Lanao Norte to play host to ‘Nutriskwela’

Duterte to run for president if whole Leyte supports him

ornered by young student leaders who publicly told him that he was their only hope for a corruption and crime free Philippines, Davao City Mayor Rody Duterte today said he would be willing to run for President if the whole of Leyte will support him.

In another rare moment where he candidly responded to questions about his position on the presidency, Duterte's "Ormoc Declaration" was met with a thunderous applause by a huge crowd at the Western Leyte College Auditorium which included political and civic leaders and student leaders from five big schools in Ormoc City.

"But you better watch out. If I will lose in Leyte, I will come back to get all of you," he told the crowd in jest which roared with laughter.

Today's declaration of willingness to run for President, on

certain conditions, was the second such statement made by Duterte, the colorful Mayor of Davao City who is being pushed by many sectors to vie for the country's highest political position because of his reputation of being a nononsense local leader who turned his city into the 4th Safest City in the World to Live In. He is also known as one of the few government officials who has stayed clear of issues of corruption in his over 22 years as Mayor of Davao City.

On Feb. 18 in Dagupan City, Duterte also made an indirect statement that he was willing to

run for President "if only to save the country from being fractured."

What made Duterte's Ormoc visit remarkable aside from the huge turn-out at the Western Visayas College Federalism Forum was the unity shown by opposing political groups in Ormoc City.

Duterte was welcomed by Ormoc City Mayor Edward Codilla and the Codilla political clan.

by Vice Mayor Toto Larrazabal Locsin, an ally of Cong. Lucy Torres-Gomez, whose husband, movie actor Richard Gomez, lost to Mayor Codilla in 2013.

In his speech on Federalism, Duterte emphasized the need to implement institutional changes in the country to address problems of corruption, drugs, criminality and the Bangsamoro issue.

During the open forum where he responded to questions fielded mostly by outspoken student leaders, Duterte explained that

Federalism will be the best back up to the Bangsamoro Basic Law which is facing rough railing in Congress and the Senate and is expected to be rejected by the Supreme Court because of some un-Constitutional provisions, like the creation of an independent regional police force for the Bangsamoro and a separate armed forces.

Duterte said he also does not approve of an autonomous police force or a separate armed forces for the Bangsamoro area because this could create a big security problem in the future.

It was towards the end of the question and answer portion when young student leaders confronted Duterte and asked him what he was willing to sacrifice for the sake of the country and the youth.

Duterte was born in Maasin, Southern Leyte but was later brought to Davao City by his parents, Vicente Duterte and Soledad Roa, where Vicente served as Governor of the empire province of Davao and Soledad as public school teacher.

Castañaga added that the local government unit can confiscate the seller’s scale if despite warnings, it will still be defective.

“The LGU can also penalize the vendor depending on their local policies,” he said.

Bakwit population in Maguindanao now 72,585

DAVAO City––The number of internally displaced persons (IDPs) or bakwits (evacuees) in 11 of 36 towns in Maguindanao due to the military operations against the Bangsamoro Islamic Freedom Fighters (BIFF) has reached 14,517 families or 72,585 persons, the Autonomous Region in Muslim Mindanao’s Humanitarian Emergency Action and Response Team (ARMMHEART) reported as of 6 p.m. on March 10.

A day earlier, ARMMHEART reported the num-

ber of evacuees from the same towns at 12,920 families or 64,600 persons.

Mamasapano town posted the highest number of bakwits at 2,637 families, followed by Datu Salibo at 2,119; Shariff Saydona at 1,864; Shariff Aguak at 1,582; Datu Saudi Ampatuan at 1,329; Talayan at 1,195; Datu Anggal Midtimbang at 1,101; Guindulungan at 939; Talitay at 712; Rajah Buayan hosting 255; and Datu Unsay at 175.

The National Disaster Risk Reduction and Management Council (NDRRMC), has a higher number: 16,111 families or 80,555 persons affected in the towns of Mamasapano, Pagalungan, Datu Salibo, Shariff Saydona, Datu Unsay, Shariff Aguak, Rajah Buayan, Datu Hofer and Datu Saudi Ampatuan in Maguindanao and Pikit in North Cotabato, as of March 6, according to its most recently uploaded report dated March 7.

Out of these affected families, 15,058 families or 75,290 persons are internally displaced, it said.

According to the same report, the Department of Social Welfare and Development (DSWD) has spent P16,628,867.60 worth of relief goods for the IDPs from February 9 to 23 during the clashes between the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF) and from February 25 when Armed Forces Chief of Staff Gen. The survey results also showed that many Filipinos had difficulty with their basic expenses in the past three months.

According to the survey results, seven out of 10 Filipinos rated themselves as poor.

Asked what they can say about their situation today, 65 percent of the 1,501 respondents said that they see their families as poor, while 30 percent said otherwise.

Majority of the respondents also believe that their livelihood has not improved compared to a year ago, with 59 percent who said their livelihood remains the same and 21 percent who answered that their livelihood became worse.

Asked how their family met household expenses in the past three months, 59 percent said they had difficulty in paying for electricity while only 29 percent said they did not have difficulty.

Of the 1,501 respondents, 53.6 percent said that they had difficulty in buying enough food.

As for buying medicines or paying for medical treatment, 50.8 percent said that they had difficulty.

Many Filipinos also said that they had difficulty in paying for their children’s schooling (38.6 percent), for transportation (41 percent), and for water (38.9 percent).

The recent IBON nationwide survey was conducted from January 19 to 30 across various sectors in 16 regions.

On Federalism and presidency Davao City- Mayor Rodrigo Duterte continued to give a categorical answer on whether or not he will run for President in 2016. The first time that he has come close to a positive reply was when he was interviewed at ‘Give Us This Day’ televised program of Pastor Apollo C. Quibiloy. In response to a text message which urged him to run for President, Mayor Duterte told the TV audience and those from the gallery watching the show live to first seriously consider those from the “North”, meaning Binay, Roxas and Poe, and that if any of the three does not meet the their expectation then look “South” obviously referring to himself.

He repeated the same suggestive response when he spoke in Dagupan where he added that he “is willing to run to save the country from being fractured”. But just when the Duterte watchers start to celebrate, the shrewd mayor would issue another statement in yet another forum that as far as he is concerned the Presidency is “a long shot”. Which is which?

Over the weekend in Rockwell, Makati where Duterte was invited to speak before Metro Manila’s Architects and Construction moguls, the Mayor focused his talk on Federalism, crime and punishment. He gave a bit of history on how the present unitary government was handed down from Spanish conquestadores and perpetuated by the Americans. “The unitary system was meant to tighten control on the Filipinos. When we were ceded to the Americans, they did not change the system to Federal because they want to deal only with the central government”, Duterte said. The mayor also explained that the

conflict in Mindanao can be effectively and permanently addressed under the Federal

System.

With Duterte, Filipinos are urged to support the Federal System of government . When the regions are given just autonomy they will be able to make and implement their own plans according tp their needs and not on the whims of the central government.

Under a Federal System the regional governments or states will retain at least 60 percent of the revenues collected and remit only 40% to the central government for its upkeep. Duterte lamented that under the present set up the local government units remits all collections to the national treasury and wait for their share which will come as internal revenue allotment.

People want to see him and feel his pulse. The mayor never ran short of expletives when he explains on how he deals with criminals. He confessed that he ran afoul of the Commission of Human Rights but reasons out that he “would rather go to hell so that my constituents will be in paradise”.

In each of his speaking engagements, a brief video about the mayor as a courageous political leader and as a person with a soft heart for the afflicted is shown on a wide screen. This is a come-on for a political plan.

The video clip also shows UP Prof. Clarita Carlos spoke highly of Duterte as a man of determination and political will and being intelligently courageous.

Quo Vadis, Mayor?

The Jesuits outlook in Mindanao The other day, the Jesuit-run Xavier University, reportedly issued a statement to assure parents of graduating students that Mohagher Iqbal, the chief peace negotiator of the Moro Islamic Liberation Front (MILF) will join the 75th Commencement Exercises on March 26, 2015 sans armed bodyguards.

In other words, the university will go on in conferring the Fr. Masterson Award to Iqbal and two other peace negotiators from the government panel. In other words, the university refuses to listen to the public clamor of deferring the award to a more conducive

time.

The University officials argued that the decision to extend the recognition to Iqbal, Sec. Teresita Deles and Prof. Meriam CoronerFerrer, all of the Office of the Presidential Adviser for Peace Process (OPAPP), would go on amid protests.

They said that the people are asking the postponement of the recognition because of the Mamapasano tragedy on January 25, 2015 that resulted in the carnage of 44 members of the PNP’s elite Special Action Force (SAF).

the decision. Thus, nothing can stop the university from conferring the awards.

As said, nobody is protesting the award. After all, it is the right of the university

to confer awards to anyone they believed “deserving and fair.” Yet, an award coming from a credible university like the Xavier University should be on the ground of public acceptability – not that the award is simply to satiate the whims of one or two school officials.

What the public is protesting is that the recognition award does not serve its purpose at all. The parents, alumni, and the people on the sidelines share the common perception that the “peace process” is still going on.

BCWD sees solution to Butuan water problems in PPP project

UTUAN City - In the aftermath of Typhoon Seniang in December last year, water production output of Butuan City Water District (BCWD) plunged to 20 percent.

The resulting shortage exposed the water firm to flaks from all quarters some of whom called for the resignation of BCWD General Manager Anselmo Sang Tian.

The Public-Private Partnership (PPP) agreement between BCWD and Equiparco Construction Company (EPCC)-TwinPeak Hydro Resources Corporation-(THRC) Joint Venture for a P565-million Bulk Water Supply and Water

Treatment project was put in question especially by those interested in the project.

Engineers who looked into the cause of the sudden production slowdown, discovered that the steel cover of Manhole No. 4 in Taguibo River was missing which allowed sand, gravel and other debris to penetrate the infiltration gallery, thereby clogging the passage of water toward the main transmission pipeline.

DOLE set to distribute over P2.4M amount of checks for livelihood projects in SurSur TANDAG CITY, Surigao del Norte– The Department of Labor and Employment (DOLE) Field Office in Surigao del Sur is set to distribute on March 10-11 a total of P2, 474, 353 in checks of various amount to some local government units (LGUs) here.

Raymond Fel Sajor, DOLE provincial office chief, said Bottom-Up Budget (BUB) projects in the amount of P2 million will go to Lingig town, the southernmost municipality, 204 kilometers away from this city.

Relations Officer Ramil Barquin said It was possible that the steel cover was intentionally removed to worsen the effects of Typhoon Seniang on the water firm’s facility. “It was unlikely that strong river currents could dislodge the heavy cover,” he surmised.

The infiltration gallery is a network of perforated pipes located five meters below the river. It is used to collect water through intervening sand and gravel filters going to the main transmission line. BCWD personnel closed the gallery during heavy rains. The removal of the steel cover had very serious negative effects as debris entered the system, Barquin said.

Some sources said that several people including local city officials had been interested in BCWD projects including the PublicPrivate Partnership (PPP) P565-million Bulk Water Supply and Water Treatment project awarded to and wholly financed by Taguibo Aquatech Solutions Corporation (TASC).

A source said some city officials allegedly tried to exert pressure to have the PPP project awarded to a Cebu-based firm. Top city officials also allegedly influenced the Sangguniang Panlungsod to oppose the project, while the City Environment and Natural Resources Office allegedly

Beng lauds 2 Zamboangueños included in PMA’s top 10

AMBOANGA City - Mayor Beng Climaco has expressed jubilation, as two Zamboangueños are included in the top 10 of the Philippine Military Academy’s Sinag-Lahi Class 2015.

The two are Genesis Salvador Dizon of Sta. Maria, who will graduate top 2 of the class and Steven Tali of Lower Calarian, top 8.

The two are part of the 171 PMA cadets who will be graduating on March 15 in Camp del Pilar in Baguio City with President Noynoy Aquino as the honoured

guest.

“Zamboanga City is very proud to have two of its sons included in the Top 10 of the Sinaglahi PMA Class,” the mayor said with pride, hoping that their accomplishments will serve as inspiration to other young Zamboangueños to always aim for the best in

everything they do.

“Our message to them is to live by courage, integrity and loyalty as Zamboangueños, to be courageous in meeting their assignments wherever they will be sent.

We live in a community where peace and instability is a challenge, carry on as ambassadors of peace!”

Extortion, threats hamper road project implementation in Zambo. Norte, says DPWH-9 IPIL, Zamboanga Sibugay – Although the military officials have belied reports that the delay in the construction of the west coast road project in Zamboanga del Norte was due to peace and order problem, an official of the Department of

Public Works and Highways (DPWH)-9 averred that extortion and threats from lawless groups had prevented the contractors from pursuing the project.

In the 150th Regional Development Council (RDC) meeting held here last March 5, Assistant Regional Director Nenita Robles of DPWH-9 told the participants that the contractors of the west coast road project traversing the municipalities Baliguian,

Siocon, Sirawai, and Sibuco in Zamboanga del Norte to Zamboanga City were receiving extortion letters and threats from the lawless elements operating in the area.

Robles also disclosed that some of the contractors’ heavy equipment were allegedly burned down by their own workers for nonpayment of wages.

Professional Development in Summer

Many teachers are already identified to be one among those who will undergo training in the months of April and May this year, all in different learning areas. For the l to 12 program, this summer will be for teachers handling Grade IV and Grade 10 to be conducted by DepEd Central Office. Handling Grade II learners exempt me from attending the annual training, unless if identified to be one of the trainers, so fortunate will I be.

On the other hand, many opportunities are slated in summer for professional growth. Other than the K to 12 training, a lot is in store for all teachers. These include school activities like Summer Reading Camp, ALS Summer Learning Camp, trainings sponsored

by Division and Region, and other activities scheduled by organizations with an

aim to enhance teaching pedagogy.

The websites of the Department in national, regional and division are best sources of information for all the above-mentioned activities. Moreover, communicating with the appropriate DepEd officials is a big help.

There is no stopping in the acquisition of learning.

It is from this practice that everyone grows professionally other than adding the stock of knowledge already stored in the hypothalamus.

For educators, summer is one avenue to meet the target of doing so.

Believing that education is a continuous process, all opportunities to learn has to be grasped because out from the experiences and trainings that we have attended are best shields for the ignorance and hunger of learning.

The Department of Education is aiming to promote learning among stakeholders for them to appreciate knowledge and use it on their life businesses in the future time.

This is done through conducting programs, interventions, projects and school activities. Different competitions are made in terms of division, regional or national levels as well to serve such purpose.

DepEdnomics is one of these activities, organized for public elementary schools.

It is an annual competition aiming to prepare pupils for higher education, employment and lifelong learning. It also teaches creative thinking and proper attitude toward business opportunities.

Moreover, DepEdnomics is an avenue to develop productivity and entrepreneurship among students through income generating activities. In this way, DepEd is also disclosing the doors of the students to help alleviate poverty in various communities and encourage long range economic development through skills training.

It is designed to provide knowledge and skills to students in the educational foundation of areas under MAPEH. The Arts is an area under this subject. This study is all about diverse range of human activities and also discusses on the products of those activities. In their most general

form, these activities include the production of works of art, the criticism of art, the study of the history of art, and the aesthetic dissemination of art. Moreover, it gives focus on visual arts, performing arts, literature and interactive media.

MAPEH as well comprised Music Education. It is a field of study associated on music.

Music here is considered as a fundamental component of human culture and behavior. This subject targets to touch learning domains among students, including the development of skills, acquisition of knowledge, and willingness to receive, internalize, and share what is learned, including music appreciation

and sensitivity.

Physical Education is also a component of MAPEH. It is an educational course related to the physique of the human body and encourages psychomotor learning in a play or movement exploration setting to promote health.

Performing this subject also opens exploration and enjoyment to students. Thus, it as well encourage greater learning and achievement.

Learning is complex. Thus, it is important to stress that successful learning is gained not just through enhancing what minds can do in solving a Math problem or reading a word different from the way it is spelled, but also in areas like music, the arts and physical education.

DIARRHEA is the condition of having at least three loose or liquid bowel movements in a single day. Loose but non-watery stool in babies who are breastfed however may be normal. The most common cause of diarrhea is an infection of the intestines due to either a virus, bacteria or parasite – a condition known as gastroenteritis.

But the “all-out offensive” against the BIFF which started on February 27, triggered mass evacuations of triple that number in 11 towns in 12 days.

In the conflict between the military and the BIFF, a total of 12,920 families or 64,600 persons have been displaced, of whom 12,538 families or 62,690 persons are inside evacuation centers while 382 families or 1,910 persons are outside evacuation centers.

Emano orders vaccination of dogs in MisOr

MISAMIS Oriental––Provincial Governor Yevgeny Vincente Emano on Tuesday ordered the vaccination of dogs in Misamis Oriental to get rid of the deadly rabies.

Rabies, a fatal viral disease that affects the central nervous systems of most warm-blooded animals and is transmitted in the saliva of an infected animal, is usually prevalent in stray and pet dogs.

Rabies causes convulsions, inability to move, and untypical behavior such as fear of water, air, light, and in the case of “furious rabies,” the tendency to attack anything that moves.

Dr. Benjie Resma, provincial veterinarian of Misamis Oriental, said that Emano has ordered the vaccination of dogs in the province at the start of March, also known as “Anti-rabies month.”

Resma said that the provincial government has already vaccinated an initial total of 5,000 animals in 10 municipal towns in Misamis Oriental since the anti-rabies campaign kicks off this month.

Resma also advised those bitten by dogs to wash the wound thoroughly for, at least, 15 minutes with clean water, soap, detergent, or bethadine.

After washing the wound, it is advisable that the patient proceed to the nearest clinic or hospital for an anti-rabies vaccine, he said.

He said that Animals with rabies transfer the virus to other animals and to people via saliva following a bite or via a scratch.

“The transmission of this rabies virus is considered to be exclusively from animal to human,” Resma said.

According to Resma, a dog with rabies infection would die two to three days after infection.

He said that Misamis Oriental ranked no. 3 with rabies cases in 2014 because of Cagayan De Oro City, which top the nationwide rabies tally board during the same year.

I

T’s definitely a dream come true for the Cagayan de Oro National High School community. For the first time since 1968, City High will have a new sprawling campus and a new four-level 80-classroom schoolbuilding constructed.

Currently cramped at 8th-2nd with a population of 4,651 students and 156 teachers in only 36 classrooms, City High has to endure holding emergency classes i.e. one batch in the morning and another in the afternoon using the same classrooms.

But with the construction of the new schoolbuilding and the onset of senior high as K to 12 compliance, City High will enjoy a less dense complex resulting to a more conducive learning atmosphere soon.

Culled from the city government’s Special Education Fund, the construction of the new schoolbuilding is expected to complete this December and can thus be used by June 2016.

Moreno was earlier saddened upon learning after he immediately assumed office that City High was holding emergency classes.

With the help of the Local School Board whose members mostly come from the private academe, City Hall was scouting for prime property that is ideal for the new campus of City High.

Then Uy came along and offered her assistance.

“This is the biggest school in the division of Cagayan de Oro and the city’s pride. This will redefine the future of Cagayan de Oro,” Moreno said.

“What we are doing now is dedicated to the young men and women in our city in order to mold a culture of leadership and of excellence,” he added.

The faces of Cagayan de Oro National High School principal Gina Labitad and the students said it all – they were extremely happy for this milestone that has come their way in the City High community after decades of negligence.

“This is a dream come true and we thank Mayor Moreno for his birthday gift to our children,” Nazareth barangay chair Jocelyn Rodriguez jived in during the ceremony.
