MISAMIS Oriental--The approval of the proposed Public-Private Partnership (PPP) ordinance would lay the groundwork for the construction of the PHP 300,000 million provincial jail to a new location, Governor Yevgeny Vincente Emano said here. Emano said that the proposed PPP ordinance, submitted by the municipal town where the
proposed site would be located, was now awaiting approval by the provincial board. He said that the approval of the PPP ordinance was necessary because the lot where the proposed new provincial jail would be constructed was a “donated lot.” Besides, Emano said, that the release of the fund for the construction of the new provincial jail building would require the approval of the PPP ordinance. Pelaez, presiding officer of the provincial board, said that the members of the board would tackle the proposed PPP in January or February next year. The provincial governor has reiterated his desire to transfer the old provincial jail building, currently located in the heart of downtown Cagayan De Oro City, to make it safe for both the inmates and the city residents. The existing provincial jail building was old and prone to
several attempts of prison break, which could pose danger to the city residents, Emano said. He said that the proposed new provincial jail building would be relocated on a five-hectare lot in a municipal town, about 60 kilometers west of Cagayan De Oro City. The new provincial jail would be equipped with modern facilities and a dormitory like rehabilitation center where men, women and young prisoners would occupy
separate buildings. Emano said that aside from sports facilities, the new provincial jail would also house a livelihood center, a school for alternative learning, and a lot for gardening that would make an inmate earns while imprisoned. “The provincial government envisions a correctional institution that would rehabilitate and prepare an inmate to rejoin the society’s mainstream after serving in prison,” Emano said.
COTABATO City––Military forces foiled attempts by outlawed Moro gunmen to over-run an Army and police detachments in Datu Salibo, Maguindanao on Tuesday night and Wednesday morning, a military official said. Colonel Warlito Limet, commander of 2nd Mechanized Infantry Battalion, could not say how many were killed on the side of the Bangsamoro Islamic Freedom Fighters (BIFF). “We can only surmise that they suffered heavy casualty, we have not recovered dead bodies,” he said.

Army foils attempts by BIFF to over-run Army, police camps
It’s a ‘White Christmas” for City Hall employees CAGAYAN de Oro City-More than 3,000 city hall workers here would receive additional bonuses before Christmas, a city official said. City Councilor Ian Nacaya said that the City Council approved last Monday the release of PHP 5,000 productivity enhancing incentive to all city hall officials and employees. Aside from the productivity enhancing incentive, each city hall employee would also receive PHP 10,000 personnel motivation incentive, Nacaya said. He said that the amount would be taken from the PHP 86 million estimated income from the local enterprise this year as against its estimated expenditures of PHP 11 million. The Senate on Wednesday ratified the bicameral conference committee report on the PHP3.35 trillion national budget for 2017, first under the administration of President Rodrigo Duterte. After ratification, the 2017 national budget also known as the General Appropriations Act (GAA), will be sent to President Duterte for signing.
