CAGAYAN DE ORO CITY – Overseas Workers Welfare Administration (OWWA) region 10 Director Roselle Bartolome in Talakayan sa PIA urged Overseas Foreign Workers (OFWs) to register and become active members of OWWA to get benefits.

What make active OFWs advantageous are the benefits they get from OWWA, such as livelihood projects, scholarship for their children among others.

He added they become priority of the government.

Meanwhile, for those who are inactive, they do not get anything from the government.

On the other hand, Philippine Overseas Employment Association (POEA) Officer In Charge (OIC) Ann Apasra Abas emphasized their campaign against

illegal recruiters.

After the opening of the One Stop Service Center for OFWs at OWWA Office in Cagayan de Oro on 25 November 2016, Department of Labor and Employment (DOLE), OWWA, POEA and local government of Libona Bukidnon signed a Memorandum of Agreement (MOA) as convergence against illegal recruiters.

End-November 2016 GIR Level Settles at US$82.73 billion

SSS tightens enforcement of employer compliance, collects P1.4-B thru legal action Employers who disregard their obligations with the Social Security System (SSS) can expect criminal and civil legal actions against them following the directive from the new SSS management to intensify the agency’s enforcement of their compliance with the law.

SSS Senior Vice President and Chief Legal Counsel Voltaire P. Agas noted that SSS has initiated legal actions such as issuance of demand letters and filing of cases against over 34,000 delinquent employers since 2010, bringing in almost P1.4 billion in collections to date.

“We will not hesitate to go after and file cases against those discovered to be violators of the Social Security (SS) Act, such as non- and under-reporting of employees, as well as nonand under-remittance of contributions. For the

past several years, SSS has been actively going after delinquent employers, and we will continue to strengthen our campaign to ensure that companies obey the law,” he said.

The efforts of SSS also resulted in a total of 41 employer convictions since 2010, with a corresponding collectible delinquency of P61.66 million. SSS plans to further intensify its campaign to bring down employer delinquency using the full strength of the law under the current administration.

Agas emphasized the need for the pension fund to maximize the powers provided by the SS Act so that it can increase its contribution collections to enable the fund to grant higher pensions and benefits.

Under the law, employers who fail to report workers for SSS coverage and remit employees’

monthly contributions will be punished with a fine of P5,000 to P20,000, imprisonment of six years up to 12 years, or both based on the discretion of the court. Employers with delinquent employee contributions are also charged a monthly penalty of three percent until the overdue SSS premiums are fully paid.

“Employers who deduct SSS payments from their workers’ salaries but fail to remit these to the SSS are likewise guilty of committing the crime of estafa, which is also punishable by imprisonment under the Revised Penal Code,” Agas said.

Under t he SS Ac t, private companies are required to report new workers for SSS coverage within 30 days from the start of employment and remit the proper amount of contributions – including the employer and employee share -- to SSS

every month.

“We will craft policies and improve our monitoring systems to ensure that employers faithfully comply with their SSS obligations. May this serve as a stern warning to all erring employers to start changing their ways and start doing things right,” Agas said.

He also urged employees to take an active role in asserting their right to social security protection by reporting to any SSS branch their employers who neglect to report them for SSS coverage, underreport their salaries resulting in lower contribution payments, or fail to remit their contributions on time.

“Every private company, regardless of its size, should fully comply with the SSS obligations provided by the SS Act. It is the mandate of the law and everybody has to follow,” Agas said.

PDIC to pay all valid insured deposit claims

The Monetary Board (MB) of the Bangko Sentral ng Pilipinas (BSP) prohibited Eastern Rizal (Jalajala) Rural Bank, Inc. from doing business in the Philippines. Under Resolution No. 2180.A dated December 8, 2016, the MB directed the Philippine Deposit Insurance Corporation (PDIC) as Receiver to proceed with the takeover and liquidation of the bank.

PDIC took over the bank on December 9, 2016.

Eastern Rizal (Jalajala) Rural Bank is a three-unit rural bank with Head Office located at C. Villaran St., Jalajala, Rizal. Its two branches are located in Cainta, Rizal and Marikina City. Based on the Bank Information Sheet filed by the bank with the PDIC as of June 30, 2016, Eastern Rizal (Jalajala) Rural Bank is owned by Maribel V. Serrano (29.57%), Ramon F. Villavicencio (29.42%), Mary Ann V. Sy (28.02%), and Hedley O. Serrano (8.21%). The Bank’s President and Chairman is Maribel V. Serrano.

Latest available records show that as of September 30, 2016, Eastern Rizal (Jalajala) Rural Bank had 3,216 accounts with total deposit liabilities of PHP47.8 million. Total insured deposits amounted to PHP47.4 million involving 99.1% of total deposit accounts.

PDIC assured depositors that all valid deposits and claims shall be paid up to the maximum deposit insurance coverage of PHP500,000.

Recognizing the need for depositors to have immediate access to their insured deposits during the yuletide season, the state deposit insurer initiated a special pay-out procedure which will give the depositors of the bank an opportunity to claim their deposit insurance before Christmas.

They may update their addresses until December 15, 2016 using the Mailing Address Update Forms (MAUF) to be distributed

by PDIC representatives at the bank premises.

In the case of depositors whose balances are more

than PHP100,000, deposit insurance claims may be filed at the PDIC Public Assistance Center, 3/F SSS Building, 6782 Ayala Avenue corner V. A. Rufino St., Makati City starting on December 26, 2016.

For more information on the requirements and procedures for filing claims and settlement of loan obligations, all depositors and borrowers of the bank are enjoined to attend the Depositors-Borrowers’ Forum on December 14, 2016, 9:00 a.m. at the San Roque Covered Court, A.
