7 soldiers wounded in bomb explosion COTABATO City–Seven soldiers from 12th Mechanized Company were hurt when a roadside bomb reportedly exploded in crossing Datu Kilay-Datu Bakal, Barangay Nabundas, Shariff Saydona Mustapha in the province of Maguindanao at around 9:35 in the morning on August 7. But Abu Misry Mama, spokesperson of the Bangsamoro Islamic Freedom Fighters (BIFF) claimed responsibility for the attack and said they did not use a roadside bomb but M-79 grenade launchers and a volley of gunfire. Davao teachers decry use of Biometric machines as repressive, oppressive DAVAO CITY - The Alliance of Concerned Teachers-Davao Region issued yesterday a statement vehemently and vigorously opposing the implementation of DepEd Order No. 0255, series of 2013, or the Guidelines on the use of Biometric Machine, Pass Slips and the Submission of form 48. Said system was implemented in public elementary and high schools in Davao City starting June.

“It is the stand of ACTDavao Region that this is undemocratic, needlessly complicated, repressive, and oppressive,” the group said. The teachers alleged that the use of the biometric machine is undemocratic because the consultations were flawed. They were only conducted among District Supervisors and Principals, but consultations were not guaranteed with rank and file personnel, despite the fact that this system directly impacts their time as well as their salaries. ACT Davcao also said that the system is needlessly complicated. “Four logs are required for each day: One in the morning, one at the start of the lunch hour, one after the end of the lunch hour, and one at the end of the day. The teachers ask why they are still required to log in and out during lunch when many do not even leave the school premises. In large campuses that have only one machine, unbear-

ably long queues form. A teacher may have arrived on time but registered as tardy if she waits too long for her turn. Moreover, the biometric machines have been proven unreliable. Cases of failure to capture fingerprints have been reported,” it added. Opposition to the system started because ACT alleged that it is repressive. “The required logs virtually spy upon the movements of teachers. In addition, a separate log book still needs to be filled up at the same time, supposedly for validation purposes. If there is a discrepancy, the teacher is obliged to settle it complete with notarization, entailing additional fees. Finally, the system is oppressive because it has become apparent that the biometric machines are primarily money-generating contraptions. The use of biometric machines equals reduction in salaries. It automatically deducts from teachers’ salaries for every minute he/she is late. Davao City Division Administrative Officer Mr. Gerard Pil has claimed that this has saved the Division more than P 400,000.00 since the system’s implementation,” ACT Davao added. They concluded that the biometric machines are primarily for financial reasons and is strengthened by the fact that while the machines can record teachers’ under-time, it cannot record overtime. “The machines are pre-programmed not to register logs beyond working hours, or during Saturdays, denying teachers a record of work for which

they could be additionally compensated” they added. Teachers are now asking, where does the money go, and why does saving money have to come at the expense of ordinary employees? These questions and more were posed to the DepEd Regional Director Gloria Benigno and in the Division Office during the courtesy visits in these offices by the ACT-Teachers Partylis Representative Congressman Antonio L. Tinio, with Davao City teachers last August 2, 2013. While the DepEd officials reiterated that this was to instill discipline, the concerns of ACT-Davao Region remain unanswered. They are noncommittal in the matter of removing the required lunch hour logs and the requirement for notarization of discrepancy reports. When questioned why the purchase of biometrics machines transpired quickly, despite numerous backlogged requests for books, classrooms and other teaching materials, ACT-Davao Region was informed that the machines were given by the City Government, supporting the suspicion that the system serves a fiscal, rather than educational purpose. The dialogue has also convinced the ACT Union-Davao Region that the biometric system is implemented hastily. The implementers are yet to reconcile the different rules and regulations regarding the working hours of teachers, such as RA 4670, or the Magna Carta for Public School Teachers, which requires only six (6) hours of teaching time. It has also not taken into consideration DepEd Memorandum No. 291 s. 2008, which states that teachers can claim overtime pay if work is rendered in school premises beyond the mandatory hours, since

the log times have been pre-programmed into the machines. The lack of consultation was also raised. The DepEd officials have thrown this responsibility back to individual principals. Teachers are urged to trust each other and their superiors regarding their concerns. ACT-Davao Region in turn asks if DepEd trusts its own teachers with this system. The Regional Director has asked what the alternative is. ACT-Davao Region maintains that a reasonable method of tracking attendance can be agreed upon with the immediate school administrator, but the expanded biometric system as such should be abolished. Logging once in the morning and once in the afternoon, as many schools have done before, should suffice. This could be done with the existing machines, but the pre-programmed time should be removed. The logs recorded should reflect truthfully the amount of work rendered, and proper compensation given to those who deserve it. For personnel who err, ACT-Davao Region likewise maintains that there are already rectification measures in place. The Department Head, the Administrative Officer or the Principal in every school can decide upon disciplinary actions. ACT-Davao Region lastly maintains that the DepEd should recognize that more important issues, such as salary upgrading, the scrapping of the PBB scheme and the fight for greater state subsidy for education should unite educators from all ranks. ACT-Davao Region looks forward to a DepEd administration that fosters trust among its personnel, and recognizes teachers as reliable partners, not milking cows. (Elenito R. DAVAO CITY, -- Davao City will hold the 16-day Durian Festival from August 10 to 25 in time for the Kadayawan Festival, according to an official of the Durian Industry Council here. Romy Miculob, chair of the Durian Industry Council of Davao City in a forum at the Kapihan sa SM said the event will showcase the different varieties of Durian with their inherent characteristics from being sweet, milky and meaty. He said the event will be the initial step of a series of marketing activities that the Durian Industry is going to undertake to promote the fruit. Miculob recalled that stakeholders of the Durian Industry from all of Davao Region and the Department of Agriculture XI met last week to come up with the Durian Industry Road Map projected for the next five years. “The industry aims to increase the volume of production from 37,000 to 100,000 metric tons by 2017,” he said. Miculob said highlights of the road map include increasing the hectares of plantation from 6,000 to 10,000 hectares, region wide by 2017, budgetary support for capacity building, package of technology, training,

organizational development and other productivity and quality enhancement, support for nursery development and regulation, continuing research and development, budgetary support for marketing and promotions here and abroad, and public-private partnership in major investment of fruit processing plants. Remelyn Ricoter, executive regional director of the Department of Agriculture XI said the road map needs P7.6 Million fund from all stakeholders including the DA to move forward. She said the funds will be used for production-support, research and development, post-harvest facilities, market linkages and capability enhancement program for all Durian stakeholders. “We the DA and the Durian Industry Council are still finalizing the road map. We already have critical information that needs to be addressed and the concerns along the value-chain, came also from all stakeholders,” Ricoter said. She stressed that Durian is one of the leading products of Davao Region aside from coconut. Ricoter said given its comparative advantage to other parts of the country, stakeholders of the Durian find it right to improve more the development of the industry in Davao Region. CA, DOJ receive bomb threat MANILA -- The Court of Appeals on Wednesday received a bomb threat from a female caller at about 9:30 a.m. The caller alleged a bomb will explode in the main building of the CA along Orosa St., Malate, Manila. According to CA Acting Presiding Justice Remedios Salazar-Fernando, they would not take chances on the lives of their employees as well as the property of

the CA. Hence, all the employees and officials of the CA were immediately ordered to vacate the CA premises. Elements from the Manila Police District Explosive and Ordnance Division scoured the area. Likewise, the Dept. of Justice also received a bomb threat at about 12:15 p.m. Wednesday. Justice Secretary Leila De Lima immediately or-

dered all the officials and employees of the DOJ to vacate the premises. De Lima also left the DOJ premises for security reasons and to attend to an unspecified important appointment. The Budget chief said that the DBM expects the proposed expenditure plan to undergo careful scrutiny during deliberations, particularly with respect to the Administration’s budgetary support for anticorruption and good governance, social development, economic services, national peace and security, and climate change response and mitigation. The Committee on Ap-

propriations is also expected to pay particular attention to the new Performance-Informed Budget structure that defines the government’s spending program for 2014. “We designed the 2014 budget so that it is decidedly output- and outcomebased. We’re no longer looking at a budget document that merely lists allocations and budgets; instead, we’re looking at an expenditure program that very clearly shows the country’s own development goals, as well as the Administration’s strategy for achieving those same objectives. “We trust that the new face of the National Budget will encourage efficient and fruitful discussions during budget deliberations, in addition to helping our lawmakers approve President Aquino’s spending program in record time,” Abad said. ‘Ibalong the Musical’ comes to Legazpi By Danny O. Calleja LEGAZPI CITY, Aug. 5 (PNA) -- “Ibalong the Musical,” one of the best-staged musicals in Manila, is coming to this city for the Ibalong Festival -- a monthlong fiesta loaded not only with colors but also with more fun, adventure and economics. Presented by Tanghalang Pilipino and the City Government of Legazpi at the Tanghalang Aurelio V. Tolentino of the Cultural Center of the Philippines last February to March, the musical presentation showcases the most celebrated epic in Bicol that describes the struggle for better life of Bicolano mythical heroes. It tells of the introduction of civilization to Bicol’s barbaric land featuring Handyong matching wit and might with the scheming snake, Oryol, a master of deceit who disguises herself into a sweet, young lady to seduce him. Not to be outwitted, Handyong eventually made Oryol fall in love with him to come up with a love story between the warrior and a monster that defines the greatness of Bicol as it explores an individual capacity for good and evil and a land’s history marked by progress and destruction. The dance-theater musical interpretation of the Bicolano epic -- Ibalon, adapted for the stage by playwright Rody Vera, comes here on Aug. 21 and 22 at the Ibalong Centrum for Recreation as a presentation that is much anticipated by Bicolanos, City Mayor Noel Rosal said Monday. Ibalong the Musical was written by Vera, a recipient of the Carlos Palanca Memorial Awards for Literature who has written more than 20 original plays, several of which have gained recognition from the same award-giving body. His adaptation of novels and plays similar to the Ibalong has likewise been recognized. Combined with Vera’s literary skills and Tuxqs Rutaquio’s adept direction, the actors and actresses from the Tanghalang Pilipino Company will light up the stage as they enliven the distinct Bicolano culture of the play. One of the actresses is Jenine Desiderio, who personifies the role of the serpent creature Oryol. Her biggest break in theatrical stage was portraying the lead role of “Kim” in the original cast of “Miss Saigon” in London, England. Aside from Desiderio’s theater credits, her works also extend to movies, television and records. The portrayal of the love story between the warrior, Hadyong, and the monster, Oryol, amidst the raging war is one of the scenes to watch out for, Rosal said. It is blended with the elaborate costumes and backdrops, energetic flight choreography and ethnic hunting music that makes “Ibalong the Musical” truly one of the must-see plays in the Philippine stage today, he said. The play will be part of this year’s packages of entertainment apart from the awesome escapades and investment opportunities that Ibalong Festival offers for the whole month of August in order to keep abreast with the latest changes in the tourism and business investment trends, the city mayor added. Security for Higalaay Kagay-an Festival 2013 IN a bid to avert a tourism-andeconomy-damaging aftermath of the recent deadly bombing in Cagayan de Oro City, tourism stakeholders, business communities, military and government offices convened at the VIP Hotel, August 6 to assess the security situation of the city and Northern Mindanao as a whole. The Region 10 Tourism StakeHolders Forum on Security which was organized and hosted by the Department of Tourism Region 10 office under Dir. Catalino E. Chan III, was also attended by security officials from the Philippine National Police and National Intelligence Coordinating Agency (NICA). Tourism strides to recover from the unfortunate bombing incident were discussed, especially towards a more secure and peaceful celebration of the forthcoming city fiesta dubbed as Higalaay-Kagay-an Festival of 2013. Director Chan, Ms. Eileen San Juan, fiesta committee chair, and HotelRestaurant (COHARA) organization president Nelia Nee, discussed ways and means to maintain the city’s tourism lure. Military officers also presented their assessments and security measures.

It was appreciable to note the collective concern and cooperation of the business stakeholders on the effect of the bombing incident to the state of the region’s tourism and economy. While it is obvious that the military and intelligence community would again expound on the reality of terrorists, the existence of real terrorist groups, the rebel and secessionist problems as possible purveyors of the deadly incident, much is still to be desired on finding efficient and serious pre-emptive measures to secure Cagayan de Oro and Region 10 from another bombing attack. How effective and efficient are the security measures of our police, military and para-military forces in dealing with such violence which is also occurring in other parts of the world? For one, critics lament the fact that security guards of establishments frequented by large number of people, could be lax and less serious in checking the bags and other things that people carry inside or near these establishments such as the shopping centers, hotels, restaurants and malls. Observations pointed out that

serious and efficient checking of bags hand-carried by people are being done during business hours only and haphazardly at that. Some security men do not even bother to open bags, and let down their guard and alertness during unholy hours and after business hours. The Kyla incident occurred late in the evening when large crowds were already gone from the Limketkai premises. There is a constant need for managements of businesses to monitor the performance of their security groups. Are they not “sleeping” on their jobs? Are they updated and trained also in basic intelligence tasks? The police and military, on the other hand, need to field more uniformed cops and plainclothes operatives in busy business areas that could be possible bombing targets. Again, the problem is budget? For a successful “Higalaay” (friendship) Kagay-an Festival celebration, everybody must have an eagle’s eye on anybody within siting range at any hour of the day or night. Vigilance at any cost is desired. Serious and efficient inspection on people and things, and constant police visibility could be the only efficient preemptive measures against violence and terror breakouts.

Making it harder for whistleblowers in RP LIFE’S INSPIRATIONS: “… Just as it pleased the Lord to make you prosper and increase in number, so it will please him to ruin and destroy you…” (Deuteronomy 28:63, the Holy Bible). -oooIT DOES NOT PAY TO EXPOSE OIL SMUGGLING? I agree with lawyer Dante Vargas, a former Ombudsman prosecutor, that it would have been a lot better if his client, Felicito Mejorado, cooperated with oil smugglers, instead of reporting their smuggling activities to the government, considering the refusal of Budget Secretary Florencio Abad and Finance Secretary Cesar Purisima to pay the reward money due Mejorado. Mejorado was supposed to receive some P272 million as a reward from the government for information that led to the busting of an oil smuggling syndicate, but, up to now, he has been paid only about P68 million. Abad, in particular, is said to be refusing to release the rest of the reward money

Kakampi mo ang batas Atty. Batas Mauricio to Mejorado, even if the money was already released by the National Treasury to the Department of Budget. The point of Vargas is therefore well-taken: if Mejorado did not squeal on the oil smuggling, and instead cooperated with the smugglers, he would have earned much more than the P272 million that he is to be paid with. Now, the question is: why are Abad and the Finance Department refusing to pay? They want to give the message that it does not pay to expose oil smuggling under the Aquino government? -oooMAKING IT HARDER FOR WHISTLEBLOWERS IN RP: Because of what is happening to Mejorado, who else will dare expose smuggling activities in the

Philippines if the very government officials who are supposed to fight smuggling themselves are acting against whistleblowers, unjustifiably at that, particularly in withholding the reward money due them, which has already been made available anyway? It would have been alright if there was a valid reason for refusing to pay the whistleblowers. But then, in the case of Mejorado, his right to be paid was already recognized by this government earlier, since he had been given an initial payment of about P68 million. The sudden refusal of Abad and the Finance Department to effect further payment raises suspicions that they are merely trying to make it harder for Mejorado, in particular, and

for all whistleblowers, in general. The impression one gets from what Abad and the Department of Finance are doing to Mejorado is this: discourage exposes against smugglers. In short, the impression is that, this government wants smuggling to continue. -oooRAISING PROBLEMS TO GOD: Consequently, I also agree with what Vargas had done as a lawyer for Mejorado: bring this matter to the Ombudsman. As President Aquino is fond of saying whenever he is confronted with the shenanigans of his officials and subordinates, let the chips fall where they may, and let’s see whether the Ombudsman will act in the greater interest of the Filipino nation. But I urge Vargas and Mejorado to bring their issues not only before the courts of men, but even before God---in particular, through prayers and constant study of His Word, the Bible, with expectation in their hearts that in His See HARDER, page 11

A group called the Young Moro Professionals Network (YMPN) is organizing events to reach out to the majority Christian population. This August 17 at Glorietta, Makati, Muslim youth will cook, dress up, perform, make

friends that there may be an EID experience in Manila for non-Muslims as well. The public can also see that Muslims are just like any ordinary people. One of the grandest Muslim celebrations is the end of Ramadan, Eid’l Fitr. President Benigno Simeon Aquino III has declared Eid as a national holiday in observance of Eidul Fitr and will host an Eidul Fitr feast at Malacanang on August 13. During Philippine celebrations of Eid’l Fitr, Muslims dressed in their native or grand Islamic attire converge for the 6-7 a.m. prayers in mosques. Charity, amounting to 2.5 percent of one’s annual salary, is offered to the poor. After this they share

“feast” with family or friends. Ramadan is one of Islam’s “five pillars” or obligatory observances. The others are: profession of faith in the one God and Mohammed as his messenger (in Arabic, the shahada); five daily prayers recited in Arabic while facing Mecca (salat); a charitable payment, usually annual (zakat); and at least one pilgrimage to Mecca (hajj) if possible.
