would lead the implementation of the project. It is not every day that we have a project free of charge. If the project goes through and gets to be completed, it will be of great help to the community),” she said. Another thing that strengthened her decision to take on the position was her husband’s support. She said that he was very supportive on her decision, saying it would make him proud that his wife is doing something for their community. Trials Along the Way Arlene’s strong leadership paved the way for Barangay Embarcadero to catch-up lost time when they had to find another BSPMC chair. Her active participation to the different activities encouraged the other volunteers to be as active as her. But there were those who began to lose interest as the project implementation progressed. She said maybe because there was no honorarium. But Arlene kept on going. She would shell out some cash for those volunteers who had no money to spend for their fare going to meetings and trainings. “Isip chairperson sa BSPMC, kinahanglan nga aktibo akong partisipasyon

sa implimentasyon. Gamay nga butang lang kanang mogasto ko gamay para lang masiguro nga motunga akong mga kauban. Kung dili ko molihok, walay mosunod nako (As BSPMC chairperson, there is a need for me to be active in participating in the implementation. Shelling out my own money to ensure that other volunteers would be able to attend the activities is just a small matter. If I will not work hard, no one will follow my lead),” she said. Completed Drainage Canal Arlene’s hands-on style of leadership ensured the completion of their drainage canal sub-project. She led her community and eventually became an inspiration. She said that it was always her community that kept her going. The recurring flooding in their community had to be controlled. As early as 2005, Globe already wrote to the National Telecommunications Commission (NTC) requesting for an allocation and assignment of frequencies within the 700 Mhz and 800 Mhz for its broadband wireless network. The NTC, however, did not act favorably on its request. As part of its continuing efforts to improve data experience of its customers, Globe became the first operator in the world early this year to deploy Huawei’s SingleSON (self-organizing network) solution, empowering the telco to effectively manage a more complex network and deliver on its promise of superior customer experience. The SingleSON solution has helped Globe optimize its wireless network performance, operation and maintenance (O&M) as it enables the telco to manage the explosive growth and development of mobile data services traffic, which is foreseen to continue into the next decade. Huawei was also Globe Telecom’s technology partner when it implemented a $700 million network modernization program that began in 2011 that provided among others the adoption of latest telecommunication technologies for seamless customer experience and increased data capacities. The modernization initiative, completed last year, delivered the most advanced network infrastructure in the country, putting in a brand new access, transport, and core network nationwide. As part of the initiative, the company also completed a nationwide rollout of 4G network, using the HSPA+ technology.

As president and chief executive officer of Equi-Parco Construction Company, Lagnada is engaged in construction, water supply and hydro-power generation. His joint venture firm, the Taguibo Aquatech Solutions Corporation (TASC), is undertaking the P565million Public-Private-Partnership Butuan Treated Bulk Water Supply project at Sitio Iyao, Barangay Anticala, Butuan City which is to start operating in December, 2015 and become fully operational in 2016. His company is one of the top construction firms in the country. Recently, Equi-Parco Construction, in joint venture with a Japanese firm, was awarded a P3.3 billion road construction contract by the Department of Public Works and Highways. Libarios must have been fed negative information about Lagnada. His deep study is not deep enough and could be sloppy. He must have appreciated the reports against the businessman, but must not have sensed the selfish interests of the sources. For example, Libarios may not have been informed that Mayor Amante’s brother, Councilor Samuel Amante and Councilor Ryan Anthony Culima, were interested to bag the water supply project for their favored Cebu-based firm, the Abejo Waters. Did he know that Councilor Amante pressured members of the project selection committee to accept the bid of Abejo Waters even after the firm failed to comply with basic requirements? Was he told that after the failed bid by Abejo Waters, the water supply project met strong opposition from some city council members while the City Environment and Natural Resources issued an inaccurate report and unnecessarily delayed the issuance of an Environmental Clearance Certificate for the project? Libarios’ conclusion of Lagnada group’s alleged crooked ways of achieving objectives through threats with the use of money and transaction, was a haphazard and strange inference based on inconclusive facts. He did not say what these methods are. I dare say that his verbal assaults against the Lagnada group are as polluted as his facts are. Since Lagnada’s water supply, hydro-power and construction projects are labor-intensive, they provide employment and therefore, income for the workers and benefit for their families. Availability of abundant water and electricity are necessary to attract local and foreign businessmen to put up industries and factories and open up employment opportunities. Small businesses will rise to serve these industries. I see the benefits the Butuanons will get from Lagnada’s business initiatives than the negative scenarios Libarios has painted based on inconclusive reports. He does this as a candidate for congressman this early and awfully late for one who presents himself to voters as often as once every three years. For him to be a good Butuanon and a reliable politician whose heart is for the people’s welfare, I urge him to advise Mayor Amante to focus instead on the city’s urgent concerns like drug addiction and trafficking, street children, garbage collection, protection and rehabilitation of Taguibo Watershed that supplies the city’s water needs, the controversy wracking the Liga ng mga Punong Barangay, poverty and employment. As a father of the city, Amante should be in

As a former congressman, had Libarios been efficient and practiced good and responsible governance like Fortun in allocating and exerting efforts in implementing P2.28 billion for infrastructure projects such as roads and bridges, flood control, and other undertakings in 2015 and P1 billion in 2014 aside from school buildings and scholarships which the incumbent lawmaker made available to Butuan City and Las Nieves town without political consideration? Libarios has been a friend since his stint as vice-governor of Agusan del Norte and congressman of the province’s second district. I did not go for him in 2013 when he ran for congressman of the province’s first district. By not listening to a local mediaman’s protest against his move to challenge then Butuan City Vice-Mayor Lawrence “Law” Fortun for the position, Libarios suffered his most painful election loss. He won in just one of Butuan City’s 86 barangays. Counsellor, I add to that mediaman’s voice on your candidacy for next year’s elections. Roan, please do not commit the same mistake. You simply do not have a chance. Just hold on to your money, and relax at home instead of being held again by political charlatans and deceivers.

However, Hamada clarified that the federal government should strengthen its internal components, adding that the measures already in place under the Aquino government should still be kept or imitated, in the name of good housekeeping. “Because regardless if its federalism, parliamentary or even centralized, if the mechanisms create the inclusive institutions on the ground, then it’s much better than, say, arbitrarily federalism that is corrupt,” Hamada said. “Take the logic that we have to decentralize, if federalism yan, that’s fine, parliamentary, that’s fine. But look at the mechanisms of how we deliver the services,” she pointed out. Hamada added that there needed to be a continuous dialogue between national and local government, including stakeholders from the private sector, academe, and media, so that the allocations are implemented based on agreed-upon priorities from the national government. “First, let us not lose the efficiency measures that we put up in place so there’s guaranty that money will come in. Maghanoy, Jr. RCHD technologies include new hybrid and inbred certified rice seeds, organic rice production, intensified rice-based agri-bio system model for Hilly Land or PALAYAMANAN; development of value adding technologies for soybeans, rootcrops, grains which include rice, corn and adlai; mushroom production and onstation mushroom demonstration, training and support modules. ARD Maghanoy encouraged the almost 800 farmer-participants to take this opportunity to gain more knowledge not only in farming but in value adding technology like corn wine, fish tail (pugahan) wine, and mushroom products. “I encourage you especially the farmers associations to venture in these technologies, we have experts here to train you,” Maghanoy said.
