Penalty eyed v unscheduled downtimes of power plants By CRIS DIAZ Executive Editor

CAGAYAN de Oro City-Lawmakers urged the Department of Energy (DOE) to penalize those liable for unscheduled “downtimes” of power plants in the country. “The unscheduled downtimes has a very harmful effect on the economy of our country,” Rep. Rufus Rodriguez, of Cagayan De Oro City, said a House Resolution (HR) passed in the Lower House would check the sources of “downtimes” of power plants. Rodriguez, and Party List Rep. Maximo Rodriguez, of Abante Mindanao (Abamin) passed the resolution during the second regular session of the 16th Congress.

The resolution described those responsible for the unscheduled downtimes to have no regard for the harm “they put on our economy and on the businesses.” The resolution urged the DOE to impose fines and penalties for those accountable for the downtimes of power supplies, especially during critical months when the supply is low and the demand is high. Imposing fines and penalties would ensure that power plants and generating companies would strictly follow their specific commitments in commissioning the power plants and its schedules, the resolution said. 2 areas in Davao City, 21 other towns, cities placed under election watchlist in Region 11 DAVAO City––Two areas in the city and 21 other cities and municipalities in Region 11 have been placed under election watchlist, the Police Regional Office said Wednesday. In a press conference, Chief Inspector Andrea G. Dela Cerna, spokesperson of PRO 11, said that they were still verifying if some of these areas would be placed either under category 1 or

category 2 based on the history of political violence. Marilog and Paquibato districts in Davao were placed under category 2 due to their history of “politically motivated armed threats”. In Davao del Sur, Malita and Malalag towns were placed under category 1, and Bansalan, Sta. Cruz, Padada, Hagonoy, and Kiblawan towns under category 2.

Dela Cerna said they are yet to classify Digos City. In Davao del Norte, the towns of New New Corella, Kapalong, Talaingod, and San Isidro are under category 2. Still under category 2 are Mati, Lupon, and BanayBanay towns in Davao Oriental. In Compostela Valley, Maco, Mabini, Pantukan, Monkayo, Montevista, and

Laak towns were placed under category 2. “We still have to finalize what barangays but we are still classifying (the municipalities and cities) under what category,” dela Cerna said. She said they will deploy more soldiers in these areas to maintain peace and order during the election period, which will start on January 10 and end on June 8, 2016.

She clarified that these areas are not automatically classified as hot spots but areas “that will merit more attention from our subordinates as compared to other areas in the country.” She said an area will be classified as category 1 if there is a high possibility of occurrence of political violence due to electionrelated incidents in the last two elections.

Also under this category are areas where there is intense political rivalry, possible employment of armed groups by the candidates, and occurrence of political violence in the current election period. MPASUG-ONG, Bukidnon –The army’s 8th Infantr y Battalion here was cited for upholding human rig hts and the protection of the Lumads in the mountain town of Impasug-Ong.

Impasug-Ong is known as the “Lumad Capital” of the province of Bukidnon. Lumad is a local dialect, which means “tribal native.” The mountain town is about 70 kilometers northwest of the regional capital of Cagayan De Oro City. Capt. Norman Tagros, spokesperson of the army’s 8IB, said that the local government of Impasug-Ong presented the recognition award last Monday as the country commemorates the “Human Rights Consciousness Week.”

He said that the LGU in Impasug-Ong cited the army 8IB for its exemplary performance, especially in the aspect of human rights advocacy and respect for Lumad cultures and traditions. The army 8IB has also maintained its record of “zero” human rights violations in its area of operations, which include most of the towns in Bukidnon province, Tagros said. While the elements of the army’s 8IB, more often, engaged legitimate force against threat groups such as the New People’s Army, the government troopers remains steadfast in its commitment to uphold human rights, Tagros said. In accepting the recognition, Lt. Col. Lennon Babilonia, commanding officer of the 8IB, said that the government troopers would always adhere to the human rights and the rule of law.

He said that his battalion will not tolerate any human rights violation of its personnel and urged the LGU to assist the military in the maintenance of peace and order in the area. Yet, Duterte’s poll ratings are going up by leaps and bounds by the minute, indicating that not only are Filipinos willing to turn a blind eye on his personal faults but that he is loved all the more precisely because of his confessions that he is very much like many ordinary citizens in this country, with warts and many other defects. Picture of peace THINK a minute. A king was offering a prize to the artist who could paint the best picture of peace. M a ny a r t i s t s f r o m around the country tried. The king looked at all the pictures and there were only two he really liked. But he had to choose between them. One picture was of a calm lake. The lake was surrounded with peaceful, towering mountains. Above them, was a blue sky with fluffy white clouds. Everyone who saw this picture thought that it was a perfect picture of peace. The other picture had mountains too. But these were rugged and bare. Above was a dark, angry sky and heavy rain with flashes of lightning. Down the side of the mountain roared a huge, powerful waterfall. It did not look peaceful at all. But w he n t he k i ng looked closely at the second picture, he saw behind the waterfall a tiny bush growing in the crack of the rock. A mother bird had built her nest in the bush. There, in the middle of all the noise of rushing water and scary, thundering skies, that mother bird sat—in perfect peace. Which picture do you think won the prize? The king chose the second picture because He said: “Peace does not mean you must be in a place where there is no noise, trouble, pain, or pressure from work. The real meaning of peace is to be right in the middle of all those difficult experiences, and still be calm and confident in your heart.” It doesn’t matter what difficult situation you’re in right now. Jesus, the Christ of Christmas and Prince of Peace, loves you. And this Christmas season, even with everything you may be going through, you also can have peace in your heart. If you’ll ask Jesus, God the Son, to forgive you for all your wrongs, and then ask Him to take full control of every area of your life, every day. BUNAWAN, Agusan del Sur--The Department of Agriculture-13 through the Information Section recently conducted a mass graduation of School on the Air (SOA): Rice and Climate Change here. Around 250 graduates from the rice farmers, instructors and agricultural students of Agusan del Sur State College of Agriculture and Technology (ASSCAT) attended the activity. Out of the graduates, 22 outstanding students were given recognition for dedication and

exemplary performance for the four-month training course. 5 rebels surrender in Zamboanga Sur ZAMBOANGA City––Five New People’s Army (NPA) rebels have surrendered amid pressure by ongoing military and police operations in the province of Zamboanga del Sur, an official announced Thursday. Maj. Felimon Tan, Western Mindanao Command (Westmincom) information officer, said the NPA rebels surrendered on Wednesday to Lt. Col. Alvin Luzon, Army’s 53rd Infantry Battalion (IB) commander. Tan did not release the identities of the NPAsurrenderees who surrendered to Luzon at Camp Sabido, which houses the 53rd IB headquarters in Guipos, Zamboanga del Sur. Tan said the NPA rebels decided to surrender amid pressure by intensified law enforcement operation and dwindling mass support. Tan said Luzon gladly welcome the NPA rebels who decided to surrender to be able to live a new life in the main stream of the society. (PNA)

Zamboanga City opens integrated bus terminal ZAMBOANGA City––The city government is eyeing to earn PHP20 million annually from the operations of the newly-completed Integrated Bus Terminal (IBT). Dr. Elmeir Jade Apolinario, OIC-city administrator, made this announcement as the city government on Tuesday afternoon inaugurated and started operating the IBT. The IBT is located in Barangay Divisoria, 6.40 kilometers east of City Hall. It will cater to five bus firms serving this city to the nearby provinces and as far as Cagayan de Oro City. Apolinario said the IBT, which is one of this city’s economic enterprises, will

earn revenues through collections of terminal fee, parking fee and rentals of food concessionaires. He said the terminal fee is PHP15 for adult and PHP10 for child. The parking fee is PHP75 for big buses and PHP50 for small buses. The rental of food concessionaires ranges from PHP5,000 to PHP6,000 monthly. Soon, the 1.5-hectare vacant lot at the IBT will be leased out. The other amenities of the IBT include the following five comfort stations; a breastfeeding room; a clinic; an administration office with closed-circuit television (CCTV) cameras; a scanner machine for security purposes; and, 19

On the average, about 19 typhoons hit the Philippines every year, which also consequently bring about flash floods, storm surges, and landslides. The country, which lies within the Pacific Ring of Fire, is also prone to earthquakes. It is in this light that for 2015, the government, through the DOE, is aggressively pursuing the thrust to ensure resiliency of energy systems not only in the Philippines but also among neighboring and trading nations around the world, in international conventions, such as the ASEAN Ministers Energy Meeting in Malaysia, Singapore Energy Week, and the 21st Conference of the Parties in Paris. ‘Nonoy’ threatens Visayas, Mindanao THE Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) is keeping watch over a low pressure area (LPA) that may enter the Philippine Area of Responsibility (PAR) by weekend. In an interview, PAGASA weather forecaster Aldczar Aurelio said the LPA is still outside the PAR and was spotted some 2,275 km east of Mindanao. He said the LPA has high chance to enter the country by Friday or Saturday. He noted that in other weather agency the LPA is now a tropical depression category. Aurelio said the LPA has the potential to develop into a tropical

Active Volunteers Pave Road to Prosperity Traveling through life is usually compared to traversing a long road. Roads get to be smooth, but from time to time, it gets bumpy. There are parts of the road which goes up, then down; it goes straight, but there are times it is winding. There are crossroads, intersections, where you have to choose the path to tread. It would be great if that long road only had little bumps, straight, and only had a few crossroads to distract you – that would be a great life. But what if it is the opposite? But for the people of Villa Riza, Malimono, Surigao del Norte, their road condition literally mirrors that of their lives – their community. As one resident commented, their road, just like their living condition, is “walay paglaum, walay nada (hopeless and worthless).” Villa Riza is one of the interior barangays of Malimono. Like any other barangay, access to the Poblacion is very critical, especially if schools, hospitals and the business district are located in there. A farming community, it has always been the road condition that has hampered growth and development of the barangay. Fifty-six year old Lydia Ocon Ando, a resident of Purok 1in the village shares how it is to be a farmer in their community. “Kami sa akong bana puro mi manguuma. munity to become distant from the rest of Malimono. They said they would rather stay in their community and live simple lives. Living a simple life in their quiet and peaceful community sounds good. But the simplicity of their lives meant that pregnant women at risk since their birthing home is located at the Poblacion. Their productivity was also limited, and students no longer dreamt of continuing college education since they are too far from schools. “Adunay mga parte sa among dalan nga grabe ka lisod. Labi na ang mga medyo bahada. Ug maatiman lang na among dalan, dako jud ang matabang sa among barangay (There are certain parts of our barangay road which is in really bad condition. Parts of the road which are sloped and in really bad condition are the hardest part. If there was only any chance to fix our road, it would really help our community),” Manang Lydia said. Their prayers were answered. In the Senate, the interpellation on the BBL’s substitute bill entitled Basic Law on the Bangsamoro Autonomous Region (BLBAR) has already started with Senator Ferdinand ‘Bongbong’ Marcos, vice presidential aspirant, sponsoring the

proposed bill. Senate minority leader Juan Ponce Enrile is currently interpellating the bill, vowing to scrutinize the BLBAR “with no intention to block its passage.” The Senate has only three remaining session days left this year to act on the BLBAR. The Upper Chamber is scheduled to take Christmas break on December 17. In February 2015, Cagayan De Oro City went into a rotating brownout after the STEAG Power Plant in Villanueva, Misamis Oriental, went on routine maintenance work. The rotating brownout was lifted in late March 2015 after the maintenance work was completed. The National Grid Corporation of the Philippines (NGCP), a private firm task to transmit and maintain the power grid has earlier predicted of continued and uninterrupted power supply until December this year. However, the rotating brownout started to bedevil Cagayan De Oro City again since November and local power distributors has expressed uncertainty about power stability during the Christmas holidays. The Cagayan De Oro Power and Light Company (CEPALCO), the major power distributor here, said they are beholden to the amount of power that the National Power Corporation (NAPOCOR) supply to CEPALCO. Both the NGCP and CEPALCO has pointed to the National Power Corporation (NAPOCOR) and the Power Sector Assets and Liability Management Corp. (PSALM) as responsible for power allocation to local distributors, particularly in the Mindanao. The resolution urged the DOE to find those responsible for sudden “downtimes” of power supply allocated to power distributors and imposed penalties and fines. “The power distributors could not simply implement the “downtime” of power plant at the expense of the consumers, too,” the resolution said. At present, CEPALCO supplies 150 megawatts to the city’s power needs and electricity to over 120,000 consumers in Cagayan De Oro City.
