DOH launches nurses’ specialty certification program

The Department of Health (DOH) launched its certification program for nurses in eleven specialty areas such as cardiovascular, renal, pulmonary, mental health, maternal and child, infectious diseases, orthopaedic and rehabilitation, trauma and emergency, operating room, and anesthesia care. “This is a key strategy to enhance the competencies of the country’s nurses who play vital roles in the attainment of universal health care or Kalusugan Pangkalahatan,” Secretary of Health Enrique Ona said. The DOH Nurse Certification Program will be open to all Filipino registered nurses, as well as, foreign nurses with Special Temporary Permit from the Professional Regulations Commission. Misor sets tourism summit; to invite private investors By GERRY LEE GORIT, Correspondent

CAGAYAN de Oro City––To develop a number of potential tourism sites in Misamis Oriental, the provincial government has invited investors from the private sector to a two-day summit where they can discuss specific places of interest. Gov. Yevgeny Vincente Emano has scheduled the 1st Misamis Oriental Tourism Summit on Oct. 3-4 at Duka Bay in Medina. In recent weeks, Emano has visited eco-tourism sites around the province that need to be developed as tourist attractions. These sites have been identified and will be presented to the potential investors.

Tourism summit head Celeste M. Dosdos said the investors have been invited to partner with the provincial government in developing the identified sites. Dosdos said most of the sites are cold springs, hot springs, waterfalls and beaches. She added a sail fin lizard farm in Jasaan is also included. “Tourism promotion for these areas is needed,” Dosdos said. She said they have also invited Tourism Secretary Ramon R. Jimenez Jr. and Tourism Infrastructure and Enterprise Zone Authority chief Mark Lapid. Jaraula: ‘I will stay’ CAGAYAN de Oro City––Former Cagayan de Oro Rep. Constantino Jaraula said on Wednesday that he would not leave the country after he was implicated in the P 10 billion “pork barrel” anomaly. “I will face the charges in court to prove my innocence,” Jaraula who served as Congressman of the lone district in Cagayan de Oro City for three terms prior to the division of the city’s congressional district in two in 2007. “They are accusing me for a wrongdoing that I have not committed, definitely I will never escape as I will face the charges in court,” he said. Jaraula was among the 35 congressmen whose name was listed in the immigration’s watch list who would likely fly outside the country to escape prosecution. Jaraula did not comment on the report of the Commissions on Audit (COA) implicating his name in the Priority Development Assistance Fund anomaly saying he will reserve his arguments in court. “On COA’s allegations, I will reserve my defense at the proper time and venue,” Jaraula said. Jaraula, however, said that those who earlier left the country does not mean that they were guilty of wrongdoing. “I believed those officials would come back in due time to prove their innocence, too,” Jaraula added. LAS NIEVES, Agusan del Norte--Two agrarian reform farmers’ organizations here have pledged to plant more than 40,000 tree seedlings in support of the government’s National Greening Program (NGP). The San Isidro Farmers Association (SANIFA) and the Kahugpungan sa Katawhan sa Subait (KKS) made the commitment during an orientation on the continuing implementation of the National Greening Program organized by the Agusan del Norte Provincial Agrarian Reform office (PARO) and

the Department of Environment and Natural Resources (DENR) at the Las Nieves municipal covered court last September 11. The activity is aimed at buttressing support to achieve the planting of 1.5 billion trees in 1.5 million hectares of land nationwide in six years as mandated by President Aquino’s Executive Order No. 26. DENR Forester Rodolfo Mendez said the farmers will be provided with fruit and forest tree seedlings for planting, technical knowhow on raising them as well as financial assistance. Supt. Martin M. Gamba, chief spokesp ers on of t he Police Regional Office 13, said the deferment is due to the pending request of the regional police office to Camp Crame for the reconsideration

of the examination results of those who have taken the first phase of t he neuro-psychi at r ic examination. O ut of t he 337 applicants, only 67 have been considered to have passed the first phase. “Of the 67, only 65 had actually taken the second phase which was the work, behavior and aptitude (WBA) test, as one applicant signified to quit and go home to attend to some family

CSC awardee spearheads move to establish mangrove plantation in Butuan City BUTUAN City––A Civil Service Commission (CSC) “Dangal Ng Bayan 2013” awardee led his class batch in signing a memorandum of partnership with the Department Of Environment and Natural Resources - Caraga to establish a mangrove plantation project at a seaside village in the city, afternoon Tuesday. Senior Jail Officer 2 Richard C. Recososa, an officer of the Bureau of Jail Management and Penology (BJMP) Caraga Region and the program director of the Agusan National High School-Class 1990 is also an awardee of the “Dangal Ng Bayan 2013” for his exemplary career service. He led the signing of the memorandum of partnership (MOP) with DENR-13 Regional Executive Director Nonito M. Tamayo, in a class batch initiated program dubbed as “Planting Mangrove for a Cause in Support to the National Greening Program (NGP) in Consonance with Executive Order 26 of President Benigno S. Aquino III.” Recososa had received his regional award as a semifinalist awarded by CSC Regional Director Adams Torres and may soon receive a national award from the President along with the other national awardees in Manila. This will be the provincial contribution according to him for the 28,734 target hectares for reforestation in Caraga region next year. However, Tamayo commended the ANHS-Class ‘90 for their initiative, which, according to him were the first to sign a partnership pact with the regional DENR here in Caraga. “It’s not the size of the area which matters such as what we have offered to this class,” he said. Bukidnon environment monitor pushes for measurable ECC conditions M By WALTER I. BALANE

ALAYBALAY CITY – Requirements for an Environmental Compliance Certificate (ECC) to industries should be quantified to ensure easier monitoring, officials of the Bukidnon Multi-partite Environmental Monitoring Task Force (MMT) told MindaNews Monday.

Provincial board member Alfeo Baguio, task force chair, said they have relayed this proposal to the Environmental Management Bureau of the Department of Environment and Natural Resources (DENR), the agency that approves and enforces ECCs. But Baguio, who denied reports the local MMT has become inactive, said the

change could be executed in 2014. Robert Tado, a member of the MMT secretariat as chief of the Bukidnon Environment and Natural Resources Office pollution control services, said it is difficult to measure compliance with the ECC if the conditions are not quantified. He cited, for example, the

provision to plant perennial trees and legumes in lot boundaries and bare fields to provide buffer against pesticide drift. He said it is not clear how many trees and lines of legumes should be planted. Tado said EMB regional director Sabdullah Abubacar supported the idea of quantifying ECC requirements during a workshop on best practices for soil conservation on Sept. 19 in Cagayan de Oro City. Tado cited the importance of improving monitoring efficiency in Bukidnon especially for soil conservation with the onset of typhoons and siltation. Baguio told MindaNews that monitoring of compliance is one thing and monitoring of actions taken on their recommendations is another. He said the DENR-EMB should tell them what has happened to the task force’s recommendations on violations. In 2012 and 2013, he said, the MMT did not really know if all their recommendations were complied with. Tado said the execution would take time because the companies involved have the right to due process. But he admitted that

many of their recommendations were undermined because the companies hired good lawyers to defend them. He said many companies thought the ECC is already a permit and so did not bother getting local permits. “The ECC is only a guideline for environmental management,” he clarified. Another common violation is discharge permit for waste water from piggeries and poultry farms. Tado said multinational companies usually didn’t have water use permits, and they blamed it on the long process to obtain a permit from the National Water Resources Board. He said each violation carries a penalty of P50,000. He noted that over the

years the regular inspections have made the companies “more conscious of their compliance because of the local monitoring mechanism.” But he admitted that they were unable to visit all the ECC holders due to constraints like availability of members among others. In 2012, the MMT monitored only 27 of 43 pineapple and banana plantations and 40 of 325 piggeries and poultry farms in the province. Tado said they would prioritize the areas they failed to visit in the previous years and those with violations to check compliance with recommendations. The seminar, titled “Reporting the Environment in Bukidnon: Issues and Opportunities for the News Media,” aims to encourage ecological stories and more environmental reporting on floods and denuded forests, garbage mismanagement, mining issues, climate change adaptation, and watershed management. In his lecture, science columnist and Asian Institute of Journalism and Communication (AIJC) consultant Dr. Crispin Maslog, emphasized the best ways of telling ecological stories and how these relate to Bukidnons in order to track environmental

trends overtime and make informed decisions. Maslog, a retired journalism professor at the University of the Philippines Los Banos (UPLB) and environmental activist, imparted, as well, practical tips for covering press conferences and panel discussions during ecological events. Gender specialist Dr. Carolyn Sobritchea of the Asian Center, University of the Philippines, also discussed issues on ethical considerations in ‘Gender’ and ‘Indigenous People (IP)’ reporting. The key focus are writing, broadcasting, and reporting, but participants also dived into all forms of modern journalism, from social media to books, blogs, and video presentations, all prepared in close collaboration with Climate Change specialist Dr. Rosa Perez, Team Leader Dr. Manuel Bonita, and Mr. Louie Tabing of the Philippine Foundation for Rural

Of a minimum size of 3ft. by 2ft., such boards must be displayed all year round and must contain the no smoking sign and to regularly educate and warn the pupils/ students of its damaging/ ill-effects to one’s health and to constantly advocate to discourage them from starting to smoke.

Just recently, DepEdMis. Occ. has conducted a poster/slogan making contest in all its 16 districts to increase the pupils’ awareness on the bad effects of cigarette smoking to their health. Open to Grade 4, Grade 5 and Grade 6 pupils in the elementary schools, the theme of the contest was “Sigarilyo ay Iwasan Upang ang Baga ay Mapangalagaan, Maging Tataguyod ng Kalusugan.” Meanwhile, the Division

It is one thing to express one’s opinion in a newspaper’s op-ed section but

another to write lies and falsehoods to advance the interest of evil. In this regard, the newspaper where he writes his column is equally condemnable for allowing its precious space to be used to advance the cause of evil. The condemnable act done by Tatad, a devout Roman Catholic, is apparently rubbing off even to those who are in the academe. A graduate student in the University of the Philippines, Mark Joseph Solis, who finished his undergraduate course cum laude from the same university was discovered to have plagiarized the picture he submitted as entry to a photo contest sponsored by one of the embassies in the country. The morally corrupt student claimed that the picture he submitted was that of a boy from

Zamboanga but it turned out the boy was a Brazilian and the photo taken by the boy’s compatriot. The pork barrel fund scam is simply the macro level of how far corruption has rotten the moral fiber of Philippines society with the micro level of corruption shown by Tatad’s and Solis’ compunction to lie, readiness and willingness to advance the cause of evil while professing to be morally upright themselves. Given the above, is this country not going to the dogs? Can something good still be expected from the Filipinos and the Philippines? I really hope so. Classes in Zambo resume amid standoff ZAMBOANGA City––Interior and Local Government Secretary Manuel Roxas II and Education Undersecretary Rizalino Rivera led Wednesday’s resumption of classes outside the “areas of concerns” amid the standoff that enters its 17th day in this city. Roxas and Rivera and other government officials have joined the flag raising ceremony Wednesday morning at the Sta. Maria Central Elementary School located three kilometers north of City Hall. City Division of Schools officer-incharge Superintendent Pedro Melchor Natividad, however, said that not all of the targeted 168 public elementary and high schools has resumed classes. This city has a total of 205 public elementary and high schools, according to Natividad. Of these, 37 schools are within the areas of concerns, island barangays and evacuation centers.

The decision to resume classes outside the areas of concerns was arrived at following a thorough evaluation by the Crisis Management Committee (CMC). “Binuksan lang natin sa mga areas na sure tayo, as advised by the CMC, that is safe,” Rivera said. Rivera said that classes in some schools did not resume on recommendation of barangay chairmen, who are designated by the CMC as “ground commanders.” Among the reasons cited by the barangay chairmen are the reported sightings of unidentified people believed to be armed. Natividad said initial monitoring showed that classes in at least 14 schools did not open as no students reported for classes. ZAMBOANGA City––Social Welfare Secretary Corazon ‘Dinky’ Soliman is calling for close monitoring of children and women in evacuation centers following the rape of a six-year old girl in one of the city’s main evacuation centers. The victim, whose family members were among the 80,000 evacuees staying at the Joaquin Enriquez Memorial Sports Complex was reportedly raped by her uncle late night of September 19 while her parents went out to tend to their laundry. “The victim is now under the custody of the DSWD (Department of Social Welfare and Development) for psycho-social therapy intervention. The perpetrator is now in jail,” Soliman announced. The secretary further said measures are being made to protect women and children in the centers “with the help of the local city police” and added that they are increasing “lighting facilities in the evacuation centers to easily see movements of people around.” Faridah, a 27-year old mother of four and a neighbor of the rape victim’s family, told Davao Today “(Y)ou have to keep your attention to them. My husband and I are taking turns in watching our children.” As to the rape incident,”(W)e haven’t really noticed that it happened as we were also busy with our chores,” explained Faridah. Another mother, Anna, got worried when her sevenyear old was locked up inside the evacuation center’s bathroom. “She had herself locked

inside so she screamed. An ice-cream vendor heard her shouts,” Anna said. When news of the rape inside the evacuation center spread, she said, “I am not letting my daughter out of my sight anymore.” The DSWD is also expanding day care centers “so that parents can leave their children freely under the care of our social workers,” said Soliman. Even with added security and measures, Soliman appealed to parents to watch closely their children. “I strongly remind and appeal to parents in evacuation centers to take care of their children and should not let strangers or even relatives to take care of them. Tending to children has become difficult in evacuation centers with the number of displaced increasing every day. Evacuees in Enriquez Sports Complex had reached 80,000 after two weeks of skirmish between MNLF and state forces. All over the city, the number of displaced residents has swelled up to nearly 120,000 from 12 villages as fighting continued on its second week. President Benigno Aquino III, who stayed in the city until Saturday to monitor the situation, had promised Php 3.8 billion for the resettlement and other services for displaced residents. Meanwhile, for Gabriela Women’s Party Representative Luzviminda Ilagan, the President’s allocation for Zamboanga victims “should not in any way be used to justify the retention of discretionary and lump sum funds under the Office of

the President.” In a statement, the solon said “(T)he Zamboanga siege, or any calamity, natural or manmade, should not be used to justify the existence of the President’s Special Purpose Funds or Presidential Pork. Allowing such discretion and entitlement to any government official including the President is a recipe for an even bigger disaster, it is a formula for plunder.” According to Ilagan, funds have always been and will be allocated specifically for the disaster preparedness, risk reduction as well as rescue, relief and rehabilitation efforts in various government agencies and departments as well as in local government units. “In cases like Zamboanga, or in other cases where existing funds will not suffice Congress may be instructed by the executive to enact a supplementary budget that can be used for such purpose. What is important is that there is a system of checks and balances on the disbursement of funds,” Ilagan explained. “If there is anything that should be learned from the pork barrel scandal is the fact that unscrupulous individuals can and will take advantage of calamities to plunder people’s money” the militant solon noted. She also added that “more political initiatives should go towards addressing the roots of conflict with peace negotiations and poverty alleviation through job creation especially in the provinces. ‘We were burying a boy when the clash erupted’

I D S A Y A P, North Cotabato – When a clash between government forces and the Bangsamoro Islamic Freedom Fighters (BIFF) erupted less than a kilometer away from Barangay Tugal on Monday, Ustadz Abdulnasser Bandala and his fellow villagers were burying a teenage boy who died in a vehicular accident.

“We finished the burial before we evacuated,” said Bandala, who recalled it was around 7am when the firefight started. “We had buried the boy and we were just praying when we heard gunfire. We noticed that bullets hit the roofs of the houses and the trees. But we had to finish the prayers first,” the 48-year old ustadz recounted. His fellow villager Tenang Abas told Mindanews that they were preparing food for those who attended the burial when they heard the gunfire. Abas, who is already in his 50s, added that they and all those who attended the burial hid behind the hilly portion on the western part of the village because bullets where whizzing along the tree line

But Abas said they left Tugal around 4pm Monday because they were scared of being trapped in

Emmylou Talino-Mendoza reported that some 2,000 families have been displaced and are now staying in six evacuation centers here. They shared two carts pulled by carabaos in hauling their belongings when they evacuated and returned home. They spent a night in Barangay Salunayan, at least eight kilometers away from Tugal. R-12 police gets robot for anti-bomb ops GENERAL SANTOS CITY -- The Police Regional Office 12 has adopted the robotics technology to enhance the reconnaissance operations of its explosive ordnance disposal (EOD) or anti-bomb units. Chief Supt. Charles Calima Jr., Region 12 police director, said Tuesday they turned over a package of EOD mobile robotic device to the EOD unit of the Sultan Kudarat Provincial Police Office as part of their ongoing capability upgrading and enhancement program for local police units. Calima said the unmanned mobile robotic device will mainly assist EOD units in Sultan Kudarat and in other parts of the region in remotely checking or verifying explosive devices or materials. Region 12, which is also known as the Soccsksargen Region, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. “The device will help will our EOD and other police units in identifying threats involving explosives in fast and accurate manner,” he said in a statement. Calima said the release of the EOD equipment, which is considered historic being the first of its kind for the regional police, came after a training in the use of mobile robotic devices facilitated by American EOD experts, he said. Journo gets death threat Radio transmitter stolen

UNIDENTIFIED men stole a radio transmitter and other equipment in Digos City in the province of Davao del Sur––some 1,500 kilometers south of Manila––wounding the radio station’s caretaker in the process on September 8, the Center for Media Freedom and Responsibility (CMFR) reported Wednesday. Five days later, on September 11, a broadcaster from another radio station received a death threat sent via a commercial courier, the CMFR said. MUEWS 97.5 FM station manager Arvin Malaza told CMFR that on September 24 2013 that he was at the radio station airing coverage of Digos’s 13th cityhood anniversary when the transmitter house was taken over by armed men. The transmitter house was in Barangay (village) Soong, some seven kilometers from where the radio station in downtown Digos City. Roy Veronas, who had been caretaker of the transmitter for only six months, was shot twice and wounded in the right arm. He escaped

the armed men, getting bruised in the process, and was brought to the hospital. He said he would no longer work for the station. The transmitter and other equipment, estimated to be worth P900,000 (some USD21,000), were missing after the incident. “We had a back up (weaker) transmitter but it’s wonky. We lost about 50 percent of our normal coverage area,” Malaza said. “The stolen transmitter and equipment had a password and was registered. It can’t be taken apart and resold.” Asked about the possible motive behind the attack other than theft, Malaza said it could be their station’s stance against illegal gambling in the city, in which local politicians and some police officials are allegedly involved. Five days later, Boss Radio 99.1 FM news director for public affairs Ruby Simene received a package sent to her radio station’s address via commercial courier on Wednesday morning, September 11. The package contained a .22 caliber magnum bullet

Death threat against Ruby Simene and a note that said “Isang bala ka lang” (“It only takes one bullet”). Simene immediately reported the incident to the police. The package indicated that the sender was a certain Lemuel Torres, but Simene said they checked with voters’ registration records and concluded that the name was bogus. They went to the local branch of the commercial courier

from where the threatening package was dropped off, but found no footage of the sender from the CCTV cameras. “That was the first time I had ever received a death threat,” Simene told CMFR on September 14 2013. She started working for radio in 1989 and currently hosts a developmental and information program called “Boss Balita Ug Uban Pa” (“Boss

News Etc.”). Simene mentioned a possible motive but asked not to include it in this report as she had “no evidence” to support her speculation. A Philippine Daily Inquirer report last September 17, 2013 said local journalists in Digos City doubt that the police take the threats against media workers seriously. “At an informal meeting

outside the city police office here … (Local journalists) cited the case of a colleague whom the police accused of ‘imagining threats to his life,’” the report said. Three journalists have already been killed in Digos City since 1986. Two worked in radio. Mt. R adio commentator Dodong Solis said this is the first time the mayor “mellowed down” from his tough position against US intervention because of the American government’s “arm twisting to get what they want.”

The soaring rice prices have been hurting poor residents, saying it has gone beyond their pockets’ reach. Royal Rice, which used to be at P1,800 per sack is

now P2,550 per sack orA difference of P750 a sack. Rice vendors said prices of rice started getting expensive from their suppliers since late July, prompting them to also adjust their retail prices. In July, the 7-Tonner rice variety was sold at P40-42 per kg. It is now being sold from P47-49/kg. Other vendors said the lack of supply has caused the price to spike up.
