CAGAYAN de Oro City–– About 80,000 informal settlers would flock to this seaport capital in the next 10 years and the city government needs a housing department that would respond to the burgeoning population, a city councilor said here. City Councilor Zaldy Ocon, chair of the City Council Committee on Urban and Rural Poor and Housing Development, said that the department would serve as an umbrella task to resolve the housing problems in the city. Under the Urban Housing Act, the local government unit is mandated to implement the housing programs as a basic service in line with social justice, Ocon said. He said that for the past five years, the city government has implemented initiatives to come up a study See SETTLERS, page A7
